Dalit Girl Murder: OSCPCR Head Visits Sargipali
BALAGAVI: Chairman of Odisha State Commission for Protection of Child Rights (OSCPCR) Rajendra Meher visited Sargipali village on Thursday and met the family of the Dalit minor girl who was raped and murdered.
Accompanied by Chairperson of Balangir Child Welfare Committee S Mishra, District Social Welfare Officer Bahadur Majhi and District Project Coordinator of Sarva Siksha Abhiyan Dhananjaya Mohapatra, Meher also held discussion with the Sarpanch and villagers.
Later at a meeting in Balangir, Meher directed Collector M Muthukumar, SP Deepak Kumar and other officials to conduct the trial of accused Jagnyan Saraf (22) and Supal Meher (24) in a fast track court. He also directed the district administration to conduct a detailed inquiry into the case and arrest all the accused in the crime. The body of the minor girl was found from a nullah near her village on May 23.
Earlier, Vice-Chairman of National Commission for Scheduled Castes (NCSC) Raj Kumar Verka had visited the village.

CBI inquiry into rape demanded
: Activists and Dalit rights groups on Thursday alleged that the Bolangir police were going slow on an investigation into the reported gang-rape and murder of Snehalata Chhatria, a 15-year-old girl.
Snehalata, who belonged to the Scheduled Caste community, was abducted from Sargipalli village in Bolangir district on May 22 and her naked body with multiple marks of stabbing on different parts of her body was found the next day.
The district police managed to arrest two accused in the case 28 days after the incident.
Alleging that the police showed utter insensitiveness in dealing with the case, activists, women rights campaigners, students and Dalit rights activists took out a massive rally in Bhubaneswar on Thursday.
"It is a matter of concern that the district administration adopts a casual and insensitive approach towards the poor and Scheduled Caste communities. The administration has only paid a paltry sum of Rs. 5,000 to the family of the victim. But the minimum level of sensitivity was not shown by the administration to provide an ambulance to carry the body of the victim to her house after post-mortem. Subsequently, her body was taken to her village in a moped," said Snehalata Chhatria Nyaya Manch, a forum formed to highlight the issue, in a memorandum submitted to Chief Minster's Office.
It said the district police were clueless even after arresting two accused.
"Neither was the murder spot located nor were weapons used in the heinous crime seized," according to the forum.
The forum demanded an inquiry by the CBI. Activists demanded a compensation of Rs. 20 lakh to the kin of victim.
Disciplinary action should be taken against district collector, superintendent of police and investigating officers for neglecting the case, it said.

Murdered for Talking to Upper Caste Friend? Engineer Found Dead on Railway Track
A young engineer in Tamil Nadu, who was found dead on railway tracks on Wednesday afternoon, was killed for speaking to an upper caste girl, his family alleges.
Hours before his body was found, 21-year-old Gokulraj, who belongs to a dalit family, was seen talking to a girl in their village in Namakkal district. His family alleges that he was kidnapped by Yuvaraj, a local leader, and killed.
The police are looking for Yuvaraj, who heads the Dheeran Chinnamalai Peravai - a fringe outfit that champions the cause of the Kongu Vellalar, a backward caste community.
A case of kidnapping and suspicious death has been registered after the police found a note from the engineer's pocket, which indicated a failed affair. They are investigating the authenticity of the note and waiting for the report of the post-mortem, which will be conducted today.
In 2013, a Dalit man, Ilavarasan, was found dead on the railway tracks in Dharmapuri district in the state a day after his wife refused to return to him citing continuing clashes between both communities and memories of her father. Ilavarasan had married a woman from the higher Vanniyar community which led to her father committing suicide. This had triggered riots against Dalits - around 250 Dalit homes were set on fire. The police said Ilavarasan's death was a case of suicide and not murder.
Recently, the Kongu Vellalar community in the same Namakkal district hounded Tamil writer Perumal Murugan claiming his book "Madhorubagan" defamed their women and temple festival. Under tremendous pressure and coercion the writer ultimately withdrew all his books and writings and shifted base to Chennai.

