बंगाल राजनीति में नंदीग्राम भूमि आंदोलन का फायदा उठाकर सत्ता तक पहुंचने वाली वाली तृणमूल सरकार ने 2007 की पुलिस फायरिंग में शामिल पांच पुलिस अधिकारियों के खिलाफ सीबीआई को अभियोजन की अभी तक मंजूरी नहीं दी है।लेकिन कोलकाता हाईकोर्ट में दाखिल सीबीआई की अंतिम रपट से कटघरे में खड़ा हो गया है नंदीग्राम भूमि आंदोलन।


अब तक जिन प्रचलित आरोपों के आधार पर वाम शासन के खिलाफ जनविद्रोह की पृष्ठभूमि तैयार हुई,इस सीबीआई रपट में उन्हें सिरे से निराधार बताया गया है।मुख्य आरोप यह था कि तत्कालीन मुख्यमंत्री बुद्धदेव भट्टाचार्य ने राइटर्स से नंदीग्राम में फायरिंग का आदेश दिया था,लेकिन रपट के मुताबिक नंदीग्राम में सड़क की मरम्मत कराने के लिए मजदूरों को लेकर जी रही पुलिस को पूर्व सूचना के बावजूद आंदोलनकारियों ने सशस्त्र हमले का निशाना बनाया।गोली चलाने का आदेश मौके पर मौजूद अधिकारियों ने नियमानुसार चेतावनियां जारी करने के बावजूद हिंसा पर नियंत्रण न पाने की हालत में दिये और इसमे बुद्धदेव की कोई भूमिका नहीं थी।


दूसरा मुख्य आरोप यह था कि पुलिस की वर्दी पहने चप्पलधारी बाहरी कामरेडों ने भी गोली चलायी,सीबीआई रपट में कहा गया कि ऐसा कोई सबूत नहीं मिला है।


रपट के मुताबिक 14 मार्च 2007 को नंदीग्राम जाने के कार्यक्रम और तय रास्ते की घोषणा 13 मार्च को बाकायदा एक प्रेस कांफ्रेस में पुलिस अफसरों ने कर दी थी।रपट के मुताबिक भूमि उच्छेद विरोधी कमिटी के लोगों ने ही अफवाह फैला दी कि सड़क मरम्मत के बहाने नंदीग्राम में जमीन पर कब्जा करने के लिए पुलिस पहुंच रही है।जिस वजह से हिंसा भड़की और भीड़ बेकाबू हो गयी तो पुलिस को नियमानुसार गोली चलानी पड़ी और इसमें राज्य सरकार की कोई भूमिका ही नहीं है।


रपट के मुताबिक बांगा बेड़ा ब्रिज के पास बच्चों और औरतों को ढाल बनाकर सशस्त्र जमावड़ा किया गया जिनमें तमाम हथियारबंद असामाजिक त्तव भी थे।इस उग्र भीड़ ने मौके पर पहुंचते ही पुलिस पर हमला बोल दिया,जिस वजह से 14 मार्च,2007 को नंदीग्राम में इतने लोग मारे गये।रपट में पुलिस ने किन परिस्थितियों में गोली चलायी,सिलसिलेवार उसका ब्यौरा पेशकिया गया है।यह आंदोलनकारियों के ्ब तक के दावों के एकदम उलट हैं और पूरी तरह वाम पक्ष में है।


रपट में कहा गया कि चेतावनियों से पहले बाकायदा मौके पर मौजूद एक्जीक्यूटिव मजिस्ट्रेट नीतीश दास नें जमावड़े के गैरकानूनी होने का लाउडस्पीकर जरिये ऐलान कर दिया था।


रपट के मुताबिक पहले आईजी पश्चिमांचल के आदेशानुसार 51 राउंड आंसू गैस छोड़ी गयी और तब भी भीड़ तितर बितर नहीं हुई तो 51 राउंड रबर बुलेट का इस्तेमाल हुआ।पिरभा कमा न हुआ तो एक्जीक्यूटिव मजिस्ट्रेरट ने दूसरा चारा न देखते हुए सशस्त्र पुलिस से भीड़ कोतितर बितर करने के लिए कहा।


तभी हल्दिया के अतिरिक्त पुलिस सुपर ने लाउडस्पीकर से घोषमा की कि अगर भीड़ नहीं हटी तो पुलिस को मजबूरन गोली चलानी पड़ेगी।इसके जवाब में पुलिस पर ईंटो की बरसात होने लगी। बम फेंके गये और भीड़ की तरफ से पुलिस पर गोली भी चलायी गयी।

रपट के मुताबिक पुलिस पर ईंट,बम और गोली चलाने वालों को टार्गेट करके फिर गोली चलाने के आदेश दिये गये।


