Friends, I am sorry to address the most urgent Kashmir issue today which has almost reduced to a taboo.I tried to address those who demand free Kashmir.But they are not ready to interact the rest of India.It is not new at all.There are many forces out of kashmir and within the country who having faced constant ethnic cleansing,have become anti forces.For instance,India faced Punjab crisis as well as Assam crisis during eighties.These were the greatest challenges that Indian state and Indian people faced ever.We overcame that phase. Despite ,there are forces within and outside rooted deeply in Punjab who demand separation.At the time of independence, there were many states which wanted independence for them and later,they become the strongest forces of Indian people.We should understand the phenomenon of nationalities and we should resolve the complexities of defficiencies all the round.Not only Kashmir, we have similar problems in entire North East and even in the heart of India,the Central India. Military solution would not resolve the issue.Democracy demands that we must interact with every rebel voice.We should judge every opinion and suggestion on its merit deducting the suicidal blind religious nationalism which prompts extreme repression aligned with cruel repression of innocent Indian people of crisis zones and make them war prisoners within the country.


We may not resolve the complicated Kashmir issue with military option.Kashmiri leaders have been warning for long.We have no ears for them. Omar Abdullah,The Jammu and Kashmir CM also stressed that softening of borders was a key step in resolving the Kashmir issue.


Wars between India and Pakistan did not solve any problem in the past nor would any conflict do so in future, said Jammu and Kashmir Chief Minister Omar Abdullah Saturday, adding prosperity of people in the two nations depends only on peace.

Abdullah expressed satisfaction that routine life have resumed in Indian villages, particularly in Vijaypur and Samba areas in Jammu region, that were affected by firing on the international border a few months ago.


We should not brand Mr Abdullah anti national just because we may differ from him.We must understand his concern.Neither we should brand Prashant Bhushan anti national as he just expressed an opinion to resolve the long pending bleeding Kashmir issue.Rather we should try the open discussion amongst various groups in Kashmir and rest of the nation.As the nation failed to resolve the issue ,we may have this option also.


It is an open debate.I would welcome any opinion whatsoever on this issue.This is not a write up meant to be published anywhere,rather it is an attempt for the unhappened interaction.

Islamabad: Omar said there were opportunities in the four-point formula proposed by Musharraf to resolve the Kashmir issue, including demilitarisation and softening of borders.

The only possible solution to the Kashmir issue between India and Pakistan is to create a situation where the "lines while in existence" become "irrelevant", Jammu and Kashmir Chief Minister Omar Abdullah said in an interview published today.

In the two-page interview in the Daily Times, done by journalist Mehr Tarar in New Delhi last month, Omar says if former military ruler Pervez Musharraf had not got into a "scrap" with Chief Justice Iftikhar Chaudhry in 2007, there was "every possibility" that both countries would have moved forward on the dispute.

"...if you were to create a situation wherein the lines while in existence but irrelevant, I think that is the only situation. Wherein if you start from Kashmir and then you widen it, we have this grand vision of a South Asian Free Trade Area which essentially would mirror what you have in the EU," Omar is quoted as saying.

"But I believe that is the only way forward. The moment we get into territorial give-and-take we will get nowhere. We have not so far. The problem of Jammu and Kashmir has plagued our relations since 1947, and it will continue to plague our relations," he said.

Equality and social justice. The constitution is not implemented in tribal,dalit areas.No rule of law.No justice.Inherent inequality graded prevails all the round.Majority people are deprived of basic necessities,opportunities,resources,freedom,civic and human rights.Citizenship is translated into purchasing power.No Land reform at all.That is why the deprived people have to raise their voice.The state handled every public grievance with military tools and blind nationalism.From Telengana,Dhimriblock,Naxalbari,Marichjhanpi to Kashmir,central India and entire north east this is the ultimate truth.

  • Indranil Chowdhuri here you are giving a concept not only of an agrarian revolution, but an over haul of the system. a total revolution. do you really feel in a society which has concepts of petty bourgeoisie deeply embedded can ever achieve this ? revolutions are born out of crisis, and the crisis till date has not reached deep enough for the proletariat to rise in an unified voice.... and regarding land reforms, i would not subscribe to the view that there has never been any. just for example, if you remember Operation Borga, in West bengal, conceptualized by Harekrishna Kongar, and a superb implementation by Benoy Chowdhury at that time, made that a model to be followed. it did duplicate in bits and patches across India but the effect was largely in Bengal and it still reaps the benefits. but over time, with sustained neglect the proletariat has taken to armed a struggle and the Government makes that an excuse to retaliate accordingly.

