Sports Minister Sanctions Pension to Four Meritorious Sportspersons
New Delhi: July 12, 2010.
Dr. M. S Gill, Union Minister of Youth Affairs & Sports has sanctioned pension to four meritorious sportspersons, during June, belonging to various sports disciplines viz Athletics, Hockey and Shooting. Out of 4 players, two will receive pension @ Rs.7000/- per month and two @ Rs.6000/- per month. Pension sanctioned is for life time and will be disbursed to players through LIC.
Names of sportspersons approved for sanction are given below.

Under the Scheme of Pension to Meritorious Sportspersons, introduced in July 1994 with the objective of rewarding meritorious sportspersons for their outstanding achievements with life time assistance in the form of assured monthly pension, those sportspersons, who have won Gold, Silver or Bronze medals in Olympic Games, World Cup / World Championships in Olympic and Asian Games disciplines, Asian Games, Commonwealth Games and Para – Olympic Games and who have retired from active sports and are above 30 years of age, are eligible for pension varying from Rs.10,000/- per month to Rs.3000/- per month. At present, 554 sportspersons are getting pension, which is being paid to them through Life Insurance Corporation of India.

Kharif Sowing is Picking up in Different States
Rice Sowing Crosses 72 Lakh Hectares
New Delhi: July 12, 2010.
Kharif sowing has picked up in different parts of the country in the last one week.
As per data received from States as on last Friday, paddy has been sown in 72.3 lakh hectare as compared to 68.67 lakh ha on this date last year, showing an increase of 3.6 lakh ha over the same period. Coarse cereals have been sown in 58.3 lakh ha, about 5 lakh ha more as compared to last year. After a slow start, pulses sowing is also catching up, though it is still 18 thousand hectares less than this time last season.
The cropped areas for major crops as on 9th July this year and last year are as follows:

International Sport Climbing Wall Inaugurated
New Delhi: July 12, 2010.
Dr. M S Gill, Union Minister for Youth Affairs & Sport, has inaugurated the first ever international standard sport climbing wall of Indian Mountaineering Foundation (IMF) here today to give a boost to the technical and sport climbing in the country. This is the first sport climbing wall of its kind in features which will attract not only Indian climbers but also international acclaimed climbers to take part in competition in future in India. This will enable the IMF to organise World Cups or World Championships in India, in future, which will add another field of adventure competitions in the country.
The IMF has now upgraded the wall matching international standards. The wall is 15 mtrs in height. It has two faces i.e. Difficulty Wall and Speed Wall. Three climbers can simultaneously climb on Difficulty Wall and 02 Climbers can compete on Speed Wall. Now, climbers can practice for World Cup Competitions and also try, work towards breaking the world record for speed climbing
The Indian Mountaineering Foundation (IMF) is the national apex body to regulate mountaineering, trekking, sport climbing and allied adventure activities in India. The IMF started holding a National Sport Climbing Competition since 1996 onwards. Present President Shri DVLN Ramakrishna Rao has given impetus to wall climbing in the country by holding various competitions in different States & Zones.

Sports Minister Sanctions Ex-Gratia Assistance to Shri Ms. Padma Chorol for Ice Hocky Camp
New Delhi: July 12, 2010.
Dr. M. S Gill, Union Minister for Youth Affairs & Sports has sanctioned an ex-gratia assistance of Rs. 70,000/- (Rupees Seventy thousand) from National Welfare Fund for Sportspersons to Ms. Padma Chorol, a student of Moravian Mission School, Leh.
Ms. Choral has been selected to attend the Ice Hockey Leadership camp for women held at Vierumaki, Finland, this month, organized by the International Ice Hockey Federation and the Sport Institute of Finland. While cost of lodging & boarding, local travel and training was sponsored by the Sport Institute of Finland, the Ministry provided assistance of Rs. 70,000 to Ms. Chorol from National Welfare Fund for Sportspersons towards meeting air travel cost, visa fee and insurance cost.

