What a Shame! Displacement and ethnic cleansing make one third of Indian population migrant!The number of internal migrants exposes the skin of growth story which is cultivated with an all out eviction drive  of rural India which is inhibited by the ninety percent deprived ,exploited, depressed people of India under siege,under monopolistic aggression and selected for the killing by a military hegemony state.

Internal migrants make up 1/3rd of India's population

   Internal migrants in India are expected to touch 400 million in the 2011 census, over half the global figure of 740 million and almost twice as much as China's estimated 221 million. These migrants, comprising a third of the population in India, are estimated to account for remittances anywhere between Rs70,000 crore and Rs120,000 crore.

   The estimate of 400 million internal migrants, of course, far exceeds the total estimated Indian migrants to other countries, which is estimated at just 11.4 million. While there is more attention and policies for emigrants, internal migrants are accorded very low priority by the government whose existing policies have failed to provide legal or

social protection to them. 'Half of world's 30 million slaves in India' Some 30 million people are enslaved worldwide—trafficked into brothels, forced into manual labour, victims of debt bondage or even born into servitude—and India accounts for almost half of them, a global index on modern slavery showed on Thursday.    The UNESCO report —"Social Inclusion of Internal Migrants in India" — was released by rural development minister Jairam Ramesh on Thursday.

   According toNSSO2007-08 women constitute 80% of total internal migrants. "There isn't enough data on women migrant labour because of the assumption that most women migrate because of marriage. This assumption blocks further analysis of the women migrants engaged in paid labour and an understanding of how their vulnerabilities are being compounded by contemporary economic practices and not just because of historicalor culturalbaggage.Thisleads to the "invisibilisation" and undermining of women in policies too," said Indu Agnihotri of the Centre for Women's Development Studies.

   The report estimated that about 30% of the migrants are youth aged 15-29 years and another 15 million are children. The intensity of migration is likely to increase in future.

   Internal migrants constitute a floating population, which is put at anywhere at 15-100 million by different estimates. These migrants often lose social protection benefits as most benefits are linked to the place of residence, pointed out the report.

   The report says internal migrants faced discrimination as 'outsiders', which excluded them from access to legal rights, public services and social protection programmes accorded to residents. This is despite the migrants providing cheap labour and typically doing the mostdirty,dangerous and degrading jobs that locals do not want to do. Far from being a burden on society, migrants' cheap labour contributes to the national GDP, stated the report.

   Jairam Ramesh, who provided the estimates of remittances, pointed out that migrants constitute a significant share of a state's gross domestic product, about 10% in the case of Bihar and 3-4% in the case of Uttar Pradesh. "Portability of legal entitlements could make a huge difference to the lives of internal migrants. The UID number could be the single most important intervention which could ensure portability of legal entitlements as well as financial inclusion. Legal entitlements should not be location specific,only individualor household specific and UID number could make this possible," said Ramesh.

   Financial inclusion, he said, was important also because barely 30% of the remittances currently flow throughformalchannels,the remaining 70% being dependent on informal channels.

Women migrant workers in India vulnerable to harassment: UN


Not enough attention is being paid to the problems of migrant women who suffer due to problems varying from hygiene to sexual harassment, reveals a UN report. "There is an urgent need for promoting safe migration for women migrant workers, in particular domestic workers, who constitute a highly vulnerable and socially sensitive group," said a Unesco report on social inclusion of internal migrants in India released Thursday. The report by the United Nations Educational, Scientific and Cultural Organisation says gender perspective on internal migration is imperative, but missing. Migrant labourers at work in the outskirts of Hyderabad. AFP. Marriage is given by women respondents as the most prominent reason for migration. However, many get engaged in economic activities, but it is generally not recorded. "Women migrants, especially those in lower-end informal sector occupations, remain invisible and discriminated against in the workforce. Female migrants are less well represented in regular jobs and are more likely to be self-employed," the report says. However, they are paid lesser than male migrants and don't have facilities like maternity leave, other maternity entitlements, or breast-feeding breaks at worksite. Lack of access to proper sanitation has serious health consequences but women and girls suffer in silence because of the stigma around women's personal hygiene issues. "Gender-related violence is another critical issue as these women are vulnerable to sexual harassment and abuse, especially in the hands of agents and contractors … Poverty may cause women migrants to get pushed into sex work at the destination," the report said.


Tribal Displacement in the Name of Development

The Parliamentary Standing Committee on the Welfare of Scheduled Castes and Scheduled Tribes in a report submitted to the Lok Sabha on 23 October 2008 observed, "Notwithstanding Act and regulations to control alienation of tribal land, tribal people are being alienated from their land in the name of development and due to insufficient amount given to them for their land, they migrate to other places in search of livelihood."

