टाटा मोटर्स का मुनाफा 40.5 फीसदी बढ़कर 3,406 करोड़ रुपये हो गया
मुंबई से एक्सकैलिबर स्टीवेंस विश्वास
वित्त वर्ष 2012 की तीसरी तिमाही में टाटा मोटर्स का मुनाफा 40.5 फीसदी
बढ़कर 3,406 करोड़ रुपये हो गया है। पिछले वित्त वर्ष की अक्टूबर-दिसंबर
तिमाही में टाटा मोटर्स का मुनाफा 2,424 करोड़ रुपये रहा था।आटो क्षेत्र
की मौजूदा चुनौतियों के मद्देनजर टाटा मोटर्स की यह उपलब्ध महत्वपूर्ण
मानी जा रही है।पिछले 1 महीने में टाटा मोटर्स में 35-40 फीसदी तक की बढ़त
आ चुकी है।दूसरी ओर निजी क्षेत्र की प्रमुख बिजली उत्पादक कंपनी टाटा
पावर इंडोनेशिया में संयुक्त उद्यम में 240 मेगावाट की भूताप परियोजना
में 12.5 करोड़ डालर के निवेश से 50 प्रतिशत हिस्सेदारी लेगी। टाटा पावर
गठजोड़ के भागीदारों ऑस्ट्रेलिया की ओरिजियान एनर्जी और इंडोनेशिया की
पीटी सुपराको के साथ उत्तरी सुमात्रा में सोरिक मरापी भूताप बिजली
परियोजना विकसित करेगी। टाटा पावर के प्रबंध निदेशक अनिल सरदाना ने
प्रेट्र से कहा, ''इस परियोजना पर कुल 85 करोड़ डालर की लागत आने का
अनुमान है। इसमें से 30 प्रतिशत (करीब 25 करोड़ डालर से कुछ अधिक)
वित्तीय प्रबंध शेयर पूंजी के रूप में होगा।'' टाटा परवर करीब 50
प्रतिशत शेयर पूंजी डालेगी तथा बाकी शेयर दूसरे भागीदारों के पास होंगे।

टाटा मोटर्ज ने बढ़ती लागत से निपटने के लिए शुक्रवार को कहा कि उसने
नैनो और प्रीमियम कार आरिया को छोडक़र अन्य सभी माडलों की कीमतें 12,000
रुपए तक बढ़ा दी हैं। कंपनी ने कहा कि देश भर में कीमत बढ़ौतरी कल से
प्रभावी होगी। कंपनी के प्रवक्ता ने कहा कि नैनो और आरिया की कीमतें नहीं
बढ़ाई गई हैं। पिछले महीने अन्य प्रमुख वाहन कंपनियों मारुति सुजूकी और
जनरल मोटर्ज ने कीमतों में 17,000 रुपए तक की बढ़ौतरी की। मारुति ने
डिजायर को छोडक़र अपने वाहनों की कीमत में 0.3 फीसदी से 3.4 फीसदी की
बढ़ौतरी की है जो 2400 रुपए से लेकर 17,000 रुपए तक बैठती है।

पर ट्रकों के उत्पादन में वर्चस्व रखने वाले टाटा मोटर्स के लिए बुरी खबर
यह है कि सरकार ने ट्रकों और मालवाहक गाड़ियों के लिए नैशनल परमिट फी 10
फीसदी तक बढ़ाकर सालाना 16,500 रुपए प्रति गाड़ी कर दिया है। कुछ राज्यों
द्वारा राजस्व नुकसान की शिकायतें मिलने के बाद यह कदम उठाया
गया।हालांकि, ट्रक मालिकों के निकाय ऑल इंडिया मोटर ट्रांसपोर्ट कांग्रेस
ने कहा कि वे इस कदम का विरोध करेगा क्योंकि नैशनल परमिट फी बढ़ाए जाने
से देश में करीब 70 लाख मालवाहक वाहनों में से करीब 20 लाख ट्रकों का
परिचालन प्रभावित होगा।

परिवहन विकास परिषद की बैठक के बाद सड़क परिवहन और राजमार्ग मंत्री सीपी
जोशी ने कहा, 'हमने ट्रकों के लिए नैशनल परमिट फी बढ़ाकर 16,500 रुपये
प्रति ट्रक कर दी है।' जोशी ने कहा कि प्रमुख राज्यों ने कुल फी 15-20
फीसदी तक बढ़ाने का अनुरोध किया था, जो अभी तक सालाना 15,000 रुपए प्रति
ट्रक था। उन्होंने कहा कि लेकिन बैठक में मौजूद प्रमुख ट्रांसपोर्ट संघों
के साथ विस्तृत बातचीत के बाद 10 फीसदी बढ़ोतरी पर आम सहमति बनी। यह भी
सहमति बनी कि दो साल बाद स्थिति की समीक्षा की जाएगी।

कैपिटल गुड्स, रियल्टी, ऑटो शेयरों में आई जोरदार खरीदारी से बाजार चढ़े।
सेंसेक्स 76 अंक चढ़कर 17849 और निफ्टी 28 अंक चढ़कर 5418 पर बंद
हुए।शानदार तिमाही नतीजों की वजह से टाटा मोटर्स के शेयरों में करीब 4
फीसदी की तेजी आई। एलएंडटी, एसबीआई, मारुति सुजुकी, हिंडाल्को, हीरो
मोटोकॉर्प, एमएंडएम 4-3 फीसदी तेज हुए।

एशियाई बाजारों में कमजोरी की वजह से घरेलू बाजार हल्की गिरावट के साथ
खुले। हालांकि, शुरुआती कारोबार में ही बाजार हरे निशान में पहुंच गए।

मौजूदा वित्त वर्ष की अक्टूबर-दिसंबर तिमाही में टाटा मोटर्स का राजस्व
43 फीसदी बढ़कर 45,260 करोड़ रुपये पर पहुंच गया है। वहीं वित्त वर्ष
2011 की तीसरी तिमाही में टाटा मोटर्स का राजस्व 31,685 करोड़ रुपये रहा
था।

अक्टूबर-दिसंबर तिमाही में टाटा मोटर्स ने कुल 2.31 लाख गाड़ियां बेची
हैं। इस दौरान टाटा मोटर्स को 164 करोड़ रुपये का फॉरेक्स घाटा हुआ है।
तीसरी तिमाही में जेएलआर की बिक्री 36.7 फीसदी बढ़कर 86,322 यूनिट रही
है।

वित्त वर्ष 2012 की तीसरी तिमाही में जेएलआर की बिक्री 41 फीसदी बढ़कर
3.7 अरब पाउंड रही। तीसरी तिमाही में जेएलआर का मुनाफा सालाना आधार पर 28
करोड़ पाउंड से बढ़कर 44 करोड़ पाउंड हो गया है। जेएलआर का एबिटडा 62.8
फीसदी बढ़कर 75.2 करोड़ पाउंड हो गया है। टाटा मोटर्स का एबिटडा सालाना
आधार पर 15.4 फीसदी से घटकर 14.8 फीसदी हो गया है।महंगाई दर में अनुमान
के मुताबिक गिरावट रहने से बाजार में जोश आया। दरों में जल्द कटौती की
उम्मीद से बैंक, रियल्टी और ऑटो शेयर चढ़े।

यूरोपीय बाजारों में कमजोरी के बावजूद घरेलू बाजार में तेजी कायम रही।
मूडीज द्वारा स्पेन, पुर्तगाल समेत 9 देशों की रेटिंग घटाए जाने की वजह
से यूरोपीय बाजार गिरे हैं।

कारोबार के आखिरी आधे घंटे में बाजार ने रफ्तार पकड़ी और सेंसेक्स-निफ्टी
0.5 फीसदी चढ़े।

रुपये में मजबूती लौटने से कैपिटल गुड्स शेयर 2.5 फीसदी चढ़े। रियल्टी,
ऑटो शेयरों में 2 फीसदी से ज्यादा की तेजी आई।
बैंक, कंज्यूमर ड्यूरेबल्स शेयर 0.75 मजबूत हुए।

आईटी, तकनीकी, एफएमसीजी, पावर, मेटल और सरकारी कंपनियों के शेयर भी तेजी
पर बंद हुए। हेल्थकेयर 0.5 फीसदी और ऑयल एंड गैस 0.25 फीसदी गिरे।

सिप्ला 6.25 फीसदी और टाटा पावर 3.5 फीसदी टूटा। ओएनजीसी, भारती एयरटेल,
जिंदल स्टील, एचडीएफसी बैंक, बजाज ऑटो, गेल, कोल इंडिया, टीसीएस 1.5-0.5
फीसदी कमजोर हुए।

INTRODUCTION

"In order to facilitate the action of liberative (sic) forces,
...a special effort should be made to eliminate certain key
individuals. ...[to] be accomplished early in the course of the
uprising and intervention, ...

Once a political decision has been reached to proceed with
internal disturbances in Syria, CIA is prepared, and SIS (MI6) will
attempt to mount minor sabotage and coup de main (sic) incidents
within Syria, working through contacts with individuals. ...Incidents
should not be concentrated in Damascus ...

Further : a "necessary degree of fear .. frontier incidents and
(staged) border clashes", would "provide a pretext for intervention...
the CIA and SIS [MI6] should use ... capabilities in both
psychological and action fields to augment tension." (Joint US-UK
leaked Intelligence Document, London and Washington, 1957)

In this online interactive I-book, we bring to the attention of our
readers a selection of feature articles on the Syrian crisis.

Our objective is to dispel the tide of media lies and government
propaganda, which presents the events in Syria as a "peaceful protest
movement".

The "protests" did not emanate from internal political cleavages as
described by the mainstream media. From the very outset, they were the
result of a covert US-NATO intelligence operation geared towards
triggering social chaos, with a view to eventually discrediting the
Syrian government of Bashar Al Assad and destabilizing Syria as a
Nation State.

Since the middle of March 2011, Islamist armed groups --covertly
supported by Western and Israeli intelligence-- have conducted
terrorist attacks directed against government buildings including acts
of arson. Amply documented, trained gunmen and snipers including
mercenaries have targeted the police, armed forces as well as innocent
civilians. There is ample evidence, as outlined in the Arab League
Observer Mission report, that these armed groups of mercenaries are
responsible for killing civilians.

Iit is important to underscore the fact that these terrorist acts
--including the indiscriminate killing of men and women and children--
are part of a US-NATO-Israeli initiative, which consists is
supporting, training and financing "an armed entity" operating inside
Syria.

The evidence confirms that foreign intelligence operatives, according
to reports, have integrated rebel ranks:

"As the unrest and killings escalate in the troubled Arab state,
agents from MI6 and the CIA are already in Syria assessing the
situation, a security official has revealed. Special forces are also
talking to Syrian dissident soldiers. They want to know about weapons
and communications kit rebel forces will need if the Government
decides to help.

"MI6 and the CIA are in Syria to infiltrate and get at the truth,"
said the well-placed source. "We have SAS and SBS not far away who
want to know what is happening and are finding out what kit dissident
soldiers need." " Syria will be bloodiest yet, Daily Star). (emphasis
added)

The Free Syrian Army (FSA) is a creation of the US and NATO. The
objective of this armed insurrection is to trigger the response of the
police and armed forces, including the deployment of tanks and armored
vehicles with a view to eventually justifying a military
intervention, under NATO's "responsibility to protect" mandate.

A NATO-led intervention is on the drawing board. It was drafted prior
to the onset of the protest movement in March 2011. According to
military and intelligence sources, NATO, Turkey and Saudi Arabia have
been discussing "the form this intervention would take".

US, British and Turkish operatives are supplying the rebels with
weapons. Britain's Ministry of Defence confirms that it "is drawing up
secret plans for a NATO-sponsored no-fly zone [in coordination with
its allies] "but first it needs backing from the United Nations
Security Council." (Syria will be bloodiest yet, Daily Star).
According to these secret plans: "fighting in Syria could be bigger
and bloodier than the battle against Gaddafi".(Ibid ).

A "humanitarian" military intervention modeled on Libya is
contemplated. NATO Special Forces from Britain, France, Qatar and
Turkey are already on the ground inside Syria in blatant violation of
international law. Reports from British military sources (November
2011) confirm that:

"British Special forces have met up with members of the Free
Syrian Army (FSA)... The apparent goal of this initial contact was to
establish the rebel forces' strength and to pave the way for any
future training operations. ... More recent reports have stated that
British and French Special Forces have been actively training members
of the FSA, from a base in Turkey. Some reports indicate that training
is also taking place in locations in Libya and Northern Lebanon.
British MI6 operatives and UKSF (SAS/SBS) personnel have reportedly
been training the rebels in urban warfare as well as supplying them
with arms and equipment. US CIA operatives and special forces are
believed to be providing communications assistance to the rebels."

The Social and Political Context in Syria

There is certainly cause for social unrest and mass protest in Syria:
unemployment has increased in recent years, social conditions have
deteriorated, particularly since the adoption in 2006 of sweeping
economic reforms under IMF guidance. The later include austerity
measures, a freeze on wages, the deregulation of the financial system,
trade reform and privatization. (See IMF Syrian Arab Republic — IMF
Article IV Consultation Mission's Concluding Statement, 2006).

Moreover, there are serious divisions within the government and the
military. The populist policy framework of the Baath party has largely
been eroded. A faction within the ruling political establishment has
embraced the neoliberal agenda. In turn, the adoption of IMF "economic
medicine" has served to enrich the ruling economic elite. Pro-US
factions have also developed within the upper echelons of the Syrian
military and intelligence.

But the "pro-democracy" movement integrated by Islamists and supported
by NATO and the "international community" did not emanate from the
mainstay of Syrian civil society.

The wave of violent protests represents a very small fraction of
Syrian public opinion. They are terrorist acts of a sectarian nature.
They do not in any way address the broader issues of social
inequality, civil rights and unemployment.

The majority of Syria's population (including the opponents of the Al
Assad government) do not support the "protest movement" which is
characterised by an armed insurgency. In fact quite the opposite.

Ironically, despite its authoritarian nature, there is considerable
popular support for the government of President Bashar Al Assad, which
is confirmed by the large pro-government rallies.

Syria constitutes the only (remaining) independent secular state in
the Arab world. Its populist, anti-Imperialist and secular base is
inherited from the dominant Baath party, which integrates Muslims,
Christians and Druze. It supports the struggle of the Palestinian
people.

The objective of the US-NATO alliance is to ultimately displace and
destroy the Syrian secular State, displace or co-opt the national
economic elites and eventually replace the Syrian government of
Bashar Al Assad with an Arab sheikdom, a pro-US Islamic republic or a
compliant pro-US "democracy".

The Insurgency: The Libya Model

The insurgency in Syria has similar features to that of Libya: it is
integrated by paramilitary brigades affiliated to Al Qaeda, which are
directly supported by NATO and Turkey.

Reports confirm that NATO and Turkey's High Command are providing the
rebels with weapons and training: "NATO strategists are thinking more
in terms of pouring large quantities of anti-tank and anti-air
rockets, mortars and heavy machine guns into the protest centers for
beating back the government armored forces." (DEBKAfile, NATO to give
rebels anti-tank weapons, August 14, 2011)

Military sources also confirm that Syrian rebels "have been training
in the use of the new weapons with Turkish military officers at
makeshift installations in Turkish bases near the Syrian border."
(DEBKAfile, Ibid). Recent reports confirm that British and Qatari
Special forces are on the ground in the city of Homs, involved in
training rebel forces as well as organizing the supply of weapons in
liaison with the Turkish military.

As in the case of Libya, financial support is being channelled to the
Syrian rebel forces by Saudi Arabia: "Ankara and Riyadh will provide
the anti-Assad movements with large quantities of weapons and funds to
be smuggled in from outside Syria" (Ibid). The deployment of Saudi and
GCC troops is also contemplated in Southern Syria in coordination with
Turkey (Ibid).

NATO's activities are not limited to training and the delivery of
weapons systems, the recruitment of thousands of "freedom fighters"`
is also envisaged, reminiscent of the enlistment of Mujahideen to
wage the CIA's jihad (holy war) in the heyday of the Soviet-Afghan
war:

This recruitment of Mujahideen was part of NATO`s strategy in Libya,
where mercenary forces were dispatched to fight under the helm of
"former" Libya Islamic Fighting Group (LIFG) Commander Abdel Hakim
Belhadj.

The Libyan model of rebel forces integrated by "Islamic brigades"
together with NATO special forces has been applied to Syria, where
"Islamist fighters" supported by Western and Israeli intelligence are
deployed. In this regard, Abdel Hakim`s LIFG brigade has now been
dispatched to Syria, where it is involved in terrorist acts under the
supervision of NATO Special Forces.

The Central Role of US Ambassador Robert S. Ford

US Ambassador Robert S. Ford was dispatched to Damascus in late
January 2011 at the height of the protest movement in Egypt. (The
author was in Damascus on January 27, 2011 when Washington's Envoy
presented his credentials to the Al Assad government).

At the outset of my visit to Syria in January 2011, I reflected on
the significance of this diplomatic appointment and the role it might
play in a covert process of political destabilization. I did not,
however, foresee that this destabilization agenda would be implemented
within less than two months following the instatement of Robert S.
Ford as US Ambassador to Syria.

The reinstatement of a US ambassador in Damascus, but more
specifically the choice of Robert S. Ford as US ambassador, bears a
direct relationship to the onset of the protest movement in mid-March
against the government of Bashar al Assad.

Robert S. Ford was the man for the job. As "Number Two" at the US
embassy in Baghdad (2004-2005) under the helm of Ambassador John D.
Negroponte, he played a key role in implementing the Pentagon's "Iraq
Salvador Option". The latter consisted in supporting Iraqi death
squadrons and paramilitary forces modelled on the experience of
Central America.

It is worth noting that Obama's newly appointed CIA head, General
David Petraeus played a key role the organization of covert support to
rebel forces and "freedom fighters", the infiltration of Syrian
intelligence and armed forces, etc. Petraeus led the Multi-National
Security Transition Command (MNSTC) "Counterinsurgency" program in
Baghdad in 2004 in coordination with John Negroponte and Robert S Ford
at the US Embassy in Baghdad.

The Insidious Role of the Western media

The role of the US-NATO-Israel military alliance in triggering an
armed insurrection is not addressed by the Western media. Moreover,
several "progressive voices" have accepted the "NATO consensus" at
face value. The role of CIA-MI6 covert intelligence operations in
support of armed groups is simply not mentioned. Salafist paramilitary
groups involved in terrorist acts, are, according to reports,
supported covertly by Israeli intelligence (Mossad). The Muslim
Brotherhood has been supported by Turkey, as well as by MI6, Britain's
Secret Service (SIS) since the 1950s

More generally, the Western media has misled public opinion on the
nature of the Arab protest movement by failing to address the support
provided by the US State Department as well as US foundations
(including the National Endowment for Democracy (NED)) to selected
pro-US opposition groups.

Known and documented, the U.S. State Department "has been been funding
opponents of Syrian President Bashar Assad, since 2006. (U.S. admits
funding Syrian opposition - World - CBC News April 18, 2011).

The protest movement in Syria was upheld by the media as part of the
"Arab Spring", presented to public opinion as a pro-democracy protest
movement which spread spontaneously from Egypt and the Maghreb to the
Mashriq. There is reason to believe, however, that events in Syria,
however, were planned well in advance in coordination with the process
of regime change in other Arab countries including Egypt and Tunisia.

The outbreak of the protest movement in the southern border city of
Daraa was carefully timed to follow the events in Tunisia and Egypt.

In chorus they have described recent events in Syria as a "peaceful
protest movement" directed against the government of Bashar Al Assad,
when the evidence amply confirms that Islamic paramilitary groups are
involved in terrorist acts. These same Islamic groups have infiltrated
the protest rallies.

Western media distortions abound. Large "pro-government" rallies
(including photographs) are casually presented as "evidence" of a mass
anti-government protest movement. The reports on casualties are based
on unconfirmed "eye-witness reports" or on Syrian opposition sources
in exile. The London based Syria Observatory for Human Rights are
profusely quoted by the Western media as a "reliable source" with the
usual disclaimers. Israeli news sources, while avoiding the issue of
an armed insurgency, tacitly acknowledge that Syrian forces are being
confronted by an organized professional paramilitary.

The absence of verifiable data, has not prevented the Western media
from putting forth "authoritative figures" on the number of
casualties. What are the sources of this data? Who is responsible for
the casualties?

Dangerous Crossroads: Towards a Broader Middle East Central Asian War

Escalation is an integral part of the military agenda. Destabilization
of sovereign states through "regime change" is closely coordinated
with military planning. There is a military roadmap characterised by a
sequence of US-NATO war theaters.

War preparations to attack Syria and Iran have been in "an advanced
state of readiness" for several years.

US, NATO and Israeli military planners have outlined the contours of a
"humanitarian" military campaign, in which Turkey (the second largest
military force inside NATO) would play a central role.

We are at dangerous crossroads. Were a US-NATO military operation to
be launched against Syria, the broader Middle East Central Asian
region extending from North Africa and the Eastern Mediterranean to
the Afghanistan-Pakistan border with China would be engulfed in the
turmoil of an extended regional war.

There are at present four distinct war theaters: Afghanistan-Pakistan,
Iraq, Palestine and Libya.

An attack on Syria would lead to the integration of these separate war
theaters, eventually leading towards a broader Middle East-Central
Asian war.

In Part I of the online interactive I-Book, an introductory essay is presented.

Part II examines the nature of the US-NATO-Israel sponsored
insurgency, including the recruitment of terrorists and mercenaries.
It also includes an examination of a 1957 Anglo-American covert
intelligence plan to destabilize Syria and implement "regime change".
The 1957 plan envisaged the triggering of "internal disturbances as
well as the mounting of "sabotage and coup de main (sic) incidents" by
the CIA and MI6. What this essay suggests is continuity, i.e. today's
Intel. Ops, while more sophisticated than those of the Cold War era,
belong to realm of DÉJÀ VU.

Part III examines the complicity of the "international community"
focussing respectively on the role of non-governmental organizations,
the dynamics within the United Nations Security Council and role of
the Arab League, acting on behalf of Washington.

Part IV centers on the insidious role of the corporate media, which
has carefully distorted the facts, providing systematically a biased
understanding of the causes and consequences of the Syrian crisis.

Part V focusses on the broader military agenda and the process of
military escalation in the Middle East.

