Congress president Sonia Gandhi said the UPA government would soon provide food security for all, especially the poor. She said this at a huge rally to mark the 125th year of the Congress at Sewagram in Wardha district in eastern Maharashtra. Sewagram was chosen as the venue for the rally because
Mahatma Gandhi lived here for a decade in the 1930s. The rally, attended by more than 100,000, was held 300 metres from Bapu Kuti, the hut in which the Mahatma lived. Sonia said the Congress-led UPA government had launched several welfare schemes for the 'aam admi' such as the National Rural Employment Guarantee Scheme, loan waivers for distressed farmers and the right to education to ensure basic education for all children.
"Now we are coming out with a food security bill that will give food guarantee to all, especially the poor," she said. "But merely law cannot change the system and lifestyle of the people. We should ensure honest implementation of such schemes," she said, asking people to thwart corruption in such welfare schemes.
She also asked people to uphold secular principles and reject narrow-minded politics based on caste, language and religion as these debilitate the country's social fabric.
Stating that the Congress had taken upon itself the task of ensuring secularism and development, she said, "Violence, divisive politics by invoking caste, religion, region and language weakens the society which in turn hampers development."
The UPA chairperson said the land of the Mahatma and Acharya Vinoba Bhave had inspired the people to hold secular principles in high esteem.
This, she said, was key to India becoming a superpower — if each village follows these principles.
Congress president Sonia Gandhi on Friday asked people to uphold secular principles and reject parochial politics as it weakens the society and creates roadblocks in the path of development. Addressing a mammoth rally in Sewagram, 80 km away from Nagpur, to mark the conclusion of 'Sadhbhavna week'
and the 'Gram to Sewagram flag march' organised by the Maharashtra Congress, Gandhi said the onus of ensuring secularism and inclusive development rests with Congress.
"Divisive politics by invoking caste, religion, region and language weakens the society which in turn hampers the development," the UPA chairperson said, lauding the efforts of the state unit to mobilise the grass root cadre.
"This is the pious land of Mahatma Gandhi and Acharya Vinoba Bhave and it inspires all of us to uphold secular principles. If each and every village imbibes this sentiments, nobody can stop us from becoming a superpower," she said.
Gandhi asserted that secularism, unity, peace and harmony are the political commitments of her party. Quoting the Mahatma, she said the power captured through violence and force does not last long.
"As we progress towards prosperity and growth, the need of the hour is to imbibe and implement Gandhiji's teachings of brotherhood and peace."
She maintained it was the 125-year-Congress' tradition to sacrifice everything for upholding its principles. "Maharashtra made significant contribution in this aspect."
The AICC chief said Congress practiced politics of serving poor and deprived. She said it was the duty of the Congress workers to take the policies and programmes of the party's government to the last man in the society so that they are implemented well.
"Making programmes and policies like the NREGA, RTI, Right to Education Act, loan waiver to farmers is not enough. It is up to the party workers to make sure that they benefit the needy," she said.
Extending Dusshera greetings to the people, she praised efforts of the state Congress in galvanising the cadre. "It is our duty to protect the aan, baan and shaan (pride and honour) of our flag," she said.

NATO-led forces facilitated the passage of a senior Taliban commander to Kabul to hold talks with the Afghan government, a media report said Friday.
On the otherhand,Calling Pakistan and China "irritants" for India, army chief General VK Singh on Friday said the terror infrastructure across the western border and Beijing's rising military prowess were a worry for the country.
"We have two irritants. One, mainly in terms of how the situation is, in Pakistan where there is a problem of governance, where there is certain amount of support that is being given to some terrorists and where the internal situation is not very good," Gen. Singh said, addressing a seminar on 'Indian Army: Emerging Roles and Tasks' in New Delhi.
US General David Petraeus, commander of the International Security Assistance Force (ISAF), said the move was part of the US and NATO support for President Hamid Karzai's reconciliation discussions with the Taliban.
'In certain respects we do facilitate that, given that, needless to say it would not be the easiest of tasks for a senior Taliban commander to enter Afghanistan and make his way to Kabul if ISAF were not....aware of it and therefore allows it to take place,' China Daily quoted him as saying.
Petraeus told a gathering in London that several 'very senior' Taliban leaders had reached out to the Afghan government and other countries engaged in Afghanistan. He, however, said the discussions were preliminary in nature.
'They certainly would not rise to the level of being called negotiations,' he added.
The US and NATO leaders said Thursday they were ready to help Afghan President Hamid Karzai pursue reconciliation efforts with the Taliban.
Pakistan said Friday it was willing to assist such talks.