रपट के मुताबिक हिंसक भीड़ के हमले से तीस पुलुस कर्मी जख्मी हो गये। रपट में पुलिस के साथ बाहर से आये कामरेडों की मौजूदगी से सिरे से इंकार कर दिया गया है।



इस रपट से गोलीकांड के मामले में तो तत्कालीन वामसरकार और खासकर बुद्धदेव को क्लीन चिट मिल गयी है।लेकिन यह रपट वाम सरकार की जबरन अदिग्रहण की भूमि नीति को वैधता देती है,ऐसा दावा वाम समर्थक भी नहीं कर सकते।


हालांकि सीबीआई की साख के मद्देनजर अब भी यह कहना जल्दबाजी होगा कि वे सारे आरोप निराधार हैं।


खासतौर पर, जबकि  वाम मोर्चा के सबसे मजबूत किलों में से एक नंदीग्राम और समूचे मेदिनीपुर जिले से वामपक्ष का सफाया अकारण तो नहीं ही हुआ होगा।


इस सीबीआई रपट का मतलब चाहे जो हो,तत्कालीन वाम सरकार की तरफ से निजी पूंजी के लिए जबरन भूमि अधिग्रहण के गैरमार्क्सीय तौर तरीके इस रपट से वैध नहीं हो जाते।


ममता बनर्जी के लिए सत्ता में रहते हुए इस रपट को खारिज करना शायद बहुत आसान है और वे सीधे आरोप लगा सकती हैं कि आगामी लोकसभा चुनाव के मद्देनजर उन्हें घेरने की यह कार्रवाई है,जैसा कांग्रेसी केंद्र  सरकारें अक्सर सीबीआई का इस्तेमाल क्षत्रपों को नाथने के लिए करती रही हैं।


लेकिन नंदीग्राम नरसंहार के खून के धब्बे मिटाने के लिए सीबीआई की यह रपट नाकाफी है।बहरहाल इससे नंदीग्राम प्रतिरोध संघर्ष में तृणमूल के सहयोगियों की पहचान पर पहले से खड़े सवालों को बल मिल गया है।


मसलन,बागी सांसद कबीर सुमन ने आरोप लगाया है कि सिंगुर और नंदीग्राम में भूमि आंदोलन की कमान माओवादियों के हाथ में थी।


जाहिर है कि नंदीग्राम पर सीबीआई की इस अंतिम रपट के मार्फत वाम रीति के विरुद्ध पार्टी में मची घमासान की वजह से माकपा खोये हुए जनाधार वापस नहीं ले सकती।पार्टी में तृणमूल स्तर से शीर्ष स्तर तक नेतृत्व को लेकर मारामारी है।रज्जाक मोल्ला और लक्ष्मण सेठ बगावत कर चुके हैं।राज्यसभा के लिए युवा नेता ऋतव्रत को उम्मीदवार बनाये जाने के बाद जनता से कटे इस कामरेड की जीवनशैली का खुलासा जो रज्जाक अली मोल्ला ने किया है,उससे नेतृत्वविहीन माकपाइयों को कम से कम किसी सीबीआई रपट से राहत मिलने के आसार कम ही है।


West Bengal's ruling Trinamool Congress and the opposition Left Front Wednesday sparred yet again on Nandigram, a rural area in East Midnapore district where violence and police firing was a contributory factor to the ouster of the Left regime in the 2011 assembly polls.

Communist Party of India-Marxist (CPI-M) politburo member and Leader of Opposition Surjya Kanta Mishra said the recent charge sheet filed by the Central Bureau of Investigation (CBI) has vindicated its stand that the developments leading to the Nandigram firing seven years back were a "conspiracy" against the then government.

Mishra accused the Trinamool Congress of "double standards" as it refused permission to the CBI to prosecute six police officers involved in the firing while demanding interrogation of the then chief minister Buddhadeb Bhattacharjee.

"The charge sheet is proof that the accusation that Bhattacharjee had ordered the police firing is baseless," Mishra told media persons here.

Rebutting the allegation, Trinamool said people were massacred in Nandigram in 2007 and the former Left Front government would never be forgiven for that.

"If he is not responsible, then why did Buddhadeb apologise in Nandigram? Why did he order the firing?" asked Trinamool secretary general Partha Chatterjee.

Mishra said the CBI charge sheet mentions that only eight people were killed in police firing.

"According to the charge sheet, six others died of injuries sustained from sharp weapons which police do not possess. It (weapons) was with the miscreants who had assembled at the spot on that day (March 14, 2007)," Mishra said.

