The government Thursday raised the cap on foreign fund participation in its securities and corporate bonds to augment investment in the infrastructure sector and develop the bond market in the country.
The current limit of foreign institutional investors (FII) investment in government securities has been increased by $5 billion. The cap now stands at $10 billion, said a finance ministry statement.

The incremental limit of $5 billion in government securities can be invested over a period of five years.

The limit of FII investment in corporate bonds has also been raised by $5 billion increasing the cap to $20 billion. The increased investment limit will have to be invested in corporate bonds over five years issued by companies in infrastructure sector.

'The enhancement of the FII investment cap would provide avenues for increased FII investments in debt securities, help investment in infrastructure sector and the development of government securities and corporate bond markets in the country,' the statement added.

The upward revision has been done to meet the need for additional financial resources for India's infrastructure sector while balancing its monetary policy.

The announcement came after the government decided to cut its borrowing in the second half of the fiscal by Rs.10,000 crore to reduce fiscal deficit. The overall borrowing during the fiscal will now be around Rs.447,000 crore.

        The Supreme Court on Thursday deferred by a week the pronouncement of the Ayodhya verdict by the Lucknow bench of the Allahabad High Court.The court also issued notice to all the parties to the title suit and asked the attorney general to be present in the court when the case is heard September 28.

        Fin inclusion, UID to be dovetailed for greater benefits

        MUMBAI: Two of the Government's most ambitious schemes--the financial inclusion plan of catering to the unbanked population and the Nandan Nilenkani-headed UID project will be integrated for better benefits to the people.

        "The financial inclusion plans will be dovetailed with the UID project and the bank accounts will also be used for the delivery of various government social benefit schemes like NREGA and old age pensions," an Indian Banks' Association (IBA) press release said quoting the Additional Secretary in the Department of Financial Services, Rahul Singh.

        Singh chaired a meeting at the Indian Banks Association (IBA) office attended by the chiefs of eight public sector banks from western India, including the country's largest lender State Bank of India.

        He also expressed confidence that the target of taking banking services to 73,000 habitations with population of over 2,000 will be achieved by March 2012.

        "All of them (the banks) feel that they are well prepared and on the right track to meet the goals. Everybody has been allotted villages to be covered and formulated strategies which were discussed at a review on Thursday," Indian Banks Association (IBA) Chief Executive, K Ramakrishnan, told PTI.

        He said the banks have divided their targets into two--one each for this fiscal and the next.

        "Most of the time during the first six-months has gone in getting the infrastructure, training people and putting up the technology infrastructure in place. Once this is done, you will see much more momentum," another IBA executive said.

        Floods won't affect 5-6% farm growth target: Montek

        The Planning Commission on Wednesday said that the farm sector growth target of 5-6 per cent this fiscal would not be affected despite flooding in some parts of the country.

        "In many parts of the country there will be some crops that might be affected but I don't think overall target (of farm growth of 5-6 per cent this fiscal) would change," Planning Commission Deputy Chairman Montek Singh Ahluwalia told reporters on the sidelines of a book release function organised by Skoch Consultancy Services.

        Flood has hit many parts of the country, including Bihar, Uttar Pradesh and Uttarakhand. The raging rivers due to incessant rains has also affected lives in Punjab, Haryana and Himachal Pradesh.

        On whether food prices could rise further due to incessant rains, he said, "This disruption is very local and would not affect the entire country. The inflation will moderate and it would be close to 6 per cent by December this year."

        About setting up of a Infrastructure Debt Fund of Rs 50,000 crore, he said, the consultations on the issue would be over in a couple of weeks and a decision would be taken in a couple of month's time.

        Asked about the fiscal deficit, he replied that the fiscal deficit would not exceed the target of 5.5 per cent of gross domestic product.

        On the monitorable target of the five infrastructure sectors including road, power and ports, he said, "The Commission has come out with the first quarterly review of the targets.         Govt trims H2 borrowing, allows more foreign flows

        NEW DELHI (Reuters) - The government will borrow slightly less than its budgeted target for the October-March period, Finance Secretary Ashok Chawla said on Thursday, a reduction that was roughly in line with the expectations of bond traders.
        The government also increased the cap on foreign investment in government and corporate bonds by $5 billion each to $10 billion and $20 billion, respectively.
        In the second half of the fiscal year that runs till end-March 2011, the government will borrow 1.63 trillion rupees ($35.7 billion), Chawla said. The original plan was for debt issuance of 1.7 trillion rupees.
        "Looking at the projected cash flows and funding requirements, it is not necessary to raise the entire amount. So we are reducing it by 100 billion," Chawla said.
        The reduction in borrowing and increase in foreign investment limits combined to push down the yield on the 10-year bond by 3 basis points to 7.90 percent.
        Shyamala Gopinath, a Reserve Bank deputy governor, said the borrowing would be done in an orderly manner and floating-rate instruments would be issued if needed.
        In February, India unveiled a record 4.57 trillion rupee gross borrowing target for 2010/11 to fund its projected fiscal deficit of 5.5 percent of GDP.
        But better-than-anticipated revenue from the auction of 3G wireless spectrum and buoyant tax revenues have led to hopes for a narrower deficit and a reduction in borrowings.
        The government has so far borrowed 2.73 trillion rupees and it will raise another 110 billion rupees on Friday in its final scheduled auction for the first half of the fiscal year.
        India had originally planned to borrow 2.87 trillion rupees by end-September, but later reduced this by 30 billion rupees.

        The Supreme Court on Thursday ordered the Allahabad High Court to delay a verdict on whether Hindus or Muslims own land around the demolished Babri mosque in Ayodhya, television channels reported.

        The postponment of Friday's verdict to Sept. 29 came after a man appealed to the Supreme Court for a stay on the judgment, saying the matter could be settled out of court.

        The case over the 16th century Babri mosque in Uttar Pradesh state is one of the biggest security challenges in India this year, along with a Maoist insurgency and a Kashmiri separatist rebellion, Prime Minister Manmohan Singh has said.


        Ramesh Chandra Tripathi, a retired bureaucrat, had filed a petition in the Supreme Court asking it to postpone the ruling on an ownership fight over a religious site in the northern town of Ayodhya.

        "The Supreme Court has deferred the Ayodhya verdict. The order states that the high court in Allahabad cannot pass the judgement tomorrow," said an official in the registrar office the Supreme Court.

        Even as the Haryana government claims to have brokered peace with protesters in the state seeking inclusion in OBC list, members of the Jat community today threatened to disrupt the supply of essential commodities, including milk, to the national capital during the Commonwealth Games.

        "Our protest at various places will continue till Jats are included in the list of OBC," Akhil Bharatiya Jat Aarakshan Sangarsh Samiti president Yashpal Malik told reporters here.

        Malik claimed that Jats will stage demonstrations in the form of blocking rail and road traffic to the national capital during the games period to press for their demand.

        "Our men will stage demonstrations at over 100 places and if the government would use force against us then it will be responsible for any consequences," he said.

        Recently, Haryana chief minister Bhupinder Singh Hooda had claimed that Jats had withdrawn their agitation as their demand had been forwarded to the Centre.

        However, Malik said that "we will stop supply of milk, curd to the national capital during the games period."

        He said that Jats had purchased several tickets for the games so that as spectators they can register their protest by showing black flags outside and inside the venues.

        He accused the centre of not accepting their demand of including them in the list of OBC.

        He, however, said that "if satisfied with talks by any representative of the centre, the Jats will call off their agitation."

        He said that Jats will show black flags as protest against the Queen's Baton relay, though he asserted that their protests would be peaceful.

        On the issue of violence during protest as happened recently in Hisar, Malik said that it was some anti-social elements who were trying to take mileage from our protest.

        Observing that India is a dynamic market, a top Obama Administration official has said that US strongly supports rapidly growing Indian economy.

        "India is a dynamic market with a growing, educated middle class and long-term prospects for increased prosperity," US Trade Representative Ron Kirk said in a statement following his meeting with visiting Indian Commerce and Industry Minister Anand Sharma.

        Both the leaders attended the Trade Policy Forum meeting in Washington.

        "The United States strongly supports India's rapidly growing economy and welcomes the significant opportunities this presents for jobs in America's farming sector, manufacturers and service providers," he said.

        "Today's Trade Policy Forum is a critical part of this Administration's actions to help Americans take advantage of those opportunities," Kirk said after the Trade Policy Forum (TPF) meeting.

        During the meeting, both the sides examined a range of trade and investment issues and expressed their shared commitment to intensify work under the TPF, including in the coming weeks preceding President Barack Obama's visit in November, with a view to further broadening and deepening existing economic ties.

        During the TPF, representatives of the two governments met to discuss issues of mutual interest including agricultural and other goods trade, services, intellectual property, information and communications technology, and investment.

        In addition, Kirk and Sharma welcomed the inaugural meeting of the US-India SME Forum, which furthered the work plan set out in the Framework for Cooperation on Trade and Investment signed in March 2010 and reflected the critical role played by SMEs in supporting jobs in connection with US-India trade.

        The Private Sector Advisory Group, created as an adjunct to the TPF in 2007, submitted a report to Kirk and Sharma outlining its proposals for advancing the US-India trade and investment relationship.