The road to Tehran goes through Damascus. A US-NATO sponsored war on
Iran would involve, as a first step, a destabilization campaign
("regime change") including covert intelligence operations in support
of rebel forces directed against the Syrian government.

A war on Syria could evolve towards a US-NATO military campaign
directed against Iran, in which Turkey and Israel would be directly
involved. It would also contribute to the ongoing destabilization of
Lebanon.

Sunny lived on a little farm with his parents, high up in the
mountains. Life on the farm afforded little amusement, and so it was
with great excitement when, one day, Sunny heard of a grand carnival
at a neighbouring village, several miles away. One bright Sunday
morning Sunny hurriedly gobbled down his breakfast and hurried off to
the carnival. He did not want to miss a bit of it!
When the boy got to the carnival he could hardly believe his eyes!
There were balloon stalls and a merry-go-round, a pair of performing
giraffes and a giant Ferris wheel and goodness knows what other
delightful treats that Sunny had only heard of or read about till
then. He spent nearly all the pocket-money that he had carefully saved
for months treating himself to all of these and to a sumptuous lunch
as well. He still had some money left, though, at the end of it, just
enough to buy a ticket for the grand raffle. A great many prizes were
to be given away at the raffle, and you can imagine how little Sunny
hoped and prayed that he would win the first prize.
And, would you believe it, Sunny's prayer came true! A voice crackled
over the microphone, announcing that Sunny was the proud winner of the
first prize! A great sound of claps rent the air as Sunny, hardly
believing his ears, drew up to the stage to receive his prize. He
shook hands with a kind old lady, who was giving away the prizes, and
waited with bated breath to see what his prize was.
The lady walked to a corner of the stage and stopped at an enormous
box-like thing that was covered with a sheet. Was it a television,
thought Sunny? Or, perhaps, a washing machine, or a fridge? How
excited his parents would be when he brought it back, he thought, for
they had none of these at home.
But do you know what that big box contained? The lady drew off the
sheet to reveal a wooden cage. Then, she slid open a door on the side,
and out trotted, you won't believe it—a little piglet!
The piglet turned this way and that, showed off its little bottom and
its curly, noodle-like tail, did a little a jig, and then it began to
squeal! 'Oink! Oink!' it cried.
At first, Sunny was completely taken aback, for who would have
thought of a piglet as the first prize in a raffle? What on earth
would he do with a piglet, he thought. He never knew of anyone who had
kept a piggy as a pet. And then, surely, his parents would refuse to
let him have it. But when the piglet began to squeal again (for it was
obviously hungry from being kept in a box for hours) little Sunny's
tender heart melted at once. He looked closely at the piglet, which
was now sniffing up his shoes, probably thinking they were edible. Oh,
what a cutely mischievous face it had, thought Sunny. And what
roly-poly cheeks, speckled with a pair of little dimples!
'Oink! Oink!', cried the piglet again, looking helplessly up at Sunny.
Sunny bent down, lifted the piglet in his arms and burst into a hearty
laugh. 'This is the best prize I could ever think of!' he said to the
old lady. 'Thank you so very much.'
When Sunny got back home later that evening he knew his parents would
be cross with him. 'We can hardly survive ourselves, son, and here
you've brought us an extra mouth to feed,' his mother complained.
Sunny's father was aghast when he saw the animal. 'What? A pig? In my
house? No way! I'll turn it into bacon and sausages or else sell it to
the butcher's tomorrow!' And that was no empty threat, Sunny knew, for
his father was really a hard-hearted man who never minced his words.
Poor little Sunny was all so perplexed. How he wished he could keep
the piglet, which he had already named as Raffles, as his pet.
'Take the damn thing and leave her in the backyard tonight and I'll
send her off to the piggery the first thing in the morning,' Sunny's
father commanded, and Sunny reluctantly did as he was told.
That night, Sunny hardly slept a wink, tossing and turning in his bed
fretting about little Raffles, who was all by herself in the backyard,
and dreading the next day when his father was certain to take her to
the butcher's.
But do you know what Raffles (who knew nothing at all about what
Sunny's father had planned for her) was busy doing all night? She was
nosing around, you see, and quite literally at that! It so happened
that Sunny's father had buried a great many potatoes just behind the
house, to be used in an emergency when food-stocks ran short—a common
enough occurrence up in the remote hills. Little nosey Raffles had
sniffed the potatoes out and with her little snout she began to dig,
throwing up great heaps of mud, until she had created an enormous pit
and had at last found the potatoes, which she munched to her heart's
content.
At around mid-night, it suddenly began to rain. Pitter-patter, it
began, but it soon turned into a dreadful storm. And as the rain came
pelting hard and the winds howled about an enormous boulder slipped
from the steep mountainside just above Sunny's house and came hurtling
down with a ferocious speed. It would certainly have crashed into the
house and smashed it to bits but, as luck would have it, it tumbled
instead into the giant pit that Raffles had dug out while looking for
the potatoes.
The next morning, Sunny's father stepped out to see what damage the
storm had caused his crops when he spied the massive boulder that was
sunk deep inside the pit. At the edge of the pit sat little Raffles,
quite enjoying herself nibbling at a juicy potato and naughtily
wagging her little, loopy tail. And then Sunny's father knew exactly
what had happened the night before. The poor little pig had saved him
and his family and their house from the monster boulder!
Do you know what Sunny's father then did? He raced up to Raffles,
caught her up in his arms, gave her a hearty hug and planted an
enormous kiss on the little piggy's baby-pink cheek!
Sunny raced out on hearing his father shouting out in glee—it was
rarely that the old man did so.
'Raffles! You saved us! You brave little piggy!', his father laughed
and shrieked and danced about in delight. 'Forgive me, little one, for
being a bad old grumpy man.'
'Father, does that mean that Raffles can stay with us?', asked Sunny,
who was completely taken aback at his father's behaviour.
'Don't ask silly questions, boy!' his father replied. 'Of course, she
can! Run off and tell your mother to make a giant bowl of potato
porridge for Raffles at once!'
And, on hearing that, little Raffles, who was still in Sunny's
father's arms, let out a little shriek of delight. 'Oink! Oink', she
cried out and wagged her little pink bottom.

Bangladeshi bureaucrats are increasingly taking interest in eGovernment

Dr. Ahmed Imran, a teacher at Australian National University and
acclaimed scholar on eGovernment, speaks to The Independent

The Independent: We are informed that you developed a methodology of
eGovernment training at Australian National University, ANU, can you
shortly describe it?
Dr. Imran: Development and designing of eGovernment Management
training curriculum is a continuation of our work which was initiated
in 2007 basing on my PhD research findings. The research, which looked
at the barriers to ICT adoption in the public sector of LDCs focussing
on Bangladesh, revealed that decision makers' know-how about the
strategic use of ICT in the public sector was the key hindrance to its
adoption followed by the attitude and mindset. To make e-government
successful, it is not the machine but man behind the machine is more
important. Most sophisticated e-government system will fail to deliver
its desired output if the people operating and managing them are not
convinced and equipped to derive its benefit.
Our research further suggests that knowledge deployment in this area
has the potential to change the entrenched attitude towards IT, which
can create a conducive environment for ICT innovation in the public
sector. Accordingly, we designed short burst training programmes for
senior officers for icebreaking in this sphere. The major deliveries
in our first phase included a comprehensive report outlining a
five-year strategic pathway for government adoption in Bangladesh, a
custom-built intensive training workshop for senior government
officials, delivery of training workshops to 107 senior and mid-level
government officers and the production and distribution of an ICT
Management Handbook. It also had some awareness programme on
e-government.
The second phase of the project (2010-2012) aimed to institutionalise
ICT knowledge among the wider Bangladeshi public service by developing
a rigorous curriculum for government officers. Bangladesh Public
Administration Training Centre (BPATC) was chosen as the preferred
institution for implementation of this programme where all the
officers of the government are expected to receive training. This work
is being done in collaboration with the BPATC and other experts from
Bangladesh and Australia. The accompanying textbook on e-government
will be a first for a least developed country. The establishment of
this knowledge is expected to build the capacity of public sector
officials to handle and bring about the required transformation
through e-government in Bangladesh.
The Independent: How did Australian Government's Public Sector
Linkages Programme (PSLP) administered by AusAID help you to develop
the course?
Dr. Imran: Although the concept and design is formulated by us, we
needed support and funding to implement such programme at
international level. AusAID's Public Sector linkage programme (PSLP)
is an initiative of AusAID which aims to improve public sector
capacity in counterpart developing countries for sustainable
development-focused outcomes through bilateral linkages. We could see
a clear potential to benefit a country like Bangladesh through our
research outcome. We applied for this extremely competitive grant
scheme and were successful.
ANU's endowed Professor Shirley Gregor and Dr Tim Turner from
UNSW@ADFA with his long experience on e-government joined me to make a
strong team in this endeavour. In this second phase, we are working in
partnership with the Bangladesh Public Administration Training Centre,
BPATC, and other experts/stakeholders in this area.
The Independent: Now you are running an eGovernment management course
at Bangladesh Public Administration Training Centre (BPATC). What are
the objectives behind designing such course?
Dr. Imran: Actually BPATC already had an existing course named as
Information Technology and e-government (ITEG). We replaced this
course with this newly developed course emphasising management skill
and the knowledge a government officer needs in order to plan and
operationalise e-government in his/her department. The rapid
development of the Information Communication Technologies (ICT)
worldwide has impacted organisations and national economies. The
public service sector is also transforming in the information age of
the 21st century in terms of management and communication and ICT has
become a vital tool for public service administration. With the
increasing demand for ICT based applications and processes, government
officials are faced with the challenge of developing their ICT
management skill.
This course is designed to provide current and future managers in the
governments sector with the essential ICT managerial knowledge that is
needed to oversee successful e-government investments. The course
highlights the key aspects of successful ICT management practices in
the context of socio-cultural and organisational complexity.
The Independent: Senior and mid-level officers are joining your
course. So let us to know their response and adaptability of
technology based governance system?
Dr. Imran: I'd say it is far better than what it was before 5-10
years. Government officers are increasingly taking interest in this
and we found the participants are very eager and enthusiastic to learn
even at their middle age. It was very encouraging to see them studying
beyond mid night and doing their group work. Some of them who did
this course are already effectively applying their knowledge in their
respective departments. It is also encouraging to see that the
government is also very proactive in this matter through its mandate
and initiatives. The slogan and move for Digital Bangladesh
demonstrates strong political will behind this transformation which is
also crucial.
The Independent: Do you think the participant officers will be able to
implement what you taught them?
Dr. Imran: This is one of the most challenging questions we face all
the time. These officers who received our training are only a very
small percentage of the overall public service. When over a period of
time a mass number of officers will be trained and when great
understanding of the issue will flow on across the organisation, only
then you will begin to see the results. Also there are many other
issues to tackle to apply the acquired knowledge for example legal,
technical and administrative issues which need to be addressed side by
side. However, this is just a beginning and good thing is that the
knowledge resources are now built and readily at hand to be
disseminated and utilised.
The Independent: Did you make any significant progress in taking the
tools of eGovernment to the common people?
Dr. Imran: Of course, the main beneficiary of e-government is
ultimately the citizens. The benefit derived from the improvement of
government's efficiency and productivity will eventually transmit to
the citizens. Now the question arises how to make this happen
effectively, so that sustainable and maximum value can be achieved. I
think, when you are able to clearly measure the overall value addition
by any e-government initiative keeping in mind of 162 million citizen
of the country, you're not likely to go wrong. The training instils
that capacity amongst public sector officials in designing and
delivering value added and effective e-government services. The
knowledge to use those systems will quickly flow on to the general
citizens through normative process.
The Independent: What are the biggest challenges for Bangladesh to be
based on e-Government to serve the people?
Dr. Imran: Bangladesh is a LDC and its context is quite different than
many other developed countries. The harsh realities are, majority of
its population do not have the internet accessibility and minimum
digital literacy. They are still struggling to meet the basic
essentials of life. That does not mean e-goveremnet is not relevant
for Bangladesh. The vast majority of these people can, however, get
the benefit of e-government, if some of the critical internal process,
which can add significant value in terms of efficiency and
productivity, are automated. For example, if an internal process of a
routine license renewal can be re-engineered to process within an
hour, where a general citizen can take the delivery of the same
license over the counter in a day instead of waiting for two weeks,
even without using any computer by himself.
Independent: It is also reported that there are bureaucracies from
some bureaucrats to introduce government. What do you think?
Dr. Imran: I won't say it is bureaucracy. Rather this is a very common
phenomenon when any new innovation takes place, especially in a rigid
organisation like public services. It is the institutional inertia,
which takes time to change its status quo. You have to apply
appropriate strategies for this and give sufficient time for this
transformation to occur. All the countries have experienced this
phenomenon.
The Independent: Do you expect this transformation in public service
will happen in Bangladesh?
Dr. Imran: Oh sure. I have no doubt about that. It's not the same
citizen we have dealt with 20 years back. Citizens of 21st century
have different expectations and in this information age the change in
bureaucratic business process is thus inevitable. But the question
is-- how fast you can accommodate and adapt the changes. Sooner is
better for the country. This lead and lag will actually determine the
more devolved and least developed nations in this knowledge based
economy.
The Independent: You already told that your eGovernment management
course at Bangladesh Public Administration Training Centre, BPATC, is
successfully done. Can other countries replicate the model of your
course?
Dr. Imran: Yes, this will be applicable in many other countries.
Already we have received expression of interest in the past to
replicate this programme in Sri Lanka, the Philippines and Indonesia.
In addition to publishing in reputed academic journals,
International Telecommunication Union (ITU) has published our model in
its annual publication titled 'The Role of ICT in Advancing Growth in
LDCs, 2011 for LDCs'.
The Independent: What are your expectation regarding eGovernment
adaptation in Bangladesh?
Dr. Imran: It is now important that the knowledge-base built through
our initiative is used for further dissemination and effective
adoption of eGoevrnment. We'd like to see e-government not only takes
off in the country but also it can maneuver successfully to give the
ultimate benefit to its citizens and thus can play a major role in
changing its overall socio-economic condition. As a researcher in
this field we'll be happy to provide and share our research output to
benefit all the LDCs including the country.

जब मेरे कपड़े उतारे जा रहे थे उस वक्त ऐसा लग रहा था कोई आये और मुझे
बचा ले, पर ऐसा नहीं हुआ। महाभारत में द्रौपदी ने अपने चीर हरण के वक्त
कृष्णजी को पुकारकर अपनी लज्जा को बचा ली। मैं किसे पुकारती, मुझे तो
कोर्ट-न्यायालय द्वारा इनके हाथो में सौंपा गया था...

जेल से सोनी सोरी ने कल की तारीख 3 फरवरी में अपने फिक्रमंदों को संबोधित
एक पत्र भेजा है

आप सब सामाजिक कार्यकर्ताओं, बुद्धिजीवी संगठन, मानवाधिकार महिला आयोग,
देशवासियों से एक आदिवासी पीड़ित लाचार महिला अपने ऊपर हुए अत्याचारों का
जवाब मांग रही है और जानना चाहती है कि –

(1) मुझे करंट शार्ट देने, मुझे कपड़े उतारकर नंगा करने या मेरे
गुप्तांगों में बेदर्दी के साथ कंकड-गिट्टी डालने से क्या नक्सलवाद की
समस्या खत्म हो जायेगी। हम औरतों के साथ ऐसा अत्याचार क्यों, आप सब
देशवासियों से जानना है।

(2) जब मेरे कपड़े उतारे जा रहे थे उस वक्त ऐसा लग रहा था कोई आये और
मुझे बचा ले, पर ऐसा नहीं हुआ। महाभारत में द्रौपदी ने अपने चीर हरण के

तो कोर्ट-न्यायालय द्वारा इनके हाथो में सौंपा गया था। ये नहीं कहूँगी कि
मेरी लज्जा को बचा लो, अब मेरे पास बचा ही क्या है? हाँ, आप सबसे जानना
चाहूंगी कि मुझे ऐसी प्रताडना क्यों दी गयी।

sonisori(3) पुलिस आफिसर अंकित गर्ग एसपी मुझे नंगा करके ये कहता है कि
'तुम रंडी औरत हो, मादर सोद गोंड इस शरीर का सौदा नक्सली लीडरों से करती
हो। वे तुम्हारे घर में रात-दिन आते हैं, हमें सब पता है। तुम एक अच्छी
शिक्षिका होने का दावा करती हो, दिल्ली जाकर भी ये सब कर्म करती हो।
तुम्हारी औकात ही क्या है, तुम एक मामूली सी औरत जिसका साथ इतने
बड़े-बड़े लोग देंगे।'
आखिर पुलिस प्रशासन के आफिसर ने ऐसा क्यों कहा। इतिहास गवाह है कि देश की
लड़ाई हो या कोई भी संकट, नारियों का बहुत बड़ा योगदान रहा है। झाँसी की
रानी लक्ष्मीबाई ने अंग्रेजों के खिलाफ लड़ाई लड़ी थी तो क्या उन्होंने
खुद का सौदा किया था। इंदिरा गांधी ने देश की प्रधानमंत्री बनकर देश को
चलाया तो क्या उन्होंने खुद का सौदा किया। आज जो महिलाएं हर कार्य
क्षेत्र में आगे होकर कार्य कर रही हैं क्या वो भी अपना सौदा कर रही हैं।
हमारे देशवासी तो एक दूसरे की मदद-एकता से जुड़े हैं, फिर हमारी मदद कोई
क्यों नहीं कर सकता। आप सभी से इस बात का जवाब जानना चाहती हूँ।

(4) संसार की श्रृष्टि किसने की। बलशाली, बुद्धिमान योधाओं का जन्म किसने
दिया है। यदि औरत जाति न होती तो क्या देश की आजादी संभव थी। मैं भी तो
एक औरत ही हूँ, फिर मेरे साथ ऐसा क्यों किया गया।

(5) मेरी शिक्षा को भी गाली दी गयी। मैंने एक गांधीवादी स्कूल माता
रुक्मणि कन्या आश्रम डिमरापाल में शिक्षा प्राप्त की है। मुझे अपनी
शिक्षा की ताकत पर पूरा विश्वास है, जिससे नक्सली क्षेत्र हो या कोई और
समस्या फिर भी शिक्षा की ताकत से सामना कर सकती हूँ। मैंने हमेशा शिक्षा
को वर्दी और कलम को हथियार माना है। फिर भी नक्सली समर्थक कहकर मुझे जेल
में डाल रखा है। बापूजी के भी तो ये ही दो हथियार थे। आज महात्मा गांधी
जीवित होते तो क्या उन्हें भी नक्सल समर्थक कहकर जेल में डाल दिया जाता।
आप सभी से इसका जवाब चाहिए।

(6) ग्रामीण आदिवासियों को ही नक्सल समर्थक कहकर फर्जी केस बनाकर जेलों
में क्यों डाला जा रहा है। और लोग भी तो नक्सल समर्थक हो सकते हैं। क्या
इसलिए क्योंकि ये लोग अशिक्षित हैं, सीधे-सादे जंगलों में झोपडियां बनाकर
रहते हैं या इनके पास धन नहीं है या फिरअत्याचार सहने की क्षमता है। आखिर
क्यों?

(7) हम आदिवासियों को अनेक तरह की यातनाएं देकर, नक्सल समर्थक, फर्जी केस
बनाकर, एक-दो केसों के लिये भी ५-6 वर्ष से जेलों में रखा जा रहा है। न
कोई फ़ैसला, न कोई जमानत, न ही रिहाई। आखिर ऐसा क्यों हो रहा है। क्या हम
आदिवासियों के पास सरकार से लड़ने की क्षमता नहीं है या सरकार आदिवासियों
के साथ नहीं है। या फिर ये लोग बड़े नेताओं के बेटा-बेटी, रिश्तेदार नहीं
हैं इसलिए। कब तक आदिवासियों का शोषण होता रहेगा, आखिर कब तक। मैं आप सभी
देशवासियों से पूछ रही हूँ, जवाब दीजिये।

(8) जगदलपुर, दंतेवाड़ा जेलों में 16 वर्ष की उम्र में युवक-युवतियों को
लाया गया, वो अब लगभग २०-21 वर्ष के हो रहे हैं। फिर भी इन लोगों की कोई
सुनवाई नहीं हो रही है। यदि कुछ वर्ष बाद इनकी सुनवाई भी होती है तो इनका
भविष्य कैसा होगा। हम आदिवासियों के साथ ऐसा जुल्म क्यों? आप सब सामाजिक
कार्यकर्ता, बुद्धिजीवी संगठन और देशवासी सोचियेगा।

(9) नक्सलियों ने मेरे पिता के घर को लूट लिया और मेरे पिता के पैर में
गोली मारकर उन्हें विकलांग बना दिया। पुलिस मुखबिर के नाम पर उनके साथ
ऐसा किया गया। मेरे पिता के गांव बड़े बेडमा से लगभग 20-25 लोगों को
नक्सली समर्थक कहकर जेल में डाला गया है, जिसकी सजा नक्सलियों ने मेरे
पिता को दी। मुझे आप सबसे जानना है कि इसका जिम्मेदार कौन है? सरकार,
पुलिस प्रशासन या मेरे पिता। आज तक मेरे पिता को किसी तरह का कोई सहारा
नहीं दिया गया, न ही उनकी मदद की गयी। उल्टा उनकी बेटी को पुलिस प्रशासन
अपराधी बनाने की कोशिश कर रही है। मेरे पीती नेता होते तो शायद उन्हें
मदद मिलती, वे ग्रामीण और एक आदिवासी हैं। फिर सरकार आदिवासियों के लिये
क्यों कुछ करेगी।

प्रदेश की आधी आबादी को जिस तरह विधानसभा के प्रतिनिधित्व से दूर रखा गया
है उससे साफ़ है कि 33 फीसदी महिला आरक्षण का विरोध और समर्थन करने वाली
सभी पार्टियाँ एक ही हैं. प्रदेश की किसी पार्टी ने 9 फीसदी से अधिक
महिलाओं को प्रत्याशी नहीं घोषित किया है...

देश की सबसे बड़ी आबादी वाले राज्य उत्तर प्रदेश में 11 फरवरी को
विधानसभा के दूसरे चरण के हो चुके चुनावों के बाद यह साफ हो गया है कि
प्रदेश में अबकी वोट प्रतिशत में भारी इजाफे की बड़ी वजह महिलाओं की बढ़ी
भागीदारी है. चुनाव आयोग समेत पार्टियाँ और चुनावी विश्लेषक भी महिलाओं
की बढ़ी भागीदारी को स्वीकार कर रहे हैं और बदलते व बढ़ते भारत का गुणगान
कर रहे हैं.