Fourteen people died when police tried to enter Nandigram, where violence flared up against the government's plans to set up a chemical hub by acquiring large tracts of land.

Mishra said police tried to enter the area to re-establish the rule of law and mend a bridge demolished by agitators at the behest of the Trinamool, the Maoists and other forces to cut off the area from other parts of the state.

"The gathering was illegal and with ill motive. The standard operating procedure was followed during the firing," he said.

"The charge sheet submitted after so many years vindicates our stand that a conspiracy had been hatched against the Left Front government," Mishra said.

"The campaign after March 14, 2007, was aimed at maligning our government," he said.

Mishra said the Trinamool government did not give permission to the CBI to prosecute six police officers involved in firing.

"In fact, these officers as also the executive magistrate who ordered the firing now occupy responsible positions in the state government," he added.

Raising questions over the charge sheet, Chatterjee said it was "influenced" by the Left Front.

"The CBI has not carried out its responsibility in several other cases that it probed pertaining to the Left Front regime. The report has been filed under the influence of the Left Front. It is now being used to spread canards against Chief Minister Mamata Banerjee and Trinamool," he said.


चुनाव सर्वेक्षणों में बंगाल के जो सियासी समीकरण आ रहे हैं,इस सनसनीखेज सीबीआई रपट के बावजूद उसमें फेरबदल की गुंजाइश कम है।असंगठित सत्तादल ममता बनर्जी की अगुवाई में जहां हर चुनौती का सामना करने को तैयार दीखती है,वही वामपक्ष पूरीतरह बिखरा है और समर्थकों और कार्यकर्ताओं से उसके संवाद सूत्र टूट गये हैं।


हालात ये है कि सीएनएन आईबीएन के ओपिनियन पोल की मानें तो तृणमूल कांग्रेस इस साल 20 से 28 सीटों तक जीत सकती है, जबकि वाम मोर्चा 7 से 13। वोट शेयर की बात करें तो तृणमूल के खाते में 33 प्रतिशत और वाम खाते में 25 प्रतिशत वोट गिरेंगे। वहीं कांग्रेस को 19 प्रतिशत वोट मिल सकते हैं। हालांकि नरेंद्र मोदी का प्रभाव यहां ज्यादा नहीं दिख रहा है, फिरभी भाजपा को 6 से 14 फीसदी तक मिल सकते हैं।



उत्तर प्रदेश में जो सपने मुलायम सिंह यादव देख रहे हैं, बंगाल में वही सपना ममता बनर्जी का है। ममता को सबसे ज्यादा सीटें मिलने का साफ मतलब है कि सरकार बनाने में वे अहम भूमिका निभा सकती हैं। अभी कहना मुश्किल है कि वे एनडीए के साथ जाएंगी या तीसरे मोर्चे के साथ।


लेकिन इन सर्वेक्षणों के परिणाम उलट भी हो सकते हैं,इसके आसार भी बहुत कम है। हालांकि जमीनी हकीकत कुछ और ही है। बंगाल में कानून व्यवस्था चरमरा गई है, इसमें कोई शक नहीं। लगातार हुईं बलात्कार की वारदातों की वजह से लोगों में गुस्सा है। हाल ही में पार्क स्ट्रीट रेप केस को लेकर ममता सरकार को बड़े विरोध का सामना करना पड़ा। उसके बाद परगना जिले में और बीरभूम में सामूहिक बलात्कार और कई अन्य मामले ऐसे हैं, जिनकी वजह से लोगों का दिल खट्टा हो गया है।


कानून व्यवस्था से इतर बात करें तो उद्योग बढ़ाने के मामले में भी ममता सरकार फेल हुई है। ममता सरकार बनने के बाद से कोई भी बड़ा निवेशक बंगाल को नहीं मिला। जबकि यहां पर हर साल भारी संख्या में स्नातक छात्र निकल रहे हैं। इसके मुख्य कारण नंदीग्राम और सिंगुर विवाद हैं।


तो शारदा ग्रुप का चिट फंड घोटाला है, जिसमें 14 लाख निवेशकों का पैसा डूब गया। बिजनेस टुडे मैगजीन की एक खबर के अनुसार इसमें तृणमूल के कई नेता लिप्त हैं। सरहद की बात करें तो बांग्लादेश बॉर्डर पर निरंतर घुसपैठ पश्चिम बंगाल को पीछे धकेलने का काम कर रही है।


अभी अभी टेट परीक्षा में हुए घोटाले का भी पर्दाफाश हो गया,जिसमें सिर्फ तृणमूलियों की नियुक्ति का आरोप है। कालना के विधायक के ही ग्यारह परिजनों,कर्मचारियों का चयन हो गया है।इसे लेकर वाम छात्र युवाजन आंदोलन तेज कर रहे हैं।

"The chargesheet is a proof that the accusation that Bhattacharjee had ordered the police firing is baseless," Mishra, leader of opposition in the state assembly, told media persons here.