        Food inflation continues to accelerate

        The food inflation continued to accelerate in the year to September 11, maintaining expectations of another rate hike by the year end.

        Last week, the Reserve Bank of India said headline inflation had plateaued, but would remain unacceptably high for some months. It expects the inflation to ease to 6 per cent by March from 8.5 per cent in August.

        But analysts say the tightening cycle may be close to an end with the Reserve Bank of India noting that its five rate hikes so far this year have brought monetary policy close to normal from crisis settings in the wake of the global financial crisis.

        The food price index rose an annual 15.46 per cent in the week to September 11, compared with 15.10 per cent a week ago. The annual fuel price inflation of 11.48 per cent was flat on the week.

        The primary articles index rose 16.80 per cent, faster than the week-ago increase of 16.22 per cent.

        Debt markets shrugged off the latest data, with the yield on the benchmark 10-year government bond unchanged at 7.94 per cent. The markets' focus is on the details of the government's second-half borrowing, which will be announced later in the day.

        The latest inflation reading and that of the previous week are from a new data series with changed base year, weightings and components and are not comparable with the earlier data.

        Much of the recent spurt in food prices is due to floods in some parts of the country, but a top policy adviser said better farm output this year will cool down prices.

        High food prices are a headache for the Congress party-led coalition government, with over 40 per cent of India's 1.2 billion population living on less than $1.25 a day, and could mar the party's chances in crucial state elections this year and the next.

        Babri Masjid verdict: Will there be justice for all?
        NEW DELHI: The political mobilisation following the mandir movement in 1989 catapulted BJP to the centre stage of Indian polity. Twenty-one years later, the Allahabad high court's verdict on the Ayodhya title suit could redefine the contours of national politics.

        Wary of the fallout of the judgement on their prospects, the country's main political players, Congress and BJP, have started crafting their strategies.

        BJP's response to the verdict will determine whether the party has been able to change with the times so as to capture the mood of young, modern India. The country, most political observers believe, has travelled a long way from the belligerent cries of 'Jai Shri Ram' and 'Mandir wahin banayenge' (we will build the temple at the disputed site), when a section of the middle class and poor worried about apparent denial of justice to the majority community.

        Under the leadership of L K Advani, BJP was skillfully able to use this 'Hindu angst' to its advantage. But its doubtful whether a similar strategy can deliver the goods now. For one, aspirations and hopes of a new generation of people have changed dramatically. They are concerned more with bread-and-butter issues rather than rabble-rousing rhetoric. Again, the Sangh Parivar is not as cohesive as it used to be before, with the Hindutva brigade working at odds with the section of BJP leaders who want the party to occupy the genuine right-wing space. "Post-verdict, if you put Mr Ashok Singhal and Mr Praveen Togadia in front of the camera, you will lose the support of young, modern India," says political commentator Swapan Dasgupta.

        Another political analyst, Pratap Bhanu Mehta, concurs with this view: "I don't think any party wants to be held responsible for political polarisation at this point. BJP doesn't seem to have any major incentive to go in for political mobilisation."

        If the verdict goes in favour of those advocating a mandir, BJP will have much to gloat about. It can pile up pressure on the Centre to enact a legislation handing over the 67 acres surrounding the disputed site, at present in possession of the Centre, to facilitate construction of a Ram temple. But here too, Mr Mehta feels, BJP may appeal to Muslims not to contest the judgement.

        But the party's calculations are certain to go awry in the event of an adverse verdict. "BJP has factored in a positive verdict. But if there is a negative verdict, they are going to land in an almighty mess. There will be recriminations, with VHP-Bajrang Dal hard-liners training their guns at the BJP leadership," says Mr Dasgupta.

        The party brass, however, rejects any such possibility. RSS chief Mohan Bhagwat, BJP leaders say, has already said the response would be "lawful, constitutional and democratic". Mr Advani too has asked colleagues to "exercise caution, and maintain calm". A senior party leader took pains to assert that there will be over-the-board reaction in case the judgement goes against the BJP position. "But any move to hand over the site where Ram Lala has been continuously worshiped, since 1989, to Muslims will evoke a sharp reaction," he warned.

        India, US may sign $3.5 billion defence deal
        NEW DELHI: The largest-ever defence deal between India and the US — acquisition of 10 C-17 Globemaster transport aircraft by the Indian Air Force for $3.5 billion, nearly Rs 16,100 crore at current exchange rates, — is likely to be inked during US President Barack Obama's planned visit to India this November.

        Negotiations have reached the final stage and each of the giant transport aircraft, which can carry helicopters too, would be priced at around $300 million. After spares and maintenance are included, the final deal size would be around $3.5 billion, making it the biggest defence deal between the two countries.

        The C-17, also known as Hercules C-17, was deployed by the US in Iraq as well as Afghanistan. It is utilised for air dropping paratroopers and supplies, emergency evacuation and carrying heavy equipment like tanks.

        Interestingly, a C-17 accompanies the US President when he flies on the Air Force One, carrying the Presidential limousine and security apparatus. The C-17 is manufactured by Boeing and the IAF deal is being concluded through government-to-government negotiations under the US' Foreign Military Sales programme. The IAF wants the C-17 to replace its Russian Ilyushin IL-76 fleet that now acts as its primary transport aircraft. The IL-76 fleet is ageing and the C-17 is likely to provide IAF with much stronger transport capabilities.

        Having a modern transport aircraft will also help in relief operations during natural calamities.

        While the deal would be finalised at the government level, Boeing will handle its implementation as well as the offsets. Mark Kronenberg, vice-president for international business development at Boeing's defence, space and security division, said India would have the largest C-17 fleet outside the US once the deal is successfully concluded. Currently, UK has the largest C-17 fleet outside the US with eight aircraft, followed by Qatar and Australia. Without going into the deal's timing or its value, he said that Boeing would come into the picture after the two governments complete their negotiations.

        The C-17 acquisition will be bigger than the $2-billion deal for eight P-81 maritime reconnaissance planes signed in 2009, highly-placed government sources said. It is a major agreement between the two governments, they said on condition of anonymity. This huge order will come in handy for the Obama administration to highlight as one of the steps it has taken to rev up the US economy and create employment. Indian companies will also benefit since the government's offset policy mandates that 30% of the deal value flows back as offset business. The offset business for this deal is estimated to be around $1 billion.

        The C-17 can carry a payload of around 77,500 kg and has a range of more than 5,200 km. It can land even on runways that are just 3,500 ft long and 90 ft wide. The cruise speed of this heavy-lift transport aircraft is around 853 km/hour. The IAF had conducted a trial with the C-17 in June.

        Ever since the two countries entered into a strategic alliance, India has been buying American defence equipment. In 2009, for example, a $1-billion deal for six C-130 J 'Super Herculus' aircraft was inked and earlier this year 24 Harpoon Block III anti-ship missiles were bought for $170 million. The government also bought special VVIP aircraft from the US — also Boeing made —for use by the Prime Minister and the President.

        The US President is likely to visit Delhi, Mumbai and Amritsar in November, the sources added. Obama is likely to stay at the Taj in Mumbai, which was attacked by terrorists in 2008, as a sign of solidarity with India's fight against cross-border terrorism. He is also likely to visit the Chhatrapati Shivaji Terminus, another site of the deadly terrorist attack.

        'More than anyone else, it is Prime Minister Singh who has led the way in building our partnership,' he said conveying the greetings of the US Government on the conferment of the 2010 World Statesman Award by the Appeal of Conscience Foundation on Manmohan Singh.
        'History will also mark with special significance Prime Minister Singh's personal contributions to the emerging partnership between the world's oldest and largest democracies, America and India,' Burns said.
        'India's rise may be as consequential for international order, the future of the global economy and the promotion of human values as any other development in the new century unfolding before us, he said.

        VHP upset over SC stay on title suit verdict

        Expressing disappointment at the decision of the Supreme Court to stay tomorrow''s verdict of the Allahabad High Court on the Ayodhya title suit, the Vishwa Hindu Parishad today ruled out conciliation as a means to resolve the dispute. "Moves of conciliation are unacceptable to all the parties involved.
        previous meetings to resolve the issue through talks have remained futile. The option of talks is not open so far," VHP President Ashok Singhal told reporters here.
        Singhal said the delay in pronouncement of the verdict on the 60-year-old case was a "mockery" with the feelings of the people. He said a meeting of 45-member Sant Ucchadhikar Samiti (sants'' high-powered committee) will be held here tomorrow and an agitational programme could be finalised against the backdrop of SC ruling.
        He did not specify further. The saints were to meet tomorrow to discuss the verdict of the Special Bench of the High Court.
        But since the Supreme Court has stayed the pronouncement of the verdict, they will discuss the emerging situation after the latest developments. Questioning the reason behind staying the verdict of the Special Bench, Singhal said "a non-entity, insignificant person like Ramesh Chand Tripathi managed a stay when the nine major parties in the title suit are against conciliation.
        it is an effort to postpone things." He claimed that "big powers" were behind Tripathi who helped him get a stay.
        While refusing to name the big powers, Singhal said the move will go against them. On being pressed to specify who he was referring to, he said it was upto the people to decide.