लेकिन सवाल है कि क्या वोट प्रतिशत में महिलाओं की बढ़ी भागीदारी के
मुकाबले चुनावी पार्टियों ने विधानसभा चुनावों में उस मुताबिक स्थान दिया
है या फिर सिर्फ महिला सशक्तिकरण का झुनझुना ही बजा रहे हैं. उत्तर
प्रदेश की 403 विधानसभा सीटों के लिए हो रहे चुनावों के मद्देनजर देखें
तो झुनझुना वाली बात ही अधिक सही लगती है. 8 और 11 फरवरी को दो चरणों में
हो चुके चुनावों में करीब दो हजार प्रत्याशियों ने अपने भाग्य आजमाए,
जिसमें महिलाएं मात्र 141 थीं.

इन परिणामों से साफ़ है कि महिला सशक्तिकरण आज भी एक दूर की कौड़ी है.
महिला अपनी पहचान के लिये प्रयत्नशील है, लेकिन उसकी आजादी के लिए अभी भी
परिवर्तन की जरूरत है. नारी सशक्तिकरण के नाम पर झूठा खेल हर जगह खेला जा
रहा है, फिर चाहे महिला आरक्षण ही क्यों न हो.

सर्वप्रथम 1926 में विधानसभा में एक महिला का मनोनयन कर सदस्य बनाया गया
परन्तु उसे मत देने के अधिकार से वंचित रखा गया. इसके बाद 1937 में
महिलाओ के लिए सीट आरक्षित कर दी गई और 41 महिला उम्मीदवार चुनाव में
उतरी .1938 में श्रीमती आर. बी.सुब्बाराव राज्य परिषद् में चुनी गई उसके
बाद 1953 में श्री मति रेणुका राय केंद्रीय व्यवस्थापिका में प्रथम महिला
सदस्य के रूप में चुनी गई .

आजादी के बाद महिला आरक्षण के माध्यम से महिला सशक्तिकरण की शुरुआत सबसे
पहले 1996 में संयुक्त मोर्चे की सरकार के दौरान तब हुआ जब सरकार ने इस
आशय का बिल पारित करने के संकेत दिए .यह संकेत इस मुद्दे पर आम विचार
-विमर्श के उद्देश्य से दिया गया . लेकिन उस समय से आज तक इस मुद्दे पर
आम राय नहीं बन पा रही हैं .

महिला सशक्तिकरण की शुरुआत संयुक्त राष्ट्र संघ द्वारा 8 मार्च 1975 को
अंतर्राष्ट्रीय महिला दिवस से मानी जाती हैं .फिर महिला सशक्तिकरण की पहल
1985 में महिला अंतर्राष्ट्रीय सम्मलेन नैरोबी में की गई. भारत सरकार ने
समाज में लिंग आधारित भिन्नताओ को दूर करने के लिए एक महान निति 'महिला
कल्याण नीति'1953 में अपनाई . महिला सशक्तिकरण का राष्ट्रीय उद्देश्य
महिलाओ की प्रगति और उनमे आत्मविश्वास का संचार करना हैं परन्तु क्या यह
सम्भव हो पाया आज भी पुरुष प्रधान समाज में परिवार का मुखिया एक पुरुष ही
हो सकता है चाहे महिला कितनी भी सशक्त क्यों ना हो.

आज महिला सशक्तिकरण कि बात या महिला उत्थान की बात सभी पार्टियाँ अपने
भाषण में करती है, लेकिन प्रत्यक्ष रूप में कितना करती हैं ये 2012
विधानसभा चुनाव में देखा जा सकता है. लगभग सभी पार्टियों ने अपने
प्रत्याशीयों की सूची दी उसमें हम देख सकते है की महिलाओं को कितनी
तवज्जो दी गयी है. लगभग 9 फीसदी ही महिलाओं की सीटें है और यही हाल 2007
के चुनाव में भी था. 2007 में 6086 उम्मीदवारों में से महिला
प्रत्याशीयों की संख्या 370 यानि 6 फीसदी थी.

नारी सशक्तिकरण से जो अपेक्षा और उम्मीद थी वो अभी तक पूरी नहीं हो सकी
है. महिलाओं के राजनीतिक और सामाजिक हकों को प्राप्त करने कि लड़ाई जारी
है . आने वाले चुनावों में महिला सशक्तिकरण अहम् मुदा बन कर उभरेगा.
अफ़सोस इस बार ऐसा नहीं हो पाया पर महिलाओं का संघर्ष अपनी राजनीतिक और
सामाजिक पहचान पाकर ही रहेगा.

पुलिस के मुताबिक जिन विशेष पुलिस अधिकारियों तथा सलवा जुडूम के नेताओं
के खिलाफ वारंट जारी किये गये हैं वे सभी फरार हैं, जबकि ये सभी आरोपी तब
से आज तक पुलिस की नौकरी करते हैं . आरोपियों में बोडडू राजा सुकमा
जिले की जिला पंचायत में वर्तमान उपाध्यक्ष हैं...

मैं आपका ध्यान छत्तीसगढ़ में निचली अदालतों द्वारा कमजोर आदिवासियों के
मामले में दंड प्रक्रिया संहिता का साफ़ साफ़ उलंघन तथा इस प्रकार उन्हें
न्याय मिलने से जान बूझ कर वंचित किये जाने के मामले में लिख रहा हूं .

मैं आपसे प्रार्थना करता हूं कि आप मेरे इस पत्र को याचिका के रूप में
स्वीकार कर लें ताकि न्याय के अभाव में हताशा के कारण पैदा होने वाली
सामजिक अशांति को कम किया जा सके . महात्मा गांधी ने कहा था कि यदि हमें
भारत का विकास करना है तो हमें गावों का विकास करना होगा . मैंने और मेरी
पत्नी ने आज से उन्नीस साल पहले गांधी जी द्वारा युवकों को दिये गये इस
सूत्र से प्रेरित होकर दिल्ली छोडकर छत्तीसगढ़ के जिले दंतेवाड़ा जाकर
१९९२ में आदिवासियों के एक गाँव में रहना शुरू किया था .

हम आदिवासियों की सेवा के विभिन्न कार्य करते रहे . हमारे कार्य को देख
कर जिला न्यायालय ने हमारी संस्था को जिला विधिक प्राधिकरण का सदस्य
नियुक्त किया था . इसके लिये हमारे द्वारा जिला जज साहब के निर्देशन व
उपस्थिती में आदिवासियों को उनके कानूनी अधिकारों की जानकारी देने के
अनेकों कार्यक्रम चलाए जाते थे .

छह आदिवासी लड़कियों ने 2009 में हमारी संस्था के कार्यकर्ताओं से मुफ्त
कानूनी सहायता के लिये सम्पर्क किया . उन लड़कियों ने हमें बताया कि उनके
साथ पुलिस कर्मियों , विशेष पुलिस अधिकारियों तथा शासन के सहयोग से चलाए
जाने वाले सलवा जुडूम के नेताओं ने अलग अलग घटनाओं में सामूहिक बलात्कार
किया है .

उन आदिवासी बालिकाओं ने हमें यह भी बताया कि उनके द्वारा पुलिस थाने में
शिकयत दर्ज कराने की कोशिश भी की गई थी . परन्तु चूंकि बलात्कारी पुलिस
कर्मी ही थे तथा एक मामले में तो थानेदार भी आरोपी है . इसलिए इन पीड़ित
लड़कियों की शिकयत थाने में दर्ज नहीं की गयी थी .

मोदी ने गुजरात दंगों के दौरान पक्षपातपूर्ण रवैया अपनाया। हज़ारों लोग
लगभग एक महीने तक चली सांप्रदायिक हिंसा में मारे गए और 600 धर्मस्थलों
को ध्वस्त कर दिया गया, आग के हवाले कर दिया गया. नरेंद्र मोदी स्वयं
नियंत्रण कक्ष में बैठकर लोगों को जि़ंदा जलाए जाने, बस्तियां व गांव
उजाड़े जाने का खेल देखते रहे...

गुजरात के मुख्यमंत्री नरेंद्र मोदी को देश का सबसे विवादित नेता कहा जाए
तो यह गलत नहीं होगा। उन्हीं विवादित नेता को भारतीय जनता पार्टी का एक
वर्ग भावी प्रधानमंत्री के रूप में पेश ज़रूर कर रहा है। मोदी ने फरवरी-
मार्च 2002 में गुजरात दंगों को बड़े ही सुनियोजित ढंग से भडक़ाया और
दंगों के बाद ऐसा सांप्रदायिक ध्रुवीकरण कराया जिससे कि आज भाजपा
बहुसंख्य मतों के साथ राज्य की सत्ता पर अपनी पकड़ मज़बूत बनाए हुए हैं।

मोदी की राजनैतिक व संगठनात्मक कार्यक्षमता व योग्यता का जहां तक प्रश्र
है तो गुजरात के मुख्यमंत्री बनने से पहले वे भाजपा संगठन में रहते हुए
हरियाणा के पार्टी पर्यवेक्षक थे। हरियाणा में भाजपा की स्थिति को देखकर
भली भांति इस बात का अंदाज़ा लगाया जा सकता है कि पार्टी को मज़बूत करने
की कितनी क्षमता है।

मोदी समर्थक भाजपाई व इनके सहयोगी सांप्रदायिक संगठनों के लोग उसी
नरेंद्र मोदी में देश का भावी प्रधानमंत्री तलाश रहे हैं जिसपर कि
अमेरिका ने अपने देश में आने पर प्रतिबंध लगा रखा है। मोदी देश के पहले
ऐसे मुख्यमंत्री हैं जिनपर अमेरिका में प्रवेश पर प्रतिबंध लगा हुआ है।
निश्चित रूप से यह हमारे देश विशेषकर गुजरातवासियों के लिए अपमानजनक
स्थिति है। ज़रा सोचिए, कि दुर्भाग्यवश यदि मोदी देश के प्रधानमंत्री बन
भी गए और तब भी यदि अमेरिका ने उन्हें अपने देश में प्रवेश करने की
इजाज़त नहीं दी तो हमारा देश दुनिया को क्या मुंह दिखाएगा?

वैसे यह वाक्य 2002 में तत्कालीन भाजपाई प्रधानमंत्री अटल बिहारी
वाजपेयी के मुंह से भी उस समय निकला था जबकि फरवरी-मार्च 2002 के दंगों
में नरेंद्र मोदी की भूमिका व उनके मुख्यमंत्री रहते प्रशासनिक पक्षपात
के चलते उन्हें पीड़ा पहुंची थी। वाजपेयी उस समय विदेश यात्रा पर जाने
वाले थे, तब उन्होंने भी यही कहा था कि मैं गुजरात दंगों को लेकर दुनिया
को क्या मुंह दिखाऊंगा.

भारतीय जनता पार्टी व उसके सहयोगी संगठन अपने सांस्कृतिक राष्ट्रवादी
होने का दम भरते रहते हैं। हमारे देश का संविधान धर्मनिरपेक्ष है तथा
यहां सभी धर्मों व समुदायों के लोगों को स्वतंत्रता से रहने, अपने
धार्मिक रीति-रिवाजों व परंपराओं को अंजाम देने आदि का पूरा उल्लेख है।
परंतु दक्षिणपंथी संगठनों के लोग देश के धर्मनिरपेक्ष स्वरूप को, देश की
धर्मनिरपेक्षता और उसके पैरोकारों को हर समय कोसते रहते हैं।
धर्मनिरपेक्ष संविधान होने के बावजूद यह वर्ग हिंदू राष्ट्र का पैरोकार
है तथा इसी राह पर चलते हुए इन लोगों ने सर्वप्रथम तो केंद्र सरकार व देश
की अदालतों को गुमराह कर 6 दिसंबर 1992 को सत्ता का दुरुपयोग करते हुए
अयोध्या विध्वंस में अपनी महत्वपूर्ण भूमिका निभाई।

उसके बाद गुजरात दंगों के दौरान पक्षपातपूर्ण रवैया अपनाया। हज़ारों
लोग लगभग एक महीने तक चली अनियंत्रित सांप्रदायिक हिंसा में मारे गए और
लगभग 600 धर्मस्थलों को ध्वस्त कर दिया गया या उन्हें आग के हवाले कर
दिया गया. राष्ट्रीय मानवाधिकार आयोग और निचली अदालतों ने नरेंद्र मोदी
सरकार से 2002 के सांप्रदायिक दंगों में तहस-नहस किए गए धर्मस्थलों को
मुआवज़ा देने को कहा गया तो मोदी सरकार तर्क दिया कि राज्य के पास इस
प्रकार के खर्च के लिए कोई फ़ंड नहीं है। अभी हाल में गुजरात उच्च
न्यायालय ने मोदी सरकार को पुन: यह निर्देश दिया कि सरकार दंगों के दौरान
क्षतिग्रस्त हुए 572 धर्मस्थलों को मुआवज़ा दे।

अकेले नरेंद्र मोदी ही नहीं बल्कि देश में रामराज्य लाने की बात करने
वाले व स्वयं को सांस्कृतिक राष्ट्रवाद के अलमबरदार कहने वाले मोदी सरकार
के दो मंत्री अमित शाह व माया कोडनानी जेल की हवा खा चुके हैं। अमित शाह
पर सोहराबुद्दीन व तुलसीराम प्रजापति के फर्जी मुठभेड़ में मारे जाने की
साजि़श रचने व इस मुठभेड़ के मास्टर माइंड होने का आरोप था। अमित शाह
नरेंद्र मोदी के सबसे विश्वासपात्र सहयोगी थे। राज्य के इस पूर्व
गृहमंत्री को जिस समय गुजरात हाईकोर्ट ने ज़मानत भी दी थी उस समय उसे
राज्य से बाहर रहने का आदेश दिया गया था।

राम राज्य की दूसरी अलमबरदार माया कोडनानी राज्य की महिला एवं शिशु विकास
मंत्री थीं यह आज भी जेल में हैं। इनके पिता राष्ट्रीय स्वयं संघ के
सक्रिय कार्यकर्ता व अध्यापक थे। कोडनानी भी बाल्यकाल से ही संघ की महिला
शाखा राष्ट्रीय सेविका समिति से जुड़ गईं थीं। गोया सांप्रदायिक आधार पर
नफरत होना इनके संस्कारों में समा चुका था।

कोडनानी ने मंत्री पद पर रहते हुए गुजरात दंगों के दौरान नरोदा पाटिया
नामक नरसंहार में 98 लोगों को जि़ंदा जलाए जाने के अमानवीय घटनाक्रम में
दंगाई भीड़ को उकसाया। कोडनानी आज उसी आरोप में राज्य के विश्व हिंदू
परिषद् नेता जयदीप पटेल व अन्य कई अरोपियों के साथ जेल में है। माया
कोडनानी लालकृष्ण अडवाणी की भी खास सहयोगी हैं तथा 1960 में गठित गुजरात
राज्य की पहली सिंधी समुदाय की मंत्री थीं।

नरेंद्र मोदी के एक अन्य सहयोगी हरेन पांडया जोकि गुजरात दंगों के समय
राज्य के गृहमंत्री थे, का भी बड़े ही रहस्यमयी ढंग से 2003 में उस समय
कत्ल हो गया जबकि वे सुबह की सैर करने के बाद कार में बैठकर अपने घर
वापसी करने वाले थे। हरेन पांडया के परिजनों को आज तक उनकी मौत को लेकर
संदेह बरकरार है। हालांकि इस प्रकरण में कई लोगों को सज़ा भी हो चुकी है।
परंतु पांडया की हत्या को लेकर संदेह की सुई न केवल नरेंद्र मोदी की ओर
घूमी थी बल्कि लाल कृष्ण अडवाणी भी इस विषय पर आलोचना के केंद्र बने थे।

दरअसल गोधरा कांड के बाद सत्ताईस फरवरी 2002 को मुख्यमंत्री नरेंद्र मोदी
के निवास पर जो बैठक बुलाई गई थी उसके विषय में हरेन पांडया व आईपीएस
अधिकारी संजीव भट्ट को 'सबकुछ' पता था। इस मीटिंग के 'गुप्त एजेंडे' पर
संजीव भट्ट व पांडया ने परस्पर चर्चा भी की थी। कहा जाता है हरेन पांडया
नरेंद्र मोदी के उस एकतरफा रुख से सहमत नहीं थे जोकि नरेंद्र मोदी ने
गोधरा हादसे के बाद गुजरात दंगों को लेकर अपनाया।

पांडया की इस असहमति के बाद संजीव भट्ट ने पांडया को सचेत रहने व उनपर
संभावित खतरों से भी आगाह किया था। इसके बावजूद पांडया की सुरक्षा नहीं
बढ़ाई गई और उनकी हत्या कर दी गई। इस प्रकरण में कानून भले ही नरेंद्र
मोदी को माफ कर अन्यों को सज़ा क्यों न दे दे परंतु समाज व पांडया परिवार
की ओर से संदेह की सुई नरेंद्र मोदी पर जाकर टिकती है। और मोदी कभी उससे
बरी नहीं हो सकेंगे।

गोधरा में जि़ंदा जलाए गए कारसेवकों की लाशों को गोधरा से अहमदाबाद
मंगाकर तथा बाद में पूर्ण नियोजित तरीके से उन लाशों को एक-एक कर जुलूस
की शक्ल में उनके घरों तक पहुंचाकर जिस प्रकार नरेंद्र मोदी ने गुजरात
में सांप्रदायिक दंगों की राज्यव्यापी उपजाऊ ज़मीन तैयार की क्या यह है
रामराज्य. या फिर बाद में स्वयं नियंत्रण कक्ष में बैठकर लोगों को जि़ंदा
जलाए जाने व पूरी-पूरी बस्तियां व गांव उजाड़े जाने का खेल देखते रहे वह
स्थिति सांस्कृतिक राष्ट्रवाद है । इस प्रकार की राजनैतिक व प्रशासनिक
कार्यशैली को अंजाम देने वाले विध्वंसकारी प्रवृति के व्यक्ति को देश का
एक वर्ग भावी प्रधानमंत्री के रूप में देख रहा है, शर्मनाक है.