But yes land reforms were not spread evenly across India. But your concept of a total revolution even though a growing need still remains highly Utopian. And even if it happens, the results may nit be identifiable with the cause and destination . Thr Arab Spring uprising and its rather pathetic fall-out is a glaring example.

Palash Biswas Mr Indranil,it is a very complicated issue.I am not mixing one issue with the other.I am just pointing out that Kashmir isse has been made a taboo.We may not discuss the issue with objectivity>india nation did address other issues without people`s prticipan and without caring public opinion.Irom Sharmila and her fight against AFSPA may be quoted as a classical example how the statepower skips democracy at every point.Naxal problem is deeply rooted in land problem.I know about land reforms.But land reforms were limited within left ruled Bengal only.It could not be a natonal phenomenon. Green revolution and direct foreign investment did spoil every chance of land reform as the agrarian economy is destroyed>Entire agrarian community and Rural India have been made scape goats of growth story of open arket economy and the trickling development.

SSSC condemns the army verdict of Pathribal fake encounter

STATEMENT: WE CONDEMN THE ARMY VERDICT OF PATHRIBAL FAKE ENCOUNTER & DEMAND ITS RE-OPENING AND REPEAL OF AFSPA

It is sad that in the world's democracy, that army has once again overruled the CBI and the Supreme Court. The army has closed the court martial of its officers who were found guilty of fake encounter of Pathribal, J&K by CBI after which the Supreme Court of India had asked the Army to either provide sanction of prosecution against them or to do court martial for these officers.

The army has closed the court martial on the grounds that there was no evidence against their officers, whereas the CBI had already investigated the matter and found that it was a conspiracy where these officers had picked on innocent civilians to create an impression that the militants responsible for the Chhatisinghpora killing have been neutralized.

It was one of the few cases that had managed to go up till the Supreme Court and in which the Supreme Court accepting the CBI version had directed the army to take action in 2012. But dramatically, after two years, the army closed the court martial file on 24 Jan 2014 and therefore to an extent has overruled the CBI and even Supreme Court. It is also to be noted that how Army opposed the case and argued that no case can be registered against its officers under the veil of AFSPA as it provides impunity and that it requires prior sanction of central government to prosecute as per Section 7 of AFSPA.

Anyone who believes in justice with equality should not accept such rules and must demand to scrap AFSPA. Even in many other cases, AFSPA has proved to be a draconian law and has abetted human rights violations through fake killings, torture and rapes. With time, because of the impunity and no sanction granted by central government to prosecute an armed personal, this has became a habit and mindset of deployed security personals and consequently a danger for all those living in AFSPA-imposed areas.

We believe in truth, justice and peace for all without any discrimination. We do not support any form of violence and we believe that it is a duty of the armed personnel that they must respect every human being and follow the path of justice and truth rather. They must know that just by donning the uniform, they do not get any authoritative command of violence or killing, rather they get a responsibility to protect people and not to harm them. We also believe that being a part of the Indian department of governance, army must respect the investigation and instructions of central agencies as well as of the judiciary.

With these sentiments, we hereby demand and hope that our demands will be heard.

Our demands:

Re-open the Pathribal Case & Respect Supreme Court Instruction & CBI Findings

Provide the sanction to prosecute the officers

Repeal AFSPA from J&K and the North-East

Islamabad: Omar said there were opportunities in the four-point formula proposed by Musharraf to resolve the Kashmir issue, including demilitarisation and softening of borders.

The only possible solution to the Kashmir issue between India and Pakistan is to create a situation where the "lines while in existence" become "irrelevant", Jammu and Kashmir Chief Minister Omar Abdullah said in an interview published today.

In the two-page interview in the Daily Times, done by journalist Mehr Tarar in New Delhi last month, Omar says if former military ruler Pervez Musharraf had not got into a "scrap" with Chief Justice Iftikhar Chaudhry in 2007, there was "every possibility" that both countries would have moved forward on the dispute.

"...if you were to create a situation wherein the lines while in existence but irrelevant, I think that is the only situation. Wherein if you start from Kashmir and then you widen it, we have this grand vision of a South Asian Free Trade Area which essentially would mirror what you have in the EU," Omar is quoted as saying.

"But I believe that is the only way forward. The moment we get into territorial give-and-take we will get nowhere. We have not so far. The problem of Jammu and Kashmir has plagued our relations since 1947, and it will continue to plague our relations," he said.

Tarar has been at the centre of a controversy over an alleged affair with Union Minister Shashi Tharoor though both have denied being in a relationship. The issue took a dramatic turn after Tharoor's wife Sunanda Pushkar was found dead in mysterious circumstances in a Delhi hotel on January 17.