        Congress welcomes Ayodhya deferment; BJP, Left differ

        Political parties reacted contrastingly to Thursday's Supreme Court decision to postpone the Allahabad High Court judgement on the Ayodhya temple-mosque dispute till Sep 28, with the ruling Congress welcoming the order and the opposition Bharatiya Janata Party (BJP) questioning the motive behind the deferment.
        The Left parties also found no purpose in the Supreme Court decision.
        Congress general secretary Janardhan Dwivedi told reporters here that the 'party respected the decision by the Supreme Court'.
        'Congress party's primary view is that issues like the Ayodhya dispute should be solved through dialogue between the concerned parties and communities,' Dwivedi said.
        'If the dialogue does not lead to a solution, then judicial means should be resorted to. In that case, everyone should respect the court verdict too,' the Congress leader said.
        Minister of State in the Prime Minister's Office Prithviraj Chavan said: 'It is good if the matter is sorted out-of-court.'
        'The most important thing is that no untoward incident should happen after the court pronounces its judgement. We all will abide by the court's verdict and if not satisfied, we have an option to approach the higher court,' said Chavan, who is also a Congress general secretary.
        The Lucknow bench of the Allahabad high court was scheduled to pronounce its verdict Friday on five title suits - four by Hindus and one by the Muslims, the Wakf Board - relating to the site in Ayodhya where the Babri mosque once stood.
        BJP leader Ravi Shankar Prasad Thursday questioned the intention of Ram Chandra Tripathi, whose petition was considered by the Supreme Court to defer by a week the Ayodhya verdict.
        'The high court tried for reconciliation, but this man (Tripathi) had not appeared then. Maybe someone is playing some game in the name of the Commonwealth Games,' Prasad told NDTV news channel.
        'How can a stranger who is a non-serious party disrupt it,' asked Prasad, adding that he was not speaking as a BJP spokesperson but as a senior lawyer.
        'He never appeared in the course of arguments in the high court,' Prasad said.
        Communist Party of India-Marxist (CPI-M) MP in the Lok Sabha Basudeb Acharia said the Supreme Court should not have postponed the judgement.
        'Whatever be the judgement, both the parties should be abide by that,' Acharia told IANS from his Bankura constituency in West Bengal.
        He also rejected the idea of a reconciliation. 'There is no scope for reconciliation,' Acharia said.
        S.Q.R. Illyas of the All India Muslim Personal Law Board (AIMPLB) said he was disappointed at the deferment of the verdict.
        'This is very unfortunate. The people were waiting for the judgment (Friday),' he said.
        Sunni Central Waqf Board counsel Zafaryab Jilani told a TV channel from Lucknow: 'I don't think there is any chance of reconciliation.'
        He said Tripathi is an insignificant person in the Ayodhya case. 'He is not at all a serious player,' Jilani said.
        He, however, said everyone has to respect the Supreme Court order.
        'It is an order. We have to respect it,' Jilani said.
        The mosque was demolished on 6 Dec, 1992, by Hindu radicals who claimed that the site is the birthplace of the Hindu god Lord Ram.
        Hindu plaintiffs in the title suits have argued that the mosque was built in 1528 by a Mughal general after razing a temple at the site.

        SAIL''s Verma seeks industry consensus on new Mining Bill

        SAIL Chairman C S Verma, who is also heading CII''s National Committee on Steel, today said he is seeking a "consensus" in the industry on the proposed mining bill that has created a furore over the scheme of 26 per cent profit-sharing with locals. Verma, the head of country''s largest steel producer SAIL, which has captive iron ore and coking coal mines to run its operations, said he is working towards collating industry''s views and aims to present it to the government before a final decision on the proposed legislation is taken.

        "We are aware of the government''s objective of benefiting the displaced. In that framework, we are discussing various issues -- is the levy too high, how will it be implemented, modalities of the payment, whether such practices are going on in other countries like Australia, Brazil, etc.

        "If we reach a consensus on these issues and there are appropriate suggestions, definitely, we will place it before the government," Verma told PTI after chairing a meet of the CII committee. In the meeting, which CII said was attended by different stakeholders of the industry, members also raised issues regarding the mode of such a payout, if the proposal is implemented.

        "We meet our captive requirement from the mines. We do not sell the mineral in the market, we don''t make any profit on that.

        We are discussing various modalities of such a payment," he added. A 10-member ministerial panel headed by Finance Minister Pranab Mukherjee arrived at a consensus last week on the new Mining Bill, which, among other things, makes it mandatory for firms to share 26 per cent of the profit from mining with project-affected people.

        The panel is to meet soon to clear the final draft of the Bill. Steel Minister Virbhadra Singh, who is a part of the GoM, has sought a "special consideration" for PSUs like SAIL and NMDC on profit-sharing, a proposal termed by industrialist- turned politician Naveen Jindal-led Jindal Steel and Power as discriminatory.

        The firm has also termed the proposed 26 per profit-sharing regime to be too high. Besides Jindal, the Tatas have also criticised the proposed levy and asked the government not to charge it as a separate tax, saying that social obligation is part of the operating cost of the company.

        However, Mines Secretary S Vijay Kumar maintained that the Bill will be finalised "based on the discussion of the Group of Ministers (GoM)", which is understood to have not talked about giving concessions to PSUs in profit-sharing. The new Bill, which seeks to expedite the grant of mining rights in a transparent manner, aims at attracting more investments in the sector from industries like steel.
        Govt extends ban on bulk SMSes, MMSes till Sept 29

        The government on Thursday extended till September 29 the ban on bulk SMSes and MMSes as a preventive measure in view of the court verdict on the Ayodhya title suit.

        An order in this regard was formally issued by the Ministry of Communications in consultation with the Ministry of Home Affairs.

        The order was issued to all mobile telecom service providers in the country for "banning all bulk SMSes and MMSes in all service areas with immediate effect till September 29".

        The Supreme Court on Thursday stayed for a week the Ayodhya title suit verdict that was due to be pronounced by Allahabad High Court tomorrow and will hear the plea for deferment of the judgement next Tuesday (September 28).

        The government is apprehensive that some extreme elements may foment trouble by inciting communal passions after during the period and taking all measures to check any untoward incidents.

        Home Minister P Chidambaram had yesterday appealed for peace and caution against rushing to any inappropriate conclusion over the matter.
        Govt pursuing 'inclusive growth' schemes: Krishna

        UNITED NATIONS: Though India still has to travel a long distance to eradicate poverty, it is pursuing "inclusive growth" schemes which have been designed to ensure that all sections of society benefit from them, External Affairs Minister S M Krishna has said.

        "We need to, however, be cognisant that the largest concentration of poor in the world continues to remain in India and South Asia," Krishna said at the closing session of the three-day Millennium Development Goals (MDGs) summit here yesterday.

        Though India still has to travel "a long distance to put poverty behind us," the country should not be "underestimated," he said.

        Krishna asserted that New Delhi is pursuing schemes of "inclusive growth" so that the fruits of growth reach everyone.

        "This, indeed, is the main objective of India's ambitious socio-economic development programmes," he said.

        The summit was convened to assess where the world stands in terms of achieving the eight social and economic targets by 2015.

        These MDGs include eradication of extreme poverty and hunger, achieving universal primary education, promoting gender equality, reducing child mortality, improving maternal health, combating HIV/AIDS and ensuring environmental sustainability.

        On the issue of climate change and rain-fed agriculture, Krishna described how changing weather patterns have aggravated the situation in traditionally drought and flood- prone regions in the country.

        "Our national action plan on climate change will increase the share of clean and renewable energy in our energy mix, increase energy efficiency across the economy and expand our forest cover," the minister said.

        Urging the international community to act quickly, Krishna recalled Mahatma Gandhi's words: "A small body of determined spirits fired by an unquenchable faith in their mission can alter the course of history."

        On the issue of women and children's health, the minister acknowledged that India faced "enormous challenges" in this area and said the government's National Rural Health Mission was aimed at providing health care in the rural areas, which is accessible, affordable, accountable, effective and reliable.



        New global lineup lists India as 3rd most powerful nation

        WASHINGTON: Recognising India's growing clout in the world, an official US report on global governance here declared the country the fourth most powerful nation/bloc behind the US, China and the European Union.

        The new global power lineup for 2010 compiling the world's most powerful countries/regions recognised India as the third most powerful country behind the US and China, and predicted that its clout as well as that of China and Brazil would further rise by 2025.

        "Global Governance 2025" -- a follow-on to the NIC's 2008 report - was jointly issued by the National Intelligence Council (NIC) of the powerful Office of the Director of National Intelligence and the European Union's Institute for Security Studies (EUISS).

        In 2010, the US tops the list of powerful countries/regions, accounting for nearly 22 per cent of the global power.

        The US is followed by China (more than 12 per cent), European Union (more than 16 per cent), India (nearly eight per cent), and less than five per cent each for Japan, Russia and Brazil.

        According to this international futures model, by 2025 the power of the US, EU, Japan and Russia would decline while that of China, India and Brazil would increase, even though there would be no change in this listing.

        By 2025, the United States would still be the most powerful country of the world, but it would have a little over 18 per cent of the global power.

        The US would be closely followed by China (nearly 16 per cent), European Union (14 per cent) and India (10 per cent).