The Government today constituted a high-level committee headed by former Comptroller and Auditor General V K Shungloo to look into the organisation and conduct of the XIX Commonwealth Games, which concluded here yesterday.
Official sources in the Prime Minister's Office said the committee would also look to draw lessons from the the organisation of the event.
The committee will submit its report to Prime Minister Manmohan Singh within three months, they said, adding that details of the terms of reference of the committee would be made known in a day or two.
The decision comes against the background of the spate of allegations made in the run-up to the October 3-14 Games about corruption in their organisation and about the quality of work on the various Games-related projects, especially the Athletes Village.
A lot of the charges were aimed at the Games Organising Committee Chairman Suresh Kalmadi and his team.
Mr Kalmadi himself has all along denied the allegations and repeatedly offered to face any inquiry in this regard.
As the allegations refused to die down and there were embarassing reports in the media, both within India and abroad, about the delays in getting the Games venues ready and about the state of hygiene in the Athletes Village, Dr Singh had asked Cabinet Secretary K M Chandrasekhar to monitor the preparations on a day-to-day basis some weeks ago.
Later, the Government had deputed several senior officers to various assignments related to the mega event that was being held in India for the first time.
In mid-August, at a high-level revew of the preparations, Dr Singh had directed the concerned Ministries to conduct thorough investigations into all the complaints of procedural and other irregularities in the organisation of the Games and said that all those found should face severe and exemplary puishment.
The alleged scams had figured prominently in in both Houses of Parliament in its monsoon session and had occupied a lot of space in the media as the Opposition and many others sought the resignation of Mr Kalmadi.
Around the same time, Congress President Sonia Gandhi had said that the Government should look into the allegations of malpractices in the organisation of the Games as soon as they were over and spare no one found guilty.
"The Prime Minister has himself intervened decisively. The prestige of the nation is involved. Let us not forget this even as we take steps to ensure accountability. I trust that as soon as the Games are over the government will look into the allegations of malpractice and spare no one found to be involved in them," she had said then.
Today's decision is being seen as a fulfillment of the promise made by Dr Singh and Ms Gandhi to order a thorough probe into all the allegations and bring all those guilty of any wrongdoing to book.
'We will see India emerge as a global leader as it occupies a non-permanent seat on the UN Security Council from 2011-2013,' Assistant Secretary of State for South Asia Robert Blake said in a talk Thursday on 'Strategic Engagement with India' at Baltimore Council on Foreign Affairs.
The US, he said, had 'set out to consult with India more widely about our strategies in South Asia and the Asia Pacific region, as well as on topics of global importance, such as non-proliferation, counter-terrorism and food security'.
Washington now looks forward to working with India on critical global issues such as thwarting Iran's nuclear weapons programme, fighting piracy in the Indian Ocean and Arabian Sea, and reinforcing human rights around the world, Blake said.
'We won't agree on everything, but our common values will ensure that our policies increasingly mirror each other.'
'India's broadening influence will reinforce the importance of civilian power,' he said noting the rise of India's civilian power on the global stage will complement America's own efforts at rationalising foreign policy and emphasising US civilian power overseas.
US also plans to continue a broad array of defence cooperation with India, he said noting the US has put forward both Boeing's F/A-18 and Lockheed Martin's F-16 to compete for the $10 billion tender for the medium multi-role combat aircraft.
If either jet wins, we estimate that it could bring 27,000 jobs to the US, he said. 'Equally important, it will help seal our strategic objective of working wing-to-wing with India to bolster global security and stability.'
The Obama visit will also illustrate how India's economic rise has created new opportunities for mutually beneficial economic partnerships between our two knowledge-based economies.
'Thinking about the emergence of developing powers - be they India, China, Brazil or even Turkey - tends to focus on how the growth of these nations could adversely affect economic conditions here in the United States,' he said.
But 'no longer are US-India business ties a 'one way street',' Blake said pointing to a recent study by India's Federation of Indian Chambers of Commerce and Industry showing that Indian firms are investing almost as much in the US as their American counterparts are in India.
For globetrotter Hillary Clinton, her fondest trip was the one she took as first lady, taking her daughter Chelsea to the Taj Mahal as husband, then president Bill Clinton, transformed US ties with India.