Jakhar seeks Guv's intervention for justice to dalit victim
Punjab Congress leader Sunil Jakhar today sought intervention of Governor Kaptan Singh Solanki for justice to a Dalit woman, who he alleged was a victim of "police brutality" ..
In a memorandum submitted to the governor here, Jakhar claimed that on March 22 this year, Rajni, a government employee working as education provider, "was maltreated at her own home by police personnel, which resulted in miscarriage of her foetus".
"She was taken into police custody to prevent her from joining a protest against the non fulfilment of promises made by the Punjab Government," the Congress Legislative Party (CLP) leader said.
Alleging that perpetrators of heinous crimes and known terrorists are given "political patronage" and are roaming free on the streets of Punjab, Jakhar claimed police indulged in brutal and inhuman conduct causing grievous injury to Rajni when she and her colleagues were planning to protest peacefully for their salaries and regularisation of jobs.
"After lapse of more than three months and by assurance from none other than Chief Minister Punjab, the helpless dalit women and her family are yet to get any relief with respect to their demands and with regards to initiation of criminal proceedings against guilty police officers," he said in the memorandum.
"In fact attempt is being made to pass it as a natural medical complication to provide an alibi to guilty policemen," he said.
Jakhar sought the governor's intervention into this "gross miscarriage of justice and ensure criminal proceedings" against guilty policemen so that the issue is not lost in bureaucratic red-tapism.
"This incident in fact only highlights the wider insensitivity of Punjab government in crime towards women, which has manifested itself at various occasions, be it killing of helpless father of girl stalked by an Akali goon, or a molestation attempt proving fatal in Orbit bus incident at Moga, or day to day crimes against girls and women happening in rural and urban areas," he said.
The incumbent Punjab government has miserably failed to instill sense of security in women and "all their women emancipation or security programmes are sham," he said.

'Vachanakaras strove for social equality'
Seminar held on Dalit Vachanakaras
Kannada and Culture Department held a seminar on Dalit Vachanakaras at T. Chennaiah Rangamandira here on Wednesday.
Inaugurating the programme, Deputy Commissioner K.V. Thrilokchandra said that the Vachana literature was not confined to any caste.
People from all communities, including the socially downtrodden sections displayed the talent of writing vachanas, he said.
The State Government is holding Dalit Vachanakaras Jayantyotsava in all the districts for the first time, he informed.
Madara Cehnnaiah, Samagara Haralaiah, Dohara Kakkaiah, Uriling Peddi and Madara Dhoolaiah are some prominent Dalit Vachanakaras contemporary of great social reformer and Vachanakara Basavanna, Mr. Thrilokchandra said. The writers have contributed immensely to the fight against caste system through their works, he added.
They also upheld the importance of labour and strove for equality of all people, he said.

Dalits protest construction of fence blocking path to their locality
PUDUKOTTAI: About 70 dalit families of a village at S Usilampatti panchayat in Pudukottai district are forced to take a detour of 3.5km as a vacant land on the path to their locality has been fenced by the owner of the land belonging to thevar community.
The dalits in Ponamaravathi village have been facing the hardship for the past two years despite repeated complaints to revenue authorities and police in this regard.
According to S Udayappan of the CPI and secretary of the Untouchability Eradication Movement, the dailt families in the village were working previously in the fields belonging to upper caste community people. Of late, their financial and living conditions have improved after many shifted base to Pudukottai town looking for green pastures.
S Azhagu, a resident of the village who is also a dalit, said the district collector and senior police officials held a peace meeting between dalits and thevar community people over a temple festival row in the village two years ago.
The dalits were denied entry to the temple. The issue was resolved at the meeting with police officials ordering both the communities to conduct the festival separately. Ever since the festival, dailts were denied access to the path, Azhagu added.
The dalits have even filed a petition at the chief minister's cell seeking her intervention in the issue.
The Pudukottai district unit of CPI recently announced to hold a protest condemning the district administration and seeking the state government to take action to remove the fence.

Bengaluru: Government set to make Karnataka hut-free state

Bengaluru Jun 26: The state government has decided to launch 'Dr. B R Ambedkar Nivasa' scheme for building 1.5 lac houses at a cost of Rs 2,400 crore for the scheduled castes and scheduled tribes families in the state.
Social Welfare Minister H. Anjaneya said that one lac houses will be built in rural areas and 50,000 houses will come up in urban areas.
Under 'Dr. B.R. Ambedkar Nivasa' scheme, an assistance of Rs. 1.5 lac will be given for building the houses in rural areas, and Rs. 1.8 lac in urban areas, the minister said.
"The scheme is being launched with an aim to make Karnataka a hut-free state." The minister added.
The government has earmarked a record sum of Rs 16,356 crore for the welfare of SC/ST communities in 2015-16. 93.50% of the budgeted Rs 15,833 crore was spent in 2014-15.