जनसत्ता 14 फरवरी, 2012: उत्तर प्रदेश के चुनाव में दो दौर के मत पड़ने के
साथ ही यह साफ होता लग रहा है कि इस बार की लड़ाई कुछ ज्यादा मुश्किल होने
जा रही है। एक उलझन चुनाव में पड़ने वाले मतों ने भी पैदा कर दी है। अक्सर
बदलाव के मूड में आए मतदाता ज्यादा उत्साह से वोट देने निकलते हैं। सो
हैरानी नहीं कि समाजवादी पार्टी ही नहीं, कांग्रेस और भाजपा भी इसे
अपने-अपने पक्ष में लहर के तौर पर बता रही हैं। सपा मुख्य विपक्षी दल ही
नहीं है, पांच साल सड़क से लेकर विधानसभा तक उसने ही मायावती सरकार से
लोहा लिया है। पर ग्रामीण क्षेत्रों में और दलित बस्तियों में मतदान
देखने वालों को बसपा भी कमजोर नहीं लगती।
ऐसे में ज्यादा मतदान की एक व्याख्या राजनीतिक चेतना और गोलबंदी बढ़ने के
रूप में की जा सकती है, पर उत्तर प्रदेश में एक गौरतलब पहलू अगड़ी जातियों
और नौजवान मतदाताओं की उदासीनता टूटना भी है। यह लोकतंत्र की खूबी है कि
इसमें हर छोटे से छोटे समूह का भी व्यावहारिक वजन दुगुना हो जाता है- वह
पाला बदल कर किसी को नुकसान और उसके प्रतिद्वंद्वी को लाभ पहुंचा सकता
है। मंडल और उसके बाद की दलित क्रांति के बाद उदासीन हो गए अगड़ों को इस
चुनाव में अपनी इस ताकत का अहसास हुआ है तो अभी तक किसी गिनती में न आने
वाली छोटी-छोटी जातियों के लोग भी गोलबंद होकर बाहर आए हैं।
लेकिन मुश्किल यह है कि अगड़े मतों पर भी चारों प्रमुख दलों की दावेदारी
है। अगड़े खूब मन से भले ही सपा और बसपा को न चाहते हों, पर सत्ता में
इनके साथ हिस्सेदारी से उन्हें कहां परहेज है! इस बार खास बात यह है कि
उनके लिए भाजपा और कांग्रेस का विकल्प भी उपलब्ध है, क्योंकि इन दलों ने
खासकर कांग्रेस ने बहुत मेहनत की है। इस चौकोने मुकाबले में भी दिलचस्प
बातों की भरमार है। सबसे बड़ी दिलचस्पी तो चारों प्रमुख पार्टियों के
उतार-चढ़ाव को लेकर है, क्योंकि इससे न सिर्फ उनका और उनके आकाओं का,
बल्कि उत्तर प्रदेश के बीस करोड़ से ज्यादा लोगों और मुल्क की राजनीति का
भविष्य भी जुड़ा हुआ है।
दिलचस्पी की तात्कालिक वजह चुनाव के अवसर पर पार्टियों द्वारा की गई
कवायद भी है। कांग्रेस और राहुल गांधी ने तो काफी पहले यह कवायद शुरू कर
दी थी, पर मुलायम सिंह यादव और उनकी समाजवादी पार्टी ने पूरे पांच साल
कसरत की है- विधानसभा से लेकर गली-गली तक। काफी मार भी खाई, जेल भी गए,
साइकिल भी दौड़ाई। भाजपा ने थोड़ी देर से शुरुआत की, मगर अब नेताओं की पूरी
फौज जुट गई है- ज्यादा निशाना तो विपक्ष पर है, पर कई बार आपस में भी
निशानेबाजी हो जाती है।
अकेले बस्ती में तिरसठ हवाई यात्राएं होना लड़ाई की गंभीरता को बताता है।
मायावती तैयारियों में तो कमजोर नहीं थीं, पर वे खुल कर इसे जाहिर करने
से बच रही थीं- उन्हें अपने लोगों से ही बगावत का डर था, जो कुछ हद तक
सही साबित हुआ। वे अप्रैल में चुनाव चाहती थीं और इसके लिए उन्होंने
सेकेंडरी परीक्षा जल्दी कराने का दांव भी चला था जो नाकाम हो गया।
पर चुनावी लड़ाई में सबसे बड़ी इंजीनियरिंग मायावती और बसपा ने ही की है-
आधे से ज्यादा विधायकों का टिकट काटने से लेकर उन सभी सामाजिक समूहों के
लोगों को टिकट देने में होशियारी दिखाना जिनके वोट पिछले लोकसभा चुनाव
में अदलते-बदलते दिखे थे। इसी क्रम में मुसलमानों के हिस्से पिछली बार से
पचीस टिकट अधिक आ गए हैं।
कहने को कांग्रेस ने प्रदेश के पिछडेÞपन का मुद्दा उठाया है, पर अस्मिता
की राजनीति में सबसे आगे वही है। एक पिछड़े को मुख्यमंत्री पद का दावेदार
बनाने से लेकर मुसलिम आरक्षण का झुनझुना उसी ने बजाया है। उसने नीतीश
फार्मूले की तर्ज पर अति पिछड़ा और अति दलित को आरक्षण में अलग कोटा देने
का जुमला भी उछाल दिया है। और फिर जब अंत में भाजपा सक्रिय हुई तो वह
सीधे राम मंदिर का मुद््दा उठा लाई। सपा ने ऐसा कोई स्पष्ट कार्ड नहीं
चला, जाति और संप्रदाय के लिहाज से सक्रिय होने के बावजूद।
इसलिए पहले दो चरणों में यह देखने की दिलचस्पी सबसे अधिक है कि शतरंज के
मोहरों की तरह चली गई इन चालों का क्या प्रभाव पड़ता है। क्या मायावती
टिकट काट कर और विभिन्न समूहों के टिकट कम-ज्यादा करके अपना किला बचा
पाती हैं?
मायावती के लिए यह काम आसान नहीं लगता, क्योंकि अवध और पूर्वांचल के इस
इलाके में उन्हें पिछली बार जबर्दस्त सफलता मिली थी। और टिकट काटने पर
भले ही यहां पूरब जितनी नाराजगी न हो, पर उसका भी नुकसान पार्टी को हो
रहा है। कांग्रेस ने लोकसभा चुनाव में इसी इलाके में ज्यादा अच्छी जीत
दर्ज की थी और यहां से उसके विधायक कम हैं, सांसद ज्यादा। पर कुर्मी,
मुसलमान, गैर-जाटव दलित और ब्राह्मण का जीतने लायक आधार बनाने का काम ठोस
रूप ले पाया हो इसकी परीक्षा सबसे अच्छी तरह इसी इलाके में होगी। कुछ
सीटों पर ऐसा हुआ होगा, पर पूरे अवध और पूर्वांचल के सियासी परिदृश्य में
ऐसा बदलाव नहीं दिखता।
अवध और पूर्वांचल का यह इलाका सबसे पिछड़ा है और यहां विकास प्रमुख मुद्दा
बनता दिख रहा है। बीस-बाईस साल के कोरे स्लेट और राहुल गांधी के चलते
कांग्रेस को उसी से ज्यादा लाभ मिलता लग रहा है, पर इस मामले में
समाजवादी पार्टी सबसे आगे लगती है। जब शासन और विकास मुद्दा हो तब सपा का
रिकार्ड बहुत अच्छा नहीं कहा जा सकता, पर अवध में मायावती के शासनकाल
में पैदा हुई नाराजगी का लाभ लेने के लिए सबसे अच्छी स्थिति में सपा ही
है। और जाने क्यों मायावती राज-काज की जगह पहचान की राजनीति को ही आगे रख
रही हैं। भाजपा का इस इलाके का पिछली बार का रिकार्ड बहुत अच्छा नहीं है,
पर उसका अति पिछड़ा वोट पाने का प्रयास नया है और कई जगहों पर सफल होता
लगता है, भले ही कुशवाहा कांड से उसके शहरी और अगड़ा समर्थक कुछ भड़के हों।
समाजवादी पार्टी से स्पष्टत: कोई नया मतदाता समूह जुड़ता नहीं दिखता, पर
शासन से नाराजगी वाले यानी एंटी-इंकम्बैंसी वाले ज्यादातर वोट उससे जुड़
जाएं तो अचरज नहीं होना चाहिए। अगर ऐसा रुझान दिखा तो फिर कुछ अन्य समूह
भी सपा की तरफ झुक सकते हैं जो अभी किसी जगह बंधे नहीं हैं और शासन बदलने
के साथ सत्ता में भागीदारी भी चाहते हैं। ठाकुर समेत अगड़े मतदाताओं के
साथ ऐसा होता लगता भी है। यही चीज कांग्रेस के साथ भी हो सकती है। होने
को तो यह भाजपा के साथ भी हो सकता है, पर पहले चरण में उसकी तुलना में
सपा और कांग्रेस की स्थिति बेहतर रही। अलबत्ता दूसरे चरण में भाजपा भी
लड़ाई में आ गई। इससे यह भी होगा कि चरण-दर-चरण पहले वाले दौर का रुझान ही
मजबूत होता जाएगा।
अब तक जो दो-तीन प्रमुख मत-सर्वेक्षण हुए हैं उन पर शत-प्रतिशत तो दांव
नहीं लगाया जा सकता, पर वे इस रुझान को जरूर बता रहे हैं कि मायावती की
टिकटों भर से चली गई रणनीति बहुत कारगर नहीं हो रही है। बल्कि सहारा के
तीन लाख सैंपल वाली रायशुमारी समेत सभी सर्वेक्षण बता रहे हैं कि मायावती
के वोट बैंक में बड़ी सेंध लग रही है। स्टार-नेल्सन का सर्वेक्षण दो दौर
में उनके मतों में लगातार गिरावट को दिखा रहा है और अगर पिछले चुनाव से
तुलना करें तो यह गिरावट सात फीसद से अधिक की है। महज एक महीना पहले के
सर्वे से तीन फीसद का फर्क आ गया है। यह रुझान रहा तो चुनाव तक और भी
नुकसान हो सकता है। साफ लग रहा है कि मायावती भले ही अपने पुराने वोटों
पर पकड़ बनाए हुई हैं, पर उनकी सोशल इंजीनियरिंग का असर कम होता जा रहा
है। कई सभाओं में उनकी स्पष्ट बौखलाहट को भी इसी के साथ जोड़ कर देखा जाना
चाहिए।
सात में में से केवल दो चरण का वोट पड़ने पर भविष्यवाणी करने का कोई मतलब
नहीं है। पर इतना साफ लग रहा है कि ये चरण उत्तर प्रदेश चुनावों का
सर्वाधिक महत्त्वपूर्ण दौर हैं और भले ही पूरे प्रदेश के भूगोल, इतिहास
और नागरिक शास्त्र में काफी फर्क हो, पर यहां से निकले संकेत दिन-ब-दिन
ज्यादा मजबूत होते जाएंगे। पूर्वांचल पहुंचते ही कांग्रेस कुछ कमजोर और
भाजपा थोड़ी मजबूत हो जाती है, पर सपा सिर्फ पश्चिम में कमजोर है। वहां
आखिरी दो दौर में मत पड़ने हैं।
अगर हवा का रुख उसकी तरफ हुआ तो अंतिम दौर आते-आते वह पहलवान हो चुकी
होगी। अगर बसपा ने चुनावी सर्वेक्षणों की भविष्यवाणियों को दरकिनार करके
पहले दो दौर में अपना किला बचाने में सफलता पा ली तो आगे वह भी जमती
जाएगी। पर शासन से पैदा नाराजगी, टिकट काटने में अपनों से हुई अनबन,
अवध-पूर्वांचल का पिछड़ापन और इस इलाके में कांग्रेस और सपा का अच्छा आधार
उसके लिए बड़ी चुनौती बन कर आए हैं।
नेताओं की प्रतिक्रियाएं और उनकी मुद्राएं देखें तो मुलायम सिंह परिवार
को छोड़ कर कोई बहुत आश्वस्त नहीं लगता। अवध-पूर्वांचल में मुलायम सिंह और
समाजवादी पार्टी की गहरी पैठ है। अलबत्ता पश्चिम और बुंदेलखंड में उनकी
कमजोरी जगजाहिर है। दूसरी ओर, जिस तरह से बेनी बाबू और पीएल पुनिया उलझे
या आदित्यनाथ की भाजपा के ही कई नेताओं से ठनी है वह सब भी इन कथित
राष्ट्रीय पार्टियों की कमजोर स्थिति की ओर इशारा करता है। घोषणापत्र और
वायदों के बगैर अपनी वापसी के लिए जूझ रहीं मायावती आत्मविश्वास दिखाने
का चाहे जितना प्रयास करें, पर उनकी बेचैनी भी जब-तब प्रकट हो ही जाती
है।

कांग्रेस सांसद अजहरुददीन को चुनाव संहिता उल्लंघन के मामले में नोटिस जारी

फर्रुखाबाद, 13 फरवरी (एजेंसी) उत्तर प्रदेश में फर्रुखाबाद जिले के
कायमगंज विधानसभा क्षेत्र के निर्वाचन अधिकारी ने कांग्रेस सांसद मोहम्मद
अजहरुददीन को आदर्श चुनाव आचार संहिता के उल्लंघन का दोषी मानते हुए
स्पष्टीकरण देने की नोटिस जारी की है। आधिकारिक सूत्रों के अनुसार
कायमगंज विधानसभा क्षेत्र के निर्वाचन अधिकारी डाक्टर महेन््रद कुमार
मिश्र ने गत शनिवार को शमसाबाद कस्बे में कांग्रेस प्रत्याशी शकुन्तला
देवी की चुनाव सभा में शालों का उपहार वितरण करने के घटनाक्रम का दोषी
पाया गया है।
मिश्र ने सभा में उपस्थित कांग्रेस सांसद मोहम्मद अजहरुददीन को आदर्श
चुनाव संहिता का दोषी पाते हुए स्पष्टीकरण देने का नोटिस जारी किया है।

सपा और बसपा ने की बुंदेलखण्ड की घोर उपेक्षा: राहुल

हरदोई, 14 फरवरी (एजेंसी) राहुल गांधी ने आज सपा और बसपा पर बुंदेलखण्ड
की उपेक्षा का आरोप लगाया । और कहा कि इस अति पिछड़े क्षेत्र का विकास
करना पिछले 22 वर्षों के दौरान राज्य में ज्यादातर समय तक सत्तारूढ़ रही
इन दोनों पार्टियों की जिम्मेदारी थी लेकिन उनके कान पर जूं नहीं रेंगी
और कांग्रेस नीत केंद्र सरकार ने ही पहल करते हुए आठ हजार करोड़ रुपए का
पैकेज दिया।
राहुल ने यहां कांग्रेस प्रत्याशी के समर्थन में आयोजित जनसभा में कहा
''बुंदेलखण्ड की मदद करना दिल्ली की सरकार का नहीं बल्कि उत्तर प्रदेश
सरकार का काम है लेकिन फिर भी हमने इस क्षेत्र के विकास के लिये आठ हजार
करोड़ का पैकेज दिलवाया, मगर वह भी भ्रष्टाचार की भेंट चढ़ गया।''
उन्होंने कहा कि प्रधानमंत्री मनमोहन सिंह ने बुंदेलखण्ड के प्रति प्रदेश
सरकार की उपेक्षा को देखते हुए मात्र दो मिनट में आठ हजार करोड़ रुपए का
पैकेज देने का फैसला कर लिया। उस धनराशि से पूरा बुंदेलखण्ड बदला जा सकता
था लेकिन ऐसा नहीं हुआ।
राहुल ने बुंदेलखण्ड पैकेज में गबन का आरोप लगाते हुए कहा ''किसानों के
ट्रैक्टर मंत्रियों के बच्चों को मिले। क्षेत्र में कुएं नहीं बने। जब
मैंने यह बात उठाई तो मायावती ने कहा कि राहुल नाटक कर रहा है।''
उन्होंने सपा प्रमुख मुलायम सिंह यादव को घेरते हुए कहा ''चुनाव का वक्त
आया तो मुलायम सिंह भी बुंदेलखण्ड पहुंच गये। भाषण शुरू हो गये और कहा कि
वह बुंदेलखण्ड को इस्राइल बना देंगे। क्षेत्र की जनता को इस्राइल नहीं,
रोटी और पानी चाहिये.... वादे नहीं चाहिये।''
राहुल ने कहा कि मायावती चार बार राज्य की मुख्यमंत्री रहीं और मुलायम
सिंह तीन बार इस पद पर रहे लेकिन उन्होंने कुछ नहीं किया।
उन्होंने कहा ''मायावती चार बार मुख्यमंत्री बनीं, मुलायम तीन बार बने।
मैं पूछना चाहता हूं कि पिछले पांच सालों में आपने उन्हें किसी गांव में
देखा......... किसी गरीब का हाल लेते हुए देखा।''
कांग्रेस महासचिव ने कहा ''हमने बुनकरों के साथ योजना आयोग के लोगों को
बैठाया और कहा कि उनसे बात करके समझिये कि क्या समस्या है। आपका हजारों
करोड़ रुपए कर्ज माफ कराया। यह काम मुलायम सिंह और मायावती का था, लेकिन
हमने किया।''
कांग्रेस महासचिव ने कहा ''हम यहां आपसे वोट मांगने या वादे करने नहीं आए
हैं। हम आपसे सिर्फ एक बात कहने आए हैं कि आपमें शक्ति और जानकारी है,
मगर वह जाया हो रही है। अगर नेताओं ने आपका हाथ पकड़ लिया, झूठे वादे के
बजाय काम किया तो उत्तर प्रदेश खड़ा हो जाएगा जिसकी गूंज पूरी दुनिया में
सुनाई देगी।''
राहुल ने कहा ''उत्तर प्रदेश का यह हाल देखकर मुझे गुस्सा आता है। इस
प्रदेश को बदलना है। कभी हाथी तो कभी साइकिल के वादों से बचना होगा।
भाजपा की तो बात ही नहीं करूंगा। वे तो गये।''
उन्होंने भाजपा के 'इंडिया शाइनिंग' के नारे की आलोचना करते हुए कहा कि
अगर इस पार्टी के लोग किसी युवक से या किसान से पूछ लेते कि भारत चमक रहा
है या नहीं, तो वे यह नारा नहीं देते।
राहुल ने कहा ''भाजपा के सबसे बड़े नेता आडवाणी जी ने कहा कि एक रात वह
अपने घर में टीवी देख रहे थे तभी एक इश्तेहार आया जिसमें एक सज्जन चमकदार
सूट पहने थे। उसमें एक व्यक्ति ने कहा कि इंडिया शाइनिंग। बस तभी से यह
राजग का नारा बन गया।''
उन्होंने कहा ''उस वक्त मैं भी लोकसभा का चुनाव लड़ रहा था तो यह नारा
देखा। मैंने तभी कहा था कि आप चुनाव हार गये। राजनेता का काम टीवी से
नारे उठाने का नहीं होता बल्कि मजदूरों, किसानों, गरीबों, नौजवानों से
बात करने से होता है।
राहुल ने कहा कि उन्होंने देश की जनता से जितना सीखा है उतना तो उन्हें
इंग्लैंड और अमेरिका के प्रोफेसर भी नहीं सिखा पाये।
उन्होंने कहा ''शक्ति आपके पास है, हमारा काम आपकी शक्ति को संसद में
पहुंचाना है। अगर नेता कहें कि वे आपके प्रदेश को बदल देंगे, तो वह झूठ
कहते हैं। अगर उत्तर प्रदेश को बदलना है तो आपकी शक्ति को विधानसभा और
लोकसभा में पहुंचाना है।''

मौजूदा श्रमकानूनों की समीक्षा की जरूरत: मनमोहन

नई दिल्ली, 14 फरवरी (एजेंसी) प्रधानमंत्री मनमोहन सिंह ने आज कहा कि
बाजार के मौजूदा नियामकीय ढांचे की समीक्षा की जरूरत है ताकि यह पता
लगाया जा सके कि कहीं वह श्रम कल्याण में बिना किसी वास्तविक योगदान के
विकास, रोजगार वृद्धि तथा उद्योगों की राह में आड़े तो नहीं आ रहा है।
सिंह ने कहा, '' हालांकि हमारी सरकार अपने कर्मचारियोंं के हितों की
रक्षा को लेकर प्रति प्रतिबद्ध है लेकिन हमें समय समय पर इसकी समीक्षा
करनी चाहिए कि कहीं हमारे नियामक ढांचे में कुछ ऐसा तो नहीं है जिससे
श्रम कल्याण में बिना किसी उल्लेखनीय योगदान के बेवजह रोजगार, उद्यम और
उद्योग की वृद्धि प्रभावित हो रही हो।''
उन्होंने कहा कि सरकार सभी कामगारों की बेहतरी चाहती है और वह ऐसे
प्रावधान बनाने पर विचार कर रही है जिससे अंशकालिक तथा पूर्णकालिक, दोनों
तरह के काम को इन प्रावधानों की दृष्टि से एकही तरह से देखा जाएगा।
प्रधानमंत्री ने यहां 44वें भारतीय श्रम सम्मेलन में कहा, '' यदि इसके
लिए कानून में बदलाव की जरूरत होती है तो हमें इसके लिए तैयार रहना चाहिए
और इसे वास्तविक स्वरूप देने के लिए खाका तैयार करने के संबंध में काम
शुरू करना चाहिए।''
उन्होंने कहा कि हाल के दिनों में राज्य सरकारें श्रम बाजार के पुनर्गठन
और इसे तर्कसंगत बनाने के लिए अपने रवैये में पहले की अपेक्षा ज्यादा
लचीलापन दिखा रही हैं जबकि ऐसी धारणा है कि भारत में श्रम संंबंधी
नीतियां रोजगारयाफ्ता श्रमिकों के हितों का जरूरत से ज्यादा ध्यान रखती
हैं तथा ऐसी नीतियों के चलते रोजगार का विस्तार नहीं हो पाता।
उन्होंने कहा कि सरकार श्रम कानून को मजबूत करने और उनका अनुपालन
सुनिश्चित करने के प्रति पूरी तरह से प्रतिबद्ध है। सरकार फैक्ट्री
अधिनियम 1948 में संशोधन की प्रक्रिया में है।
प्रधानमंत्री ने कहा कि उनकी महत्वाकांक्षा है कि देश सालाना नौ फीसद
वार्षिक की दर से वृद्धि करे । यह तभी हो सकेगा जबकि नियोक्ता और
कामगारों के प्रतिनिधि कंधे से कंधा मिला कर चलें।
प्रधानमंत्री ने कहा ''मैं इस बात पर जोर देना चाहूंगा कि हमारी सरकार एक
ऐसा आर्थिक प्रबंध तैयार करना चाहते हैं जिससे रोजगार के नए अवसर पैदा
होंगे। लेकिन रोजगार के मौके तभी पैदा होंगे जबकि अर्थव्यवस्था का न केवल
विस्तार हो रहा हो
बल्कि यह विस्तार तेज गति से हो रहा हो।''
उन्होंने श्रम बल में महिलाओं की ज्यादा भागीदारी का समर्थन करते हुए कहा
कि ''हमारे देश में महिलाएं ऐसी संसाधन हैं जिनका उपयोग कम हुआ है।''
उन्होंने कहा ''हमारे देश में महिला श्रम शक्ति की भागीदारी बहुत कम है
और पिछले दशकों में यह आम तौर पर इस भागीदारी में ज्यादा बदलाव नहीं हुआ
है। कार्यबल में ज्यादा महिलाओं को शमिल करने के लिए इस मुश्किल को समझना
जरूरी है कि उन्हें अपने परिवार और काम की जिम्मेदारी के बीच संतुलन
बनाना पड़ता है।''
प्रधानमंत्री ने स्वीकार किया कि मौजूदा प्रणाली परदेशी :दूसरे राज्य के
: मजदूरों के कल्याण और बेहतरी के मामले में कमजोर है। साथ ही उन्होंने
कहा कि इस प्रणाली को मजबूत करना आज की जरूरत है।
उन्होंने रेखांकित किया ''हमें अपने ज्ञान, विवेक और अनुभव का इस्तेमाल
यह सुनिश्चित करने के लिए करना चाहिए ऐसा हो सके। इस मामले में शायद आधार
संख्या एक महत्वपूर्ण उपकरण साबित हो है ताकि जो विस्थापित मजदूर के
सामाजिक सुरक्षा
अधिकार की 'पोर्टेबिलिटी' सुनिश्चित कर सकता है यानी श्रमिकों के बार बार
रोजगार बदलने पर भी उसके सामाजिक सुरक्षा कोष का नंबर एक ही बना रहेगा।
सामाजिक क्षेत्रों में सकारात्मक योगदान करने वाली पहल के बारे में
उन्होंने कहा कि भारत मानव विकास रपट 2011 में कहा गया है कि 2010 में छह
से 14 साल के बाल मजदूरों की संख्या घटकर दो फीसद हो गई है जो 1994 में
6.2 फीसद थी।
उन्होंने कहा कि शिक्षा के अधिकार कानून बाल श्रम के अभिशाप को खत्म करने
में योगदान करेगा।
प्रधानमंत्री ने कहा कि मनरेगा योजना से गावों से पेरशानी में होने वाले
विस्थापन को रोकने में मदद मिली है और ग्रामीण कामगारों की मजदूरी बढ़ाने
में मदद मिली है।