        The report concludes that three effects of rapid globalisation are driving demands for more effective global governance -- economic interdependence, the interconnected nature of the challenges on the international agenda, and interwoven domestic and foreign challenges.

        According to the 82-page report, more effective global governance is critical to addressing "threats such as ethnic conflicts, infectious diseases, and terrorism as well as a new generation of global challenges including climate change, energy security, food and water scarcity, international migration flows and new technologies," which are increasingly taking centrestage.

        Complicating the prospects for effective global governance over the next 15 years, however, is the shift to a multi-polar world, particularly the shift in power towards non-state actors, it says.

        World economy back from the brink, but more to be done: Obama

        US President Barack Obama told the UN Thursday that global cooperation had rescued the world economy from its worst recession in generations, but he said many countries and people were still facing difficult times.
        'There is much to show for our efforts, even as there is much more work to be done,' Obama said in an annual speech to the UN General Assembly.
        'The global economy has been pulled back from the brink of a depression and is growing once more,' he said. 'But we cannot and will not rest until these seeds of progress grow into a broader prosperity for all Americans and for people around the globe.'
        Obama has faced much domestic criticism as the US economic recovery has weakened, while other countries fret that the world's largest economy can no longer drive global growth.
        Unemployment in the US remains near 10 percent, and the economy grew only 1.6 percent in the second quarter.

            Pray, Why?Although it is no concern of mine where they build the mosque in New York, I am glad I am neither part of the problem nor part of the solution. Now that the crackpot Florida pastor has exited the scene, the Quran-burning stunt no longer clouds our vision. Therefore, the question of whether a mosque should be built next to "ground zero" (two blocks or three blocks away is irrelevant) has no complicating side-issue attached to it. The position of Mayor Bloomberg and President Obama is commendable: the United States of America has no state religion, and citizens can worship whoever and whenever they wish. This stand is morally and constitutionally unimpeachable. One of the cardinal principles laid down by the founding fathers is thus being gloriously reaffirmed by a city renowned for its religious tolerance. What better way to show the world, especially the Muslim world, that America is not at war with Islam but only with Al Qaeda. It would be a brave person who would argue with such a sane exposition of put your money where your mouth is!

        Yet. Yet. Yet. If Americans who insist the mosque must be built at the precise place planned also accept that 9/11 was an unprecedented atrocity which traumatised the American people, a trauma with which they are still coming to terms, then it is pertinent to ask why a mosque needs to be built adjacent to the spot where thousands perished at the hands of jehadi Muslims? Unless the purpose of this cock-eyed scheme is to provoke not only people like Terry Jones but also ordinary, decent Americans very much committed to the idea of freedom of worship. If the proposed mosque had been given a plot a couple of kilometres away from its present site, would one of America's cherished values have been permanently besmirched?

        The comparison with our own temple vs mosque controversy in Ayodhya is not entirely out of place. Sensible, sober and pseudo-secular Indians have been pleading that a magnificent Ram temple be constructed, but not necessarily at the precise place where the mosque stood. If that logic holds for Ayodhya, why not for New York?


        The Schizoid Chariot

        Cricket lovers can only shed tears at the state of the Pakistan team. Here is a side of such individual brilliance and flair, endowed with such skills and style that no matter where your loyalties lie, you stand up and applaud them. And yet collectively they are about as cohesive as Dr Manmohan Singh's cabinet. The visceral bickerings between players defy comprehension. I remember an incident in Mumbai, when close to midnight, Javed Miandad was seen running after Abdul Qadir in the corridors of the Taj Mahal hotel with a knife in his hand. I don't want to get all heavy and Freudian, but the Pakistan cricket team is currently a metaphor for the Pakistani state. A country facing an existential crisis will produce a team which reflects that crisis. The fact that the Pakistan government and the ruling elite believe their players have been stitched up courtesy an elaborate Indian conspiracy is characteristic of a nation living in denial of the nature and magnitude of the calamity it is facing.

        Meanwhile, a letter in The Daily Telegraph (London) reflects the British attitude to the scandal: "We should congratulate the Pakistani cricketers for making an ancient, boring rain-making ceremony mildly interesting to a silent majority who probably could not name anyone in the English team. The scandal removes pseudo-celebrities and the credit crunch from the headlines. But it will not last—we can bet on that."


        Nay, Nay, Cap'n

        I am reading Tony Blair's account of his days in power, A Journey. It is light, pleasant night-time reading which does not tax the brain or challenge the imagination. The book reveals in great detail the toxic rivalry between the prime minister and his deputy, Gordon Brown. It makes the disagreements between, say, Chidambaram and Digvijay Singh, look like a tea party. If the top two men in government—Blair and Brown—were forever plotting and scheming against each other, how did they find the time to do their jobs? At one point, Tony Blair is driven to ask the famous football manager Sir Alex Ferguson what he would do with a player who is "brilliant" but a big "problem" for the captain. Ferguson's advice: Chuck him out.

        The late US president Lyndon Johnson had the best solution to this kind of personnel problem. "It is better," he said, "to have him inside the tent pissing out, rather than outside the tent pissing in."


        Biting Humour

        I was at a TV awards function hosted by Impact magazine recently. Two stand-up comics were presented to entertain the guests. They tried valiantly but the whole affair was a bit stale. When my turn came to speak, I couldn't help recounting a Tommy Cooper joke. Two cannibals are eating a stand-up comic. One says to the other: "Does the food taste funny to you?"

        There are four title suits pending before the Lucknow bench of the Allahabad High Court over the disputed land at Ayodhya. The legal battle over the 80 feet by 40 feet land far predates the VHP movement to construct the Ram temple.

        The first case filed in January 1885 by Mahant Raghubir Das seeking permission to construct a temple on the chabutara outside the Babri Masjid was dismissed. The mandir-masjid issue then remained in suspended animation until the night of December 22, 1949, when trespassers broke into the Babri Masjid and installed an idol of Ram. Subsequently, the city magistrate attached the premises.

        In the next 12 years, four title suits followed—all still pending before the courts. These include the one filed in December 1950 by Mahant Ramchandra Das Paramhans who is now the chairman of the Ram Janmabhoomi Nyas and another by the Sunni Central Boards of Waqfs, UP, in December 1961. All the four suits were clubbed together and brought before the Allahabad High Court which began recording oral evidence in July 1996.

        The case has always moved at a snail's pace. Out of the 100 witnesses, only 23 have testified till now. On an average, the examination of a witness takes a fortnight. Says former Delhi High Court chief justice Rajinder Sachar: "It is really impossible to find whether Ram was born on that exact piece of land. The matter will go on and on for years."

        The Union government on March 5 filed a petition before the Lucknow bench of the Allahabad High Court to expedite the case by holding daily hearings. Further, it suggested that the court appoint a commissioner or a judge to record the statements of the witnesses. But all this does not necessarily mean a speedy settlement of the issue. The case, fear legal experts, could be a long-drawn one.

        CIA runs 3,000-strong covert army to hunt down al-Qaeda in Pakistan

        New York America\'s CIA is running a 3,000-strong covert army to hunt down key leaders of the Taliban and al-Qaeda in not only Afghanistan
        but across the border in Pakistan.
        This heavily-armed irregular force manned entirely by Afghan personnel operates in small units called Counter-terrorism Pursuit Teams, the New York Times reported on Thursday, quoting extracts from a new book \'Obama\'s wars\' by journalist Bob Woodward.
        The stunning disclosures in the book which is making waves for laying bare the policy divisions and the personality clashes among the Obama advisers on the Afghan policy may complicate relations between Washington and Islamabad, the paper said.
        \"Firing missiles from unmanned drones patrolling over Pakistan\'s turbulent northwest tribal region at a rate that has outstripped the Bush administration\'s record is bad enough and now to have brigade size paramilitary units operating inside Pakistan marks a significant expansion of the covert war that the Obama administration has waged there,\" the book claims.
        These forces, the paper said, conducted clandestine raids into Pakistan as part of stepped-up campaign against al-Qaeda and Afghan Taliban havens there.
        The CIA directs and funds the force, which is being billed as the best Afghan fighting force which has made major contributions to stability and security, the book claims.
        \"The covert army captures and kills Taliban fighters and seeks support in Tribal areas,\" the NYT reported and quoted Pentagon officials as saying that these Afghan units were closely working with American Green Berets to go after Taiban fighters.
        According to the Woodward\'s book, by the end of 2009 strategy review, the President had concluded that the task in Afghanistan could not succeed without wiping out al-Qaeda and Afghan Taliban havens operating with impunity in the border tribal areas of Pakistan.
        The book says that Obama has remarked, \"We need to make clear to the people that the cancer is in Pakistan\", so the CIA had turned into its classic old strategy of setting up of a lethal proxy unit.
        The book says that such \"kill teams\" were also operating within Afghanistan to target groups like Haqqani network, closely linked to Taliban and al-Qaeda.
        The members of these hot pursuit units have been probably recruited from the private militias of warlords.
        Rural Market

        The Indian growth story is now spreading itself to India's hinterlands. The rural consumer market, which grew 25 per cent in 2008, is expected to reach US$ 425 billion in 2010-11 with 720-790 million customers, according to a white paper prepared by CII-Technopak, in November 2009. The figures are expected to double the 2004-05 market size of US$ 220 billion.
           