Ministry of Culture
India and Oman Sign MoU on Cultural Cooperation
New Delhi: July 12, 2010.
India and Oman signed a Memorandum of Understanding (MoU) here today on bilateral Cultural Cooperation. The MoU was signed by Shri Jawhar Sircar, Secretary, Ministry of Culture on behalf of the Government of India, and by H.E. Mr. Humaid Al-Maani, Ambassador of the Sultanate of Oman in India on behalf of the Oman Government. The MoU comes into force with immediate effect and will remain in force for a period of five years and shall stand renewed automatically thereafter for successive periods of five years.
The MoU seeks to:
* Encourage exchange of visits by the cultural, art and literature delegations.
* Promote cultural relations on heritage, including archaeology, museums and conservation of the ancient monuments.
§ Encourage exchange of expertise, visits and publications between cultural institutions, establishments and authorities of the two countries. Exchange copies of documents and manuscripts relevant to the history of both countries.
§ Encourage exchange of visits by delegations in the field of music, theatre and folklore and learn about the other party's experience in this context.
§ Encourage exchange of visits by writers and literateurs and exchange of expertise in the field of scientific clubs and literature.
* Encourage cultural and art weeks where fine arts and photography exhibitions may be held in each other's country.
* Encourage participation in the International Book Fairs in each other's country on commercial basis.
* Exchange experience on renovation, bibliography, documentation and categorization in order to maintain manuscripts or documents of historical importance.
* Exchange publications in the field of literature, culture and periodicals.
* Encourage cooperation in the protection of intellectual property rights.

ESIC to Provide Medical Treatment also through Tie-up Arrangement and Part Time Doctors in State Government Dispensaries and Hospitals
New Delhi: July 12, 2010.
The Union Minister of Labour & Employment, Shri Mallikarjun Kharge, has called upon for the co-operation between the State Governments and the Central Government for efficient administration of the ESI Scheme. He announced that decision for tie-up arrangement for providing primary and secondary Health Care under ESI Scheme, has been taken if such facilities are not available within 8 K.M of the dispensary and 25 K.M. of the Hospital.
The Minister also said that State Govt. may be allowed to appoint part time doctors for dispensaries and hospitals under the ESI Scheme. The expenditure on these part time doctors will be fully borne by the ESI Corporation. This will facilitate the State Govt. in providing the medical care under the Scheme to the beneficiaries. Shri Mallikarjun Kharge, was speaking while inaugurating the new ESIC Divisional Office at Gulbarga (Karnataka) on 10.07.2010.
The Minister of Labour, Govt. of Karnataka, Shri B.N. Bacchegowda, presided over the function. Addressing the public meeting he called upon the ESIC to extend the coverage of the Scheme to the plantation workers also. He applauded the role of Shri Mallikarjun Kharge, Union Minister of Labour & Employment, in making ESI Corporation a vibrant organization and for channelizing the central funds for the utilization of the beneficiaries.
The ESIC Divisional Office, Gulbarga has been set-up for catering to the needs/demands of ESI Beneficiaries of this area and for monitoring, quick disposal of claims, grievances and to settle the issue of employers relating to recovery, andrefund of claims without any delay. This Divisional Office will exercise jurisdiction over Gulbarga, Bijapur, Bagalkot, Banahatti, Malked, Yadgir, Sedam, Kukunta, Raichur, Bellary, Hospet and Munirabad centres. The Branch Offices of ESI Corporation viz. Gulbarga, Shahabad, Bijapur and Bellary falls within the jurisdiction of this Divisional Office, Gulbarga. This Divisional Office serves more than 46,500 Insured Persons and 1100 factories and establishments of this Gulbarga region.
Recently, the foundation stone of a state-of-art ESIC Medical Education Complex at Gulbarga was also laid by Shri Mallikarjun Kharge, Minister of Labour & Employment. The Medical Complex will include ESIC Medical College, Dental College & Nursing College and 500 bedded ESIC Hospital.
The opening ceremony of the divisional ESIC office was attended by Shri Dharam Singh, M.P. (Lok Sabha), Shri K.B. Shannappa, M.P. (Rajya Sabha), Shri Qumarual Islam, M.L.A., Gulbarga North and other M.L.As and M.L.Cs.