Parliament's winter session from Nov 9
The winter session of parliament is expected to commence on Nov 9 and will conclude Dec 13.
According to an official release, President Pratibha Patil has summoned the Rajya Sabha to meet Nov 9.
'The president has summoned the Rajya Sabha to meet on Tuesday, November 9, 2010, at New Delhi. Subject to exigencies of business, the session is scheduled to conclude on Monday, December 13, 2010,' the statement said.

Pakistan is playing its 'double game' in Afghanistan to protect its strategic interests in the region once the United States pulls out of the country, an analyst has said.
Retired General Talat Masood, now a security analyst, said that it is the reason behind Pakistan's support to Taliban's three main Afghan factions - the Quetta Shura, the Haqqani network, and the forces of Gulbuddin Hekmatyar.
"The legacy of the Soviet era is still being lived by Pakistan. America has abandoned Pakistan [before] - they may leave behind a Pakistan that is unstable," the Christian Science Monitor quoted Masood, as saying.
He also said that the Pakistan provides sanctuary to pro-Pakistan militant groups to give itself leverage in any post-pullout scenario similar to America's abandonment of the region after the Soviet withdrawal.
"So that's why it's very important for America not to push Pakistan to a position where [Pakistan has] to antagonize every segment of the Pashtuns, including the Haqqani group, which may turn inward, toward Pakistan," he added.
Masood further said that Pakistan would ultimately work with the US to work on the Afghanistan government-Taliban negotiations to end the nine-year war.
"Ultimately, Pakistan will have to establish its own writ, but it's a question of when it's more appropriate," he said. (ANI)
US eyeing expanding its war on terror formally into Pakistan?
Despite the furore over a series of cross border strikes by US-led forces in Pakistan, and the subsequent US apology for the killings of three troops in one of those attacks, recent reports suggest that US officials may be eying a repeat of the cross-border incident by seeking raids into Balochistan.
According to recent reports, due to growing administration pressure to show something that seems like progress in the endless Afghan war, US military officials are looking to press Pakistan for more attacks in the tribal area, The Nation reported.
As per the reports, some officials are even advocating crossing the border with US forces and expanding the war formally into Pakistan.
Indeed the attacks would be even more controversial than the previous ones, as the earlier helicopter attacks were in the Federally Administered Tribal Areas (FATA), while military officials are now seeking raids into Pakistan proper, into the Balochistan province, the paper said.
This week, the officials are heading to Pakistan with plans to press Pakistan's military over the issues surrounding its border with Afghanistan, the paper added.
It further said that broaching the subject of cross border raids is likely to be poorly met by Pakistani officials, and actually doing so will put further strain on an alliance that seems to be getting weaker all the time.
A few weeks earlier, three Pakistani army men were killed in an early morning raid in an air strike by NATO helicopters at a military post, 200 metres inside the Pakistani border in Kurram Agency.
This was their fourth aerial violation of Pakistani territory in less than a week, but the first in which soldiers were killed. Reacting to the incident, Pakistan had suspended supply convoys along the Khyber Pass route, which links Peshawar in Pakistan with Jalalabad in eastern Afghanistan, and lodged a protest with the NATO command in Brussels, demanding an apology.
After the standoff turned into an enormous international incident, the US had apologised last week for the helicopter attack after a NATO investigation found that the "tragic event could have been avoided with better coalition force co-ordination with the Pakistan military."
The Pakistan government had subsequently declared a diplomatic and political victory in the National Assembly, after receiving apologies from the United States as well as NATO over the air strikes in Pakistani territory. (ANI)
'Al-Qaida, Lashkar planned to attack CWG venues on Oct 12-13'