बैंक दर नौ साल बाद बढ़ाई रिजर्व बैंक ने, छह से बढा कर 9.5 फीसद किया

मुंबई, 14 फरवरी (एजेंसी) भारतीय रिजर्व बैंक :आरबीआई: ने नौ साल के बाद
अपनी बैंक दर साढ़े तीन फीसद बढ़ाकर 9.5 फीसद कर दी है यह बढ़ोतरी तुरंत
प्रभाव से प्रभावी होगी।
कभी महत्वपूर्ण नीतिगत का काम करने वाली बैंक दर वर्षों से एक तरह से
नुमाइश का सामान बन कर रह गयी थी और इसका कोई प्रयोग नहीं हो रहा था। यह
वह दर है जिस पर रिजर्व बैंक बैंकों को लम्बे समय का वाणिज्यिक कर्ज देता
है। फिल हाल
आरबीआई ने एक अधिसूचना में कहा ''बैंक दर में बदलाव को मौद्रिक नीति में
बदलाव की बजाय नकदी की सीमांत स्थाई सुविधा :एमएसएफ: दर के अनुकूल बनाने
के लिए एक बार में किए गए तकनीकी समायोजन के तौर पर देखा और समझा जाना
चाहिए।'' एमएसएफ वह स्थायी सुविधा है जिस पर रिजर्व बैंक बैंकों को नकदी
की कमी पूरा करने के लिए अतिरिक्त रूप से देता है। इस फौरी उधार :रेपो:की
दर से एक प्रतिशत उच्च्ंचा ब्याज वसूलता है।
बैंक दर का महत्व मौद्रिक नीति के उपाय के तौर पर खत्म हो गया है क्योंकि
अब रेपो को ही मुख्य नीतिगत ब्याज दर बना दिया गया है। रिवर्स रेपो और
एमएसएफ अब इस दर से क्रमश: एक प्रतिशत कम और एक प्रतिशत उच्च्पर रखे जाते
हैं।
आरबीआई ने अप्रैल 2003 से बैंक दर स्थिर रखी थी।

इस्राइली महिला राजनयिक की स्थिति अभी भी गंभीर

नयी दिल्ली, 14 फरवरी (एजेंसी) इस्राइली दूतावास की कार को निशाना बना कर
कल किए गए संदिग्ध आतंकी हमले में घायल हुई इस्राइल की महिला राजनयिक की
हालत 'गंभीर लेकिन स्थिर' बनी हुई है।
प्राइमस अस्पताल में भर्ती इस्राइली रक्षा अताशे की पत्नी 40 वर्षीय ताल
येहोशुआ की कल रात दो सर्जरी की गयी। विस्फोट के कारण उनके जिगर और रीढ़
की हड्डी में छर्रे घुस गए थे। उन्हें अस्पताल के सघन चिकित्सा कक्ष
:आईसीयू: में रखा गया है।
अस्पताल में अंतरराष्ट्रीय मरीजों के प्रभारी डॉक्टर दीप मक्कड़ ने कहा,
''उनकी हालत स्थिर है। उनके सभी अंग ठीक से काम कर रहे हैं और वह होश में
हैं। हम उनकी स्थिति पर नजर रखे हुए हैं।''
डॉक्टरों ने आशंका जताई है कि ताल येहोशुआ को लकवा हो सकता है।
डॉक्टरों ने कहा, ''ऐसी :उन्हें लकवा होने की: आशंका है क्योंकि उनकी रीढ़
की हड्डी और तंत्रिकाओं में चोट लगी है। हमने इलाज किया है लेकिन इसकी
पुष्टि हम तभी कर सकते हैं जब वह आईसीयू से बाहर आएंगी। उनके शरीर से बम
छर्रे निकाल दिए गए हैं। उनके कलेजे में चोट की वजह से खून निकल रहा था।
लेकिन इसे ठीक कर दिया गया है और वो ठीक लग रही हैं।''
डॉक्टरों ने कहा कि उनके शरीर में सूक्ष्म छर्रे घुस गए हैं और ये पूरी
उम्र उनके शरीर में ही रहेंगे लेकिन इससे उन्हें किसी प्रकार का नुकसान
नहीं होगा।
डॉक्टरों ने कहा कि येहोशुआ को केवल इतना याद है कि वहां बम विस्फोट हुआ
था और कार चालक ने उन्हें बाहर निकाला। कार चालक उन्हें अस्पताल ले जाना
चाहता था लेकिन उनकी इच्छानुसार वह उन्हें पहले दूतावास ले गया। कार
चालक मनोज शर्मा को भी कल रात दर्द की शिकायत होने पर प्राइमस अस्पताल
में भर्ती कराया गया।
डॉक्टर मक्कड़Þ ने कहा, ''मनोज को पेट और पीठ में दर्द की शिकायत के बाद
हमारे पास लाया गया। उसकी आंखों में भी चोट आयी है। हम उन्हें कुछ समय के
लिए निगरानी में रखेंगे। उनके कुछ टेस्ट किए जाएंगे जिसके बाद वह अस्पताल
से जा सकते हैं। उन्हें बहुत ही हल्की चोटें आयी हैं।''
इसी बीच राम मनोहर लोहिया अस्पताल के चिकित्सा अधीक्षक डॉक्टर टी एस संधू
ने कहा, ''तीन लोग जिन्हें छर्रो की चोट के बाद अस्पताल लाया गया था,
उन्हें कल रात अस्पताल से छुट्टी दे दी गयी।''

मंत्रियों, विधायकों को नैतिकता का पाठ पढ़ाएगी भाजपा

बेंगलूर, 14 फरवरी (एजेंसी) सदन में अपने तीन सदस्यों के अश्लील क्लिप
देखने के मामले में घिरी कर्नाटक में सत्तारूढ़ भाजपा ने अपने मंत्रियों
और विधायकों को अनुशासन और नैतिकता सिखाने के लिए एक प्रशिक्षण सत्र
आयोजित करने का फैसला किया है।

मुख्यमंत्री डी वी सदानंद गौड़ा के आधिकारिक निवास 'कृष्णा' में आयोजित
कोर कमेटी की बैठक में 'चिंतन मनन' नामक सत्र आयोजित करने का फैसला किया
गया जिसमें मंत्रियों और विधायकों को अनुशासन और नैतिकता का पाठ पढ़ाया
जाएगा।
भाजपा की राज्य इकाई के अध्यक्ष के एस ईश्वरप्पा ने संवाददाताओं से कहा,
''हमने शहर में 24 और 25 फरवरी को 'चिंतन मनन' बैठक आयोजित करने का फैसला
किया है। राज्य स्तरीय कार्यकारियों की बैठक अब मेंगलूर के बजाया बेंगलूर
में दो दिन के लिए एक मार्च से आयोजित की जाएगी।''
अश्लील क्लिप संबंधी मामले में पूर्व मंत्री लक्ष्मण सवादी, सी सी पाटिल
और कृष्णा पालेमर का नाम सामने आने के बाद भाजपा ने इस माह में बीजापुर
और अन्य जगहों पर प्रस्तावित अपने क्षेत्र स्तरीय सम्मेलनों को स्थगति
करने का फैसला किया था।

जासूसी के आरोपों से वीना मलिक का इनकार

दिल्ली पुलिस ने अदालत को बताया कि वीना मलिक ने आईएसआई के लिए जासूसी
करने के आरोपों से इनकार किया है। अदालत ने एक भारतीय पत्रिका में वीना
की कथित नग्न तस्वीर प्रकाशित होने के बाद उनके खिलाफ प्राथमिकी दर्ज
करने की शिकायत के मामले में जांच का काम पुलिस को सौंपा था।
दिल्ली पुलिस ने अदालत के आदेश का पालन करते हुए दाखिल अपनी कार्रवाई
रिपोर्ट :एटीआर: में यह जानकारी दी है। वीना मलिक की कथित नग्न तस्वीर
में उनके हाथ पर आईएसआई लिखा टैटू भी था।
शिकायत के अनुसार टैटू इशारा करता है कि वीना मलिक पाकिस्तानी खुफिया
एजेंसी आईएसआई के लिए जासूसी कर रहीं थीं जिसकी जांच होनी चाहिए।
वीना मलिक ने पत्रिका के लिए नग्न तस्वीर खिंचाने की बात से इनकार करते
हुए दावा किया कि मुखपृष्ठ पर प्रकाशित चित्र से छेड़छाड़ की गयी है।
अदालत ने एटीआर को रिकार्ड में लिया और मामले में विस्तार से सुनवाई के
लिए दो मार्च की तारीख मुकर्रर की।
मेट्रोपालिटन मजिस्ट्रेट पूर्वा सरीन ने कहा, ''जामिया नगर थाने के एसएचओ
द्वारा एटीआर रिपोर्ट दाखिल कर दी गयी है। वीना मलिक का बयान :एटीआर
में: दिया गया है। दलीलों पर सुनवाई दो मार्च को होगी।''
इससे पहले मजिस्ट्रेट ने 12 जनवरी को पुलिस से पूछा था कि वीना मलिक के
खिलाफ शिकायत पर क्या कार्रवाई की गयी है।
जामिया नगर में मस्जिद के इमाम महिदुल हसन ने वकील अनवर अहमद के माध्यम
से शिकायत दाखिल कर वीना मलिक के खिलाफ आईपीसी की धारा 124ए के तहत
प्राथमिकी दर्ज करने की मांग की थी।

भारत और श्रीलंका का रोमांचक मुकाबला आखिरी गेंद पर टाई
एडिलेड, 14 फरवरी (एजेंसी) भारत और श्रीलंका के बीच त्रिकोणीय एक दिवसीय
क्रिकेट का मैच आज टाई रहा। रोमांच की पराकाष्ठा पर पहुंचा लगातार दूसरा
मैच और क्रीज पर फिर मौजूद 'मिस्टर फिनिशर' महेंद्र सिंह धोनी, लेकिन इस
बार नतीजा टाई। पिछले मैच में आस्ट्रेलिया को आखिरी ओवर में हराने वाली
भारतीय टीम और श्रीलंका के बीच त्रिकोणीय एक दिवसीय क्रिकेट श्रृंखला का
मैच आज आखिरी गेंद पर बराबरी पर छूटा ।
भारत को आखिरी ओवर में नौ रन बनाने थे और लसिथ मलिंगा के सामने क्रीज पर
कप्तान धोनी थे । पहली गेंद पर धोनी ने दो रन लिये । अगली तीन गेंद पर एक
एक रन बना लेकिन पांचवीं गेंद पर विनय कुमार रन आउट हो गए । अब भारत को
आखिरी गेंद पर चार रन चाहिये थे और सभी की नजरें धोनी पर थी जिसने
आस्ट्रेलिया के खिलाफ आखिरी ओवर में छक्का लगाकर भारत को जीत दिलाई थी ।
मलिंगा की बाहर जाती फुललैंग्थ गेंद को धोनी ने एक्स्ट्रा कवर पर खेला
लेकिन स्वीपर कवर से फील्डर ने रोककर चौका बचा लिया । इस गेंद पर तीन रन
बने और स्कोर बराबर रहा । श्रीलंका के 50 ओवर में नौ विकेट पर 236 रन का
जवाब भारत ने भी नौ विकेट पर 236 रन बनाकर दिया ।
मोर्चे से अगुवाई करने वाले धोनी 69 गेंद में तीन चौकों और एक छक्के की
मदद से 58 रन बनाकर नाबाद रहे जबकि भारतीय पारी के सूत्रधार गौतम गंभीर
एक बार फिर नर्वस नाइंटी का शिकार हुए । गंभीर ने 106 गेंद में छह चौकों
की मदद से 91 रन बनाये ।
रोटेशन नीति के तहत वीरेंद्र सहवाग को आराम दिये जाने के बाद आज गंभीर ने
सचिन तेंदुलकर के साथ पारी की शुरूआत की । तेंदुलकर अंतरराष्ट्रीय शतकों
का महाशतक लगाने से फिर चूक गए और 15 रन बनाकर नुवान कुलशेखरा की गेंद पर
विकेट के पीछे कुमार संगकारा को कैच दे बैैठे ।
विराट कोहली और रोहित शर्मा भी 15 . 15 रन बनाकर पवेलियन लौटे । तिसारा
परेरा ने 15वें ओवर की पहली गेंद पर कोहली को पगबाधा आउट किया जबकि शर्मा
को श्रीलंकाई कप्तान महेला जयवर्धने ने रन आउट किया । भारत के तीन विकेट
94 रन पर गिर चुके थे ।
लगातार फ्लाप साबित हो रहे सुरेश रैना एक बार फिर नाकाम रहे और सिर्फ आठ
रन बनाकर मलिंगा का पहला शिकार हुए । संगकारा ने उनका कैच लपका । इसके
बाद गंभीर और धोनी ने पांचवें विकेट के लिये 60 रन जोड़कर भारत को मैच में
लौटाया ।
भारतीय पारी में 30वें ओवर में पांच ही गेंद फेंकी गई । मलिंगा के इस ओवर
में पांच गेंद पर नौ रन बने । अगले ओवर की पहली ही गेंद पर परेरा ने धोनी
का रिटर्न कैच छोड़ा जिस समय धोनी ने सिर्फ दस रन बनाये थे ।
शतक की ओर बढते दिख रहे गंभीर असंभव रन चुराने के प्रयास में रन आउट हो
गए । धोनी ने मलिंगा की गेंद पर मिडआन में शाट खेला लेकिन वहां रन नहीं
था । गंभीर जब तक लौटते कुलशेखरा ने गिल्लियां बिखेर दी थी ।
रविंदर जडेजा : तीन : कप्तान का ज्यादा देर साथ नहीं दे सके जबकि
हरफनमौला की तरह खेलने वाले आर अश्विन 13 गेंद में 14 रन बनाकर आउट हुए ।
भारतीय टीम में वापसी कर रहे इरफान पठान ने 49वें ओवर में एंजेलो मैथ्यूज
को छक्का जड़ा लेकिन धोनी को बचाने के लिये अपना विकेट कुर्बान कर दिया ।
इससे पहले भारतीय गेंदबाजों ने डेथ ओवरों में श्रीलंकाई बल्लेबाजी का
कचूमर निकालकर उसे नौ विकेट पर 236 रन ही बनाने दिये।
श्रीलंका का स्कोर 35वें ओवर में तीन विकेट पर 168 रन था लेकिन लगातार
विकेट गंवाने के कारण वह भारत के सामने मजबूत लक्ष्य रखने में नाकाम रहा।
मध्यम गति के गेंदबाज आर विनयकुमार : 46 रन पर तीन विकेट : और आफ स्पिनर
आर अश्विन : 30 रन देकर दो विकेट : ने प्रभावशाली प्रदर्शन किया।
श्रृंखला में अपना पहला मैच खेल रहे इरफान पठान : 38 रन देकर एक विकेट :
भी अपना प्रभाव छोड़ने में सफल रहे।
युवा दिनेश चंदीमल : 91 गेंद पर 81 रन : ने श्रीलंका की तरफ से सर्वाधिक
रन बनाये। उन्होंने अच्छी तरह से पारी संवारी तथा अनुभवी बल्लेबाज कुमार
संगकारा : 31 : के साथ 51 और कप्तान महेला जयवर्धने : 43 : के साथ 94 रन
की साझेदारी की। इसके बाद श्रीलंका हालांकि कोई भी बड़ी साझेदारी निभाने
में नाकाम रहा।
बल्लेबाजी पावरप्ले 36वें ओवर में लिया गया। यहीं से मैच का पासा पलटा।
इन पांच ओवरों में केवल 18 रन गये और तीन विकेट गिरे। एंजेलो मैथ्यूज :
17 : से काफी उम्मीद थी लेकिन वह 47वें ओवर में रन आउट हो गये। इससे पहले
उन्होंने शार्ट कवर पर खड़े क्षेत्ररक्षक के पास गेंद खेलकर चंदीमल को भी
रन आउट कराया था।
टास जीतकर पहले बल्लेबाजी के लिये उतरे श्रीलंका की शुरुआत अच्छी नहीं

चंदीमल ने फिर से भारत के खिलाफ अच्छा प्रदर्शन किया। इससे पहले वह भारत
के खिलाफ 111 और 64 रन की दो पारियां खेल चुके हैं। दायें हाथ के इस
बल्लेबाज ने बड़ी कुशलता से गेंदबाजों का सामना किया तथा दूसरे छोर से
विकेट गिरने के बावजूद अपनी शैली और एकाग्रता प्रभावित नहीं होने दी।
अभी दर्शक स्टेडियम में पहुंच पाते कि तरंगा ने विनयकुमार की गेंद पर
विकेटकीपर धोनी को कैच थमा दिया। उनके साथी सलामी बल्लेबाज दिलशान भी
संघर्ष करते हुए नजर आये और पठान की गेंद पर विकेट के पीछे कैच देकर
पवेलियन लौटे।
चंदीमल ने इसके बाद संगकारा के साथ मिलकर पारी संवारने का बीड़ा उठाया।
उन्होंने विनय और पठान का अच्छी तरह सामना किया और जब 16वें ओवर में
अश्विन के रूप में स्पिन आक्रमण लगाया गया तब भी उन्हें किसी तरह की
दिक्कत नहीं हुई।
संगकारा लंबी पारी खेलने की स्थिति में दिख रहे थे लेकिन उन्होंने अश्विन

*INDIA: Rotten corpses symbolise a fallen system*

corpses lie scattered in compounds; dogs, crows and other rodents run
around with human body parts; tables made of broken wooden planks where
putrefied human bodies are cut open by Doms (members of a Dalit community
known in India for dealing with dead bodies) with crude tools like a chisel
or nail hit hard with bricks used as hammer; human viscera samples lying in
unsealed unmarked bottles and plastic containers, with its contents half or
completely decayed. These are some of the blood chilling and appalling
conditions of what in India is termed a forensic examination. The Banglar
Manabadhikar Suraksha Mancha (MASUM) and the Asian Human Rights Commission
(AHRC) has been for the past decade reporting that the facilities for
forensic examination in India is so appalling that the process today in
most parts of the country is nothing less than an inhuman, unscientific and
manipulative process that serves no purpose, in law or for science.

A video documentary prepared by MASUM on autopsy procedures in the states
of West Bengal, Orissa, Chhattisgarh and Bihar, which is released today, is

condition of the state of affairs followed in the process is so pathetic
that it symbolises a rotten criminal justice system that no country could
ever tolerate as long as it tries to uphold the rule of law. The process
documented negates every conceivable excuse, acceptable in administrative
process or in law or for that matter in science.

A forensic examination is an inevitable part of criminal jurisprudence and
investigation. The documentary sheds light into the indisputable and
alarming fact that a proper forensic examination is almost non-existent in
the country and further that the entire process is open for manipulation at
all levels. The fact that more than 60 percent of the country's 1.2 billion
strong population cannot expect - should they be unfortunate that their
body be subjected to a forensic examination due to death from unnatural
causes - that a proper procedure acceptable in law and science would be
undertaken is as alarming as such a procedure does not exist in the
country. What they could expect is their body be left to rot for days, if
not weeks, and cut open by a Dom in such inhuman manners in perhaps an open
ground near a broken shed what is called a mortuary building. What their
relatives could expect is the left over of such crude dissection and parts
of human remains left over by dogs and other natural scavengers, in a
putrefied or horrifying form.

The entire process documented from the four states named above also shows
the criminal disregard of the government to the entire process to what in
many parts of the world is considered as a specialised science. The issue
attracts a high level of attention given the fact that in India the number
of extrajudicial executions and other forms of custodial deaths are on the
increase during the past decade. It is shocking to realise that these
reports prepared by doctors, who often do not see the dead body is one of
the important documents and opinion the courts would depend to acquit or
convict a person.

The National Human Rights Commission (NHRC) has issued specific guidelines
on post mortem examination procedures to be followed in cases of custodial
deaths. The guidelines require the autopsy procedures be video recorded.
Had the NHRC been on receipt of such videos, and had they bothered to view
them, the deplorable practices as depicted in the documentary could have
been checked to a certain extent. Though the post mortem report is treated
as an 'expert opinion' in a court of law during trial, the majority of
these reports are prepared by medical officers of specialisation, including
but not limited to a general medicine, ophthalmology, gynaecology, a
paediatrician or a psychiatrist, none of them having expertise in forensic
examination. In majority of cases these doctors are reluctant to perform
the post mortem examination.

The documentary further throws light upon the despicable practice of
caste-based-discrimination in India, where only a particular denomination
of the Dalit community - the Doms - are forced to do the inhuman process of
ripping apart a dead human. In many parts of the country where caste based
prejudices are still strong the Doms find it impossible to find any other
job or their children seek and obtain proper education. Doms are positioned
in lowest tier of the caste hierarchy having disposal of the dead as their
caste-based job. Due to their socio-economic vulnerability they are engaged
in some of the most menial jobs. Assisting in mortuaries is one such job.
The process also sheds light into the fact that in many states, the police
is provided with a paltry amount of Rupees 70 per body for its entire
handling.

With autopsy processes as depicted in the documentary, no justice could be
expected through the country's criminal justice process. At the moment it
is a mere formality, executed in some of the most inhuman and crude forms,
which not only makes a mockery of science and law, but also is a complete
disrespect to humanity. MASUM and the AHRC is convinced that unless an
immediate change is brought into the present practices as shown in the
documentary of what is called in the country as a forensic examination, no
matter what improvement is brought into the criminal justice process,
justice will remain a phantom limb in India.

Respected Sir,

We want to draw your kind attention to the following facts and lodge this
complaint that the victim Mr. Abdul Rouf Mondal, son of late Latif Mondal
of village-Ramchandrapur, Police Station-Baduria, District-North 24
Parganas, West Bengal is an activist against carrying of illegal brick
fields in the area where he resides. He raised his voice against the
dishonest persons involved in carrying such illegal brick fields without
any care of law without any care of environment and cutting river
embankments abruptly and some dishonest government employees were also
involved in such illegal acts for money.

As a result the persons involved in such illegal carrying of brick fields
made a conspiracy to stop his protesting voice with the help of police.
According to the victim's family that as a result of such conspiracy he was
arrested on 15.2.2011 at about 8.30 am from Ramchandrapur Bazar area in
front of hundreds of public without showing any papers or reasons. The
perpetrator police personnel took him to Baduria Police Station and after
few hours the police of Baduria Police Station handed him over to Deganga
Police Station. The victim was tortured in the police lock up by the police
personnel of Deganga Police Station in some barbaric manner and at the same
time the perpetrator police personnel advised him not to act against the
brick fields in future. The involved police personnel tortured him by tying
his male organ with a rope and hanged a heavy weight iron article from the
other end of the rope, as a result he was bleeding from his male organ and
the perpetrator police personnel also tortured him by gripping his toes
with an iron gripper (*Sarashi* in Bangla language).

On 16.2.2011 the police of Deganga Police Station produced him before the
Additional District & Sessions Judge, 6th Court, Barasat, North 24 Parganas
in connection with a criminal case vide Deganga Police Station Case no.
96/2011 dated 16.2.2011 under section 20(b) (i) of NDPS Act. The police
implicated him in the said case by alleging against him of illegally
possessing 4 Kilograms of 'Ganja'. The police in its records showed that he
was arrested at 22.05 hours on 15.2.2011 from Berachampa Rupchaya Cinema
Hall which according to the victim and his family members is absolutely
false.