Omar said there were opportunities in the four-point formula proposed by Musharraf to resolve the Kashmir issue, including demilitarisation and softening of borders.

"Because for the first time he (Musharraf) stepped away from stated positions. I think what happens is that India and Pakistan's relations are hostage to stated positions...The stated position is that both sides have to vacate the occupied part," he said.

Jammu: Wars between India and Pakistan did not solve any problem in the past nor would any conflict do so in future, said Jammu and Kashmir Chief Minister Omar Abdullah Saturday, adding prosperity of people in the two nations depends only on peace.

Abdullah expressed satisfaction that routine life have resumed in Indian villages, particularly in Vijaypur and Samba areas in Jammu region, that were affected by firing on the international border a few months ago.

Addressing a public meeting in Vijaypur town, the chief minister expressed hope that relations between India and Pakistan will improve, and stressed all issues can be settled only through dialogue.

"Wars in the past have never solved any problem and will not solve any issue in future," he said, referring to the three wars fought by India and Pakistan. Abdullah also said his government has equipped people with effective legislation to identify corrupt officials and seek their punishment through independent institutions established in the state in the last five years.

"To curb corruption has remained our first target. We brought historic initiatives to empower people to be important players in achieving this goal," he said, citing laws like the Public Services Guarantee Act, Right to Information Act, re-constitution of the state accountability commission and the establishment of the state vigilance commission.

"These institutions were established to make government functioning transparent, give good governance and ensure time-bound service delivery in basic amenities providing sectors," he said. Asking people to utilise the laws to help curb corruption, he said the government's aim was to bring functioning and functionaries under public scanner.

People can question every government department about its performance, financial transactions, tender allotment, besides demanding services in a fixed time frame.

"Some 80 basic services from 13 departments have been brought under the ambit of the Public Services Guarantee Act to be delivered to consumer in a fixed time frame," he said.

Any official who delays or fails to deliver these services in a fixed time frame is liable for a fine, which shall then be given to be affected consumer, he said.

New Delhi: A controversy erupted today over AAP leader Prashant Bhushan's comments on deployment of army in Jammu and Kashmir which were slammed by parties across the political divide even as his party attempted to control damage.


Aam Aadmi Party Convenor and Delhi Chief Minister Arvind Kejriwal distanced himself from Bhushan's remarks, saying the deployment of army within the country should be decided on the basis of internal security threat. Bhushan had said that deployment of military in Jammu and Kashmir should be undertaken with the consent of people of the state. The remarks were flayed by parties like BJP and Congress. Jammu and Kashmir Chief Minister Omar Abdullah also said there was no need for a referendum on such issues.

"Such ill-advised ideas must always be rejected outrightly. They can only disturb India's security environment and a disturbed environment disturbs politics, it disturbs sovereignty and it disturbs economy," BJP leader Arun Jaitley said. Hitting out at AAP, he said it was "regrettable" that a party with national ambitions was adopting a position similar to that of Pakistan and the separatists hostile to India's interests. Asserting that issues of national security cannot be decided by populism or referendum, he hoped that sensible elements in AAP will seek to reverse this "soft" stand; otherwise "the slope downwards will be faster than the movement upwards".


Congress leader Ambika Soni also hit out at Bhushan saying such issues have "repercussions and fallouts which you can't imagine". She expressed surprise at the "flippant manner" in which Bhushan voiced his views pertaining to the sensitive state. Abdullah said, "Reduction of the footprint of security forces & phased revocation of AFSPA doesn't need a referendum, just a courageous statesman to decide. overnments get a mandate to govern & decide, they don't need to conduct a referendum before every tricky decision. Leaders must lead."

Congress spokesperson Sanjay Jha said that AAP should "wake up to the reality that they are a political party" and "no longer an NGO or commentators". He said AAP has "pan-India ambitions" and its leaders should be careful in making statements. "We are dealing with a very sensitive issue. When everyone agrees that the presence of army has been critical in controlling terrorism, I advise AAP that they should realise that they cannot be irresponsible and make such statements," he said. BJP Vice President Mukhtar Abbas Naqvi attacked AAP saying this is its first national agenda with a "separatist mindset" and cautioned against "other things to come" from it.

He said referendum is the first step which will followed by demands for a separate Jammu and Kashmir. "The separatists are making such demands with a 'jihadi' mindset, but the same thing is being said with a 'gentle face' by AAP," he said. Jaitley pointed out that Bhushan had two years ago suggested a plebiscite in Jammu & Kashmir where people must be free to decide whether they wish to stay with India or otherwise.