He said the chargesheet filed by the Central Bureau of Investigation mentions that only eight persons were killed in police firing.

"According to the chargesheet, six others died of injuries sustained from sharp cutting weapons which police do not possess. It was with the miscreants who had assembled at the spot on that day (March 14, 2007)," Mishra said.

He said the police tried to enter the area to re-establish the rule of law and mend a bridge that was demolished by the agitators at the behest of the Trinamool Congress, the Maoists and other such forces to cut off the area from other parts of the state.

Accusing the state government of "double standards", Mishra said the Trinamool government did not give permission to the CBI to prosecute six police officers involved in firing and sought investigation into Bhattacharjee's role into the incident.

"In fact, these officers as also the executive magistrate who ordered the firing now occupy responsible positions in the state government," he added.

আক্রমণের মুখে পড়ে নন্দীগ্রামে বাধ্য হয়ে গুলি চালিয়েছিল পুলিশ৷ কলকাতা হাইকোর্টে জমা দেওয়া চূড়ান্ত রিপোর্টে এমনটাই জানাল সিবিআই৷ নন্দীগ্রামে কাটা রাস্তা ও ভাঙা ব্রিজ মেরামত করতে ১৪ মার্চ পুলিশ যাবে৷ একদিন আগেই ২০০৭-এর ১৩ মার্চ সাংবাদিক বৈঠক করে জানিয়েছিলেন তত্কালীন স্বরাষ্ট্রসচিব৷নন্দীগ্রামে গুলি চালনার ঘটনার চূড়ান্ত তদন্ত রিপোর্টে একথা উল্লেখ করে সিবিআই জানিয়েছে,  সংবাদমাধ্যমে এখবর আসার পরই ভূমি উচ্ছেদ প্রতিরোধ কমিটি প্রচার চালাতে শুরু করে যে সড়ক ও ব্রিজ মেরামত করে নন্দীগ্রামের জমি দখল করতে আসছে পুলিশ৷ পুলিশকে আটকাতে সাত সকালেই ভাঙাবেড়া ব্রিজের কাছে মহিলা শিশু সহ প্রায় পাঁচ হাজার মানুষ জমায়েত হন৷ তাদের হাতে ছিল লাঠি, তলোয়ার, ভোজালি৷ কাজে লাগানো হয়েছিল সশস্ত্র দুষ্কৃতীদেরও৷

তারপর ধাপে ধাপে কীভাবে পরিস্থিতি গড়িয়েছে চূড়ান্ত রিপোর্টে তার পুঙ্খানুপুঙ্খ বিবরণ দিয়েছে সিবিআই৷ বাধা পাওয়ার পর হলদিয়ার অতিরিক্ত পুলিশ সুপার মাইকে ঘোষণা করেন, পুলিশ শুধু রাস্তা ও সেতু মেরামতির জন্য এসেছে৷ গ্রামবাসীরা যেন সহযোগিতা করেন৷ কিন্তু, তাতে কান না দিয়ে পুলিশকে লক্ষ্য করেই ব্যাপক ইটবৃষ্টি শুরু হয়৷ তখন লাঠি, ঢাল হাতে পুলিশ এগোতে গেলে ব্যাপক পাথর ছোড়া শুরু হয়৷ পিছিয়ে আসতে হয় পুলিশকে৷ এই অবস্থায় এগজিকিউটিভ ম্যাজিস্ট্রেট নীতীশ দাস সেই জমায়েতকে বেআইনি বলে মাইকে ঘোষণা করেন৷

