Alarming it is that in a bid to boost the "industry friendly" image of the state before chief minister Mamata Banerjee's London visit slated for July, the environment department has made the green clearance process for new industrial units simpler and faster. Now, a unit of the green range category will receive environment clearance within 15 days and those falling in the red category within a maximum of 60 days.
According to ministry of environment and forests guidelines, industrial units in the country are categorized as green, orange and red, depending on the levels of pollution they generate. Those under the red category produce the maximum pollution and the green ones the least.
Till now, even the green establishments take at least 120 days to receive environment clearance.
"To speed up the process, green-category units will get clearance within 15 days, orange units in 30 days and red category units, which will need stricter inspection than the others, a maximum of 60 days. Applications can be submitted online and the sanction will also be given online, after a physical inspection. This will help the units come up faster in the state," an environment official said.
The West Bengal Pollution Control Board has been neglecting gross violations of environmental norms in the State, alleged environmental activists.There are several instances where environmental laws were flouted in the State, yet the State Pollution Control Board turned a blind eye and complaining to the police proved futile, said convenor of Sabuj Mancha, a platform for environmental activists, Naba Dutta said."People in the State are being attacked and severely assaulted for protesting against illegal felling of trees.

The city's polluted air — largely a result of fume-spewing vehicles — has been taking a heavy toll on children. Around 35% of them, aged between eight and 14 years, suffer from poor lung health. It can lead to a range of disorders, according to a survey.
Of the affected children, lung health of 9% affected kids has been termed 'poor' and the remaining 26% was dubbed 'bad'. While the findings have left doctors and green activists shocked, Kolkata has actually fared better than Delhi, where 40% have poor lung health, and Bengaluru, where the figure was pegged at 36%. Mumbai, with 27%, fared the best among the four metros.
Conducted by Heal Foundation and Breathe Blue, the study was part of a Clean Air India Movement (CLAIM) launched across the country on Monday. It reveals that children who travel in uncovered vehicles were the worst affected. In Delhi alone, 92% of children using uncovered vehicles fared 'poor' as against just 8% of those who travelled in covered vehicles. Mumbai (79% uncovered, 21% covered), Bengaluru (86% uncovered, 14% covered) and Kolkata (65% uncovered and 35% covered) showed a similar trend. The survey was conducted among 4,000 school children.

No one seems to be concerned with Cancer inflicted Kolkata and the CPIM face Gautam Deb hinted at an "understanding" with the Congress, saying that "there was a need for a greater alliance with other like-minded political parties to defeat the TMC regime",it is the greatest issue.
Without going to the roots the Left is engaged to strike a suitable vote bank equation,thus, the alarming status of Kolkata has not to concern the comrades!
"In the present situation, the strength we the Left Front have is not enough to defeat the Trinamool Congress single-handedly in next year's Assembly election," Deb told reporters to a question.
Asked if the CPI-M would prefer to go for a seat-sharing alliance with the Congress in order to defeat the TMC, Deb said, "We have not talked about it. But yes, we have supported the Congress-led UPA government for four and a half years. We have also jointly taken up various campaigns against the TMC."
Deb's statement touched off a political storm, with Left Front leaders trying to distance themselves from the statement.
"This may be his personal views. If the CPI-M state secretary had said it, then it could have been considered as the statement of the party. Let the CPI-M come out with a statement and clear its stand. Then we will comment," RSP state secretary Khisti Goswami said.
Forward Bloc leader Udayan Guha said that the CPI-M should clearly state what kind of greater alliance and with whom Deb was hinting at.
Congress leader Abdul Mannan, who too is an advocate of alliance between the CPI-M and Congress in Bengal, welcomed Deb's statement.
"The present situation in Bengal is calling for an alliance between Congress and CPI(M) in order to defeat the misrule of TMC," Mannan said.
The TMC, however, was elated over the frank admission of Deb, but said even a grand alliance would not produce any positive result.
"At last Gautam Deb has understood the truth. It is good that he has said it. But even a grand alliance will not help them defeat us," TMC leader and his namesake Gautam Deb said.
Kolkata has the highest number of people suffering from lung cancer in the world. This is because it is one of the most polluted cities in the world.
Lung cancer cases, as also other air pollution-related health problems including haematological abnormalities, impaired liver function, genetic changes and neurobehavioural problems, were found to be most prevalent amongst those categories of workers exposed to high levels of vehicular emission. These include roadside hawkers, traffic policemen and taxi and auto drivers.
These are some of the startling findings of a comprehensive study on the respiratory and systemic effects of air pollution on residents of Kolkata and Delhi, conducted by the Chittaranjan National Cancer Institute in Kolkata.
The sputum of people from Kolkata and Delhi saw an increase in inflammatory cells like neutrophils, eosinophils and lymphocytes. The number of alvelar macrophages (AM) had also risen. These are the lungs' first line of defence against inhaled pollutants. Lahiri points out: "Compared to rural India, which has 3.4 AM in rural West Bengal, Kolkatans and Delhites have a mean of 20.6 and 15 AM respectively."
What is worse, doctors maintain, is that enhanced cellular activity produces tissue-damaging enzymes which trigger lung inflammation and lung damage. An increase in iron-laden macrophages in the sputum also increases covert haemorrhaging within the lungs.
Pollution Control
On the eve of World Environment Day, environmentalists slammed the state pollution control board for deliberately sidestepping issues related to environment and pollution. "The PCB has abdicated its role as a watchdog that protects the environment. The very agency that once enforced laws against noise pollution and acted on complaints of tree felling and filling up of waterbodies has turned deaf and mute.
When there are complaints on axing of trees, the PCB points to the forest department. On fill-up of waterbodies, it says it is the fisheries department`s responsibility. Even in cases related to sound pollution in which it conducted drives to prevent violation, it has adopted a passive role, allowing others to ride roughshod," Sabuj Mancha secretary Naba Datta said.
The scathing criticism against the PCB that currently has river expert Kalyan Rudra at its helm was prompted by the agency`s inaction in a series of cases. Fishermen leader Surajit Maity, a resident of Kultali in the Sunderbans, was mercilessly attacked after he protested against destruction of mangroves. At Santipur in Nadia, a doctor who protested against axing of mango orchards and filling up of ponds was attacked.
The environmentalists now fear that a historic order on noise pollution that had given Kolkata an insulation from the deafening noise on Diwali and other festive nights is also on its way out due to the PCB`s inaction. Following an appeal by a community to increase the decibel level of crackers from 90 to 125 so that it is on par with other cities, the Kolkata bench of National Green Tribunal had asked PCB to state why it should not be done. The latter has done nothing to defend the 90 dB limit that firework lobbies had failed to change for two decades despite regular litigation.