The BJP leader said after much difficulty the issue of plebiscite which was internationalised by Pakistan was linked to the territory wrongfully occupied by Pakistan and today it is no longer a part of either the international agenda, a United Nations process or even the Indo-Pak bilateral talks. He said de-militarisation of the Valley can take place only after elimination of terrorism and dismantling of terrorist infrastructure. "The army presence till then is necessary to protect both the territory and the people of Jammu & Kashmir," he said.

The BJP leader said defence of India is a subject exclusively in the central government's domain, as it is neither a state subject nor a subject to be handled at the municipal level.

The right of the people of Kashmir to a plebiscite is an inherent right and came even before U.N. resolutions. It was a pledge Pandit Jawaharlal Nehru made in a telegram to Pakistan's Liaqat Ali Khan, Indian lawyer and author A.G. Noorani said on Tuesday.

In an effort to lend weight to the Kashmir issue, an international workshop, 'Kashmir Looking Beyond the Peril,' was hosted by the Institute for Strategic Studies, Research and Analysis Wing of the hallowed National Defence University (NDU) here.

The two-day programme focussed on Kashmir as a matter of the people's right to make a choice and not as a territorial dispute between India and Pakistan.

Mr. Noorani said time had not solved the issue and India produced the alienation, while Pakistan produced the gun. Even if the militancy subsided, the alienation had not and the use of force to settle the matter would be counter-productive.

A peaceful solution must include India, Pakistan and the people of Kashmir, he said, adding he would not use "hideous lingo" like Indian-Occupied Kashmir or Pakistan-Occupied Kashmir and would refer to both parts as East and West Kashmir.

He said no Indian government could agree to the cessation of Kashmir and survive a day and no Pakistani government could accept the Line of Control (LoC), and the Kashmiris wanted self-rule.

After the Agra rebuff from the then President, General Pervez Musharraf, Prime Minister Atal Bihari Vajpayee had nothing to offer Pakistan but only sweet words. But in September 2006, Prime Minister Manmohan Singh and Gen. Musharraf were ready with a formula which fell apart in 2007, Mr. Noorani explained.

It was a non-territorial arrangement, with neither side giving up its stand. The LoC would become lines on a map and people were free to move — there would be a lot of exchange. The self-rule would extend to the northern areas and Gilgit Baltistan and troops would be withdrawn, he said. The Chief Ministers from both sides would review this interim arrangement for 10 to 15 years and the greatest gainers would be the people. "The solution lies in seeking a congruence of interests."

The former High Commissioner to India, Ashraf Jehangir Qazi, said India was the larger country and satisfied with the status quo. Even if the world was less interested in the issue, Pakistan had no right to forget Kashmir and it had an obligation to the people, he said.

Lt. Gen. Javed Iqbal, president, NDU, said Kashmir remained a critical factor in the way of achieving sustainable peace and harmony in south Asia. The one- fifth of humanity living in this region had long awaited a conflict-free setting and it was important that scholars and experts renewed a search for approaches to a peaceful and viable solution consistent with the Kashmir people's aspirations.

"Kashmir is no real estate," said Sherry Rehman, former minister of the Pakistan Peoples Party. Pakistan was willing to discuss sustainable solutions while the Indian taxonomy of conflict was embedded in old political idioms that diplomacy must be coercive. India should have a cogent, forward-looking policy towards Pakistan, she said.

The Indian media, too, came under criticism for not promoting peace. Senior journalist Zahid G Muhammed of Srinagar said the Indian media was an "agenda-setting media" while some in the Pakistan media were status-quoists.

New Delhi: India on Tuesday regretted that trans-border trade in Kashmir, which stalled after the arrest of Pakistani driver of a truck smuggling narcotics across the Line of Control (LoC), has not resumed even after two weeks of the incident.

"We regret the fact that for the sake of a drug trafficker caught red-handed smuggling narcotics into India, the Pakistani authorities have continued to refuse to allow the resumption of trans-Line of Control travel and trade that brings great benefits to the people of the state of Jammu and Kashmir," foreign ministry spokesman Syed Akbaruddin said.

Pakistan halted the movement of trucks and buses across the border in Kashmir following the arrest of a Pakistani truck driver two weeks ago with narcotics worth Rs.100 crore hidden in a truck coming from Pakistan-occupied Kashmir (PoK).

The police impounded the truck, containing as many as 114 packets of heroin, and detained the driver, causing Pakistan to retaliate with the detention of 27 trucks carrying goods from India, the report said.

Pakistan also indicated that it would not allow the Srinagar-Muzzaffarabad and Poonch-Rawalakote bus services to run till the impounded truck and arrested driver were released.