Connecting Rural Roads in North Eastern States
New Delhi: July 12, 2010
Rural Road Connectivity in North Eastern States has been one of the priorities under the Union Ministry Of Rural Development under the aegis of Pradhan Mantri Gram Sadak Yojana (PMGSY). Launched on 25th December 2000 as a 100% Centrally Sponsored Scheme, PMGSY is aimed at providing road connectivity in rural areas of the country. The program envisages connecting all habitations with a population of 500 persons and above in plain areas and 250 persons and above in hill States, the tribal and the desert areas.
SALIENT FEATURES
The Government of India has identified 'rural roads' as one of the six components of 'Bharat Nirman' with a goal to provide connectivity to all habitations with a population of 1000 persons and above (500 persons and above in the case of hilly or tribal areas) with an all-weather road. The program also has an 'Upgradation' component with a target to upgrade 1.94 lakh km. of existing rural roads (including 40 % renewal of rural roads to be funded by the States) in order to ensure full farm to market connectivity.
For implementation of PMGSY a relaxation has been made for the blocks bordering international boundary in the hill states, that all habitations within a distance of 10 Kms. May be treated as a cluster for consideration under the scheme.
TARGETS AND ACHIEVEMENTS UNDER PMGSY DURING 2009-10
It was targeted to provide all weather road connectivity to 13,000 habitations and complete 55,000 km. road length during the year 2009-10 under PMGSY. Against these targets, 7,896 habitations have been provided connectivity and 60,117 km of road length has been completed.

ACHIEVEMENTS UNDER PMGSY DURING 2000-11
During 2010-11, till April, 2010, connectivity has been provided to 503 habitations. During this period 4591.81 km of road length has been constructed and an expenditure of Rs. 1,511.98 crore has been incurred on projects under PMGSY.
NEW INITIATIVES UNDER PMGSY
Enhancement of institutional capacity:-
Central Public Sector Undertakings have been deployed in Bihar, Jharkhand and Tripura.
Outsourcing of project preparation has been allowed since April 2006 with a view to expedite project clearances.
Independent project implementation consultants have been engaged in Madhya Pradesh, Chhattisgarh, West Bengal, Assam and Orissa.
SRRDA (State Rural Road Development Agency)/PIUs (Programme Implementation Units) have been strengthened in States. Number of PIUs deployed for the implementation has been increased from 718 in 2004 to 981 in 2009.
Limit of funding by the Ministry of Rural Development for bridges has been increased from 25m to 50 m.
(b) Increasing the contracting capacity:-
Standard Bidding Document has been amended to facilitate participation of smaller as well as large contractors.
Flexibility has been given to the States to float large sized packages above Rs. 10 Cr. as well as smaller size packages (Rs. 50 lakh) as against the earlier practice of allowing only packages of at least Rs. 1 crore.
Joint ventures have been permitted.
Performance incentive has been introduced for timely completion of projects.
(c) e-Procurement:
In order to enhance the transparency in tendering and speed up the tendering process, e-procurement of bids has been made mandatory.
E-procurement has started in the States of Andhra Pradesh, Assam, Orissa, Haryana, Karnataka, Madhya Pradesh and Gujarat.
The Ministry of Rural development has decided to provide assistance to 11 States for rolling out e-Procurement of PMGSY projects with the technical support of NIC during 2009-10. The remaining States would be covered in 2010-11.

| STATUS OF IMPLEMENTATION OF PMGSY IN NORTH-EASTERN STATES Project proposals valued at Rs. 14,777 crore for executing 8,472 road works measuring 34,238 km of road length have been sanctioned by the Ministry to North Eastern States since inception of the scheme. Against this, the funds amounting to Rs. 7,048 crore have been released and 4,237 road works measuring 21,849 km of road length have been completed.