এরপর সিবিআই রিপোর্টে জানিয়েছে, কীভাবে ধাপে ধাপে গুলি চালানোর মতো পরিস্থিতি তৈরি হল৷ রিপোর্টে উল্লেখ করা হয়েছে, জমায়েত বেআইনি ঘোষিত হওয়ার পর আইজি পশ্চিমাঞ্চল কাঁদানে গ্যাস ছোড়ার নির্দেশ দেন৷ মোট ৫১ রাউন্ড কাঁদানে গ্যাস ছোড়া হয়৷ কিন্তু, তাতে কাজের কাজ কিছুই হয়নি৷ ফলে, কিছুটা ছত্রভঙ্গ হয়েই মুহূর্তের মধ্যে ফের জমায়েত থেকে আক্রমণ শুরু হয়৷ সেসময় রবার বুলেট ছোড়ার নির্দেশ দেওয়া হয়৷ মোট ৫১ রাউন্ড রবার বুলেট ছোঁড়া হয়৷ কিন্তু, জমায়েতকে পুরোপুরি ছত্রভঙ্গ করা যায়নি৷ সেসময় এক্সিকিউটিভ ম্যাজিস্ট্রেট বিকল্প রাস্তা না পেয়ে সশস্ত্র পুলিশকে কাজে লাগাতে বলেন৷ তখনই হলদিয়ার অতিরিক্ত পুলিশ সুপার মাইকে ঘোষণা করেন, জমায়েতকারীরা যদি সরে না যান, তাহলে পুলিশ গুলি চালাতে বাধ্য হবে৷ ঘোষণায় জমায়েতকারীরা কেউ কান দেয়নি৷ উল্টে ইটবৃষ্টির সঙ্গে সঙ্গে তারা পুলিশকে লক্ষ্য করে লাগাতার বোমা ছুড়তে শুরু করে৷ ভিড়ের পিছন থেকে বিক্ষিপ্তভাবে গুলিও ছোড়া হয়৷ এই পরিস্থিতিতেই পুলিশ কর্মী, এক্সিকিউটিভ ম্যাজিস্ট্রেট এবং সরকারি সম্পত্তি রক্ষার জন্য আইজি পশ্চিমাঞ্চল এবং পুলিশ সুপার নির্দিষ্টভাবে যারা ইট-বোমা ছুড়ছে, তাদের লক্ষ্য করে গুলি চালাতে বলেন৷ মোট দশ রাউন্ড গুলি চালানো হয়৷

এই রিপোর্টে বলা হয়েছে, জমায়েতকারীদের আক্রমণে জখম হয়েছেন প্রায় ৩০ জন পুলিশকর্মী৷ কিন্তু, তত্কালীন বিরোধীরা যে অভিযোগ নিয়ে সবচেয়ে বেশি সরব হয়েছিল, তার কোনও উল্লেখ নেই রিপোর্টে৷ তৃণমূল তখন অভিযোগ করে, সিপিএম ক্যাডাররা পুলিশের পোশাক পরে গ্রামে ঢুকে সন্ত্রাস চালানোর পাশাপাশি জমায়েতকারীদের উদ্দেশে গুলি চালিয়েছিল৷ কিন্তু, সিবিআই তার রিপোর্টে যেভাবে ঘটনা পরম্পরা সাজিয়েছে তাতে স্পষ্ট গুলি চালানো ছিল প্রশাসনিক সিদ্ধান্ত৷ বাধ্য হয়ে গুলি চালিয়েছিল পুলিশই৷ কেন তারা বাধ্য হয়েছিল, তার পুঙ্খানুপুঙ্খ বিবরণ তুলে ধরা হয়েছে রিপোর্টে৷

আক্রান্ত হয়েই নন্দীগ্রামে গুলি চালিয়েছিল পুলিস, সিবিআই চার্জশিট ২৪ ঘণ্টার হাতেনন্দীগ্রাম কাণ্ডে সিবিআই চার্জশিট এসে পৌঁছেছে ২৪ ঘণ্টার হাতে। দুটি চার্জশিট দিয়েছে সিবিআই। দুটিই এসেছে চব্বিশ ঘণ্টার হাতে। সিবিআই রিপোর্টে উল্লেখ রয়েছে নন্দীগ্রাম কাণ্ডে হয়নি কোনও গোপন অপারেশন। বারবার ঘোষণার পরই করা হয় অপারেশন। নন্দীগ্রামকাণ্ডে তত্কালীন বামফ্রন্ট সরকারের উদ্দেশ্যে মিথ্যা প্রচার করা হয়েছিল। অভিযোগ বিরোধী দলনেতা সূর্যকান্ত মিশ্রর। সূর্যকান্ত মিশ্রর বক্তব্য, সিবিআইয়ের চার্জশিটেই পরিষ্কার, নন্দীগ্রামে পুলিসের গুলি চালনা নিয়ে উদ্দেশ্যপ্রণোদিতভাবে প্রচার করেছিলেন তত্কালীন বিরোধীরা।

২০০৭ সালের পর থেকেই অভিযোগ ছিল নন্দীগ্রাম নির্বিচারে নিরীহ মানুষদের ওপর গুলি চালিয়েছিল। কিন্তু সিবিআই রিপোর্ট বলছে ঘোষনা করেই পুলিস ঢুকেছিল গ্রামে। আক্রান্ত হয়েই চলেছিল গুলি।

