ROHTAK: A dalit groom was barred from carrying out the marriage ritual of ghurchari by a group of upper caste youths in Baniyani village of Rohtak district on Monday night.

 

Police booked around 10 persons and arrested one of them on Tuesday. A police team also took stock of the situation in the village.

 

Meham DSP Prithvi Singh said that the situation is under control now and the police were trying to nab the remaining accused of which six had been identified.

 

Ghurchari is a pre-nuptial ritual in which the groom rides a mare to the village temple.

 

The complainant, Patlu, told the police that they were carrying out the marriage procession of his son Rajesh Kumar. When the procession reached near the house of Ram Pal, he objected and denied entry to the street. He was supported by youths identified as Bhagate, Madan, Kale, Devender, Raju and some others.

 

The complainant said they tried to argue with them but the youths refused to let the ghurchari march on. "We had to divert our route to return home. We informed the police about the incident," the groom's father said.

 

Police sources said that on Tuesday, both the groups had a confrontation on the issue again. However, it was resolved by the police. The DSP said police has been deployed in the village and the situation. "One person has been rounded up for questioning," he said.

SRIKAKULAM: The CID has arrested 54 people in connection with the attack on dalits in Lakshmipeta village of Vangara mandal in the district. Five dalits were killed in the attack by the Kapu community members in the village on June 12 over a land dispute.

 

Police have identified 65 persons for their role in the attack and named former MPP Botsa Vasudeva Naidu and another person Avula Srinivasa Rao as prime accused in the case. Several dalits and people's organizations have been demanding the arrest of both Naidu and Rao for their participation in the attack. Allegations have also been levelled against PCC chief Botsa Satyanarayana and minister Kondru Murali for providing shelter to the key accused.

 

Additional director general of CID, S Gopala Reddy, who reviewed the case here on Tuesday, said that eight special teams have been deployed to nab Vasudeva Naidu and Srinivasa Rao and others. "If anybody gives information about the duo, they would be suitably rewarded," he said. The government ordered the CID inquiry after pressure mounted from various groups. The accused were booked under the SC/ST Atrocities Act. District SP KVV Gopala Rao said his department would release the photos of the prime accused.

The ruling Samajwadi Party witnessed its first setback on the floor of the Uttar Pradesh Vidhan Parishad, with the Bill on withdrawing benefit to Reserved class in promotions in Government services falling on Tuesday. The Bill was later referred to the Select Committee by the Chairman.

 

Reports said that the Uttar Pradesh Public Services (Reservation for Scheduled Caste & Scheduled Tribe and Other Backward Classes) (Amendment) Bill 2012 aimed at withdrawing benefit to Reserved class in promotions in government services was taken up in the Upper House.

 

Soon, members of the BSP who enjoy a majority in the House voted against it thereby jolting the ruling dispensation. After a heated debate, the Bill was referred to the Select Committee which will now put its suggestion within a month.

 

The Bill was earlier passed in the Vidhan Sabha. The Upper House also witnessed noisy scenes exchanges between BSP and SP members over the question on pollution raised by BJP's Hriday Narain Dixit during Question Hour.

 

Minister of State Abhisekh Mishra tried his best to clear the Government's stand on behalf of the Chief Minister.

 

However, when he failed to convince the Opposition, Chairman of the House withdrew the question.

 

The BSP members also created an uproar in the House over non-payment of sugarcane dues of the farmers.

 

They charges the SP Government of 'not doing enough' to force private sugar mills to make payments of over Rs 3,200 crore of the farmers.

Members of Zila Dalit Bikash Manch led by Raju Nayak and Ajit Kumbhar staged a dharna before the District Collector's office on Monday, protesting damages to their agricultural lands.

 

Around 300 families, mostly from the weaker section, were residing in Bishnumunda, Khalipali for over the last 100 years and were cultivating the lands.

 

The municipality now wants to construct a dumping yard there. Without any intimation, when some people allegedly tried to excavate their land with a JCB machine, it was opposed by local people. Even though there are other Government lands available in that area, nobody knows why the municipality is hell-bent to construct a dumping yard in between the residential areas of Khaliapali, Bishnumunda and Malgodampada. They should construct it at some other vacant place where Government land is also available, Raju Nayak said.

 

Later, members of the Zila Dalit Samaj Vikash Manch burnt the effigy of executive officer of Balangir Municipality and submitted a memorandum to Collector SN Dey.

Brijmohan Agrawal in NMC to review education for Dalits

The Union Ministry for Human Resource and Development has appointed State School Education Minister Brijmohan Agrawal as a member of the National Monitoring Committee to review several schemes formed to promote education among Scheduled Castes, Scheduled Tribes and disabled under the 11th Five Year Plan.

 

As per information received from source, D Purandeswari, Minister of State for Human Resource Development, has given information to Agrawal through a semi-governmental letter.

 

If sources are to be believed, the letter of Purandeswari stated that for complete and proper development of nation it is necessary to bring Scheduled Castes, Scheduled Tribes and disabled into the mainstream of education.

 

It is significant that with the same motive several schemes have been launched under the 11th Five Year Plan and similar effective schemes are likely to be launched under the 12th Five Year Plan.

 

The Committee was formed to make Central programme and schemes more effective and fruitful and it will table several suggestions for the development of these categories in the field of education.

 

The letter also mentioned that that Committee will be responsible to review schemes implemented by other departments of Central Government.

It may be mentioned here that first meeting of National Monitoring Committee is scheduled to be held on Wednesday at Vigyan Bhawan, New Delhi.
