Constable accused for gang rape in Nagaur

AJMER: A woman was allegedly gang-raped by a police constable posted at an out post of Mualasar police station and his accomplice late on Monday evening. The alleged incident happened near Barad village. Police informed that a case has been registered against the two accused. "After registering a case we have started a probe into the incident, said Ram Kumar Kaswan, additional SP, Didwana.
The accused constable Narendra Meena has been suspended and police is searching for his accomplice, Suresh Meena, who is absconding, said Kaswan.
According to police, the woman was acquainted with the accused constable for quite some time. In the FIR, the victim has alleged that the constable Narendra, called on victim's mobile and asked her to visit him at police chowki, said Kaswan. The victim further stated that when she reached near Narendra's room, he dragged her and bolted the door from inside and gang-raped her with one of his friend Suresh," said Kaswan.
The victim has also leveled charges against Narendra for threatening her. She has submitted a report that the accused is pressurizing her not to inform the matter to the police. Things would be clear after further investigation, said Kaswan.

Dalit from Tuticorin village seeks compensation for wrong incarceration
A Dalit villager from Tuticorin district has moved the Madras High Court Bench here seeking an interim compensation of Rs. 5 lakh from the State government since it had been proved that he was imprisoned by a Police Inspector, a Caste Hindu, in an unconnected double murder case of a real estate dealer and his driver in October 2013.
The petitioner, M. Paramasivam (44) of Keezha Vagaikulam, claimed that he was incarcerated for 53 days and three of his relatives were lodged in prison for 93 days before they were discharged from the case after it was taken up for investigation by another police officer who apprehended the real accused and confirmed the innocence of the petitioner and his relatives.
When the plea for compensation came up for hearing before Justice R. Mahadevan on Tuesday, the petitioner's counsel, I. Robert Chandrakumar, contended that it was a clear case of abuse of power on caste lines since the deceased too happened to be a Caste Hindu. He also said that Tuticorin district witnessed a series of caste-based murders in the recent years due to loathsome acts of such officials.
Relying upon an enquiry report submitted by a Deputy Superintendent of Police who had recommended departmental as well as criminal action against the erring Inspector, the lawyer said that the report was comprehensive and self-explanatory as it made out commission of serious offences by the Inspector who could face charges attracting life imprisonment.
Suspended from service
He also pointed out that the Inspector was suspended from service only on June 18 after public outrage and that he was yet to be prosecuted. After hearing the counsel, the judge directed a government counsel to obtain instructions from Tuticorin Superintendent of Police on the action taken so far against the suspended Inspector and report to the court byJuly 10.

80% Dalit Christians Facing Caste Discrimination

DINDIGUL: Around 80 percent of Dalit Christians suffer from caste discrimination in the Church especially in some Dioceses with a group of persons enjoying foreign funds, according to Christopher of Dalit Viduthalai Iyakkam (Dalit Liberation Movement).
Deposing before the TN Minority commission, which held a review meeting hereon Tuesday, he alleged that people belonging to the minority communities are being denied their rights.
Drawing the attention of the panel to the closure of the Kuralampatti church by the Tahsildar, Fr Ramesh sought adequate security for the minority community. Responding, Murugesan, Tahsildar, Dindigul West, said permission would be given for holding prayer service in the church if it did not disturb locals.
Besides complaints against minority-run schools denying admissions to students belonging to those communities, there were also demands for community certificate to those who had converted to Buddhism. Some aided schools were accused of not providing 18 percent reservation for Dalits and STs.
Commission chairman Bishop Rev Prakash computerised community certificates for Buddhism could not be given at present and steps would be taken to give hand-written community certificates.
He said people could approach the district minority welfare office and avail the benefits given by the government.
Giving statistics, he said `2.14 crore scholarship was given to minority students in 2014-2015. Financial assistance of `6.08 lakh was offered to 15 members of Muslim Mahalir Uthavum Sangam.
While 480 people were given identity cards by the Ulema and Employees Welfare Board, free cycles were distributed to 352 Ulemas besides spectacle assistance of `18,000 to a few.
Moreover, 20 beneficiaries have availed marriage assistance and `1.545 croe worth loan was extended to a total of 310 people.
The review meeting was attended by panel members Sardar Manjith Singh Naiyar, Justin Selvaraj, James and Kalamani. District Collector T.N.Hariharan and Naganathan, district backward and minority welfare officer, and other officials were present.