২৪ ঘণ্টায় সিবিআই চার্জশিটের খবর সম্প্রচারের পর সূর্যকান্ত বলেন, "নন্দীগ্রামে গুলিতে ৮জনের মৃত্যু গুলিতে হয়েছিল। ৪ জনের মৃত্যু ধারাল অস্ত্রে হয়েছে। বেআইনি জমায়েতের হাতে তাদের মৃত্যু হয় এ কথা সিবিআই রিপোর্টে স্পষ্ট। নন্দীগ্রাম নিয়ে মিথ্যা প্রচার হয়েছে। মুখ্যমন্ত্রী অসত্য কথা বলছেন। একজনও নিখোঁজ হননি। মিথ্যাপ্রচারে নন্দীগ্রামের সর্বনাশ হয়েছে। সিবিআই-এর নতুন চার্জশিটে যাদের নাম আছে, তারা সবাই তৃণমূলের।"

The Nandigram violence was an incident in Nandigram in the West Bengal state of India, where, pro farmer Communist Party of India (Marxist) forcefully tried to acquire land for SEZ. Farmers of the locality were adamant they did not want to give land, they agitated under the banner of Bhoomi Raksha Committee, while the then governor was on air and no contact was available with him the police entered the Nandigram area and violence erupted. The West Bengal government's plan was to expropriate 10,000 acres (40 km2) of land for a Special Economic Zone (SEZ) to be developed by the Indonesian-based Salim Group for the industrialization. The police shootings at least 14 villagers died and 70 more wounded. The SEZ controversy started when the government of West Bengal decided that the Salim Group of Indonesia.Far Easter Economic Review October 1998] would set up a chemical hub under the SEZ policy at Nandigram, a rural area in the district of Purba Medinipur. The villagers took control of the area and all the roads to the villages were cut off. A front-page story in the Kolkata newspaper, The Telegraph, on 4 January 2007 was headlined, "False alarm sparks clash". According to the newspaper, the village council meeting at which the alleged land seizure was to be announced was actually a meeting to declare Nandigram a "clean village", that is, a village in which all the households had access to toilet facilities. However, later events indicate that the government had in fact decided to set up the chemical hub and the villagers' concerns were genuine. Following the villagers' objection to and protest against the acquisition of land in Nandigram for the proposed chemical hub, the chief ministerBuddhadeb Bhattacharjee ordered the Nandigram land acquisition notification to be "torn up".

The chief minister said no notification had been issued for acquisition of land at Nandigram. A team of policemen had been sent to dissuade people from digging up roads. One police officer, Sadhucharan Chatterjee, aged 59, was killed while trying to repair a road dug up by protesters, and twelve other policemen were very seriously injured. The administration was directed to break the Bhumi Uchhed Pratirodh Committee's (approximately translated from Bengali as "Committee to Oppose Uprooting from Lands") (BUPC) resistance at Nandigram and a massive operation with at least 3,000 policemen along with armed cadre of members of the rulingCommunist Party of India (Marxist) (CPI-M) was launched on 14 March 2007. Information of the impending action had been leaked out to the BUPC, and they amassed a crowd of roughly 2,000 villagers at the entry points into Nandigram, with women and children forming the front ranks. In the resulting mayhem, at least 14 people were killed.

This incidence played an important role in the politics of West Bengal for next few years. Mamata Banerjee and her political party widely mentioned this issue along with the political war cry Ma Mati Manush in their election campaigns.

The events of 14 March 2007[edit]

The administration was directed to break the BUPC's resistance at Nandigram and a massive operation with at least 3,000 policemen was launched on 14 March 2007. However, prior information of the impending action had leaked out to the BUPC who amassed a crowd of roughly 2,000 villagers at the entry points into Nandigram with women and children forming the front ranks. In the police firing, at least 14 people were killed".[1]

Immediately following the 14 March killings, voluntary teams of doctors visited the Nandigram health centre, the district hospital atTamluk and later, the SSKM hospital and compiled a comprehensive report[2]

Few journalists were able to access the area, with their access being restricted by 'checkposts' manned by CPI(M) cadres;[3] two belonging to a news channel were briefly abducted.[4]

The scale of the action left the state stunned. All India Trinamool Congress estimates put the toll at 50. The PWD Minister of the Government of West Bengal, Mr. Kshiti Goswami of the Revolutionary Socialist Party (India) (RSP), a Left Front constituent, said 50 bodies were taken to hospital, but it was impossible to ascertain how many were actually dead.[5] In response to this, people singled out as CPI(M) members and supporters and their families were driven out of the area by the locals and their houses burnt. A week after the 14 March clashes, The Hindu estimated that around 3500 persons had been displaced into relief camps as a result of threats from BUPC.[6] Accusations by Trinamool Congress that hundreds of people have been killed in the event were not confirmed by facts. Two of the supposed victims, as claimed by Trinamool Congress, were later found in a completely safe place elsewhere in West Bengal.