NEW DELHI: Al-Qaida and Lashkar-e-Taiba had planned to attack some venues of the just-concluded Commonwealth Games on October 12 and 13, prompting the government to put in place a four-layer security arrangement in the last three days of the sporting extravaganza.
Besides this, in a bid to destroy the highly-secured security structure, there have been hundreds of cyber attacks, suspected to be originating from China, to penetrate the computerised system and server during the Games fortnight.
A Western intelligence agency had tipped off the government on October 10 that al-Qaida and LeT militants, trained along the Afghan-Pakistan borders, would try to attack a few venues and a hotel, government sources said.
Alarmed by the input, the government enhanced the security of the Games venues and village from three layers to four and brought additional forces, including armed commandos, to foil any attempt of sabotage even from air.
The Intelligence input was very specific about the venues suggested that the militants would probably come from Middle East or Nepal or from across India's western border, sources said.
As the information had suggested that the terrorists may target a five-star hotel, security has been increased in eight leading hotels in Delhi.
There was also information that terrorists may use paragliders to reach the venues prompting authorities to put in place anti-aircraft guns.
Credentials of all foreign nationals arriving in international airports were checked one-by-one and 20 Quick Reaction Teams were deployed besides keeping ready a special team of 40 army commandos near the sporting venues, including Jawaharlal Nehru stadium.
The government also enhanced security in 32 markets in Delhi by deploying around 1,200 additional paramilitary force personnel which were air dashed from Chandigarh, Jalandhar and a few other places to assist Delhi Police to guard business centres.
The sources said there have been hundreds of cyber attacks, originating mainly from China, to destroy the computerised security system put in place to guard the venues and village. All athletes, officials, visitors and security personnel were given a highly-secured accreditation cards. One could enter the venues and village only after the computerised system screen him/her and gives a signal.
Had this computerised network collapsed in any such cyber attack, which was first launched within two hours after the opening ceremony begins, the whole security system would have gone wrong.
The government immediately set up a dedicated unit to counter the cyber attack and to design firewalls.

Omar Abdullah said nothing wrong on J&K accession: Krishna

NEW DELHI: Lending support to Jammu and Kashmir chief minister Omar Abdullah, external affairs minister S M Krishna on Friday said he found nothing wrong in his statement that the state had acceded and not merged with the Union of India.
"I don't think Omar Abdullah has said anything objectionable. It is a fact that Jammu and Kashmir has acceded to India just like Mysore acceded to India," Krishna said when asked how he saw the chief minister's statement recently.
Krishna, during an interaction with a group of journalists, noted that like in the case of Jammu and Kashmir, the Maharaja of Mysore had also signed an accession treaty "and I am a citizen of Mysore".
Abdullah had said in the Assembly that the state had only acceded and not merged with Union of India and could not be compared to Junagarh and Hyderabad.
The statement had triggered a controversy with BJP criticising him for it.
At the same time, the external affairs minister asserted that Jammu and Kashmir is a "legitimate part" of India.
To a question on China issuing stapled visas to those hailing from Jammu and Kashmir, he said New Delhi has made it clear to Beijing that it was not acceptable and that there was need to be sensitive to each other's concerns to build relations.
"We have conveyed to them (China) that we do not accept the stapled visas and we are not going to accept these," Krishna said about the Chinese refusal to issue visas to people from J&K on their passports, an action which amounts to questioning the state's integration with India.

Six naxals arrested in Chhattisgarh
In a major breakthrough, Chhattisgarh Police today arrested six naxals including an alleged deputy commander who were involved in blowing up a bus recently in which 32 people were killed. A police team from Kuankonda was sent to Phoolpahad forest after receiving a tip-off about naxal movement there, SP Dantewada S R P Kalluri said.
The naxals were engaged in a meeting when the police reached the forest. While some of them escaped from the spot, police arrested six of them including the deputy commander of the area Kunjami Hunga, he said.