"Over the last two weeks India has repeatedly emphasized to Pakistan to allow the full resumption of travel and trade across the LoC and to hold an immediate meeting of the trade facilitation officers so that both sides can exchange information with regard to the narcotic seizures that have been made," Akbaruddin said.

India has proposed to Pakistan to hold a meeting of officials in the second week of February.

The cross-border trade and bus travel connecting the two regions of Kashmir, which have a number of divided families between them, began in April 2005-06 and October 2008, respectively, aimed at promoting people-to-people contact.

The stopping of cross-LoC trade and bus services is the latest in a series of developments to hit ties that were beginning to settle on an even keel after India restarted peace talks with Pakistan in February 2011 following the 2008 Mumbai terror attacks. The beheading of Indian troops along the LoC and firing along the border last year put official dialogue on hold for many months.

বুঝে অথবা না বুঝেই আম আদমি পার্টির নেতা প্রশান্ত ভূষণ মৌচাকে ঘা মেরে দিয়েছেন৷ ফলে ইতিমধ্যেই তার দলের অন্দরে কথা উঠেছে৷ শীর্ষ নেতৃত্ব জানিয়ে দিয়েছেন, প্রশান্ত ভূষণের কথা একান্ত নিজস্ব মত৷ কংগ্রেসও বিষয়টিকে ভালোভাবে নেয়নি৷ আর ভারতীয় জনতা পার্টি ও তার সহযোগী সংঘ পরিবারের নানা শাখা তীব্র বিরোধিতাতে শুধু মুখের কথায় না থেমে আম আদমি পার্টির দপ্তরে হামলাও চালিয়েছে৷ মৌচাকে ঢিল মারার উপমাটি এ জন্যই দিলাম যে, উপর উপর যত মজবুতই মনে হোক না কেন, আসলে যত দিন যাচ্ছে ততই এ দেশের গণতান্ত্রিক ধর্মনিরপেক্ষ চরিত্র ক্রমেই দুর্বল হয়ে পড়ছে৷ তারই প্রমাণ এই অসহিষ্ণুতা৷ তথাকথিত জাতীয়তাবাদী ধারণার বাইরে কেউ কিছু বললেই তাকে দেশবিরোধী তকমা দিয়ে প্রান্তিক করে দেওয়ার চেষ্টা৷ প্রশান্ত ভূষণ এই নগ্ন সত্যটাকে আবার সামনে নিয়ে এলেন৷


এই উগ্র জাতীয়তাবাদী চেতনা যে দেশের যুক্তরাষ্ট্রীয় কাঠামোর পরিবর্তে অতিকেন্দ্রিকতার জন্ম দিচ্ছে- যা আদতে স্বৈরতান্ত্রিক প্রবণতা, 'জনসমর্থন' হারানোর ভয়ে কোনও রাজনৈতিক দলই তা সামনাসামনি স্বীকার করার সাহস দেখাতে পারছে না৷ যাঁরা নিজেদের আম আদমি বলছেন তাঁরাও এই কট্টর জাতীয়তাবাদীদের বিরুদ্ধে মুখ খুললেন না, এটা দুঃখের৷ আরও দুঃখের দিনকে দিন ভারতীয় জাতীয়তাবাদ ও হিন্দু জাতীয়তাবাদ সমর্থক হয়ে উঠছে৷ মোদী লাও দেশ বাঁচাও ধ্বনির মধ্যে দিয়ে তারই প্রকাশ৷ এই দমবন্ধ হয়ে আসা পরিবেশে স্পর্শকাতর কাশ্মীর প্রসঙ্গে ভিন্নমতকে আর সহ্য করবে! প্রশান্ত ভূষণ বলেছেন, কাশ্মীরে 'আর্মড ফোর্সেস স্পেশাল পাওয়ার অ্যাক্ট' কত দিন থাকবে তা ঠিক হোক গণভোটের মাধ্যমে৷ অথচ এই গণভোটের কথা বৃহত্তর অর্থে এর আগেও দেশনেতারা বলেছিলেন৷ জম্মু ও কাশ্মীরের ভবিষ্যত গণভোটের মাধ্যমে স্থির করা হবে কি না তা নিয়ে বিতর্ক কিন্ত্ত বহু দিনের৷