The CPI(M) has accused the Jami Raksha Committee – a coalition of activists from various parties who oppose land acquisition – of armed attacks on relief camps which led to three deaths as well as a series of murders and a gangrape.[7]

Fresh violence erupted in Nandigram on 29 April caused the West Bengal Human Rights Commission to step in.[8] A team of intellectuals and theatre personalities from Calcutta was attacked by CPM cadre on their return trip after disbursing relief material collected from the people in various parts of the state.[9] Those activists later publicly supported opposition party Trinamool Congress in 2009 Parliament Election.

The deaths in Nandigram have led to a great deal of controversy on the left in India.[10] The federal police say they have recovered many bullets of a type not used by police but in widespread use in the underworld.[11]

Reactions[edit]

Gopal Krishna Gandhi, The Governor of West Bengal criticised the state government over its handling of the Nandigram incident, speaking of his "cold horror" in a press statement.

Dr. Ashok Mitra, long time Finance Minister of the Government of West Bengal (and a veteran CPI(M) leader) criticised the government and his party stating that till death he will remain guilty to his conscience if he keeps mum on the happenings in Nandigram. He states that the CPI(M) leadership is blind of hubris and the party has turned into a wide open field of flatterers and court jesters dominated by 'anti-socials'.[12]

An editorial in The Indian Express said that the party machinery has become the "sword arm of an industrialisation policy that involves settling complicated property rights issues."[13] Some of the armed men who fired at the villagers, but were not part of the police, were later caught by security forces and found to be working for the CPI(M).[14]

Renowned novelist Sunil Gangopadhyay, a friend of the Chief Minister Buddhadeb Bhattacharjee also felt that the industry is necessary but state violence was barbaric. [15] Social activist Medha Patkar had visited Nandigram on 7 December 2006 to protest against land acquisition.[16] Other renowned persons who joined protests against the project and the actions carried out on 14 March 2007 to implement it include Magsaysay and Jnanpeeth Award-winning author Mahasweta DeviBooker Prize-winner Arundhati Roy, film director and actress Aparna Sen, theatre personalities Shaonli Mitra and Bibhas Chakraborty, painter Suvaprasanna, songwriter and singer Kabir Suman and many others. Later on, Kabir Suman became a parliamentarian in Trinamool congress ticket and almost everybody else found place in some committees in Central Ministry. CPI(M) has alleged that they were paid back by Mamata Banerjee for their support to her.

The CPI(M) has currently adopted the public position that land acquisition will not be made without the consent of the people of Nandigram. The proposed SEZ has ostensibly been shelved following the 14 March police action.[17] The local, district and State administration have however maintained that the Chemical Hub will take place at Nandigram itself. The PWD Minister of the Government of West Bengal, Mr. Kshiti Goswami has also come out against the CPI (M) stating that the CPI (M) is determined to set up the chemical hub at Nandigram, despite all the protests.[18]

The latest drubbing that the Buddhadeb Bhattacharjee government's 14 March action received was from the High Court at Calcutta, when, on 16 November 2007, a Division Bench consisting of The Hon'ble Chief Justice S. S. Nijjar, and the Hon'ble Justice Pinaki Chandra Ghose, declared that "The action of the police department to open fire at Nandigram on 14 March 2007 was wholly unconstitutional and cannot be justified under any provision of the law" and further that "The action of the police cannot be protected or justified on the ground of sovereign immunity." and also that "The action of the police cannot be justified even under the provisions of Criminal Procedure Code; The Police Act, 1861 for The Police Regulations, 1943". The Hon'ble judges also ordered that "we direct the State of West Bengal to pay to the victims of the deceased as a result of the undiscriminating police firing on 14th of March, 2007 immediate compensation in the sum of Rs.5 (five) lakhs each" and further that "We further direct the State Government to pay immediate compensation to the persons who were injured and whose particulars have been given the pleadings sum of Rs. not less than 1 (one) lakh each" and also "We further direct the State Government to pay compensation to the victims of rape who have been duly identified in the pleadings a sum of Rs.2 (two) lakhs each".