        The Union Budget for 2010-11 has hiked the allocation under the National Rural Employment Guarantee Act (NREGA) to US$ 8.71 billoin in 2010-11, giving a boost to the rural economy.
           
        FMCG
           
        According to figures released by market researcher Nielsen, demand for personal care products grew faster in rural areas than urban areas during the period January-May 2010.
           
        In shampoos, rural demand grew by 10.7 per cent in value terms, while in urban markets, it rose by 6.8 per cent. Similarly, toothpaste sales grew by 9.1 per cent in rural India and by 4.4 per cent in urban markets.
           
        Several fast moving consumer goods (FMCG) companies such as Godrej Consumer Products, Dabur, Marico and Hindustan Unilever (HUL) have increased their hiring in rural India and small towns in order to establish a local connect and increase visibility.
           
        Swiss FMCG giant, Nestle plans to make further inroads into the rural markets. The company has asked its sales team to deliver "6,000 new sales points every month in rural areas" to expand its presence in Indian villages, according to Antonio Helio Waszyk, Chairman and Managing Director, Nestle India .
           
        Retail
           
        The rural retail market is currently estimated at US$ 112 billion, or around 40 per cent of the US$ 280 billion Indian retail market, according to a study paper, 'The Rise of Rural India', by an industry body.
           
        Hindustan Unilever (HUL) is planning to significantly increase its rural reach. According to Harish Manwani, Chairman, HUL, the quality and quantity of rural coverage will go up to the extent that "what we have done in the last 25 years we want to do it in the next two years." Currently HUL products reach approximately 250,000 rural retail outlets and the company intends to scale it up to nearly 750,000 outlets in two years time.
           
        Direct selling firm Tupperware India, known for its storage containers plans to foray into the rural markets in the next two-three years. "We have solid plans for the rural market. We are working on bringing products for rural people as well," said Asha Gupta, Managing Director, Tupperware India.
           
        Castrol India is pushing its rural sales by building up a distribution infrastructure to reach out to all villages. According to Ravi Kirpalani, Chief Operating Officer, Castrol India, "Our distribution now reaches 5,000-7,000 towns and villages, but we are planning to take our products to six lakh villages with a population of less of 5,000.''
           
        Automobiles
           
        Car sales in rural India have been on the increase in the last three years since the government announced various schemes such as farm loan waiver etc, for the rural population.
           
        Maruti Suzuki's share of rural sales has increased from 3.5 per cent to 17 per cent in the last three years. Mahindra & Mahindra (M&M) is now selling more Scorpios in rural and semi-urban markets. Scorpio sales have increased from 35 per cent to 50 per cent in the last two years.
           
        Toyota Kirloskar Motor (TKM), in which Japan's Toyota Motor Corp holds an 89 per cent controlling stake, is planning at selling 40 per cent of its cars in rural markets in India. According to Hiroshi Nakagawa, Managing Director, TKM, "We are aggressively expanding our dealership footprint in India and quite a significant portion of this will be in country's heartland. By end of 2010, we plan to have 150 dealers across the country."
           
        Yamaha is also planning a major initiative in rural India by launching more models in the affordable price range in 2010. "We are very strong in Tier 1 and Tier II cities. Now onwards, our focus will be rural India (Tier III towns). We will launch more models in the affordable price range to dominate the rural market," according to Pankaj Dubey, National Business Head, India Yamaha Motor. At present, around 15 per cent of its sales come from the rural market and Dubey sees this demand increasing substantially in 2010.
           
        Tata Motors is also making efforts to sell its pick up truck Ace in rural markets. It has already opened 600 small outlets for the Ace in rural and semi-urban markets. It has also tied up with 117 public sector, gramin (rural) and co-operative banks to help small entrepreneurs buy the vehicle.

        India's new retail growth centres- small towns

        KOLKATA/MUMBAI: Indian retail juggernaut, which began rolling towards smaller cities and towns a few years ago, has gathered momentum as retailers are now going whole hog to make a killing. Changing demographics, higher disposable income and improved agri-produce realisation have made smaller cities and rural areas the future hotbeds of growth. And Indian retailers are in no mood to miss out on this big, untapped growth opportunity.

        So, from customising collections and keeping a wider entry-level merchandise mix to leveraging local franchisee know-how and opening more outlets, retailers such as Future Group, Shoppers Stop, ITC Wills Lifestyle and Spice Hotspot are trying every possible permutation and combination in their effort to rake in moolah.

        "Disposable income in smaller towns has risen significantly in the recent past as they were largely unaffected by the slowdown," said Kumar Rajagopalan, CEO, Retailers Association of India (RAI). The rush towards smaller towns is triggered mainly by the low availability of property at right prices in the big cities, feels Mr Rajagopalan.

        Shifting Gears

        Retail chain Shoppers Stop will open over 12 stores in smaller cities by year-end. The K Raheja-promoted company, which has positioned itself as a "bridge-to-luxury" brand, will open department stores in cities such as Ahmedabad, Aurangabad, Jalandhar, Ludhania, Mysore and Vijayawada with an investment of Rs 120 crore.

        "Before we enter smaller cities like Amritsar, Bhopal and Aurangabad, we already have loyalty customers there, courtesy people from those locations who have shopped in nearby metros," said Shoppers Stop vice-president (marketing & loyalty) Vinay Bhatia.

        Shoppers Stop stocks a smaller assortment of bridge-to-luxury products in such smaller markets, at about 5-10% of the total merchandise as compared to big cities where it's about 15-20%. "Our experience also tells us these cities have a lower working women population and less occasions to wear formalwear. So we have more casualwear and a bigger ethnic mix in these stores," adds Mr Bhatia.

        Future Group is planning to enter 10-12 towns every year. About 15-20% of the product mix in smaller stores of India's largest retailer is customised to the regional requirements of the market. "This mostly happens in food, ethnic apparel, general merchandise and home products," said Rakesh Biyani, CEO, retail, Future Group. "It allows us to build a connect in smaller cities. Sales per sq ft may be lower than the cities, but then the costs are lower too. As we adopt a cluster approach for expansion, these cities will become more lucrative," said Mr Biyani.

        Democracy the prize at Ayodhya


        The courts cannot settle the Ram Janmabhoomi dispute, only politics can. And this is not a question of striking some compromise between rival litigants in the title suits over the piece of land on which the Babri mosque stood till December 6, 1992 and which many Hindus believe to be the birth place of Lord Ram. Nor is it a question of some religious or political leaders deciding to bury the hatchet.

        The solution to a dispute like this one lies in more robust democracy, and building that is a protracted business. The response of the mainstream political parties and of the Muslim community should be designed to strengthen the process of building democracy, not to disrupt it.

        The rights of India's minorities are best protected by reinforcing democracy, not by patronage of one political party or another. Leaders of the Muslim community should refuse to accept the profuse, insistent offers of patronage that assorted political parties and leaders are guaranteed to extend in the wake of the court verdict on the disputed site.

        No major organised violence is likely to greet the court verdict, whichever way it goes. And this is not just because those who lose the case in the high court have the option of going on appeal to the Supreme Court. Building a Ram temple has always been a secondary goal of the movement that the Sangh Parivar kicked off in 1982 through the Vishwa Hindu Parishad. The principal, tangible goal was to demolish the mosque, not to build a temple in its place. The temple motif was brought in only to mobilise support.

        The Ayodhya movement that polarised the polity on communal lines, caused riots and killed people was a political movement, not one of faith, although it manipulated faith to subserve its political goal. Through the immediate, tangible goal of demolishing the mosque, the movement pursued the larger objective of the Sangh Parivar, of redefining Indian nationhood as Hindutva.

        Demolishing the mosque, overriding the protection offered by different organs of the constitutional Republic, would demonstrate to the Muslim community where exactly it stood vis-à-vis the relations of power that govern society and its conduct. And this goal was achieved when a mob brought the mosque down.

        India a thriving democracy: Obama

        UNITED NATIONS: Ahead of his landmark visit in early November, President Barack Obama on Thursday described India as a "thriving democracy" which peacefully overthrew colonialism.

        "I will visit India, which peacefully threw off colonialism and established a thriving democracy of over a billion people," Obama told world leaders at the annual debate of the UN General Assembly in New York.

        Underlining the importance of democracy, Obama said there is no right more fundamental than the ability to choose your leaders and determine your destiny.

        "Make no mistake: the ultimate success of democracy in the world won't come because the United States dictates it; it will come because individual citizens demand a say in how they are governed," he said, while addressing the annual session of the UN General Assembly.

        Noting that democracy reflected the "uniqueness" of a country, Obama also praised state of democracy in Indonesia where he plans to visit in November.

        "I will continue to Indonesia, the world's largest Muslim-majority country, which binds together thousands of islands through the glue of representative government and civil society," he added.

        Turning to the Middle East, Obama pointed out that the conflict between Israelis and Arabs was as old as the UN, and the international community could turn up the next year at the same debate and make the same speeches.

        "Or, we can say that this time will be different - that this time we will not let terror, or turbulence, or posturing, or petty politics stand in the way," he said.