নেহরু বলেছিলেন, 'শান্তিশৃঙ্খলা ফিরে আসা মাত্রই আমরা কাশ্মীর থেকে সেনাবাহিনী সরিয়ে নেব এবং রাজ্যের ভবিষ্যত নিয়ে সিদ্ধান্ত নেবার পর রাজ্যের মানুষের উপরেই ছেড়ে দেব৷' প্রকৃত দেশনেতার মতোই পণ্ডিত জওহরলাল নেহরু দৃপ্ত গলায় বলেছিলেন- 'কাশ্মীরের সঙ্গে আমাদের দৃঢ় বন্ধন সেনাবাহিনী কিংবা সংবিধানের উপর ভিত্তি করে নয়৷ ... এ বন্ধন হল ভালোবাসার ও সৌহার্দ্যের উপর ভিত্তি করে৷ সংবিধান, আইন অথবা সেনাবাহিনীর থেকে তা শক্তিশালী৷' এই সহজ সারসত্যটাই আমাদের দেশপ্রেমিকেরা মানতে চান না৷ তাই ভিন্ন কথা বললেই প্রশান্ত ভূষণের দলীয় অফিস ভাঙা হয়৷ কখনও আফজল গুরুর ফাঁসি নিয়ে প্রশ্ন তোলার 'অপরাধে' মানবাধিকার কর্মী গৌতম নওলখার উপর হামলা করা হয় কখনও আবার কাশ্মীর নিয়ে ছবি করার দায়ে বিশিষ্ট তথ্যচিত্র নির্মাতা সঞ্জয় কাককে হেনস্থা করা হয়৷


নেহরুর সময় থেকে সর্ব অর্থেই আমরা বহুদূর চলে এসেছি৷ আর্মড ফোর্সেস স্পেশাল পাওয়ার অ্যাক্ট প্রথম ১৯৫৮ সালে যখন সংসদে পাশ হয় তখন কংগ্রেসি সাংসদেরাও প্রতিবাদ জানিয়েছিলেন আইনের অপব্যবহারের আশঙ্কায়৷ তখন দেশের শাসকরা জানিয়েছিলেন শান্তি ও শৃঙ্খলের জন্যে এ এক সাময়িক ব্যবস্থা৷ বেশি দিন এই আইন থাকবে না৷ এই আইনের প্রথম প্রয়োগ হয়েছিল নাগাল্যান্ডে৷ তার পর থেকে তা শিথিল বা প্রত্যাহার তো হয়ইনি, বরং সারা উত্তর-পূর্ব ভারতে তা কঠোর ভাবে বলবত্‍ করা হয়েছে৷ এই আইনে এমন ধারাও আছে যাতে বলা হয়েছে যে কেউ ভবিষ্যতে গোলমাল করতে পারে স্রেফ এই সন্দেহে পুলিশ বিনা ওয়ারেন্টে তাকে গ্রেপ্তার করতে পারে৷ এই আইন পুলিশ মিলিটারিকে এমন রক্ষাকবচ দিয়েছে যে তারা যথেচ্ছ অত্যাচার করলেও সাধারণের তাদের বিরুদ্ধে অভিযোগ জানাবারও সুযোগ নেই৷ কংগ্রেসি সাংসদদের আশঙ্কা সত্যি করে বছরের পর বছর শান্তি রক্ষার নামে সম্পূর্ণ অগণতান্ত্রিক এই আইন রাজ্যে রাজ্যে যে অত্যাচার চালিয়ে যাচ্ছে তা ওই রাজ্যগুলো সম্পর্কে সামান্য ওয়াকিবহাল মহলই স্বীকার করবেন৷ কাশ্মীরে এই আইন জারি হয়েছে অবশ্য বেশি দিন নয়৷ নব্বই দশকের মাঝামাঝি৷ তবে সেখানে আবার আইনে আর এক সংযোজন হয়েছে যে রাস্তায় যে কোনও গাড়িকে যখন তখন থামিয়ে তল্লাশি চালিয়ে সামান্য সন্দেহ হলেই চালক ও মালিককে গ্রেপ্তার করা হবে৷


মণিপুর নাগাল্যান্ড কাশ্মীর কোথাও এই আইনের দৌলতে শান্তি ফেরেনি৷ যে কাশ্মীর কোনও দিনই সাম্প্রদায়িক ছিল না, সেখানকার পরিস্থিতি কী ভাবে বদলে গেল, কোন রাজনীতি তার জন্যে দায়ী, এ দেশের নাগরিকদের, বিশেষ করে নতুন প্রজন্মের জানা দরকার৷ বোঝা দরকার, কাশ্মীরের যে সংখ্যাগরিষ্ঠ জনগণ ভারতভুক্তিকে স্বাগত জানিয়েছিল, যে জনগণ '৪৭, '৪৮ ও '৬৫ সালে পাকিস্তানি সেনা ও তাদের অনুগামীদের বিরুদ্ধে সর্বতোভাবে ভারতকে সমর্থন জানিয়েছিল, সেই তারাই কেন আজ স্লোগান তোলে, 'হাম কেয়া চাহতা হ্যায়', সমস্বরে আওয়াজ ওঠে 'আজাদি আজাদি'৷ যেখানে স্বাধীনতার আগে সে অর্থে কোনও সাম্প্রদায়িক হানাহানি ছিল না, সেখানে কেন এত রক্তপাত, অশান্তি!