Amnesty International expressed serious concern that the Government of West Bengal has not taken the necessary concrete steps to ensure that all persons under its jurisdiction are protected from forced eviction and displacement, and that all those forcibly displaced during the violence are ensured at the very least minimum essential levels of food, shelter, water and sanitation, health care and education, as well as their right to voluntary return or resettlement, and reintegration.[19]

Location shift[edit]

After the bloodshed at Nandigram, and the stiff resistance from opposition parties such as All India Trinamool Congress and Socialist Unity Centre of India (Communist) (SUCI) and Left Front partners such as Revolutionary Socialist Party and All India Forward Bloc over land acquisition, chief minister Buddhadeb Bhattacharjee on 3 September expressed the government's preference for the sparsely populated island of Nayachar, 30 kilometres from Haldia, to set up the much talked-about chemical hub.,[20][21]

November 2007 violence[edit]

A fresh round of violence came up in November 2007, as the villagers who were thrown out of Nandigram by the BUPC returned home. The return of the villagers was marred by violence unleashed by the ruling party cadres over the resisting BUPC cadre in Nandigram. The media termed this return as a "recapture" by the CPI(M).[22] Evidence points to the operation being conducted entirely by the party keeping the state administration inactive. The party eulogised the operation with its state chairman describing it as 'a new dawn' and the chief minister as 'paying them back in their own coin'.[23] The last comment was directed presumably primarily at the extreme-leftMaoist activists who, the CPI(M) claims, were active at Nandigram. The government has however officially contradicted the claim.[24]The situation was described as one of "Red Terror".[25] Social activist Medha Patkar in a message to National Human Rights Commission of India said that war like situation prevailed in Nandigram due to presence of thousands of CPM cadres. Police officers were present in the area, but supported their programme to attack Nandigram.[26]

The new offensive has resulted in protests throughout India.[27] On 12 November 2007, the National Human Rights Commission has issued a notice to the West Bengal Government directing it to submit a factual report on the conditions prevailing in Nandigram.[28] Film director Aparna Sen and Rituporno Ghosh decided to boycott the film festival in Kolkata in protest.[29] Aparna Sen said, "Nandigram has become a slaughter house with blood being shed every day. CPM might be at the helm of affairs but the state still belongs to us."[29]

The Parliament of India decided to discuss Nandigram with urgency, suspending the regular question hour sessions, on 21 November 2007 after two days of complete suspension of the proceedings owing to the heated debates between CPI(M) and opposition party members in both the houses. CPI(M) was alienated in the issue by all the other ruling United Progressive Alliance allies considering the fierce nationwide sentiments against the massacre [30]

2008 violence[edit]

In May 2008, fresh violence broke out in Nandigram between supporters of the Bhumi Uchhed Pratirodh Committee, and the CPM activists. Both sides exchanged fire and hurled bombs at each other, with CPM getting the worst of it.[31] It finally led to the re-capture of the lost base by BUPC aided by the District Trinamool Congress led by Subhendu Adhikary. A status quo has been reserved since then and Nandigram remains a Trinamool stronghold, albeit by force of arms.

On 5 May, CPI(M) mob striped three woman activists of Bhumi Uchhed Pratirodh Committee when they refused to join a rally organised by CPI(M).,.[32][33] Owing to wide political and civil protests on the incident the Government of West Bengal ordered a CID probe into the incident.,.[34][35] CPM leaders denied the allegations, claiming that it was part of a malicious campaign.[33]

Union Information and Broadcasting Minister Priyaranjan Dasmunsi and a section of intellectuals including Aparna Sen from Kolkata, in separate press statements, demanded that panchayat polls, due on 11 May, in the areas falling within the jurisdiction of the Nandigram thana be deferred, for, elections might not be "peaceful and democratic".[36]

The electorate of Nandigram reacted against the Left Front government's policy of industrialisation through farmland acquisition. For the first time since the Left Front government came to power, the opposition wrested control of the East Midnapore Zilla Parishad by winning 35 out of 53 seats on 11 May 2008.

In all four seats of Nandigram – I and II blocks, which saw violence after protests against the government's bid for land acquisition for a chemical hub, the Trinamul candidates have won the polls by defeating the CPI(M) candidates including a heavyweight leader. Sheikh Sufian, a Bhumi Uchhed Pratirodh Committee leader backed by the Trinamul, defeated his rival CPI(M) candidate Ashok Jana by a margin of over 13,000 votes while Pijush Bhunia, another Trinamul leader defeated Ashok Bera, a CPI(M) zonal committee secretary by over 2,100 votes.[37]

West Bengal election[edit]

In the West Bengal Legislative Assembly election, 2011 the incumbent Chief Minister Buddhadeb Bhattacharjee lost his seat and the Left Front lost power after 34 years. Mamata Banerjee and All Indian Trinamool Congress widely used these Singur and Nandigram issues and their political war cry Ma Mati Manush in their political campaigns.[38] Firoza Bibi (whose son was killed in shooting by police) of the All-India Trinamool Congress won the Nandigram assembly by-election with a margin of 39,551 votes defeating the ruling front's candidate Paramananda Bharati.,[39][40]