It further stated that "tribals should not suffer in the name of development"and recommended that "the Ministry of Tribal Affairs should take immediate su-moto action whenever it is reported that tribal people are agitating against displacement and endangerment to their lives."

These comments gravely testify the fact that the tribal welfare laws such as the PESA 1996, the Forest Rights Act 2006 or even the Fifth Schedule of the Constitution have utterly failed to provide protection to the indigenous tribal communities of India.

Don't Take Our Land !!

Land alienation of tribals and of the poor section of the society, which recently again came to fore shortly before the UP assembly elections after the Bhatta-Parsaul incident of May, 2012 when farmers protesting over rate of compensation for their land taken for a road project in Greater Noida, clashed with the police, is a cruel reality. It also points to the wider fact that the authorities and the governments have no clear policies to safeguard the interests of those who are uprooted from their lands – they are generally seen as siding the rich class.

In recent times the large scale industrialization, privatization and globalization for sake of "development" has emerged as the biggest threat to tribal's survival – ironically, the so called "modern civilized society" has become a predator of their age-old eco-friendly, peaceful and harmonious lifestyle. The tribals, their lands, and other resources are now exposed to the exploitative market forces, mostly due to the State and Multi National Companies (MNCs) sponsored developmental projects to exploit minerals and other natural resources. Land alienation of the tribals by the powerful entities has become common phenomena. It is most unfortunate that "the freedom to live in their own traditional ways" as guaranteed by the constitution is flouted by those who understand the constitution better.

The state ownership of the tribal community land, called common property resources (CPR) land, (which the government owns and involves no compensation when taken over) provides a convenient entry point to project managers. In order to reduce the project cost, they deliberately choose the administratively neglected backward areas with high CPR component and where legal compensation for the private owned land is low. Bureaucrats are of course ever willing to serve the cause of the rich and powerful.

These so called "developmental" activities, which do not confer any direct benefit to the tribals, merely leave them landless and without means for survival. Monetary benefits do not really count when the lifestyle for generations is changed irreparably. Displacement from their traditional habitations leaves them under acute trauma and uncertainty – there is institution in India that is interested in alleviating indescribable human sufferings of the tribals left to struggle for survival with any dignity .

Tribals:  The Biggest Victims of "Development"

Please Leave us Alone

Tribals have paid the highest price of national development because their regions are resource rich: 90 percent of all coal and around 50 percent of the remaining minerals are in their regions. Also the forest, water and other sources abound in their habitat. The indigenous/ tribal peoples who constituted8% of the total population of India at 1991 census make up 55% of the total displaced persons due to development projects up to 1990. According to the Ministry of Tribal Affairs (MTA) nearly 85 lakh tribals were displaced until 1990 on account of mega developmental projects like dams, mining, industries and conservation of forests etc. Lakhs of tribals have been displaced from 1990 onwards (due to the so-called economic liberalization policies of the Center under pressure from the Western lenders) without proper rehabilitation. Yet, no proper study has been conducted in regard to displacement and rehabilitation of tribals – who cares for voiceless poor tribals as long as corporate czars are happy?

Article 46 of the constitution places an obligation upon States to promote the interests of Scheduled Castes and Scheduled Tribes and protect them from social injustice and all forms of exploitation. It must be mentioned that displacement of tribals from their lands amounts to violation of the Fifth Schedule of the Constitution as it deprives them of control and ownership of natural resources and land essential for their way of life.

Lack of Long Term Foresight

It is the height of injustice that the tribals whose eco-friendly lifestyle preserved forest, mineral and natural resources for ages are now mercilessly uprooted by "outsiders" who would only make money from the resources for some time, creates few jobs mostly for urban middle class and then walk away with the booty only to look for another place to exploit. If all citizens are equal under Indian constitution, why then the helpless tribals are forced to pay the price with their traditional land and lifestyle? Does their peaceful and preserving co-existence with natural surroundings threaten the country in any way? What makes the exploitative corporates superior to poor tribals who have served as custodians of resources for centuries?

Unfortunately such questions don't interest the "people's representatives" sitting in the parliament or assemblies. Led by the finance ministers they are happy to support efforts to sustain the sacred GDP growth rate, after paying lip service to the well being of the poor and native tribals.

In recent years, West Bengal has seen huge anti-land acquisition movements in Singur and Nandigram while social activists have repeatedly been raising the issue of displacement of tribals due to mining and other activities in central India.