The fact remains that the *victim already lodged a complaint before the
Commission on 18.11.2011 and the complaint was treated as Case no.
1344/25/15/2011/OC/M-4*. The Commission transferred the said complaint for
disposal to the West Bengal Human Rights Commission for disposal. But till
date no fruitful result came out to the victim and his grievances are still
to be adjudicated.

The victim is now serving in jail as an Under Trial Prisoner (UTP). The
victim's wife Ms. Rupiya Bibi met him in jail and came to know from him
that he is deprived of food, treatment and other basic facilities in the
jail. The victim is yet to be recovered from physical frailty which was
caused due to the police torture in custody, but the jail authority
completely ignored to provide him proper treatment till date. The victim's
wife complained before the jail authority in this regard, but the jail
authority did not pay any heed. As a result the condition of the victim is
deteriorating day by day.

The victim is a Human Rights Defender and he was subjected to police
torture and put behind the bar by bringing false and fabricated charge
against him for his activism against the carrying of illegal brick fields.

Hence we seek your urgent intervention in this matter in the following
manner:-

- The whole matter must be investigated by one neutral investigating
agency appointed by the Commission focusing specially focusing on the point
that the victim being a Human Rights Defender has been subjected to torture
and implicated in false charges.
- The jail authority must be directed to immediately arrange for proper
medical treatment of the victim and give him basic facilities according to
law and rules.
- We demand that the perpetrator police personnel of Baduria Police
Station and Deganga Police Station must be booked immediately under the law
for their heinous acts of subjecting the victim to torture in most inhuman
manner in their custody and they must be punished accordingly. Moreover if
any enquiry is pending against the perpetrator police personnel then it
must be neutrally be enquired into and the process of enquiry must not be
delayed for indefinite period.
- The victim must be relieved from all false and fabricated charges
immediately.
- As West Bengal Human Rights Commission is defunct with all practical
purposes, please withdraw the case from their jurisdiction and take
immediate action from your end.

कमाई के मामले में भारत के मंदिर देश की किसी छोटी कंपनी को भी काफी पीछे छोड़ रहे हैं।

साईं बाबा (२८ सितंबर, १८३५– १५ अक्‍तूबर, १९१८), एक भारतीय संत एवं गुरू हैं जिनका जीवन शिरडी में बीता। उन्होंने लोक कल्याणकारी कार्यों को किया तथा जनता में भक्‍त‍ि एवं धर्म की धारा बहाई। इनके अनुयायी भारत के सभी प्रांतों में हैं एवं इनकी मृत्यु के लगभग ९०० वर्षों के बाद आज भी इनके चमत्कारों को सुना जाता है ।

शिरडी के साईं बाबा भारत के दूसरे धनवान भगवान हो गए हैं। साईं के भक्तों ने शिरडी में आनेवाले चढ़ावे का रेकॉर्ड तोड़ दिया है। दिसंबर 2011 के अंतिम सप्ताह से जनवरी के पहले पखवाड़े तक देश-विदेश से आए साईं के भक्तों ने कुल 14 करोड़ 60 लाख का चढ़ावा दान में दिया। जबकि तिरुपति स्थित बालाजी मंदिर देश में सबसे अधिक चढ़ावा और दान पानेवाला मंदिर है। जबकि तिरुपति स्थित बालाजी मंदिर देश में सबसे अधिक चढ़ावा और दान पाने वाला मंदिर है।

तीसरे नंबर पर माता वैष्णों देवी का मंदिर है जिसकी सालाना आय 500 करोड़ रुपए है जबकि सिद्धि विनायक मंदिर को 46 करोड़ रुपए सालाना दान में मिलते हैं। आपको बता दें कि भारत के मंदिरों में लोग खुलकर दान करतें हैं अभी हांलहि में पद्माभस्वामी मंदिर के तहखाने से 1 लाख करोड़ से ज्यादा की संपत्ति मिली है।

श्री साईंबाबा संस्थान ट्रस्ट (शिरडी) का प्रशासन महाराष्ट्र सरकार की ओर बनाई गई एक मैनेजिंग कमिटी देखती है। इसका गठन 2004 में किया गया था। आज की तारीख में कमिटी के पास 51.71 करोड़ रुपये से ज्यादा के किसान विकास पत्र हैं। भारत सरकार के आठ पर्सेंट रिटर्न वाले सेविंग बॉन्ड हैं, जिनकी वैल्यू 48 करोड़ रुपये से ज्यादा ठहरती है।महाराष्ट्र जीवन प्राधिकरण के भी 8 करोड़ के बॉन्ड हैं। इसके अलावा विभिन्न राष्ट्रीयकृत बैंकों में इसके 3.19 अरब रुपये से भी ज्यादा की रकम जमा है। यही नहीं ट्रस्ट कॉर्पस फंड के रूप में इसके पास 47.82 करोड़ से ज्यादा की रकम है।

साईं संस्थान ट्रस्ट के ट्रस्टी के. सी. पांडेय ने बताया कि इस साल साईं भक्तों ने दान में 11 करोड़ का चढ़ावा नकद, 1.25 करोड़ का सोना और 13.5 करोड़ की चांदी चढ़ाई है।शिरडी के साईं बाबा मंदिर में हर साल लाखों भक्त आते हैं और यहां अब बड़े पैमाने पर चढ़ावा चढ़ता है। रिपोर्ट के मुताबिक मंदिर के पास 466 करोड़ रुपए के फिक्स्ड डिपॉडिट और 40.84 करोड़ रुपए के किसान विकास पत्र तथा 22 करोड़ रुपए के सरकारी बांड हैं। यानी कुल 529 करोड़ रुपए की रकम। महाराष्ट्र असेंबली में पेश इसके वार्षिक रिपोर्ट में कहा गया है कि मंदिर के पास 31 मार्च 2011 तक 500 करोड़ रुपए के फिक्स्ड डिपॉजिट और सरकारी बांड थे।मंदिर के पास 28 करोड़ रुपए का सोना और 4 करोड़ रुपए की चांदी है। इनके अलावा कई तरह के रत्न वगैरह भी हैं। मंदिर का प्रबंधन यहां से प्राप्त धन को कल्याणकारी कार्यों में लगाता रहता है।

इनवेस्टमेंट के बाद अब जरा जूलरी की भी बात करें। मंदिर ट्रस्ट के पास 24.41 करोड़ से ज्यादा की गोल्ड और 3.26 करोड़ से ज्यादा की सिल्वर जूलरी है। 6.12 लाख से ज्यादा कीमत के चांदी के सिक्के और 1.28 करोड़ से ज्यादा के सोने के सिक्के हैं। सोने के ताबीज 1.12 करोड़ रुपये से ज्यादा कीमत के हैं। यह जानकारी ट्रस्ट के ऑडिटर शरद एस. गायकवाड़ ने अपनी सालाना ऑडिट रिपोर्ट 2009-10 में दी है। इस रिपोर्ट को दिसंबर में राज्य विधानसभा में पेश किया गया था। मंदिर ने 2009-10 के दौरान 94.67 करोड़ से ज्यादा की सरप्लस इनकम कमाई, जबकि 2008-09 में यह आंकड़ा 87.22 करोड़ से ज्यादा का था। इनकम के सोर्स में किराया, बैंक अकाउंट से मिला ब्याज, निवेश और दान सभी शामिल है।

पिछले साल की तुलना में इस साल इन मंदिरों की दौलत में अच्छा खासा इजाफा हुआ है। कमाई के मामले में भारत के मंदिर देश की किसी छोटी कंपनी को भी काफी पीछे छोड़ रहे हैं। हर बार की तरह इस बार भी देश का सबसे ज्यादा दौलतमंद मंदिर तिरुपति बालाजी रहा। इस मदंरि को पिछले साल कुल 1700 करोड़ रुपए का चढ़ावा मिला। जबकि अन्य संसाधनों से मंदिर की कुल आय 650 करोड़ रुपए थी। इस मंदिर की कुल संपत्ति 5200 करोड़ रुपए है।इन मंदिरों की संपत्ति मुकेश और अनिल अंबानी की दौलत से भी ज्यादा आंकी जाती है। इन मंदिरों में अधिकांश मंदिर दक्षिण भारत में स्थित है पहले दक्षिण भारत में स्थित तिरुमाला तिरुपति मंदिर को भारत का सबसे दौलतमंद मंदिर समझा जाता था लेकिन हालहि में केरल के श्री पदनाभस्वामी मंदिर से अकूत दौलत निकलने के बाद यह मंदिर देश का सबसे रईस मंदिर बन गया है इस मंदिर की जायदाद एक लाख करोड़ से ज्यादा आंकी जा रही है जिसमें सोने की ज्वेलरी, कीमती धातु, आर्टिकल सोने के सिक्के आदि शामिल है।

साईं संस्थान ट्रस्ट के ट्रस्टी के सी पांडेय ने 'एनबीटी' को बताया कि इस साल साईं भक्तों ने दान में 11 करोड़ का चढ़ावा नकद, 1.25 करोड़ का सोना और 13.5 करोड़ की चांदी चढ़ाई है। पिछले साल (2011) में कुल मिलाकर 250 करोड़ रुपये साईं भक्तों ने चढ़ाए थे। पांडेय ने जानकारी दी कि साईं संस्थान ट्रस्ट अब तक विभिन्न अकाउंट में 500 करोड़ रुपये की रकम इन्वेस्ट कर चुका है, जबकि मंदिर ट्रस्ट के पास कुल 300 किलो सोना और करीब 3 हजार किलो चांदी है।

ट्रस्टी के सी पांडेय ने बताया कि 1992 में स्थापित साईं संस्थान ट्रस्ट का कुल 200 करोड़ रुपये का वार्षिक बजट है। इसे हॉस्पिटल, शिरडी के आसपास नई इमारतों और सड़कों के निर्माण, धर्मादा और सामजिक कामों, मेडिकल कैंप, जरूरतमंदों रोगियों की मदद इत्यादि पर खर्च किया जाता है। उन्होंने बताया की इसी योजनाओं के तहत शिर्डी में एक सुपर स्पेशिऐलिटी हॉस्पिटल और 350 करोड़ के खर्च से 'प्रसादालय' (डायनिंग हॉल) का निर्माण किया जा चुका है।

शिरडी में साईंबाबा के समाधि मन्दिर का परिसर बहुत बड़ा है और वहाँ आने वाले श्रद्धालुओं की भीड़ भी बहुत है इसी बात को ध्यान में रखकर प्रसाद वितरण के लिए एक अलग ही भवन है।

यहाँ लगभग 10 काउंटर है प्रसाद वितरण के लिए। कुछ काउंटरों से कूपन खरीदे जाते है और दूसरे काउंटरों पर उन कूपनों को देकर प्रसाद लिया जाता है। प्रसाद में लड्डू है जिनका मूल्य 5 रूपए है।

प्रसाद के रूप में दर्शन के बाद भोजन की भी व्यवस्था है। भोजन के कूपन के लिए अलग काउंटर है और इन कूपनों का मूल्य भी 5 रूपए है। इन काउंटरों पर लाइन भी लम्बी थी और यहाँ भिखारी भी बहुत नज़र आए। श्रद्धालु कूपन खरीद कर भिखारियों को दे रहे थे जिसका अर्थ होता है उन्होनें एक ग़रीब व्यक्ति को भोजन करवाया।

भीतर बहुत बड़ा भोजनालय है जहाँ भोजन की व्यवस्था है।

सवेरे 7 बजे से 10 बजे तक नाश्ते की भी व्यवस्था है। यहाँ बहुत से श्रद्धालु नाश्ता करना पसन्द करते है। नाश्ते के एक पैकेट में 5 पूड़ियाँ और सब्जी की तरह बनाए गए हरे मूँग होते है जो बहुत स्वादिष्ट होते है।

इसके अलावा बाहर आँगन में आइसक्रीम, श्रीखंड आदि और शिरडी के मशहूर बड़े अमरूद की दुकाने भी है।

वैसे मन्दिर के आस-पास अच्छे रेस्तरां है। बड़े-छोटे दोनों रेस्तरां है और ढाबे भी है। यहाँ अलग-अलग राज्यों के भोजन भी है जैसे गुजराती थाली, आन्ध्रा का भोजन, उत्तर भारतीय भोजन, महराष्ट्रीय भोजन आदि। महाराष्ट्र के प्रसिद्ध पोहे और साबूदाना वड़ा भी है।

The timing of the false-flag terror attack is very interesting. There has been increased activity of Israeli "tourists", where a number of them have been caught redhanded with revolvers, live ammunition & sattlite phones in the last 6 months. Though, they are let of by the police within 24 hours, despite the fact that they are foreigners & supposedly "tourists".

Also the Tbilisi, Georgia bombings though not of a serious nature, are making international headlines, with Iran & Hezbollah being mentioned by Netanyahu. Georgia & Azerbaijan are both USraeli satellite states, with a strong presence of Mossad operatives present in both the nations.

In the Indian context, the Hindutva-RSS are once again under pressure as the NIA-ATS have arrested another of their activists from Indore in connection with the Samjhauta train terror attack, previously blamed on Pakistan. These arrests also come at a time when the crucial UP & 4 other state elections are on & in any case the BJP is under pressure due to many other issues of corruption & morality where it stanbds utterly exposed. Thus this terror attack, surely helps to change the national headlines.

Ostrovsky, a former Mossad agent, says its motto is "By way of deception, thou shalt do war".

{p. vii} REVEALING THE FACTS as I know them from my vantage point of four years spent inside the Mossad was by no means an easy task.

Coming from an ardent Zionist background, I had been taught that the state of Israel was incapable of misconduct. That we were the David in the unending struggle against the ever-growing Goliath. That there was no one out there to protect us but ourselves - a feeling reinforced by the Holocaust survivors who lived among us.

We, the new generation of Israelites, the resurrected nation on its own land after more than two thousand years of exile, were entrusted with the fate of the nation as a whole.

The commanders of our army were called champions, not generals. Our leaders were captains at the helm of a great ship. I was elated when I was chosen and granted the privilege to join what I considered to be the elite team of the Mossad.

But it was the twisted ideals and self-centered pragmatism that I encountered inside the Mossad, coupled with this so-called team's greed, lust, and total lack of respect for human life, that motivated me to tell this story.

It is out of love for Israel as a free and just country that I am laying my life on the line by so doing, facing up to those who took it upon themselves to turn the Zionist dream into the present-day nightmare.

The main reason for this extraordinary low total, as you will read in this book, is that unlike other countries, Israel can tap the significant and loyal cadre of the worldwide Jewish community outside Israel. {p. 52} My first six weeks were uneventful. I worked at the downtown office, essentially as a gofer and filing clerk. But one chilly day in February 1984, I found myself joining 14 others on a small bus. ... This course was to be known as Cadet 16, as it was the sixteenth course of Mossad cadets.

{p. 53} He walked briskly to the head of the table while the other two sat at the back of the room. "My name is Aharon Sherf," he said. "I am the head of the Academy. Welcome to the Mossad. Its full name is Ha Mossad, le Modiyn ve le Tafkidim Mayuhadim [the Institute for Intelligence and Special Operations]. Our motto is: 'By way of deception, thou shalt do war.'

{p. 86} The next day Ran S. delivered a lecture on the sayanim, a unique and important part of the Mossad's operation. Sayanim - assistants - must be 100 percent Jewish. They live abroad, and though they are not Israeli citizens, many are reached through their relatives in Israel. An Israeli with a relative in England, for example, might be asked to write a letter saying the person bearing the letter represents an organization whose main goal is to help save Jewish people in the diaspora. Could the British relative help in any way?

There are thousands of sayanim around the world. In London alone, there are about 2,000 who are active, and another 5,000 on the list. They fulfill many different roles. A car sayan, for example, running a rental agency, could help the Mossad rent a car without having to complete the usual doc-

An apartment sayan would find accommodation without raising suspicions, a bank sayan could get you money if you needed it in the middle of the night, a doctor sayan would treat a bullet wound without reporting it to the police, and so on. The idea is to have a pool of people available when needed who can provide services but will keep quiet about them out of loyalty to the cause. They are paid only costs. Often the loyalty of sayanim is abused by katsas who take advantage of the available help for their own personal use. There is no way for the sayan to check this.

One thing you know for sure is that even if a Jewish person knows it is the Mossad, he might not agree to work with you - but he won't turn you in. You have at your disposal a nonrisk recruitment system that actually gives you a pool of millions of Jewish people to tap from outside your own borders. It's much easier to operate with what is available on the spot, and sayanim offer incredible practical support everywhere. But they are never put at risk - nor are they privy to classified information.

Suppose during an operation a katsa suddenly had to come up with an electronics store as a cover. A call to a sayan in that business could bring 50 television sets, 200 VCRs - whatever was needed - from his warehouse to your building, and in next to no time, you'd have a store with $3 or $4 million worth of stock in it.

Since most Mossad activity is in Europe, it may be preferable to have a business address in North America. So, there are address sayanim and telephone sayanim. If a katsa has to give out an address or a phone number, he can use the sayan's. And if the sayan gets a letter or a phone call, he will know immediately how to proceed. Some business sayanim have a bank of 20 operators answering phones, typing letters, faxing messages, all a front for the Mossad. The joke is that 60 percent of the business of those telephone answering companies in Europe comes from the Mossad. They'd fold otherwise.

The one problem with the system is that the Mossad does not seem to care how devastating it could be to the status of the Jewish people in the diaspora if it was known. The an-

{p. 88} swer you get if you ask is: "So what's the worst that could happen to those Jews? They'd all come to Israel? Great."

Katsas in the stations are in charge of the sayanim, and most active sayanim will be visited by a katsa once every three months or so, which for the katsa usually means between two and four face-to-face meetings a day with sayanim, along with numerous telephone conversations. The system allows the Mossad to work with a skeleton staff. That's why, for example, a KGB station would employ about 100 people, while a comparable Mossad station would need only six or seven.

{p. 269} Pollard was not Mossad, but many others actively spying, recruiting, organizing, and carrying out covert activities - mainly in New York and Washington, which they refer to as their "playground" - do belong to a special, super-secret division of the Mossad called simply Al, Hebrew for "above" or "on top."

The unit is so secretive, and so separate from the main o ganization, that the majority of Mossad employees don't even know what it does and do not have access to its files on the computer.

But it exists, and employs between 24 and 27 veteran field personnel, three as active katsas. Most, though not all, of their activity is within U.S. borders. Their primary task is to gather information on the Arab world and the PLO, as opposed to gathering intelligence about U.S. activities. But as we shall see, the dividing line is often blurred, and when in doubt, Al doesn't hesitate to cross over it.

To say it doesn't gather information on the Americans is like saying mustard is not the main course, but you do like a little on your hotdog. Say, for example, there's a senator on the arms committee who interests Mossad. Al rarely uses sayanim, but that senator's paperwork, anything happening in his office, would be important information, so an aide would become a target. If an aide was Jewish, he or she would be approached as a sayan. Otherwise, the person would be recruited as an agent, or even just as a friend, with whom to mingle and listen.

The Washington cocktail circuit is very important for that. Certain attaches keep track of it. There is no problem adding someone to that circuit and giving it a legitimate ring.

Suppose, for instance, McDonnell Douglas wants to sell U.S.-made airplanes to Saudi Arabia. Is that a U.S. issue or an Israeli issue? Well, as far as the Institute is concerned, it's Israel's business. When you have something like that in place, it's very difficult not to use it. So they do.

{p. 270} One of the more famous of Al's activities involved the theft of research material from some major U.S. aircraft-manufacturing firms to help Israel secure a five-year, $25.8 million contract in January 1986 to supply the U.S. navy (shipboard) and marine corps with 21 16-foot-long drones, or unmanned Mazlat Pioneer 1 aircraft, plus the accompanying ground control, launch, and recovery equipment. The drones, which have a television monitor mounted underneath, are used in military reconnaissance work. Mazlat, a subsidiary of the state-run Israeli Aeronautical Industries and Tadiran, "won" the contract after outbidding U.S. firms in a 1985 tender.

In reality, Al stole the research. Israel had been working on a drone, but was not nearly far enough advanced to enter this competition. When you don't have to include research recovery costs in your bid, it makes a substantial difference.

After winning the contract, Mazlat went into partnership with AAI Corp. of Baltimore, Maryland, to complete it.

Al is similar to Tsomet, but it does not come under the jurisdiction of the head of Tsomet. Rather, it reports directly to the head of Mossad. Unlike normal Mossad stations, it does not operate inside the Israeli embassy. Its stations are located in safe houses or apartments.

The three Al teams are set up as a station, or unit. Let's say that for some reason relations between Israel and Great Britain collapsed tomorrow and the Mossad had to leave the United Kingdom. They could dispatch an Al team to London and have a complete clandestine setup the next day. The Al katsas are among the most experienced in the Institute.

The United States is one place where the consequences for messing up are immense. But not working through the embassy creates difficulties, especially with communications. If Al people are caught in the United States, they're jailed as spies. They have no diplomatic immunity. The worst that can happen to a katsa in a normal station, because he has diplomatic immunity, is deportation. Officially, the Mossad has a liaison station in Washington, but nothing else.

{p. 271} The Americans don't realize how much information is given to us through NATO, information that can be manipulated to present a much more vivid picture. ...

Al's stations, while outside the embassy, still operate like stations for the most part. They communicate directly to Tel Aviv headquarters either by telephone, telex, or computer modem. They do not use burst communications systems, because even if the Americans couldn't break down the messages, they would know there was clandestine activity in the neighborhood, something the Mossad wants to avoid. Distance is also a factor.

{p. 276} In a country where just about everybody serves in the army, military service is important. That's why you end up with a government that is 70 percent generals. People don't seem to understand what's wrong with that - with people whose nostrils flare at the smell of gunpowder.

{p. 277} In the midst of all this, the Mossad had made its first contact with the opium growers in Thailand. The Americans were trying to force farmers to stop producing opium and grow coffee instead. The Mossad's idea was to get in there, help them grow coffee, but at the same time help them export opium as a means of raising money for Mossad operations.

{p. 286} The Mossad still doesn't admit to the existence of Al. Inside the Institute, it's said that the Mossad does not work in the United States. But most Mossad people know that Al exists, even if they don't know exactly what it does. The biggest joke in all this is that, when the LAKAM broke out with the Pollard case, Mossad people always said, "There's one thing for sure. We don't work in the United States."

