Union Ministry of Public Grievances
Reg. No. GOVGJ/E/2014/00584
REMINDER NO. 1
Our Ref: Kanshiramji/ marg/ 2014
Dated: 18th June, 2014
To
Commissioner
Vadodara Municipal Corporation
Khanderao Market
Vadodara

Dear Sir,

Re: REQUEST FOR NAMING OF A ROAD IN MEMORY OF LATE SHREE KANSHIRAMJI
Our Ref: (1) Kanshiramji/ marg/ 2013 dated 3rd June, 2013
           (2) Kanshiramji/ marg/ 2013 dated 6th June, 2013
                 (3) Kanshiramji/ marg/ 2014 dated 2nd June, 2014
This is in continuation of our letters referred above for the captioned subject. We would like to once again remand your office to take an expeditious action to approve our proposal for naming a road in memory of Late Shree Kanshiramji, Honourable Leader of the under privileged and Founder of Bahujan Samaj Party, a national party recognized by the ECI.
We had sent the Recommendation Letters from the Municipal Councillor, Mrs. Pushpaben Vaghela, vide ref no. Kanshiramji/ marg/ 2013 dated 3rd June, 2013 and from Mr. Lalsinh Thakor, Municipal Councillor for naming any one of the following roads in memory of Late Shree Kanshiramji.
·         Main Road from Chhani Jakatnaka to Chhani Sikh Gurudwara
or
·         Main Road from Sama Talav (village tank) to Dumad National Highway Diversion
or
·         Any other suitable road that befits the stature of Shree Kanshiramji
The road shall be named as,
BAHUJAN NETA MANYAWARKANSHIRAM MARG
The Govt. of Gujarat has enacted the Gujarat (Right of Citizens to Public Services) Act, 2013, published in the official gazette on 15thApril, 2013.
The aforesaid act lays down an obligation upon every public authority to render public services within the prescribed time limit and provides for a grievance redressal mechanism to citizens for non compliance.
The overwhelming provisions of the above act make it obligatory for a govt. officer to provide a public service in a specified time frame.
Pursuant to section 4 of the said act, state govt. has notified the services and the stipulated time limit for the same; besides going by the letter and spirit of the above act, it is obligatory for a bureaucrat to deliver a public service in a reasonable time frame and no civil servant can delay the delivery of any service nor act as per his whims and fancies.
We wish to put it on record that we had forwarded a proposal to your office on 3rd June, 2013 for naming of a road in memory of the BSP Leader, Late Shree Kanshiramji.
Unfortunately, the aforesaid proposal was put in cold storage by the former Dy. Municipal Commissioner, Mr. Jenu Devan  and your various Land and Estate Officers (Commercial) who took charge in succession for reasons best known to them.
Attached are our letters to your office for the same subject dated 3rdJune, 2013, 6th June, 2013 and 2nd June, 2014.
Notwithstanding the overwhelming provisions of the Gujarat (Right of Citizens to Public Services) Act, 2013, the infamous Bureaucracyof the Vadodara Municipal Corporation has willingly ignored the aforesaid demand of our NGO which reminds us of the hostile and indifferent attitude of the Public Administration officials in our country.
If our said demand is not responded by the Corporation officials, we may be obliged to resort to other means to seek justice.
We shall appreciate an immediate approval of our above proposal.
We look forward to your kind cooperation and support.
Yours truly,

SANJAY KUMAR