On 8 August 2008, the Supreme Court allowed POSCO India Pvt Ltd, a subsidiary of Korea-based POSCO, to build its Rs 51,000-crore steel plant in Paradeep in Jagatsinghpur district of Orissa. On the same day, the Supreme Court also allowed Sterlite India Limited, a subsidiary of Britain's Vedanta Resources Plc, to mine bauxite in Niyamgiri hills in Kalahandi district of Orissa considered sacred by Dongria Kondh tribe. The Supreme Court's order has undermined the tribal protests and encouraged further acquisition of lands of the tribals leading to their displacement without proper rehabilitation, destruction of their culture and posing threats to their survival in the name of development.

The state government has been backing the pro-POSCO activists to counter the movement by POSCO Pratirodh Sangram Samiti. Nothing surprising about that – it is an open secret.

An Austrian anthropologist, Haimendorf, had first studied some tribes in the 1940s. Then again he studied them in 1970 and asked "How do you explain the fact that their communities that were self-reliant thirty years ago today need State subsidies? Their women had a high status three decades ago. How have they lost it today?"

The Nasty Trap of Liberalization and Globalization

Tribals Sandwiched between Naxals and Corporates

The so called economic liberalization, privatization, and globalization that was started 20 years by the current Prime Minister is clearly designed to further the interests of the urban areas and the rich corporations of the country as well from outside. Liberalization, in simple terms, only means allowing the rich corporate to exploit country's resources at rather easy terms unmindful of what happens to th environment and the displaced people who have historically acted at custodians of the lands and surroundings. Who says that the British exploitative policies ended after they left India in 1947?!

Over two decades ago, the West, former colonial powers, cleverly devised the strategies of Globalization and WTO agreements to gain access to natural wealth situated in the remotest corners of the world – all through legal international agreements with governments! Now their giant companies (often bigger than the country they are eyeing) can reach anywhere and grab raw materials and feed the lifestyle of the West at the local people all around the world. And the beauty is: no one is in the position to complain once a government signs the agreement – which is a matter of push-pull, arm-twisting, kickbacks, and buying few legislators and officials, all away from the public knowledge.

The truth is: indigenous people across the globe are being alienated from their lands (and natural resources) and losing their traditional culture, knowledge and lifestyle. This is what happens when the money power rules the world; not the principles of human justice or equity.

Basic Origin of Current Economic Policies

Western lifestyle is based on the primitive belief that the more you consume (resources of the planet) the more advanced or developed you become!! While they treat people as robots making goods in the factories, from the natural raw materials, to be consumed by the society – the consumption (and hence production) must keep increasing year-by-year, else, stock markets crash making rich poor overnight. This fear keeps them consuming ever more year after year so that the economy (measured by an outdated GDP number) keeps expanding. Blinded by their technological superiority, they cease to respect nature or its resources that sustains them. The result is Global Warming and Climate Change disasters that are not enough to make them mend their ways of living. What is most dangerous for the well being of the planet is that people of rest of the world are also adopting their utterly wasteful lifestyle under the media blitz of commercials and are quitting their own local ways of living in harmony with nature.

Very Weak Ministry of Tribal Affairs

What are the roles of the Ministry of Tribal Affairs and the National Commission for Scheduled Tribes? The former apparently only serves to collect incomplete statistics of tribal eviction and preparing reports for bureaucratic consumption rather than protecting their interests. The later has reduced itself to the status of another useless department of the former (as will be discussed later), despite being a constitutional powerful body that could undertake investigation against atrocities on the tribals, if set-up properly.

Internal Migrants in India: The Millions Who Cannot Exercise their Rights

On the occasion of International Migrants Day, UNESCO and UNICEF unveiled their three most recent publications on internal migration in India to the Media on 18 December 2012. Gathering reputed demographers, development practitioners, gender and child experts, the event provided an opportunity to call attention and advance knowledge on the crucial issue of internal migration in India.

Internal migration in India accounts for a large population of 309 million, or nearly 30 percent of the total population as per Census of India 2001 . This figure is indeed staggering when compared with estimates of Indian emigrants, i.e. 11.4 million .  Internal migrants, of which 70.7 percent are women, are excluded from the economic, cultural, social and political lives of society and are often treated as second-class citizens.

The constraints faced by migrants are many - lack of formal residency rights; lack of identity proof; lack of political representation; low-paid, insecure or hazardous work; limited access to state-provided services such as health and education and discrimination based on ethnicity, religion, class or gender. Yet internal migration is given very low priority by the government in policy and practice, partly due to a serious knowledge gap on its extent, nature and magnitude. The difficulties faced by internal migrants are dismissed on the grounds that the Constitution of India does not restrict free mobility within the country. A growing misunderstanding of the migratory phenomenon is often at the root of misconceived policies or inaction regarding migration.