        On the issue of Iran's nuclear programme, Obama said that the doors of diplomacy were open and urged Iran to walk through it and seek a resolution.

        "But the Iranian government must demonstrate a clear and credible commitment, and confirm to the world the peaceful intent of its nuclear programme," he said.

        Iran's President Mahmoud Ahmadinejad is scheduled to speak later on Thursday.

        Turning to the problem of al-Qaeda, Obama said that while the US was drawing down in Iraq, it was shifting all its focus on Afghanistan and battling the terrorists and militants who had sought refuge in its wild terrain.

        Guwahati, Sep 23 (PTI) Congress leader Rahul Gandhi today suggested that there are more important fundamental issues like education and infrastructure than Ayodhya. Interacting with students at IIT Guwahati, Gandhi said, "my personal view is that there are many many fundamental issues that are much more important like infrastructure, the type of education we are providing to our youngsters and the type of technology we use".
        He was responding to a question on whether he thinks it is worthwhile at this time to spend so much time and energy over deciding whether a temple or mosque should be there at the disputed site in Ayodhya. Gandhi at the same time said, "We are a democracy and there are people in this country for whom those types of decisions are important and they have a perspective and view on this".

        Legal experts today said there are options within the legal framework to retain one of the retiring judges in the three judge bench of the Allahabad High Court to deliver the verdict on the Ayodhya title suit. They said if the Supreme Court interim stay stands beyond September 28, there is a constitutional provision to retain the judge, D V Sharma who retires this month-end by appointing him as an adhoc judge till he signs the judgement.
        Former Law Minister Shanti Bhushan and noted constitutional expert P P Rao said such a ocassion will not arise as there are all likelihood that the Chief Justice of India will appoint a three-judge bench to hear the matter on Tuesday and two days will be there for the High Court to deliver its verdict before one of the judges retires. "The situation which has arisen today due to difference of opinion between the two judges will not arise when a larger bench will hear the issue," they said adding that if in any chance there is a delay, government can retain the retiring judge by appointing him adhoc judge.
        Rao said another option is that the judge, who is retiring during the pendency of the matter can sign the judgement and place before the Chief Justice of the High Court in a sealed envelope, which could be opened if the apex court gives a go ahead to the High Court to pronounce the verdict. However, senior advocate K K Venugopal, who had appeared in the apex court on the Ayodhya dispute in 1992 when Kalyan Singh was the Chief Minister, said such a situation would not arise.
        He said he was hopeful that the verdict will come before the retirement of the judge. "There are all likelihood that the CJI will constitute a three-member bench to avoid the situation like today when there was a split of opinion between the two judges.
        The three judges will decide the issue on Tuesday giving sufficient time to the High Court to deliver the verdict before the retirement of one of its judges," Venugopal said.

        CWG mess: PM steps in; calls Gill, Reddy for meeting

        With the build-up to the Commonwealth Games going from bad to worse, Prime Minister Manmohan Singh has called a meeting with Sports Minister M S Gill and Urban Development Minister Jaipal Reddy here today to discuss the troubled preparations for the October 3 to 14 event.
        Singh will meet Gill and Reddy, who heads the Group of Ministers overseeing the Games' preparations, here this evening in the face of the mounting international criticism of the country's preparedness to hold the event, sources in the Prime Minister's Office said.
        The meeting comes two days after international delegates lambasted the Games Village as "filthy and uninhabitable" and top teams such as Canada, Scotland and New Zealand delayed their departure to the Indian capital.
        The Games' build-up has been nothing short of disaster which has only grown in proportion ever since allegations of corruption first came out. Apart from accusations of inefficiency, the Organising Committee and the government have also been left embarrassed by the collapse of a foot over-bridge near the Jawahar Lal Nehru Stadium, which is the main venue for the mega-event.
        The first multi-sport international event being held in India since the 1982 Asian Games threatens to become a national embarrassment with several top athletes already pulling out and some more adopting a wait-and-watch policy before taking a final call.


        Obama era dips US approval in India, Pakistan: Poll

        WASHINGTON: The US leadership has generally gained approval in Asia since the Obama era began but it declined most in Vietnam, Indonesia, and India, where residents are now significantly more uncertain, according to a new poll.

        Views of US leadership in 2010 vary considerably across Asia, with as many as 77 per cent approving in Singapore and as few as 18 per cent approving in Pakistan and India, according to a Gallup poll released Monday showing higher approval ratings than in 2008 in 10 out of the 18 countries surveyed.

        "While Pakistanis' high disapproval (68 per cent) of US leadership largely explains their low approval number, the high percentage of Indians (72 per cent) who don't have an opinion largely explains theirs. Indians who do offer an opinion are more likely to approve than disapprove," said Gallup, a noted US public opinion research organisation.

        In fact, in many other countries in the region where approval is lowest - Vietnam, Sri Lanka, Nepal, and Indonesia - about half or more of respondents do not have an opinion about US leadership, but those who do are more likely to approve than disapprove, it said.

        The number of respondents who express uncertainty about the US leadership has increased significantly since 2008 in India, Vietnam, Nepal, and Indonesia.

        Pakistan and Afghanistan are the only countries surveyed where a majority express disapproval of US leadership, at 68 per cent and 54 per cent, respectively. Approval in these two countries has varied over the last few years.

        While US approval ratings have improved dramatically in several Asian countries since 2008, a majority of Afghans and Pakistanis do not share this positive view, Gallup said.

        "This highlights the importance of building on positive perceptions in neighbouring India and Bangladesh - where residents are more likely to approve than disapprove - to shore up support in South Asia," it said.

        "US leadership has gained traction in parts of Asia, but the rising proportion of those who don't have an opinion suggests it may be losing some of its visibility in several areas," the poll concluded.

        PepsiCo CEO Indra Nooyi sees great growth, hurdles for India

        NEW YORK: PepsiCo Inc Chairman and Chief Executive Indra Nooyi has a clear message for her homeland of India -- improve your infrastructure, work force and sanitation, attract more foreign investment, and develop faster.

        At a panel discussion on Tuesday evening hosted by the Yale-India Initiative, Nooyi said it was tough for her to talk about India, since she has "one foot there and one foot here."

        She called India a "must-invest" market, citing its demographics, ample work force and pace of innovation.

        "We see a growth market for the next 50 years at least, which is not the case in many of the other markets we participate in," said Nooyi, the highest-ranking Indian-born woman in corporate America. "We are in India for the long haul."

        Still, Nooyi said she wanted to talk about India constructively in terms of what can be done better, "so you can attract more investment and India itself can develop faster."

        The biggest obstacle is infrastructure, she said.

        "If I use the word 'appalling,' that would be a bit of an understatement," said Nooyi, who hails from the southern city of Chennai. "When we talk about reaching every nook and corner of India we need an infrastructure. ... We need power 24 hours a day in every part of the country. We need water."

        "I'm not saying developments haven't been made, but it's not as fast as it needs to be," added Nooyi, who has a reputation for being a demanding manager.

        The next two obstacles are a work force that largely lacks the proper skills and a poor level of health and hygiene, she said.

        "We think that if you improve education you can improve the hygiene standards in India and you can reduce the incidence of disease," said Nooyi. "And the economy itself will become much more healthy going forward."

        In 1989 PepsiCo established its business in India, where it now has more than 36 bottling plants including 13 owned by the company and 23 that are franchise-owned. In the latest quarter, its beverage sales volume rose at a double-digit rate.

        US ECONOMY STILL DELICATE

        Nooyi, who played in an all-girl rock band in her youth and now enjoys ballroom dancing, came to the United States to attend Yale School of Management. She graduated in 1980. Now a U.S. citizen, she has worked for PepsiCo since 1994. She was named to the top job in October 2006.

        Nooyi, who turns 55 in October, told Reuters that she is completely focused on making PepsiCo "the defining corporation of the 21st century." But further out, she sees a possibility of public service.

        Govt to unlock 30k acres in NCR

        The National Capital Region (NCR) may soon have 30,000 acres of land available for residential construction, if the government's steps in this direction bear fruit. The Centre is attempting to fast-track the resolution of disputes over NCR title deeds, which force developers to stay away. NCR is estimated to be short of 5 lakh housing units, and demand is growing at 1 lakh units a year.
        The move will spark price correction, releasing over 2 million housing units. The exercise piloted by the urban development ministry and implemented by the NCR planning board, will be kicked off by year-end.
        The exercise will unlock land in three states: eight districts in Haryana (Gurgaon, Rewari, Faridabad, Sonepat, Rohtak, Panipat, Jhajjar and Mewat); five districts of Uttar Pradesh, (Ghaziabad, Bulandshahar, Meerut, Baghpat and Gautam Budh Nagar) and one district (Alwar) in Rajasthan. The government plans to seek help from local bodies to identify and verify land ownership, after which independent agencies will cross-check data.
        "This is good for developers who can get land and good for consumers who can get residential units at lower prices. But one has to see how it is implemented. India doesn't have a very good history in implementing such policy initiatives. One also has to see how soon the free land can be made available for developers," Abhishek Kiran Gupta, head-research, Jones Lang LaSalle, India said.
        "In any big transaction, the problem of title deed arises at some point. We are trying to work out a formula. Various suggestions have come in. The exact strategy will be worked out in some time," an urban development ministry official said.
        The ministry plans to advise states to create an ad hoc title deed in the name of the claimant to facilitate the transaction. "This should not be difficult as in villages and small towns, everyone is aware of who owns which land. The only problem in some cases is that official records are not available. This exercise will help do away with this problem," said an official from the Haryana housing board.