Nato's 'safe passage' for Taliban
Nato has granted safe passage to Kabul for at least one Taliban commander to hold talks with the Afghan government, according to General David Petraeus.
The commander of international forces in Afghanistan said in London the move aimed to back President Hamid Karzai's efforts to reach out to the insurgents.
Despite the peace feelers, analysts say the bigger picture is of an intensifying insurgency in the country.

Afghanistan is facing its bloodiest year since the US-led invasion of 2001.
During his address to a defence think tank, Gen Petraeus said there were "several ongoing initiatives" to try to get the Taliban to the negotiating table.

The striking aspect of General Petraeus's remarks was his confidence. In the past, generals from the front line have reported a deteriorating situation.
Not this time. The "inputs", as he called them - meaning the reinforcements, the training of Afghans, a stepped up tempo of special forces operations, the overall counter-insurgency strategy (of which he himself was the author) - were now in place and the "outputs" would follow.
He even claimed progress in Helmand province, one of the toughest areas.
He also said that the al-Qaeda leadership had been forced into greater isolation, with Osama Bin Laden taking four weeks to get a public message out recently. It was a speech against which the general will be tested by events.
However, his remarks come as the death toll for international forces continues to mount: more than 40 Nato soldiers have been killed this month.
With an American military pullout due to start in July next year, more than 150,000 US and Nato forces are in the country trying to defeat the Taliban.
Meanwhile, a safety monitoring group said on Friday that aid organisations in Afghanistan should work with the Taliban as the insurgents will play a permanent role in the country's future.
Anso said foreign forces were being increasingly sidelined and the Taliban were "certain to play a permanent and increasingly political role" in Afghanistan's future.
"We recommend that NGOs [non-governmental organisations] start developing strategies for engaging with them rather than avoiding them," said Nic Lee, director of Anso.
The non-profit group provides information to aid groups on the safety of areas across Afghanistan.
On Thursday, the Taliban told the BBC that claims by President Karzai to have had secret talks with the insurgents were untrue.
The Afghan leader this month launched a 70-member High Peace Council to establish dialogue with the insurgents.
Correspondents say there is no doubt that the Taliban have held talks at various levels with the Afghan government over the last 18 months but the challenge will be to build on that.

Britain dismisses U.S. fears of deep defence cuts
British Foreign Secretary William Hague on Friday dismissed U.S. concerns that cuts to London's defence spending could undermine the NATO military alliance.
U.S. Secretary of State Hillary Clinton and U.S. Defence Secretary Robert Gates had said on Thursday Washington feared that defence cuts planned by NATO members could go too far.
Britain will on Tuesday unveil a sweeping review of its armed forces, the first such assessment since 1998, and major cutbacks to defence spending are expected as the country tries to tackle a record budget deficit.
Critics say the review has been rushed, and driven by a need to save money rather than by foreign policy and security considerations.
"Let me be clear, the United Kingdom will in the context of NATO remain a military power of the first rank," Hague told reporters in Brussels.
"We will continue to have an independent nuclear deterrent, to have formidable intelligence agencies. NATO have flexible and highly deployable forces," he added.
The government is trying to reduce a budget deficit of over 10 percent of national output while securing Britain's strong military presence in Europe and role as an ally to the United States, with which it has fought in Afghanistan and Iraq.
When asked whether she was worried about defence spending cuts by NATO members, the BBC reported Clinton as saying: "It does, and the reason it does is because I think we do have to have an alliance where there is a commitment to the common defence."
Her comments echoed those of Gates, who on Thursday warned NATO members against a "hollowing out of alliance military capability" and making cuts that go "too far into muscle".
The Ministry of Defence (MoD) budget of 36.9 billion pounds ($59 billion) is set to be slashed by up to 10 percent over four years, and the ministry already faces a deficit of 38 billion pounds over 10 years according to earlier spending plans.
Britain is the second largest contingent in the 150,000-strong, mostly American, NATO force fighting Taliban insurgents in Afghanistan.
British Prime Minister David Cameron and Defence Secretary Liam Fox have both said that funding for the UK's 9,500 troops in the conflict would be ring-fenced.
Speaking in London on Friday, U.S. General David Petraeus, commander of the NATO mission in Afghanistan, said he had received assurances from British officials that support for Afghanistan would be "ironclad".