কাশ্মীরের প্রথম সাধারণ নির্বাচনে বিপুল ভাবে জয়ী হল ন্যাশনাল কনফারেন্স৷ দলের নেতা শেখ আবদুল্লার গুরুত্বপূর্ণ ভূমিকা ছিল কাশ্মীরের ভারতভুক্তিতে৷ তিনি বলেছিলেন, গণতন্ত্র, ধর্মনিরপেক্ষতা স্বাধীনতার সংগ্রাম, ভূমি সংস্কার- ভারতেই সম্ভব৷ অন্য কোথাও নয়৷ কাশ্মীরে হিন্দুরা সংখ্যালঘু হলেও জমি, ব্যবসা, প্রশাসন, সর্বত্রই তাদেরই আধিপত্য ছিল৷ অন্য দিকে মুসলিমরা অধিকাংশই ছিলেন হতদরিদ্র৷ শেখ আবদুল্লা ভূমিসংস্কার ও দরিদ্রদের মধ্যে তা বণ্টনের কাজ হাত দেওয়া মাত্র হিন্দু পুনরুত্থানবাদীরা তার বিরোধিতায় নামলেন৷ প্রাথমিক ভাবে এই আন্দোলনের রাশ প্রজা পরিষদের হাতে থাকলেও পরে তা চলে যায় জনসংঘ ও হিন্দু মহাসভার নেতৃত্বে৷ মজা হচ্ছে এই নব্যহিন্দুত্ববাদীরাই কিন্ত্ত স্বাধীনতার সময় কাশ্মীরকে স্বাধীন রাজ্য করার পাশে ছিলেন৷ তাদের উদ্দেশ্য ছিল- রাজার শাসন চালু রেখে কাশ্মীরের জাতীয়তাবাদী আন্দোলন দমন করা ও মুসলিম ভাবাবেগকে দমিয়ে রাখা৷ ১৯৫১ সালে কাশ্মীরে শেখ আবদুল্লার বিপুল জয়ের পর থেকে হিন্দু মৌলবাদীরা ন্যাশনাল কনফারেন্সের বিরুদ্ধে তীব্র বিরোধিতায় নামে৷ বস্ত্তত তখন থেকেই কাশ্মীরে সাম্প্রদায়িকতার সূচনাপর্ব৷ আসলে শেখ সাহেবের ভূমিসংস্কারের ফলে জমির মালিকানা হারানো সামন্তেরা ও প্রাক্তন রাজকর্মচারীরাই ছিলেন হিন্দুত্ববাদীদের মূল শক্তি৷ ৩৭০ ধারা বাতিলের দাবিতে বি জে পি সতত সোচ্চার৷ সংঘ পরিবার প্রচার চালায় ওই আইন মুসলিম তোষণের স্বার্থে৷ মুসলিম তোষণের উদাহরণ হিসেবে তারা বলে, কাশ্মীরে জমি হস্তান্তর নিষিদ্ধ- যা দেশের সংবিধান বিরোধী৷ মজা হচ্ছে, ১৯২৮ সালে কাশ্মীরে হিন্দু ডোগরা শাসকেরাই এই আইন বানিয়েছিলেন৷ স্মর্তব্য, ওই আইনের ফলে অন্য রাজ্যের মুসলিমরাও ওখানে জমি কিনতে পারবেন না৷


নির্বাচন যত এগিয়ে আসবে, উগ্র হিন্দুত্বের স্বর ততই জোরালো হবে৷ প্রান্তিক করে দেওয়া হবে ভিন্ন মতকে৷ আসলে এ এক নীরবতার সংস্কৃতি৷ তার ফলে গণতান্ত্রিক ইতিহাসের পরিবর্তে জন্ম নেয় স্বৈরতান্ত্রিক মনোভাব- যা কিছুতেই প্রকৃত সত্যকে জানতে দিতে চায় না৷