The study, on distribution and identification of source of persistent organic pollutants (POPs) was conducted in eight countries – Laos, Cambodia, Vietnam, Thailand, Philippines, Indonesia, Malaysia, India and Japan.
According to the study, India has highest PAHs (polycyclic aromatic hydrocarbons), a carcinogenic persistent organic pollutants (POPs) as compared to cities of other countries, the research paper published in Marine Pollution Bulletin, an international scientific journal, said.
Among major metropolis in India, Kolkata was found to be the most polluted city with its pollution levels recorded highest among the eight tropical Asian countries, the research paper added. The research was undertaken by Indian scientist Dr Mahua Saha at Japan-based Tokyo University of Agriculture and Technology.
"In urban areas, the highest PAHs were found in India with an average of 11300 nano grams per gram and the lowest in Malaysia which was 206 nano grams per gram," it said.
According to the researcher, results were alarming for a country like India as its pollution levels were high compared to other tropical Asian countries.
POPs are organic compounds that are resistant to environmental degradation through chemical, biological, and photolytic processes.

Air pollution
According to data released in 2009 by the Scientific and Environmental Researach Institute, atmospheric suspended particulate matter (SPM) in Kolkata was 511. This made Kolkata the most polluted metropolitan city in India, followed respectively by Mumbai, Delhi and Chennai.[1] In a 6-years long study completed in 2007, the Chittaranjan National Cancer Institute (CNCI) found that 70% of residents of Kolkata suffer from respiratory diseases, like lung cancer, dyspnea andasthma, caused by air pollution. According to the CNCI study, 18.4 cases of lung cancer per 100,000 people were reported from Kolkata.[2]
According to data collected in 2010 by the Central Pollution Control Board (CPCB), Kolkata, along with Delhi, is among the worst affected Indian cities when it comes to air pollution. Between 2009 to 2011, the highest number of lung cancer cases in India were reported from Kolkata, Delhi and Mumbai. According to a report prepared by the Centre for Science and Environment (CSE), among the number of cancer cases reported between 2009 and 2011, the most frequent cases were of lung cancer with a share of 12%.[3] According to an article published in The Telegraph, Kolkata has been nicknamed the "lung cancer capital of India". In the World Health Organization's (WHO) ranking of cities by air pollution, Kolkata ranks 25th among a total of 1100 cities.[4]
Water pollution
A 2003 report released by the Federation of Consumer Associations (FCA) found that much of the drinking water in Kolkata was polluted with human waste. According to this report, 87% of reservoirs supplying water to residential buildings were contaminated with human excrement.[5] There were significant traces of faecal matter in 63% of faucets, and 20% of the water samples collected from various city hospitals were also found to be contaminated. The study reported that approximately one-fifth of the deep water wells and hand pumps operated by the Kolkata Municipal Corporation were polluted with human waste. The former director of the All India Institute of Hygiene and Public Health blamed the ongoing water pollution on a leaky sewer system and water pressure inconsistencies.[5]