'Indian mining cos must not miss the gold rush'
Commercial ties between India and Colombia increased significantly after the economic reforms and trade liberalisation in the early 90s and the reopening of the embassy of India in Bogot� in 1994. In an interview with FE's Huma Siddiqui, Riewad V Warjri, India's ambassador to Colombia, says the country offers numerous opportunities to Indian businesses and is an excellent investment destination. He also adds that the two countries can learn a lot from each others' business models and projects. Excerpts:
India and Colombia are planning to raise bilateral trade by around 23% to $1 billion by 2010-11. As the new ambassador to Colombia, how do you plan to achieve this target? India-Colombia bilateral trade is all set to rise, breaking all previous trends. We can strengthen the India-Colombia Chamber of Commerce by giving chances to young Indian and Colombian entrepreneurs to become members of the board. Our idea is to reach not only big cities, but also other specialised trade centres in Colombia. India's participation as a guest country, with a total of 151 companies, in Bogota International Trade will surely boost our growing bilateral trade. We are likely to sign a double taxation avoidance agreement which will provide institutional support to Indian businessmen. EEPC has just signed an agreement with the Colombian Association of Industries (ANDI) such ties between trade bodies will also facilitate bilateral trade. Statistics shows that whenever EEPC (exports promotion council for engineering) has participated in INDEE, bilateral trade between countries have doubled in 5 years. We are optimistic that bilateral trade between India and Colombia will more than double in less than 5 years.
India is the partner country at the Bogota Fair. Do you think that this will motivate Indian firms to invest in the region or will this lead to both sides going in for joint ventures in sectors like infrastructure?
India's participation in the Bogota International Fair is going to reap rich dividends. Since a majority of the participants are small and medium-sized companies, their main aim is to find a distribution agent for their products. The success of SMEs will encourage bigger firms to seriously consider investing in Colombia. Colombia is the third preferred investment destination in Latin America after Brazil and Mexico. Three Indian companies have already signed MoUs with Colombian companies; we will have to wait for the details to emerge.
What are the sectors that will see cooperation between the two countries?
Some key sectors in which both the countries can cooperate are mining, oil exploration, pharmaceuticals, engineering, infrastructure and urban development. Recently, we had a delegation of 25 officials led by minister of state for urban development Sougata Roy to study Bogota's BRTS model and how it can be implemented in smaller cities in India. Colombia can also learn from India successful implementation of the Delhi Metro Project.
What was the response of the Colombian government regarding India's huge participation in the Bogota Fair?
India was given a 'guest country' status hence its participation was widely publicised. Also, the Colombian President, Juan Manual Santos, devoted a substantial portion of his inaugural speech highlighting the strengths of India and its economy. He also broke the protocol by inviting all 151 companies to the presidential palace. This, in diplomatic terms, is 'positive signalling'. Colombia looks up to India as a close ally in coming times.
What are the prospects of a Bollywood movie being shot in Colombia soon?
Indian directors, producers, entrepreneurs and media houses are seriously considering shooting their movies in the beautiful and scenic locations of Colombia. The Colombian government has started a campaign to attract movie producers from all over the world and we should make the best of this opportunity.
What does Colombia have to offer to Indian businesses?
Colombia is rich in natural resources like oil, coal, emeralds and water. With improvement of security conditions, the Colombian economy will be ready for a boom. The mining sector is one area which is showing signs of an early 'gold rush'. Indian mining companies should not miss this opportunity to invest in the Colombian mining sector. The Allahabad High Court verdict on the Ayodhya dispute constitutes a "dangerous precedent" which can be used against vulnerable groups, eminent civil society members and academicians said here today. Addressing mediapersons after a day-long conference on ''Repercussions of the Ayodhya judgement and possible civil society intervention'', the group, comprising activist Shabnam Hashmi, advocate Anupam Gupta and historian professor Paniker among others, were unanimous in conveying their "dismay over the verdict".
"The meeting was of the opinion that the verdict constitutes a dangerous precedent, which can be used against vulnerable groups. We are dismayed over it," Gupta, who was the standing council for the Liberhann Commission which probed the Babri masjid demolition, for eight years, said.
Speaking about the Archaeological Society of India''s (ASI) report on the excavations conducted at the disputed site twice and its findings, which the full bench of the Allahabad High Court has used, he said, "The report clearly has the print and stamp of the then BJP government in power. Archaeology was misused by the BJP regime".