Dr N.C. Saxena, Member, National Advisory Council and Commissioner to the Supreme Court on the Right To Food Campaign pointed out that "as compared to the rural poor for whom there exist a large number of programmes, for urban migrants, there are no policies". In the absence of proofs of identity and residence, internal migrants are unable to claim social protection entitlements and remain excluded from government sponsored schemes and programmes. Professor Ram Bhagat, Head of the Department of Migration and Urban Studies, International Institute for Population Sciences argued that "one of the strong barriers to migration is 'sons of the soil' politics which we see in cities like Mumbai and Hyderabad". Migrants are negatively portrayed as a "burden" to society, discouraged from settling down and excluded from urban planning initiatives.

Women and children are among the most invisible and vulnerable among internal migrants. "Data and data analysts assume that the bulk of womens migration is associational migration and this hides a large part of the story", said Prof. Indu Agnihotri, Director, Centre for Women's Development Studies, New Delhi. Migrant children face disruption of regular schooling, adversely affecting their human capital formation and contributing to the inter-generational transmission of poverty. Ms. Nina Nayak, Member, National Commission for Protection of Child Rights (NCPCR) highlighted the fact that children left behind by migrant parents remain extremely vulnerable to sex trafficking.

"Internal migrants positively contribute to society. There is an urgent need to build awareness on internal migration and adopt a human rights-based approach for migrant inclusion in society", said Mr. Shigeru Aoyagi, Director and UNESCO Representative to Bhutan, India, Maldives and Sri Lanka. Noting that an increase in internal migration in the future is inevitable, Mr. Rakesh Ranjan, Director (Housing and Urban Affairs), Planning Commission said that "we would need to prepare our cities", and that the Draft 12th Five Year Plan 2012-2017 document in particular recognizes, "Cities should be able to provide basic services to migrant workers, their families and other vulnerable sections of society including women and children."

The UNESCO-UNICEF publications maintain that inclusion of internal migrants is necessary for a sustainable development based on cultural diversity, social cohesion and human rights. The publications resulted from the National Workshop on Internal Migration and Human Development in India and the Internal Migration in India Initiative (IMII) launched in 2011. The Internal Migration in India Initiative is now an informal network of 200 researchers, NGO's, policy makers, UN agencies and key partners, such as the International Organization for Migration (IOM), UN Women and UN-HABITAT, determined to raise the profile of internal migration in India and to propose policy changes and creative practices for a better inclusion of internal migrants in the economic, social, political and cultural life of the country.

Internal Migration in India Initiative (IMII)

Migrants constitute a 'floating population', as they alternate between living at their source and destination locations. Being constantly on the move, migrants lose access to social security benefits linked to the residence. Migrants are excluded from the economic, cultural, social and political lives of society, and are often treated as second-class citizens. The constraints faced by migrants are many: lack of formal residency rights; lack of political representation; inadequate housing; low-paid, insecure or hazardous work; limited access to state-provided services such as health and education and discrimination based on ethnicity, religion, class or gender. Children accompanying migrating families face disruption of regular and continued schooling, adversely affecting their human capital formation and contributing to the inter-generational transmission of poverty.

Yet, currently, government policies and programmes fail to recognise internal migrant populations as a priority group for ensuring rights and entitlements. While fragmented references to migrants exist in some legislation and policies, they inadequately address the nature and complexities of internal migration in India today. There is a pressing need to develop a coherent policy framework for migrants and to mainstream migrants into national development plans, for protecting and promoting migrants' access to social services, and enabling migrants to become socially and politically active citizens.

Through the launching of the Internal Migration in India Initiative (IMII), UNESCO and UNICEF, with other partners and stakeholders, including UN Women and International Organization for Migration (IOM) wish to support the social inclusion of migrants in the economic, social, political and cultural life of the country using a three-legged approach, combining research, advocacy, and capacity building.

UNESCO-UNICEF National Workshop on Internal Migration and Human Development

On 6-7 December 2011, national and international experts, as well as representatives from civil society and UN organizations, had the opportunity to discuss, debate and share their findings during a National Workshop on 'Internal Migration and Human Development in India'  organised by UNESCO and UNICEF, in order to advance knowledge on the crucial issue of internal migration. The event was supported by Sir Dorabji Tata Trust and Indian Council of Social Science Research.

A network of close to 80 participants, including national and international experts on internal migration, government officials, civil society and UN organizations, participated in the UNESCO-UNICEF National Workshop on 'Internal Migration and Human Development in India', held on 6-7 December 2011. The workshop addressed research gaps on internal migration, and uncovered areas for further research. Eight research papers were commissioned to serve as the basis for the discussion of the workshop, examining the under-explored linkages between internal migration and human development; social protection; the rights and well-being of women and children; inclusive urbanization and migrants' rights to the city; and urban policies and rights-based creative practices.