        Mining Bill as per GoM suggestions: Secy

        Amid a furore over 26 per cent profit-sharing with locals under the proposed new mining law and demands for watering down the provision for PSUs, the Mines Ministry today said its final draft will go with the recommendations of the Group of Ministers.
        "Based on the discussion of the Group of Ministers (GoM), the final draft of the new mining bill is being prepared by the Mines Ministry and will be placed before the GoM. After that it is to be sent to the Cabinet," Mines Secretary S Vijay Kumar said.
        Last week, the 10-member ministerial panel headed by Finance Minister Pranab Mukherjee arrived at a consensus on the Mining Bill, which, among other things, makes it mandatory for companies to share 26 per cent of the profits from mining with project-affected people.
        The GoM will meet soon to clear the final draft of the Bill.
        Steel Minister Virbhadra Singh, who is a part of the GoM, has sought a "special consideration" for PSUs like SAIL (SAIL.NS : 204.4 -2.6JINDALSTE.NS : 702.5 -2.35
        Besides Jindal, the Tatas have also criticised the proposed levy and asked the government not to charge it as a separate tax, saying that social obligation is part of the operating cost of the company.
        The new Bill has proposed that companies share 26 per cent of the profits from mining with the locals who lose land.
        For such profit-sharing, the GoM has proposed creation of a District Mineral Foundation, for disbursement of benefits to the locals.
        It also proposes that in case a mine is non-functional, or running in losses, the firms should compensate the people affected by land acquisition by paying them an amount equal to the royalty given to state governments.
        The royalty paid by mining companies to state governments runs into hundreds of crores of rupees.
        The new Bill seeks to expedite the grant of mineral concessions in a transparent manner and attract big-ticket investments in the sector.
        Mines Minister B K Handique had earlier said the ministry plans to introduce the Bill in the Winter Session of Parliament to replace the existing Mines and Mineral Development and Regulation (MMDR) Act, 1957.
        The new legislation is being framed at a time when UPA Chief Sonia Gandhi has voiced concerns over land acquisition norms. Gandhi had said she favours the Haryana model, where farmers are provided lucrative compensation in addition to annuity for 33 years.


        FM optimistic of economy growing over 8.75 pc in FY11
        Finance Minister Pranab Mukherjee on Thursday exuded confidence that the Indian economy will post better growth than 8.75 per cent this fiscal, as projected by the economic survey.

        "I am optimistic that at the end of this year we will be able to surpass our GDP growth forcast of 8.5-8.75 per cent given in the Economic Survey," Mukherjee said at a function on Indo-German Industrial and Economic cooperation.

        Indian economic growth slowed down to 6.7 per cent in 2008-09 from 9 per cent in the previous three years, as an aftermath of the global financial crisis.

        To blunt the impact of the global crisis, the government provided stimulus to the economy by cutting taxes and stepping up public expenditure. This catapulted economic growth to 7.4 per cent last fiscal.

        Indian economy expanded by 8.8 per cent in the first quarter of this fiscal against 6 per cent a year ago. The first quarter growth this fiscal is encouraging, particularly since the government partially withdrew the stimulus by raising excise duty by 2 per cent to 10 per cent.

        Coca-Cola to invest $121 mln in Karnataka

        NEW DELHI (Reuters) - Coca-Cola Co plans to invest up to 5.5 billion rupees ($121 million) in a new plant it would set up in Karnataka, a senior company official said, as it expands capacity in one of the fast-growing markets.
        Hindustan Coca-Cola Beverages Pvt Ltd, a unit of Coca-Cola Co, will build the plant in Karnataka to make sparkling and still beverages, juices and juice drinks, T. Krishnakumar, CEO of the unit said in a statement to Reuters.
        "We want to ensure that we create adequate capacity to meet the projected growth in the packaged beverage market over the coming years," he said.
        The company plans to invest 2.5 billion rupees to set up the facility and has also provisioned to spend 3 billion rupees in the second phase, Krishnakumar said, adding Coca-Cola had so far invested more than $1 billion in its Indian operations.
        The new plant would be in addition to two bottling plants already operational in the state, he said. Coca-Cola currently has 23 company owned bottling facilities, 22 franchise-owned plants and 11 contract packing units in India.

        Gains for India and Bharat from convergence

        Having an urban bias, we have never looked at technology as an enabler and leveller for farmers. Being that the Indian society and economy are largely agrarian, it is critical for the government to make investments in technologies that would benefit people from all strata. Let's look at broadband in India and how the growth in this space could contribute to all societies.
        Until now, broadband has historically been related to data but now, with voice and video playing a more important role than data, it is closer to human interface. With speeds of 4 Mbps to 24 Mbps becoming possible with wired broadband, it is very easy to transmit voice and video to every corner of the country, serving the aam aadmi. Earlier we used to talk of bandwidth in kbps, which was essentially voice and data, but now with India progressing to Mbps, video is also enabled along with voice and data. With this broadband speed, voice and video can reach out to the common man.
        Notably, even the farming communities would benefit, along with any other business, as long as the content is available in an easily understandable audio/visual format. Because of this, broadband is a technology that acts as an enabler and leveler for all communities across India. In the agricultural industry, broadband would enable the flow of information on topics like farming techniques and solutions.
        Looking at the communication industry from a larger perspective, it is now universally accepted that any increase in communication does lead to a higher GDP. Every 10% penetration in wireless voice communication adds 0.3% to 0.4% to GDP. For broadband, the figure is 1.2% to 1.4%, nearly four-fold increase in productivity and GDP, comparatively. This is because wireless communication, within the limits of affordability by common man, mostly covers only one facet of communication voice, as opposed to voice, video and data together, which is enabled by broadband. Because of this, broadband is a very important initiative and needs attention from the current government when the budget plans are made.
        The French government recently announced a budget of 2.8 bn euros for broadband penetration. In 2009, when rest of the world was grappling with recession, the Australian government announced that investing in broadband would be beneficial in softening the economic crisis. At that time, they set aside a specific fund for broadband penetration.
        Similarly, the government should set aside funds for financing broadband or subsidising promotion of broadband, looking at it from the perspective of an essential infrastructure. The government should take special initiatives for creating a broadband infrastructure. Subsidy should be provided for building infrastructure and not necessarily services. Services should pay for themselves, which will happen if a profitable model is in place. For broadband to penetrate and reach the masses, there should be a special initiative or a fund set aside to build its infrastructure, as is done with any other infrastructure development projects.
        For the aam admi, broadband will play a crucial role in upgrading communication to voice and video because video does not have boundaries when it comes to language and visual understanding. Video was used as an entertainment medium, but restricted as one-way communication, through television. As the infrastructure becomes available it will automatically morph and will be used for information, education, communication and also e-governance.
        Visual aid is also taking a higher role in education. If video becomes a staple in communication, then the digital divide would decrease, as video does not require computer literacy or knowledge of the English language.
        As for e-governance, it is high time the state looked at a dedicated network for the government to enable G2C (government-to-consumer), G2B (government-to-businesses) and G2G (government-to-government) transactions. Today, different state departments rely on leasing network bandwidth from service providers. With broadband being enabled, the government transactions to multiple entities could go directly to the aam admi.
        This year's Budget has been positive towards various sections, but it would have been better if allocations had been made towards broadband infrastructure and treated it as an essential infrastructure segment.