With the 2010 Commonwealth Games coming to an end, the BJP today said it will "pursue" the alleged delay and corruption in Games preparations vigorously as reflected by the "mood of the people". "The jury of the people is out.
They cheered each player and artist but they jeered and booed Kalmadi and company. This shows the mood of the nation.
So we will pursue issues of corruption and mismanagement in delays in preparations," BJP spokesperson Prakash Javadekar told PTI. The principal Opposition had raised the issue of "delay and corruption" in Games preparations in a big way both inside and outside Parliament. However, when the Games began, the party brought down the tempo of its criticisms with senior BJP leader L K Advani saying "as an Indian" he wanted the event to be a success.
He even praised the grand opening ceremony. BJP and its NDA allies had decided to wait for the Games to get over and then demand inquiries into alleged wrong-doings and corruption to avoid bad press in the international media and not to endanger the country''s prestige, party sources said.
The party intends to highlight the issue after Dussehra, the sources said. NEW DELHI: With India insisting that it was time for Sri Lanka to act decisively to "win over" ethnic minority, President Mahinda Rajapaksa today assured Prime Minister Manmohan Singh that he would hold dialogue with a "broader spectrum" of stakeholders to address the Tamil issue.
Rajapaksa updated Singh on the process of rehabilitation and resettlement of Tamils displaced due to the war and sought India's cooperation in various sectors like education, agriculture and commerce during a luncheon meeting.
Singh hosted lunch to Rajapaksa and appreciated his attendance at the closing ceremony of the Commonwealth Games as chief guest.
The Sri Lankan leader told Singh that the country was able to resettle over 2.5 lakh displaced civilians to their towns and villages in just 15 months after the end of the war and only 20,000 people are still lodged in camps.
"It was a very cordial meeting. No issue was discussed at length, but India wanted to know our plans (on resolving the ethnic crisis). We indicated that... we want to talk to a broader spectrum of stakeholders as possible. That is the only way to do this, to get their ideas and to build a consensus," Sri Lankan Foreign Minister G L Peiris told reporters tonight.
He said Rajapaksa had held two rounds of talks with the Tamil National Alliance, which was considered as the political outfit of the now vanquished LTTE, and will meet its leader R Sampanthan, who had just returned home after a visit to Chennai for medical reasons, very soon.
Asked about the devolution of powers, Peiris said Sri Lanka was committed to implement the 13th amendment except one aspect of it and will continue to hold dialogue with all stakeholders.
Peiris' comments came as External Affairs Minister S M Krishna said that he had told him that since Presidential elections and all other polls had concluded, it was "now time to act decisively to win over Tamil speaking Sri Lankans so that their concerns were taken care of adequately".
Sources from the Indian side said the meeting, in which Home Minister P Chidambaram also participated, was very cordial and the prime minister got an update of the rehabilitation activities in Sri Lanka.
The issue of opening Indian consulates in Jaffna and Hambantota also came up during the discussions, they said.