Cop Booked Under SC/ST Act for Framing and Arresting Dalits

THOOTHUKUDI:Inspector Selvam who had framed and arrested four innocent Dalits in a double murder case was booked under the SC/ST Act at Thattaparai police station on Tuesday.
Inspector Selvam A senior police official claimed that Selvam was also added as one of the accused in the twin murder case at Varthagareddipatti near Thattaparai. Selvam was added not under section 302 (murder) of IPC but under the Scheduled Castes/Scheduled Tribes (Prevention of Atrocities) Act for falsely implicating four innocents.
The official also claimed that he had discussed the issue with the public prosecutor who had agreed that the case could be booked under the SC/ST Act against Selvam.
Meanwhile the four innocents who were falsely implicated and arrested by Selvam earlier had moved the High Court on Monday and had filed a case demanding the police to slap a case against Selvam under the SC/ST Act. So the case was filed, the official claimed.
It may be recalled that two men, Anthony Pandian and Shyam Kumar, were hacked to death by a gang on October 29, 2013, and initially four Dalits were arrested by Inspector Selvam, who was looking for an opportunity to avenge the tiff he had with the dalits earlier. However the dalits had filed a case claiming that they were innocent. The court had then ordered re-probe into the case.
Based on the reinvestigation it was found that the four Dalits were indeed innocent and 12 others were booked on April 22, 2015. Ten persons were arrested and the remaining two were still absconding.
Recently Dalit groups had demanded the police department to slap a case against Selvam under the SC/ST Act and had also moved the High Court.

Panel to take action on encroachment of lands reserved for SC/ST

K. Basanna Chalavadi, Chairman of the Karnataka State Schedule Castes and Schedule Tribes Commission, said on Tuesday that he would ask the State Government to conduct a survey of the lands reserved for depressed classes called the "DC manna bhoomi" in Udupi district.
He was speaking at the meeting of leaders of Scheduled Castes and Scheduled Tribes here.
Mr. Chalavadi said that if it was found that the "DC manna bhoomi" had been encroached or if these lands had been given to someone else, stern action would be initiated against such officials, he said.
Earlier, Udaykumar Tallur, Dalit Sangharsha Samiti (DSS) leader, said that nearly 20,000 acres of land marked as "DC manna bhoomi" in the district had been encroached. The government should reclaim these plots and distribute them to the Dalits, he said.
R. Vishal, Deputy Commissioner, M. Kanagavalli, CEO of Zilla Panchayat, H.S. Premnath, District Social Welfare Officer, Padma, Secretary of the Commission, were present.

BSP activists stage sit-in over Ambedkar statue desecration

Phagwara: Bahujan Samaj Party (BSP) activists on Tuesday staged dharna infront of Phagwara Superintendent of Police's office demanding immediate arrest of accused who had allegedly vandalised two statues of BR Ambedkar here in the last two and half months.
Led by BSP leader Jarnail Nangal, the protesters took out a protest march from Dr B R Ambedkar Park in Hargobindnagar and reached SP's office following which they sat on a dharna for over an hour.
Addressing the protestors, Nangal attributed vandalisation of Ambedkar's statues to the "hidden agenda" of central BJP government.
He said, "BJP-led Central government wants to tinker with Indian constitution written by Dr Ambedkar. Before doing it, BJP wants to hit at the hero of Dalits and architect of the Constitution. That is why the incidents of damaging Ambedkar's statues have risen after BJP had formed government at the Centre."
Protesters submitted a memorandum to SP Ashwani Kumar, demanding protection of statues of all the icons of various communities, including Ambedkar.
They also submitted a memorandum to Corporation Commissioner Iqbal Singh Sandhu, demanding development of Ambedkar Park in mohalla Kaulsar and protection to Ambedkar's statue installed there.
The protesters threatened to step up their protest in case the accused were not arrested without further delay.