{p. 32} It seemed that the whole building was going berserk. Everybody and his dog were looking for information that could stop Jordan's King Hussein's efforts for a peace initiative. ...

The American Jewish community was divided into a three-stage action team. First were the individual sayanim (if the situation had been reversed and the United States had convinced Americans working in Israel to work secretly on behalf of the United States, they would be treated as spies by the Israeli government). Then there was the large pro-Israeli lobby. It would mobilize the Jewish community in a forceful effort in whatever direction the Mossad pointed them. And last was B'nai Brith. Members of that organization could be relied on to make friends among non-Jews and tarnish as anti-Semitic whomever they couldn't sway to the Israeli cause. With that sort of one-two-three tactic, there was no way we could strike out.

"What's that?" I couldn't help smiling; I'd never heard it called that before.

"I knew that would get your attention," he said, grinning. "Shimon activated Operation Trojan in February of this year." {the only Shimon in the index is Shimon Peres}

I nodded. I'd still been in the Mossad when that order was given, and because of my naval background and acquaintance with most of the commanders in the navy, I participated in the planning for the operation as liaison with the navy.

A Trojan was a special communication device that could be planted by naval commandos deep inside enemy territory. The device would act as a relay station for misleading transmissions made by the disinformation unit in the Mossad, called LAP {footnote: LAP: LohAma Psicologit. Psychological warfare, or, as it's known in the West, disinformation}, and intended to be received by American and British listening stations. Originating from an IDF navy ship out at sea, the prerecorded digital transmissions could be picked up only by the Trojan. The device would then rebroadcast the transmission on another frequency, one used for official business in the enemy country, at which point the transmission would finally be picked up by American ears in Britain.

The listeners would have no doubt they had intercepted a genuine communication, hence the name Trojan, reminiscent of the mythical Trojan horse. Further, the content of the messages, once deciphered, would confirm information from other intelligence sources, namely the Mossad. The only catch was that the Trojan itself would have to be located as close as possible to the normal origin of such transmissions, because of the sophisticated methods of triangulation the Americans and others would use to verify the source.

In the particular operation Ephraim was referring to, two elite units in the military had been made responsible for the delivery of the Trojan device to the proper location. One was the Matkal {footnote: Matkal: Top military reconnaissance unit of the Israeli army} reconnaissance unit and the other was Flotilla 13, the naval commandos. The

{p. 114} commandos were charged with the task of planting the Trojan device in Tripoli, Libya.

On the night of February 17-18, two Israeli missile boats, the SAAR 4-class Moledet, armed with Harpoon and Gabriel surface-tosurface missiles, among other weaponry, and the Geula, a Hohit-class mlsslle boat with a helicopter pad and regular SAAR 4-class armament, conducted what seemed like a routine patrol of the Mediterranean, heading for the Sicilian channel and passing just outside the territorial waters of Libya. Just north of Tripoli, the warships, which were vlsible to radar both in Tripoli and on the Italian island of Lampedusa, slowed down to about four knots - just long enough to allow a team of twelve naval commandos in four wet submarines nicknamed "pigs" and two low-profiled speedboats called "birds" to disembark. The pigs could carry two commandos each and all their fighting gear. The birds, equipped with an MG 7.62-caliber machine gun mounted over the bow and an array of antitank shoulder-carried missiles, could facilitate six commandos each, while towing the empty plgs. The birds brought the pigs as close to the shore as possible, thus cutting down the distance the pigs would have to travel on their own. (The pigs were submersible and silent but relatively slow.)

Two miles off the Libyan coast, the lights of Tripoli could be seen glistening in the southeast. Eight commandos slipped quietly into the plgs and headed for shore. The birds stayed behind at the rendezvous pomt, ready to take action should the situation arise. Once they reached the beach, the commandos left their cigarlike transporters submerged in the shallow water and headed inland, carrying a dark green Trojan cylinder six feet long and seven inches in diameter. It took two men to carry it.

A gray van was parked on the side of the road about one hundred feet from the water, on the coastal highway leading from Sabratah to Tripoli and on to Benghazi. There was hardly any traffic at that time of night. The driver of the van seemed to be repairing a flat tire. He stopped working as the team approached and opened the back doors of the van. He was a Mossad combatant. Without a word said, four of the men entered the van and headed for the city. The other four returned to the water, where they took a defensive position by the submerged pigs. Their job was to hold this position to ensure an escape route for the team now headed for the city.

At the same time, a squadron of Israeli fighters was refueling south of Crete, ready to assist. They were capable of keeping any ground forces away from the commandos, allowing them a not-soclean getaway. At this point, the small commando unit was divided

{p. 115} into three details - its most vulnerable state. Were any of the details to run into enemy forces, they were instructed to act with extreme prejudice before the enemy turned hostile.

The van parked at the back of an apartment building on Al Jamhuriyh Street in Tripoli, less than three blocks away from the Bab al Azizia barracks that were known to house Qadhafi's headquarters and residence. By then, the men in the van had changed into civilian clothing. Two stayed with the van as lookouts and the other two helped the Mossad combatant take the cylinder to the top floor of the five-story building. The cylinder was wrapped in a carpet.

In the apartment, the top section of the cylinder was opened and a small dishlike antenna was unfolded and placed in front of the window facing north. The unit was activated, and the Trojan horse was in place.

The Mossad combatant had rented the apartment for six months and had paid the rent in advance. There was no reason for anyone except the combatant to enter the apartment. However, if someone should decide to do so, the Trojan would self-destruct, taking with it most of the upper part of the building. The three men headed back to the van and to their rendezvous with their friends on the beach.

After dropping the commandos at the beach, the combatant headed back for the city, where he would monitor the Trojan unit for the next few weeks. The commandos wasted no time and headed out to sea. They didn't want to be caught in Libyan waters at daybreak. They reached the birds and headed at full speed to a prearranged pickup coordinate, where they met with the missile boats that had brought them in.

By the end of March, the Americans were already intercepting messages broadcast by the Trojan, which was only activated during heavy communication traffic hours. Using the Trojan, the Mossad tried to make it appear that a long series of terrorist orders were being transmitted to various Libyan embassies around the world (or, as they were called by the Libyans, Peoples' Bureaus). As the Mossad had hoped, the transmissions were deciphered by the Americans and construed as ample proof that the Libyans were active sponsors of terrorism. What's more, the Americans pointed out, Mossad reports confirmed it.

The French and the Spanish, though, were not buying into the new stream of information. To them, it seemed suspicious that suddenly, out of the blue, the Libyans, who'd been extremely careful in the past, would start advertising their future actions. They also found it suspicious that in several instances Mossad reports were worded similarly

{p. 116} to coded Libyan communications. They argued further that, had there truly been after-the-fact Libyan communications regarding the attack, then the terrorist attack on the La Belle discotheque { La Belle discotheque: The terrorist attack on this location was said to have been linked to the Libyans and was the catalyst for the April 14 bombing of Llbya by the Amerlcans} in West Berlin on April 5 could have been prevented, since surely there would have been communications before, enabling intelligence agencies listening in to prevent It. Since the attack wasn't prevented, they reasoned that it must not be the Libyans who did it, and the "new communications" must be bogus. The French and the Spanish were right. The information was bogus, and the Mossad didn't have a clue who planted the bomb that killed one American serviceman and wounded several others. But the Mossad was tied in to many of the European terrorist organizations, and it was convinced that in the volatile atmosphere that had engulfed Europe, a bombing with an American victim was just a matter of time Heads of the Mossad were counting on the American promise to retaliate with vengeance against any country that could be proven to support terrorism. The Trojan gave the Americans the proof they needed. The Mossad also plugged into the equation Qadhafi's lunatic image and momentous declarations, which were really only meant for internal consumption. It must be remembered that Qadhafi had marked a line in the water at that time, closing off the Gulf of Sidra as Libyan territorial waters and calling the new maritime border the line of death (an action that didn't exactly give him a moderate image). Ultimately, the Americans fell for the Mossad ploy head over heels dragging the British and the Germans somewhat reluctantly in with them. Operation Trojan was one of the Mossad's greatest successes. It brought about the air strike on Libya that President Reagan had promised - a strike that had three important consequences. First, it derailed a deal for the release of the American hostages in Lebanon, thus preserving the Hizballah (Party of God) as the number one enemy in the eyes of the West. Second, it sent a message to the entire Arab world, telling them exactly where the United States stood regarding the Arab-Israeli conflict. Third, it boosted the Mossad's image of itself, since it was they who, by ingenious sleight of hand, had prodded the United States to do what was right. It was only the French who didn't buy into the Mossad trick and

{p. 117} were determined not to ally themselves with the aggressive American act. The French refused to allow the American bombers to fly over their territory on their way to attack Libya.

On April 14, 1986, one hundred and sixty American aircraft dropped over sixty tons of bombs on Libya. The attackers bombed Tripoli international airport, Bab al Azizia barracks, Sidi Bilal naval base, the city of Benghazi, and the Benine airfield outside Benghazi. The strike force consisted of two main bodies, one originating in England and the other from flattops in the Mediterranean. From England came twenty-four F-111s from Lakenheath, five EF-111s from Upper Heyford, and twenty-eight refueling tankers from Mildenhall and Fairford. In the attack, the air force F-111s and the EF-111s were joined by eighteen A-6 and A-7 strike and strike support aircraft, six F\A-18 fighters, fourteen EA-6B electronic jammer planes, and other support platforms. The navy planes were catapulted from the carriers Coral Sea and America. On the Libyan side, there were approximately forty civilian casualties, including Qadhafi's adopted daughter. On the American side, a pilot and his weapons officer were killed when their F-111 exploded.

After the bombing, the Hizballah broke off negotiations regarding the hostages they held in Beirut and executed three of them, including one American named Peter Kilburn. As for the French, they were rewarded for their nonparticipation in the attack by the release at the end of June of two French journalists held hostage in Beirut. (As it happened, a stray bomb hit the French embassy in Tripoli during the raid.)

Ephraim had spelled it all out for me and confirmed some of the information I'd already known. He then went on. "After the bombing of Libya, our friend Qadhafi is sure to stay out of the picture for some time. Iraq and Saddam Hussein are the next target. We're starting now to build him up as the big villain. It will take some time, but in the end, there's no doubt it'll work."

"But isn't Saddam regarded as moderate toward us, allied with Jordan, the big enemy of Iran and Syria?"

"Yes, that's why I'm opposed to this action. But that's the directive, and I must follow it. Hopefully, you and I will be done with our little operation before anything big happens. After all, we have already destroyed his nuclear facility, and we are making money by sellmg hlm technology and equipment through South Africa."

{p. 254} In the following weeks, more and more discoveries were made regarding the big gun and other elements of the Saddam war machine. The Mossad had all but saturated the intelligence field with information regarding the evil intentions of Saddam the Terrible, banking on the fact that before long, he'd have enough rope to hang himself. It was very clear what the Mossad's overall goal was. It wanted the West to do its bidding, just as the Americans had in Libya with the bombing of Qadhafi. After all, Israel didn't possess carriers and ample air power, and although it was capable of bombing a refugee camp in Tunis, that was not the same. The Mossad leaders knew that if they could make Saddam appear bad enough and a threat to the Gulf oil supply, of which he'd been the protector up to that point, then the United States and its allies would not let him get away with anything, but would take measures that would all but eliminate his army and his weapons potential, especially if they were led to believe that this might just be their last chance before he went nuclear.

The Tamils were training at the commando naval base, learning penetration techniques, mining landings, communications, and how to sabotage ships similar to the Devora. There were about 28 men in each group, so it was decided that Yosy should take the Tamils to Haifa that night while I took the Sinhalese to Tel Aviv, thus avoiding any chance encounters.

The real problem started about two weeks into the courses, when both the Tamils and Sinhalese - unknown to each other, of course - were training at Kfar Sirkin. It is a fairly large base, but even so, on one occasion the two groups passed within a few yards of each other while they were out jogging. After their basic training routine at Kfar Sirkin, the Sinhalese were taken to the naval base to be taught essentially how to deal with all the techniques the Israelis had just taught the Tamils. It was pretty hectic. We had to dream up punishments or night training exercises just to keep them busy, so that both groups wouldn't be in Tel Aviv at the same time. The actions of this one man (Amy) could have jeopardized the political situation in Israel if these groups had met. I'm sure Peres wouldn't have slept at night if he'd known this was going on. But, of course, he didn't know.

When the three weeks were just about up and the Sinhalese were preparing to go to Atlit, the top-secret naval commando base, Amy told me he wouldn't be going with them. The Sayret Matcal would take over their training. This was the top intelligence reconnaissance group, the one that carried out the famous Entebbe raid. (The naval commandos are the equivalent of the American Seals.)

"Look, we have a problem," said Amy. "We have a group of 27 SWAT team guys from India coming in."

{p. 131} "My God," I said "What is this? We've got Sinhalese, Tamils, and now Indians. Who's next?" ...

At the same time, I was meeting with a Taiwanese air-force general named Key, the representative of their intelligence community in Israel. He worked out of the Japanese embassy, and he wanted to buy weapons. I was told to show him around, but not to sell to him, since the Taiwanese would replicate in two days anything they bought, and end up competing with Israel on the market.

{p. 221} That was why Israel wanted to have their own to test, but they couldn't openly buy it from the French. France had an embargo on selling weapons to Israel. A lot of countries still do, because they know that the moment Israel has certain weapons, it will copy them.

{p. 222} And just to show how nondiscriminatory the Mossad is, it trained both sides in the bloody ongoing civil unrest in Sri Lanka: the Tamils and the Sinhalese, as well as the Indians who were sent in to restore order.

{p. 196} But since we were not yet ready to set up the Israeli spy ring for the Jordanians as I'd promised, I couldn't put Ephraim off much longer. He felt that there was a need to inoculate Egyptian intelligence against the Mossad. That had to be done before some incident occurred that would expose the Mossad's assistance (mainly logistical) to the Muslim fundamentalists through contacts in Afghanistan.

The peace with Egypt was pressing hard on the Israeli right wing. In itself, the peace, so vigilantly kept by the Egyptians, was living proof that the Arabs are a people with whom peace is possible, and that they're not at all what the Mossad and other elements of the right have portrayed them to be. Egypt has kept its peace with Israel, even though Israel became the aggressor in Lebanon in 1982 and despite

{p. 197} the Mossad's warnings that the Egyptians were in fact in the middle of a ten-year military buildup that would bring about a war with Israel in 1986-87 (a war that never materialized).

The Mossad realized that it had to come up with a new threat to the region, a threat of such magnitude that it would justify whatever action the Mossad might see fit to take.

The right-wing elements in the Mossad (and in the whole country, for that matter) had what they regarded as a sound philosophy: They believed (correctly, as it happened) that Israel was the strongest military presence in the Middle East. In fact, they believed that the military might of what had become known as "fortress Israel" was greater than that of all of the Arab armies combined, and was responsible for whatever security Israel possessed. The right wing believed then - and they still believe - that this strength arises from the need to answer the constant threat of war.

The corollary belief was that peace overtures would inevitably start a process of corrosion that would weaken the military and eventually bring about the demise of the state of Israel, since, the philosophy goes, its Arab neighbors are untrustworthy, and no treaty signed by them is worth the paper it's written on.

Supporting the radical elements of Muslim fundamentalism sat well with the Mossad's general plan for the region. An Arab world run by fundamentalists would not be a party to any negotiations with the West, thus leaving Israel again as the only democratic, rational country in the region. And if the Mossad could arrange for the Hamas (Palestinian fundamentalists) to take over the Palestinian streets from the PLO, then the picture would be complete.

{p. 247} The Mossad regarded Saddam Hussein as their biggest asset in the area, since he was totally irrational as far as international politics was concerned, and was therefore all the more likely to make a stupid move that the Mossad could take advantage of.

What the Mossad really feared was that Iraq's gigantic army, which had survived the Iran-Iraq war and was being supplied by the West and financed by Saudi Arabia, would fall into the hands of a leader who might be more palatable to the West and still be a threat to Israel.

The first step was taken in November 1988, when the Mossad told the Israeli foreign office to stop all talks with the Iraqis regarding a peace front. At that time, secret negotiations were taking place between Israelis, Jordanians, and Iraqis under the auspices of the Egyptians and with the blessings of the French and the Americans. The Mossad manipulated it so that Iraq looked as if it were the only country unwilling to talk, thereby convincing the Americans that Iraq had a different agenda.

By January 1989, the Mossad LAP machine was busy portraying Saddam as a tyrant and a danger to the world. The Mossad activated every asset it had, in every place possible, from volunteer agents in Amnesty Interna-ional to fully bought members of the U.S. Congress. Saddam had been killing his own people, the cry went; what could his enemies expect? The gruesome photos of dead Kurdish mothers clutching their dead babies after a gas attack by Saddam's army were real, and the acts were horrendous. But the Kurds were entangled in an all-out guerrilla war with the regime in Baghdad and had been supported for years by the Mossad, who sent arms and advisers to the mountain camps of the Barazany family; this attack by the Iraqis could hardly be called an attack on their own people. But, as Uri said to me, once the orchestra starts to play, all you can do is hum along.

The media was supplied with inside information and tips from reliable sources on how the crazed leader of Iraq killed people with his bare hands and used missiles to attack Iranian cities. What they neglected to tell the media was that most of the targeting for the missiles was done by the Mossad with the help of American satellites. The Mossad was grooming Saddam for a fall, but not his own. They wanted the Americans to do the work of destroying that gigantic army in the Iraqi desert so that Israel would not have to face it one day on its own border. That in itself was a noble cause for an Israeli, but to endanger the world with the possibility of global war and the deaths of thousands of Americans was sheer madness.

{p. 252} It was time to draw attention to Saddam's weapons of mass destruction.

Only three months before, on December 5, 1989, the Iraqis had launched the Al-Abid, a three-stage ballistic missile. The Iraqis claimed it was a satellite launcher that Gerald Bull, a Canadian scientist, was helping them develop. Israeli intelligence knew that the launch, although trumpeted as a great success, was in fact a total failure, and that the program would never reach its goals. But that secret was not shared with the media. On the contrary, the missile launch was exaggerated and blown out of proportion.

The message that Israeli intelligence sent out was this: Now all the pieces of the puzzle are fitting together. This maniac is developing a nuclear capability (remember the Israeli attack on the Iraqi reactor in 1981) and pursuing chemical warfare (as seen in his attacks on his own people, the Kurds). What's more, he despises the Western media, regarding them as Israeli spies. Quite soon, he's going to have the ability to launch a missile from anywhere in Iraq to anywhere he wants in the Middle East and beyond.

{p. 264} Several days later, I managed to make contact with Ephraim. I learned that the Mossad was going to let me be for now. If any steps were to be taken against me, they would be in the disinformation department and not against my person. I still knew that this was a very unstable guarantee and that if I should leave Canada and venture

{p. 265} even as far as the United States, things could change rather fast.

Accordingly, I decided to publicize By Way of Deception by doing radio shows across the United States and Canada via phone. I managed over two hundred shows in less than three months, and I also did a long string of television shows by satellite.

From Toronto, I appeared on Good Morning America with Charles Gibson, and found him to be as charming an interviewer as he was a host. It was quite a treat for me, since I'd watched him every morning from the day he'd debuted on the show.

Then there was the Larry King Show, by which time the gag order was lifted, where I received somewhat rougher treatment. To build some contentiousness into the hour, the show's producers had invited Amos Perelmuter, a professor from the American University in Washington, D.C., to join King and me. From the start, it was clear that Perelmuter was an enthusiastic supporter of the state of Israel, and that what he'd heard about my book - he admitted he hadn't read it - he didn't like.

There was never enough time on such shows to put Perelmuter and other "designated champions of Israel" on the spot. How did they know that everything I was saying was lies? I was the one who'd served in the Mossad, not they. Why was it that these loyal Americans were willing to accept any mud thrown at the CIA without even giving it a second thought, but insisted on defending to the hilt an intelligence agency of a foreign country that had been known to spy on the United States (as in the Pollard case) and hadn't refrained from attacking American interests (as in the case of the Lavon2 affair in Egypt, among others)?

The first wave of fury the book caused was due to its revelation that the Mossad had advance knowledge of the notorious suicide bombing in Beirut (including the make and color of the car) but didn't pass on that information to American intelligence. In October 1983, two hundred and forty-one U.S. marines were killed when the car, rigged with explosives, rammed their barracks in Beirut. In many instances, this story from the book was taken out of context and told

{p. 277} WEDNESDAY, OCTOBER 30, 1991, MADRID

Air Force One was about to touch down, followed by the second twin Air Force One. The two jumbo jets (which are identical in all but the call numbers inscribed on their fuselages; one carries the president and the second brings along the rest of the entourage and is used as a backup in case of emergency) were en route to deliver the president of the United States and a large media contingent to the Madrid peace talks that were about to start between Israel and all its Arab neighbors, including Syria and the Palestinians, who were part of the Jordanian delegation.

In the months leading up to this theatrical occasion, the American president had truly believed he'd be able to bring about a change in the hardheaded attitudes that had prevailed in the region for decades. In an effort to bring the right-wing government of Yitzhak Shamir to the negotiating table in what was to be an international peace conference, the president had applied the kind of pressure that an American president rarely has been brave enough to apply. Against the wishes of an angry Jewish community, George Herbert Bush had put a freeze on all loan guarantees to Israel, which were to come to a total of ten billion dollars over the next five years. This freeze was not intended to punish Israel for the construction of settlements in the occupied West Bank and the Gaza Strip (regarded by the United States as illegal,) but to force the cash-strapped Likud government to the negotiating table.

Upon making that decision, the president was instantly placed on the blacklist of every Jewish organization in the United States, and regarded as the greatest enemy of the state of Israel. In Israel, posters depicting the president with a pharaoh's headgear and the inscription "We have overcome the pharaohs, we will overcome Bush" were

{p. 278} pasted across the country. Shamir called the president's action "AmBush."

Israeli messengers in all the communities across the United States immediately went into high gear, launching attacks against the president. They fed the media an endless stream of criticism, while trying at the same time to make it clear to Vice President Dan Quayle that he was still their sweetheart and that what the president was doing in no way affected their opinion of him.