Microsoft issues its biggest-ever security fix
Microsoft Corp issued its biggest-ever security fix on Tuesday, including repairs to its ubiquitous Windows operating system and Internet browser for flaws that could let hackers take control of a PC.
The new patches aim to fix a number of vulnerabilities including the notorious Stuxnet virus that attacked an Iranian nuclear power plant and other industrial control systems around the world.
Microsoft said four of the new patches -- software updates that write over glitches -- were of the highest priority and should be deployed immediately to protect users from potential criminal attacks on the Windows operating systems.
Microsoft said it also repaired other less serious security weaknesses in Windows, along with security problems in its widely used Office software for PCs and Microsoft Server software for business computers.
Microsoft released 16 security patches to address 49 problems in its products, many of which were discovered by outside researchers who seek out such vulnerabilities to win cash bounties as well as notoriety for their technical prowess.
"This is a huge jump," said Amol Sarwate, a research manager with computer security provider Qualys Inc. "I think the reason for it is that more and more people are out there looking for vulnerabilities."
The geeks who report such vulnerabilities to software makers are known as "white hat" hackers. Sarwate warned that there are also plenty of "black hats," or criminal hackers who look for vulnerabilities in software that they can exploit to launch attacks on computer systems.
Indeed, the world's biggest software maker said that the patches released on Tuesday include software to fix a vulnerability exploited by the Stuxnet virus -- a malicious program that attacks PCs used to run power plants and other infrastructure running Siemens industrial control systems.
The virus, which infected computers at Iran's Bushehr nuclear power plant, was discovered over the summer. Security research Symantec said that it detected the highest concentration of the virus on computer systems in Iran, though it was also spotted in Indonesia, India, the United States, Australia, Britain, Malaysia and Pakistan.
So far Microsoft has patched three of the four vulnerabilities exploited by Stuxnet's unknown creators.
The total of 49 vulnerabilities exceeds the previous record of 34, which was set in October 2009 and matched in June and August of this year.
The constant patching of PCs is a time-consuming process for corporate users, who need to test the fixes before they deploy them to make sure they do not cause machines to crash because of compatibility problems with existing software.

Infy Q2 net up 13.2%; rupee value a a concern
IT giant Infosys Technologies today posted 13.2 per cent growth in profit at Rs 1,737 crore for the July-September period, but expressed concern over volatility in rupee''s exchange value which may hurt margins in the coming quarters. Braving challenging conditions, the company posted double-digit growth in revenue sequentially which the company termed as a turning point for the industry.
Marking 30th year of operations, the software exporter announced a dividend bonanza of Rs 30 per share, amounting to a total payout Rs 1,800 crore. It also declared an interim dividend of Rs 10 per share.
Despite robust earnings and liberal dividend, the share price of Infosys nosedived by 3.39 per cent to close at Rs 3,076.15 a share form its all-time high it it hit in early trade on the Bombay Stock Exchange. Infosys CEO and MD S Gopalakrishnan said the currency fluctuated in the range of 10-15 per cent within a quarter and it is difficult to operate in such an environment, Expressing concern over volatility in rupee''s exchange value, Chief Financial Officer V Balakrishnan said if the Reserve Bank did not step in, the fluctuation value of the local currency would kill exporters A stable exchange value for the domestic currency is crucial for software exporters like Infosys as they earn a big chunk of their revenues from the US. The NASDAQ-listed firm''s revenues in the quarter ending September 30, 2010, rose 24.4 per cent y-o- y to Rs 6,947 crore, while q-o-q (sequential) growth was 12.1 per cent.
"This is the 1st quarter that we have double digit (sequential revenue) growth after about 3 years," the CEO said, adding, "When the downturn happened, a lot of people had said IT services industry in India will not see double digit growth (annually). We had a double-digit growth this quarter.
" Infosys'' growth in revenue renewed confidence to this industry that it is resilient and it can actually "pick up and go forward" even in times of downturn, Gopalakrishnan said. "This is the first quarter that we have double-digit (sequential revenue) growth after about three years," the NASDAQ-listed firm''s CEO and Managing Director, S Gopalakrishnan, told a press conference.
The company said that the firm is living with three uncertainties. One is economic uncertainty.
Second is the currency volatility and third, the regulatory uncertaintymost of the large economies have high unemployment. On the future outlook, the company for the quarter ending December 31, expects its revenue to be in the range of Rs 6,884 crore-Rs 6,953 crore.
Further, for the fiscal year ending March 31, 2011, it anticipates revenues to be in the range of Rs 26,951 crore-Rs 27,165 crore.

Commenting on the ongoing political turmoil in Nepal, External Affairs Minister said " What is not happening is formation of elected government, our effort has been to impress upon the political parties of Nepal to come together, those who are ready to eschew violence, abjure terrorism should also join the process, there is a need for a larger consensus."