        India, Germany hold huge potential for cooperation, says Pranab Mukherjee

        New Delhi, Sep.23 (ANI): Union Finance Minister Pranab Mukherjee said on Thursday that India and Germany hold tremendous potential for cooperation between them in various sectors including bio-technology, infrastructure development, telecom and health care among others.
        Addressing the 17th Session of Indo-German Joint Commission Meeting on industrial and economic cooperation in the national capital today, the Finance Minister said
        He said today's meeting of the joint commission will give an opportunity for both the countries to identify their strengths as well as bottlenecks for making the process smoother in the coming months. This would give an impetus to our delegations to enhance their engagement to their full potential.
        While giving a brief account on the recent developments in the Indian economy, Mr. Mukherjee said, "Our economy has grown by 8.8 per cent in the first quarter of this current financial year due to an upswing in the manufacturing sector and a better farm output of 2.8 per cent."
        Stating that the Joint Working Groups under the Joint Commission have increased from three to seven, Mr, Mukherjee said, it indicates that both India and Germany have expanded their areas of cooperation.
        Vocational training and agriculture have emerged as key areas of collaboration, the Finance Minister added.
        Rainer Bruderle, the German Minister of Economics and Technology, on the occasion, said that there was a great scope for investment by Indian industries in Germany and vice-versa.
        He said that both the countries have come out of the recent international financial crisis successfully and have greater scope of cooperation in the field of energy including renewable energy and infrastructure sector among others.
        r. Mukherjee in his address said, "Our relationship in the field of trade and economics is one of the most dynamic facets of our bilateral partnership. Germany is India's largest trade partner in Europe."
        "During the visit of Chancellor Angela Merkel in 2007, both sides set a trade target of Euro 20 billion to be achieved by 2012. Despite the economic crisis, I understand that we are on track to achieve this target by 2012," he added.
        He said in terms of Foreign Direct Investments(FDIs) inflows into India in 2009, Germany was the eighth largest investor with inflows of 599.93 million dollars.
        Mr. Mukherjee underlined that Indian investment into Germany has also increased in recent years. Indian FDI inflows into Germany, measured in terms of equity capital, increased from Euro 3 million to Euro 33 million during 2004-2008.
        "Several Indian companies have purchased companies in Germany and I understand that they employ nearly 12000 people, mostly Germans, and thereby contribute significantly to the German economy," he stated.
        In terms of Foreign Direct Investment, Mr. Mukherjee said, "FDI upto 100 per cent is allowed under the automatic route in most of the sectors/activities. Our policy has been liberalized progressively by allowing more industries under the automatic route. Only very few sectors are prohibited for FDI."
        "The Government has further simplified FDI procedures in March 2010. From April 1, 2010, a consolidated policy on Foreign Direct Investment has been brought out by the Department of Industrial Policy and Promotion which is available in the website. It is the objective of the Government to promote foreign direct investment through a policy framework which is transparent, predictable, simple and clear and reduces regulator's burden," he stated.
        "However, I feel that we have not yet reached our full potential," he said while adding that "Tremendous potential exists for cooperation in various sectors such as bio-technology, infrastructure development, telecom, healthcare etc. I hope that today's meeting will give us an opportunity to identify our strengths as well as the bottlenecks so that the process becomes smoother in the coming months."         Sohrabuddin case:key witness retracts, says CBI threatened him

        A key witness in the Sohrabuddin Sheikh fake encounter case today retracted from his statement included in the CBI charge sheet, saying he was "threatened" by the investigating agency into making false remarks. In an affidavit filed in the special CBI court of Additional Chief Judicial Magistrate A Y Dave, Azam Khan retracted from the statement that the agency included in the charge sheet filed in the 2005 case.
        Khan said he did not know anything about the fake encounter of Sohrabuddin and the subsequent killing of Tulsiram Prajapati, an associate of the alleged gangster and one of the key witnesses in the case. He said he had made the earlier statement after being "threatened" by CBI to implicate him in the Hamid Lala murder case by reopening it in the Rajasthan High Court.
        CBI said that if he did not give statements according to them in the Sohrabuddin matter, they would make sure he spends his entire life in jail, he said in the affidavit. Khan alleged that CBI threatened him, saying they would get the probe in Popular Builder firing case, in which he was an accused, transferred to the agency from the Supreme Court, and secure his conviction.
        Khan said he was frightened by CBI, handling the case since January on the apex court''s direction, so he went to Mumbai and recorded his statement before a magistrate. Khan was reportedly shot last week in his home town Udaipur where he works as a marble trader.
        Udaipur Police, however, suspect that Khan had staged the attack on himself to grab attention. He further said in the affidavit that Abhay Chudasama, an IPS officer-accused in the encounter case, never told him he had saved Sohrabuddin in the Haren Pandya murder episode.
        He alleged CBI had added this portion in his statement on its own at the behest of Gujarat Congress leader Arjun Modhvadia. Khan claimed that CBI, in July, asked him to give interviews to television channels that money was paid for the staged killing of Sohrabuddin in November 2005.
        The CBI, in its charge sheet, said Khan was a member of Sohrabuddin''s gang, which used to extort money from the marble traders and businessmen in Rajasthan. He was also involved in the killing of a gang leader, Hamid Lala, who used to collect protection money from marble traders in Rajasthan.
        Khan claimed he came to know, that Sohrabuddin was running an extortion racket in collusion with Gujarat Police, only from media reports. However, Khan''s statement, included in the CBI charge sheet, stated that he knew Sohrabuddin operated an extortion racket with help from Chudasama, who was DCP, Ahmedabad Crime Branch at the time of his arrest in April.
        The statement said Chudasama, the first accused to be arrested by CBI, used to take 75 per cent cut in the extortion money, while Sohrabuddin got 25 per cent.

        Punjab farmers to acquire 50,000 hectares of land in Ethiopia

        CHANDIGARH: Punjab-based farmers, who are known for feeding the country, now want to try their hands offshore, with a group of progressive farmers all set to acquire 50,000 hectares of farm land on lease in Ethiopia for growing high-value cash crops, including pulses and maize.

        "We will be inking a deal with the Ethiopia government next month for getting at least 50,000 hectares of area for growing crops like pulses and maize, which will be exported to India and Europe," Confederation of Potato Seed Farmers President Sukhjit Singh Bhatti told PTI here.

        Bhatti will lead a delegation of 16 interested potato growers from Punjab to carry out farming in Ethiopia.

        What encouraged these potato growers to try their hand at farming overseas was land availability at almost throwaway rates, duty free imports of capital goods and the zero duty on farm exports offered by Ethiopia.

        "Unlike here, most of the agricultural land is with the Ethiopian government and it has offered us to acquire land on lease for a period ranging between 25 to 40 years at a nominal rate, which works out to Rs 400 per acre per annum in Indian currency. Moreover, we will not have to pay for the first five years of our operations," he said.

        Furthermore, the cropping pattern in Ethiopia is not that intense as it is in Punjab. "With less pressure on land there (Ethiopia), the soil will be suitable for growing pulses, maize and other cash crops," he said, adding, "These crops will be exported to India and Europe."

        The Ethiopian government has also assured that it will not levy any duty on the import of machinery like farm implements and export of agricultural commodities.

        The Ethiopian Ambassador to India led a delegation from Punjab to his country in the month of June and asked Punjab farmers to invest in farming. The Punjab farmers were shown three farm estates, including Oromia, Gambella and Ben Hul Gul by Ethiopian authorities when they visited the country.

        According to Bhatti, the initial cost for farming in Ethiopia works out to Rs 1.5 crore per 100 hectares of land. "This cost involves spending on infrastructure, farm machinery and land development," he said.

        The idea of land cultivation in foreign country has also clicked with the Punjab government, as state-owned Punjab Agro plans to take eight farmers from the state to CIS countries including Uzbekistan, Azerbaijan, Ukraine and Kazakhstan next month to explore the possibility of cultivating land on lease and exporting fruits, vegetables, basmati rice, etc.

        This year, the ambassadors of various African countries, including Tanzania and Uganda, visited Punjab and encouraged farmers of the state to till the land in their countries.

        Rotting grains: Ministry sleeps over warehouse plan

        NEW DELHI: Even as the Sharad Pawar-headed ministry of consumer affairs, food and public distribution has come under a hailstorm of criticism over rotting food grains, a Rs 7,000-crore proposal to build additional climate-controlled storage capacity has been gathering dust.


        Preliminary discussions are yet to take place on a July proposal to float a special purpose vehicle to build additional storage and lease capacity from private entrepreneurs. The ministry estimates that the country needs an additional storage capacity of 17 million tonnes.


        "As of now, we need additional storage capacity of 17 million metric tonnes," minister of state KV Thomas said. India's agricultural production has risen sharply, leaving storage capacity far behind. Currently, 87 million tonnes of grain is being stored by the Food Corporation of India (FCI) and Central Warehousing Corporation (CWC).


        The task of shoring up storage capacity, however, is facing two important issues. For one, the pace at which CWC is adding capacity, lags the growth in demand by a huge margin. The public sector unit plans to build 91,050 tonnes of capacity during 2009-10 and 177,300 tonnes during 2010-11. Food Corporation of India is not currently building additional capacity.


        FCI's efforts to spur private investment in warehousing by guaranteeing a ten-year lease period has also met with lukewarm responses. Sources in the ministry said many prospective investors are discouraged by the stringent terms and conditions.


        The proposal for a special purpose vehicle that can work outside the existing administrative framework and fasttrack the building and leasing of storage capacity took shape after a delegation from the ministry visited China in June, to study the massive strides that country has made in food storage technology. The delegation comprised of the heads of both FCI and CWC, apart from Thomas and others.


        "Like us, China must also store large quantities of grain. But they have made a lot of progress in terms of the technology. They use solar energy to keep godowns climate controlled. It's an energy efficient way of doing it," Thomas said.


        The delegation recommended that at least ten lakh tonnes of climate-controlled storage capacity be set up in the initial phase. The ministry estimates a cost of Rs 7,000 crore to both build and lease the required 17 million additional storage capacity.


        "The money will have be raised from banks and other sources," Thomas said. India's food subsidy bill is close to Rs 63,000 crore.


        Rotting Grains


        After much confusion about the exact amount of grain that has gone waste due to rotting, the ministry has now estimated that it is about 77,000 tonnes. "It took some time to compile the information from all our godowns, but now we have a reliable figure," Thomas said.


        The minister said about 50,000 tonnes of the rotten grain was procured by the Punjab government for FCI and a dispute exists because the moisture content was above the corporation's prescribed norms. A similar dispute exists with the government of Haryana over 5,000 tonnes.


        "While the absolute figure of 77,000 tonnes is a substantial amount, one must also take into account that it amounts to 0.08% of the total grains we handle," Thomas said.