This love affair with a vice president was not a new thing; it had been almost standard procedure ever since the creation of the state of Israel. Any time a president was not on the best of terms with Israel, the Jewish organizations were instructed to cozy up to the vice president. That was the case with Dwight Eisenhower, whom Israel regarded as the worst president in history (although, ironically, the vice president they regarded as a friend, namely Richard Nixon, himself became an enemy once he was president). It was what lay behind the strong support Israel and the Jewish community gave to Lyndon Johnson, who almost doubled aid to Israel in his first year as president, after John Kennedy had come down hard on the Israeli nuclear program, believing it was a first and dangerous step in the proliferation of nuclear weapons in the region.

That strategy was behind their hatred for Nixon and their admiration for Gerald Ford. And then there was Jimmy Carter, whose whole administration was regarded as a big mistake as far as Israel was concerned, a mistake that had cost Israel the whole of the Sinai in return for a lukewarm peace with Egypt.

And now there was this peace process, put forth by the country club idiot. The right-wingers' silent cry was to somehow stop the process, which they believed would lead to a compromise that would force Israel to return more land. Refusing to believe that such a compromise would ever be made, settlers in the Occupied Territories had launched a new wave of construction, with the unrelenting help of Ariel Sharon, the minister of housing.

A certain right-wing clique in the Mossad regarded the situation as a life-or-death crisis and decided to take matters into their own hands, to solve the problem once and for all. They believed that Shamir would have ordered what they were about to do if he hadn't been gagged by politics. Like many others before them, in countless countries and administrations, they were going to do what the leadership really wanted but couldn't ask for, while at the same time leaving the leadership out of the loop - they were going to become Israeli versions of Colonel Oliver North, only on a much more lethal level.

{p. 279} To this clique, it was clear what they must do. There was no doubt that Bush would be out of his element on October 30 when he arrived in Madrid to open the peace talks. This was going to be the most protected event of the year, with so many potential enemies meeting in one place. On top of that, there were all those who were against the talks: the Palestinian extremists and the Iranians and the Libyans, not to mention the decimated Iraqis with their endless calls for revenge for the Gulf War.

The Spanish government had mobilized more than ten thousand police and civil guards. In addition, the American Secret Service, the Soviet KGB, and all the security services of all the countries involved would be on hand.

The Madrid Royal Palace would be the safest place on the planet at the time, unless you had the security plans and could find a flaw in them. That was exactly what the Mossad planned to do. It was clear from the start that the assassination would be blamed on the Palestinians - perhaps ending once and for all their irritating resistance and making them the people most hated by all Americans.

Three Palestinian extremists were taken by a Kidon unit from their hiding place in Beirut and relocated incommunicado in a special detention location in the Negev desert. The three were Beijdun Salameh, Mohammed Hussein, and Hussein Shahin.

At the same time, various threats, some real and some not, were made against the president. The Mossad clique added its share, in order to more precisely define the threat as if it were coming from a group affiliated with none other than Abu Nidal. They knew that name carried with it a certain guarantee of getting attention and keeping it. So if something were to happen, the media would be quick to react and say, "We knew about it, and don't forget where you saw it first."

Several days before the event, it was leaked to the Spanish police that the three terrorists were on their way to Madrid and that they were probably planning some extravagant action. Since the Mossad had all the security arrangements in hand, it would not be a problem for this particular clique to bring the "killers" as close as they might want to the president and then stage a killing. In the ensuing confusion, the Mossad people would kill the "perpetrators," scoring yet another victory for the Mossad. They'd be very sorry that they hadn't been able to save the president, but protecting him was not their job to begin with. With all the security forces involved and the assassins dead, it would be very difficult to discover where the security breach had been, except that several of the countries involved in the confer-

{p. 281} ence, such as Syria, were regarded as countries that assisted terrorists. With that in mind, it would be a foregone conclusion where the breach was.

As far as this Mossad clique was concerned, it was a win-win situation.

Ephraim called me on Tuesday, October 1. I could sense from the tone of his voice that he was extremely stressed. "They're out to kill Bush," he said. At first, I didn't understand what he was talking about. I thought he meant that they were going to ruin the president. I'd already heard of several books that were in the making on the man, and there was a smear campaign regarding his alleged involvement in the Iran-Contra affair (which I knew personally to be fake).

"What's new about that? They've been out to get him for a long time."

"I mean really kill, as in assassinate."

"What are you talking about? You can't be serious. They would never dare do something like that."

"Don't go naive on me now," he said. "They're going to do it during the Madrid peace talks."

"Why don't you call the CIA and tell them? I mean, this isn't just some little operation you don't want to be involved in."

"I'll call whoever I have in the European intelligence services. I don't have friends in the American, not people I can trust, anyway."

"So what do you want me to do?"

"We are going to do what we can at our end. But nothing we will do will become public. I want you to make this thing public. If they know that the Americans know about it, there is a good chance they will not go ahead."

I knew that what he said was correct. If I could draw attention to it and make it public, that would do more to stop them than all the intelligence agencies put together. The trick would be to make it public without coming on like some lunatic with yet another conspiracy theory. I would have to say something in a relatively small forum and hope it would get out. If that didn't work, I'd contact some reporters I knew and give them the lowdown.

As it happened, I was invited to be a speaker at a luncheon held at the Parliament buildings in Ottawa for a group called the Middle East Discussion Group. It's a loosely formed think tank supported by the National Council on Canadian-Arab Relations, headed by a former Liberal MP named Ian Watson. The aim of this group is to inform members of Parliament and the diplomatic community-on issues that might not be freely accessed by the media and to promote dialog on the Middle East.

The luncheon was attended by some twenty members of the think tank and a few MPs. I made a short presentation in which I explained the goals of the Mossad and the danger it presented to any peace initiative in the region. I also said that in my opinion, as things stood, the only chance the Middle East had for peace would be the cutting off of financial aid to Israel by the United States. I emphasized that a large chunk of this aid finds its way to the West Bank and the settlements, which were probably the biggest stumbling block to the peace initiative. Then I opened the floor to questions.

I was asked what the Mossad would do to stop the process that was now taking place. I said that from sources I had, and based on my knowledge of the Mossad, I would not be at all surprised if there was a plot right at this moment to kill the president of the United States and to throw the blame on some extreme Palestinian group.

Later, I learned that one of the people at the luncheon had called an ex-congressman from California, Pete McCloskey. The substance of what I'd said was conveyed to him, and since McCloskey was an old and close friend of the president's, the caller felt that he might want to take some action.

On October 15, McCloskey called me and introduced himself. He said that he'd heard from a friend what I'd said about the president and wanted to know if in my opinion there was a real threat, or was this only a metaphor of some kind, to make a point? I made it clear to him that there was no metaphor involved and that I was dead serious regarding the threat to the president. I also said that I believed that exposing this threat might be enough to eliminate it, since to carry it out would then become too risky.

He said he could come to Ottawa within a few days and asked me if I'd be willing to meet with him. I saw no reason why not, and we made an appointment for October 19, which was a weekend.

I met Pete at the Westin Hotel, and we walked over to a small coffee shop where we sat for several hours. He asked me questions from every possible angle, trying to understand what I was talking about. I could see that he was looking for information he could present that would make the threat realistic. There was no way I could tell him that I'd gotten the information straight from the horse's mouth, but I had to let him know that I was not completely disconnected from the Mossad. That in itself was a risk; it was the first time I'd allowed this to come out. I felt compelled, however, by the stakes involved.

{p. 282} The next day, Sunday, October 20, McCloskey was in Washington to participate in the meetings of the Commission on National and Community Services. He stayed at the Hotel Phoenix Park, from which he called the Secret Service at the White House. He was referred to Special Agent Allan Dillon at the Secret Service offices, 1050 Connecticut Avenue, N.W., Washington, D.C.

Pete faxed Dillon a copy of the memo he'd written after our meeting in Ottawa. The same day, he met with a former White House aide from the Ford era, named Don Penny, who gave him the spin on me. I was not at all surprised when McCloskey told me later what Penny had told him: that he'd heard about me from Senator Sam Nunn and other sources in the CIA who said that I was a traitor to Israel and totally unreliable. And that if McCloskey associated with me, he'd be putting a target on his own back. As it turned out, Pete later spoke to Nunn, but the senator could not recall talking about me. Meanwhile, a well-known Washington columnist, Rowland Evans, told Pete that he'd asked his sources in the CIA about me several months earlier, and they'd told him that I was "for real."

McCloskey had an interview on October 22 with agent Terry Gallagher from the State Department Diplomatic Protection and then, the same day, a meeting with Dillon from the Secret Service. On October 24, the Secret Service asked to speak to me. They placed a formal request via the American embassy in Ottawa through CSIS (the Canadian security service), and I met with a member of the Secret Service in the presence of a member of CSIS.

I told the man what I thought was going to take place, only omitting that I'd obtained the information from an active member of the Mossad. I did make it clear to him that I had a connection, which I mainly used to learn about impending personal danger.

The information leaked to the media, and in a syndicated column, Jack Anderson presened the whole story. So did Jane Hunter in her newsletter, which is a must for any Washingtonian specializing in the Middle East.

I was confident that by now the president was no longer in imminent danger, although the less time he spent in Madrid, the better. But the decision to eliminate him would not be withdrawn; it would only be postponed. I had pointed out to the Secret Service agent that the president was extremely vulnerable aboard Air Force One, both to attack by a surface-to-air missile and to a piece of explosive luggage that could be carried aboard by an unsuspecting re-porter who didn't realize that a segment of his recording or photographic equipment had been switched for a deadly device.

{p. 283} From Ephraim, I heard later that after the president had landed in Madrid, the American embassy there received a bomb threat on the phone, and that a section of the embassy was evacuated while the president was in the building. But the rest of the plan was called off, and even though the Spanish police received the names and descriptions of the three supposed assassins, they were never let out of the holding facility in the Negev. Later, they were transferred to the Nes Ziyyona research facility, where they were terminated.

On October 31, the president was back in Washington and was about to visit his house in Kennebunkport, Maine, which had been damaged in a storm that had devastated the entire coast. The Secret Service put out a memo on November 1 that was distributed to Air Force One passengers. It said, "There is a very capable system in place to beat terrorism from sabotaging the jet. However, if there is a weak spot, it would be with the personal belongings brought aboard the aircraft from the motorcade just before departure. ..."

{p. 284} OCTOBER 30 1991

Robert Maxwell's contact was not in the best of moods when he received a call on a special secure line at the Israeli embassy in Madrid. Maxwell was phoning from London, saying it was imperative that a meeting be set up. He was willing to come to Madrid.

The ties between Maxwell and the Mossad went back a long way. Elements within the Mossad had offered to finance Maxwell's first big business ventures, and in later years Maxwell received inside information on global matters from the Office. Maxwell was originally codenamed "the Little Czech," and the sobriquet stuck. Only a handful of people in the Israeli intelligence community knew who the Little Czech was, yet he provided an unending supply of slush money for the organization whenever it ran low.

For years, Maxwell would hit financial lows whenever the Mossad was in the midst of expensive operations that could not be funded legitimately and when other less legitimate sources were unavailable, as was the case after the American invasion of Panama in 1990, which dried up the Mossad's income from drug trafficking and forced Maxwell to dig deep into his corporate pockets.

But the Mossad had used its ace in the hole one time too many. Asking Maxwell to get involved in a matter of secondary importance (namely, the Vanunu affair) had been a big mistake, for which the media mogul would be made to pay the price.

That involvement caused suspicion in the British Parliament that there was no smoke without fire, particularly after the publication of a book by an American reporter claiming Maxwll was a Mossad agent. Maxwell retaliated in a lawsuit, but the ground was starting to burn under his feet. The Mossad was late in giving him back his money, and the usual

{p. 285} last-minute rescue of his financial empire was looking less and less feasible.

For Maxwell, what was already bad was about to get worse. His call couldn't have been more poorly timed. Israel was participating in a peace negotiation process that the Mossad top clique believed would be detrimental to the country's security. At the same time, news was reaching the Office of a growing scandal caused by Mossad involvement in Germany. This scandal was a result of Uri's having made a call to the Hamburg River Police informing them that a shipment of arms was about to be loaded onto an Israeli ship.

The arms consisted of Soviet tanks and antiaircraft equipment, concealed in large crates marked agricultural equipment. The shipment had been arranged with the help of the BND, without the knowledge of the German government or the Ministry of Defense. It was exactly the same equipment that the Ministry of Defense had refused to send to Israel in March of the same year, because they believed the shipment would defy the German law forbidding the shipment of war materiel to a conflict zone.

The Mossad's right-wing element wasn't sure to what extent this scandal would grow. They remembered very well the scandal that had occurred in 1978 when the German police had allowed Mossad officers posing as German intelligence officers to interrogate Palestinians in German prisons. If the German government could contain the situation, things would be fine. But once the story was in the hands of the media, there was no telling where it would go.

And then came this call from Maxwell, insisting he must meet his contact on a matter of great urgency. The mogul was rebuffed at first, but then he issued a veiled threat: Now that he was being investigated by Parliament and the British media, if he wasn't able to straighten out his financial affairs, he wasn't sure he could keep the Kryuchkov meeting a secret.

What he was referring to (and in doing so, he sealed his fate) was a meeting that he'd helped arrange between the Mossad liaison and the former head of the KGB, Vladimir Kryuchkov, who was now jailed in Number Four Remand Center in Moscow for his role in the Soviet Union's August coup to oust Mikhail Gorbachev.

At that meeting, which took place on Maxwell's yacht at anchor in Yugoslav waters, Mossad support for the plot to oust Gorbachev was discussed. The Mossad promised to bring about, through its politlcal connections, an early recognition of the new regime, as well as other logistical assistance for the cop. In exchange, it requested that

{p. 286} all Soviet Jews be released, or rather expelled, which would create a massive exodus of people that would be too large to be absorbed by other countries and would therefore go to Israel.

Certain right-wingers within the government had believed this meeting with the coup plotters was a necessity. They knew that if the Soviet Union were to stop being the enemy, there'd no longer be a threat from the East, and the strategic value of Israel to its greatest ally, the United States, would diminish. Alliances between the United States and the Arab nations in the region would then be a realistic prospect.

It was Maxwell who'd helped create the ties with the now-defunct KGB. The right-wingers realized it would be a devastating blow to Israel's standing in the West if the world were to learn that the Mossad had participated in any way, as minute as that participation might be, in the attempted coup to stop the democratization of the Soviet Union. It would be perceived as treason against the West. Maxwell was now using the Mossad's participation as a threat, however veiled, to force an immediate burst of aid to his ailing empire. His contact asked him to call back in a few hours.

A small meeting of right-wingers at Mossad headquarters resulted in a consensus to terminate Maxwell. At first, the participants thought it would take several weeks to put together a plan, but then someone pointed out that the process could be accelerated if the Little Czech could be made to travel to a rendezvous where the Mossad would be waiting to strike.

Maxwell was asked to come to Spain the following day. His contact promised that things would be worked out and that there was no need to panic. The mogul was asked to sail on his yacht to Madeira and wait there for a message.

Maxwell arrived in Gibraltar on October 31, 1991, boarded his yacht, the Lady Ghislaine, and set sail for Madeira, as instructed. There he waited for directions. Meanwhile, the Mossad was getting read to strike. On Friday, November 1, a special Mossad troubleshooting team that was in Spain to cover the peace talks was dispatched. The team flew to Morocco, where they were met by a confederate who'd already taken care of all the necessary equipment and other arrangements.

At first, Maxwell was told that he meeting would take place in Madeira and that he'd receive as much money as he needed to calm the situation. Additional moneys would be advanced to him later. All this was to be kept completely quiet, since there was no point in pro-

{p. 287} viding more fodder for his enemies, who would have liked nothing better than to show his direct connection to the Mossad.

On November 2, the Mossad learned that Maxwell had called his son in England and scheduled a meeting with him on the island. Maxwell was told to cancel the meeting. He was also told that the meeting with the money people would now take place on the island of Tenerife.

When he reached Santa Cruz on the island of Tenerife, he headed for a meeting in the Hotel Mency. As he dined alone in the hotel restaurant, someone walked over to him and gave him a message indicating that he should be in Los Cristos on the other side of the island the next morning. He was to make his way there in his yacht, sailing around the island of Grand Canary.

I learned all this in a phone conversation with Ephraim. He had no idea how the Kidon team had managed to get to Maxwell at sea while the yacht was cruising at fifteen knots, but making it look impossible was part of the Kidon magic. Some time during the night of November 4-5, the Mossad's problem was laid to rest in the salty waters of the Atlantic.

After an autopsy that raised more questions than it answered, a second autopsy was held in Israel under the watchful eye of the security apparatus. Whatever was not detected then was buried forever on Mount of Olives in Jerusalem, the resting place for the nation's most revered heroes.

"He had done more for Israel than can today be said," Prime Minister Shamir eulogized at Maxwell's burial.

I was seated in the Ottawa studios of Canadian Television's "Canada A.M.," getting ready for an interview with Valerie Pringle, hostess of Canada's national morning show. I knew that Josef Lapid, an Israeli columnist and former general manager of the Israeli Broadcasting Corporation, was going to be interviewed before me from Tel Aviv via telephone. He was invited to appear on the show to explain comments he had made about me on Israeli television.

There, on a show called "Popolitika," he had said that Mossad, Israel's external intelligence service, with which I once worked, should arrange for me to have a car accident. He had then elaborated on this in his column in the mass circulation Israeli daily newspaper Ma'ariv, in which he wrote that I should be assassinated and that it should not have to be done by the Israeli government, but rather by an individual who should take responsibility to do the job.

Lapid's wrath was in response to excerpts from my new book, The Other Side of Deception, published in the largest Israeli newspaper, Yediot Ahronot. The book - published in the United States by HarperCollins - deals with my activities in and against the Mossad. Following is the transcript of that CTV interview on Oct. 21, the aftermath of which I found to be quite incredible.

VALERIE PRINGLE (Anchor): Victor Ostrovsky is a former member of Israel's spy agency, the Mossad, who wrote the book. I guess the first one that caused an enormous stir was called By Way of Deception: An Insider's Portrait of the Mossad. It angered many people around the world. The Israeli government tried to prevent its publication. Another book is out, called The Other Side of Deception: A Rogue Agent Exposes the Mossad Secret Agenda. Again it's caused a furor. One Israeli columnist has gone on to say that Ostrovsky should be killed for his treachery.

In a moment Victor Ostrovsky will be with us from our Ottawa studio, but first, on the line from Tel Aviv, is that journalist, Josef Lapid.

You've called for Victor Ostrovsky basically to be killed. Why have you done that?

JOSEF LAPID: Well, in this country, as you probably know, Israelis occasionally die for their country. And I don't think that anybody should make a living out of betraying it. I think that Ostrovsky is the most treacherous Jew in modern Jewish history. And he has no right to live, except if he's prepared to return to Israel and stand trial.

PRINGLE: Do you feel it's a responsible statement to say what you've said?

LAPID: Oh yes, I fully believe in that. And unfortunately the Mossad cannot do it because we cannot endanger our relations with Canada. But I hope there will be a decent Jew in Canada who does it for us.

PRINGLE: You hope this. You could live with his blood on your hands?

LAPID: Oh no. It's to...only it will not be his blood on my hands. It will be justice to a man who does the most horrible thing that any Jew can think of, and that is that he's selling out the Jewish state and the Jewish people for money to our enemies. There is absolutely nothing worse that a human being, if he can be called a human being, can do.

PRINGLE: What response have you had to this statement, which is, you know, basically the sort of jihad that Salman Rushdie has had - or fatwa, sorry.

LAPID: No no no. Rushdie has expressed his views in a novel, and there is no reason why anybody should not express his views in a novel. I am talking about somebody working for the Israeli Mossad and then going abroad and selling for money whatever he learned there. Ninety percent of what he's writing is simply lies and inventions, but there is 10 percent truth, and I'm not against his inventions, but I'm against his telling any truth that he learned here.

PRINGLE: Have you been answered in Israel?

LAPID: ... So this comparing him to Salman Rushdie is a compliment which Mr. Ostrovsky does not deserve.

PRINGLE: Just to briefly wrap up, have you been censured in Israel for what you say?

LAPID: I?

PRINGLE: Yes.

LAPID: Nobody is ever censored in Israel. It's a free country.

PRINGLE: No, but censured! Have people said "this is appalling what you've said. We don't agree with you."

LAPID: Oh, I think - yes, I've had reactions. Some people thought it is appalling. The great majority of the reactions were very favorable. And I think I do express the opinion of the great majority of Israelis and the great majority, too, of Jews anywhere.

PRINGLE: Okay. Thank you, Mr. Lapid. I don't, you know, know about whether or not this is the opinion of Israelis or if they agree with what Mr. Lapid said.

Several things were going through my mind as I was listening to Mr. Lapid. On the one hand I could see the smiling faces of the Judeo-Nazis also known as the "Kahane Chai" people in their paramilitary training camps across Canada and the U.S., rubbing their hands in satisfaction, having just received a call to arms from the so-called "respectable center" of the Israeli political scene. And although this mental picture was disturbing, at the same time I was pleased that at last the public could see the ugly face of Israeli nationalist militancy, demonstrating that Israeli zealots were no different than other extremists in the region.

A Shocking Stranglehold

It was only in the days following that revealing interview that incredulity replaced my satisfaction. I realized that what I had thought to be an Israeli influence on American and Canadian media through the Jewish community in the United States and Canada was in fact a stranglehold. Many thousands of people must have heard for themselves Lapid's call to "any decent Jew in Canada" to assassinate me on behalf of the state of Israel. But the subsequent refusal of the North American media to report the appeal, much less condemn or even discuss it, was more shocking and far more frightening to me than the call itself.

I then realized that the occupation of the North American media is complete. In subjects dealing with the Middle East in general and Israel in particular, there no longer is a free press.

Had this call for assassination been made by a Muslim, that same media would have been all over it, first reporting the story and then keeping it alive by themselves, or provoking responses from Muslim leaders the world over. And should such respondents not be unequivocal in their opposition to such a call, they would instantly have been branded terrorists and, needless to say, "anti-Semitic."

I had always known there was a double standard when it came to dealing with subjects that were dear to the Jewish community. I had not known, however, how hypocritical that community and the media that lie at its feet can be. I had known for some time that this community has all but taken over the film industry and has a strong grip on Washington, having the strongest lobby there. Now, through intimidation and double dealing, it obviously has taken over large portions of the media. To all those who knew this all along, and were silent, and to those who remain silent now - shame on you.