  • रैन बसेरों के लेकर शीला सरकार पर अक्सर हमले करने वाले मुख्यमंत्री अरविंद केजरीवाल को अब खुद इस मसले पर हाई कोर्ट में जवाब देना होगा। दिल्ली में रैन बसेरों की स्थिति और ठंड से मौतों पर कड़ा रुख अपनाते हुए दिल्ली हाई कोर्ट ने प्रदेश सरकार को फटकार लगाते हुए चार हफ्ते में रिपोर्ट देने को कहा है। दूसरी तरफ, बीजेपी ने सरकार पर हमला करते हुए कहा कि रैन बसेरों की स्थिति सुधारने के लिए कदम नहीं उठाए जा रहे हैं। बीजेपी नेता डॉ हर्षवर्धन ने कहा कि उन्होंने इस बारे में सरकार को चिट्ठी लिखी थी, लेकिन उस पर कोई कार्रवाई नहीं हुई।

  • गणतंत्र दिवस से एक दिन पहले एक सरकारी आयोजन में अरविंद केजरीवाल ने कहा था कि उनकी सरकार ने इतने कम समय में 70 से ज्यादा रैन बसेरों को निर्माण करवाया है। हालांकि, आकड़ों के मुताबिक सड़कों पर रात गुजारने वाले करीब 180 लोगों की इस साल जनवरी में ही ठंड से मौत हो चुकी है। रैन बसेरों की हालत इतनी खराब है कि कई लोग ऐसे हैं जो इनमें रहने के बजाए खुले में खुद का ज्यादा सुरक्षित मानते हैं। उनका कहना है कि ये शेल्टर चोर उचक्कों, नशा खोरों और अपराधियों के डेरे बन गए हैं। सरकार का इस ओर कोई ध्यान नहीं है।

  • हाई कोर्ट ने सवाल किया कि पिछली सुनवाई के दौरान दिल्ली सरकार ने कहा था कि एनजीओ से बात करके स्थिति सुधारने की कोशिश की जाएगी, तो इसका क्या हुआ? सुनवाई के दौरान एनजीओ के वकील ने बेरुखी का आरोप लगाते हुए कहा कि दिल्ली सरकार हमसे बात करने को तैयार नहीं है। इसके बाद नाराजगी जताते हुए हाई कोर्ट ने कहा कि सरकार चार हफ्ते में बताए कि रैन बसेरों की स्थिति सुधारने के लिए क्या कदम उठाए गए हैं और मौतें किन वजहों से हुईं।

  • नई दिल्‍ली. आम आदमी पार्टी (आप) सरकार की कार्यशैली से नाराज एनआरआई ने पार्टी से दूरी बनाना शुरू कर दिया है। न्‍यूजीलैंड, ऑस्‍ट्रेलिया और अमेरिका में रह रहे काफी संख्‍या में एनआरआई ने न केवल पार्टी को फंड देना बंद कर दिया है, बल्कि उन्‍होंने 'आप' को वोट देने के लिए माफी भी मांगी है। इसके लिए एनआरआई ने एक फेसबुक पेज (I am Sorry I voted for AAP) बनाया है। इस फेसबुक पेज से करीब 100 सदस्‍य जुड़े हैं। इनमें से काफी ऐसे लोग हैं, जिन्‍होंने 'आप' को लाखों रुपए चंदे के रूप में दिए हैं। कई ऐसे एनआरआई, जिन्‍होंने 'आप' को चंदा दिया था और वे 'आप' के फेसबुक पेज से जुड़े थे, उन्‍होंने खुद को अनफ्रेंड कर दिया है।

  • 28 दिसंबर को जब 'आप' के संयोजक अरविंद केजरीवाल ने दिल्‍ली के मुख्‍यमंत्री के रूप में शपथ ली थी, उस दिन पार्टी को चंदे के रूप में 21 लाख रुपए मिले थे। इसके बाद से पार्टी को रोजाना करीब 40 लाख रुपए मिल रहे थे। वहीं 17 जनवरी के बाद से पार्टी को रोजाना औसतन 6 लाख रुपए ही मिल रहे हैं।

कहाँ चले गये थे दामिनी-दामिनी चिल्लाने वाले। मैने पहले ही कहा था की बलात्कार चाहे सवर्ण महिला के साथ हो चाहे दलित महिला के साथ हो मिडिया और अपने आप को पहले भारतीय कहने वालो को 'दोनो' को दोनो का साथ देना चाहिए दोगलापन नही करना चाहिए। बिहार मे एक दलित महिला का बलात्कार हुआ था और उसके बाद फांसी पर लटका दिया दरिन्दो ने,अब तक न कोई समाजसेवी दिखाई दिया,न कोई खिलाडी दिखाई दिया न कोई अभिनेता दिखाई दिया,घडियाली आंसु बहाने वाला भी नही दिखाई दिया,वैसे क्यों दिखाई दे वो तो दलित थी ना। और यही बलात्कार अभी सवर्ण महिला के साथ होता तो इनमे से सभी दिखाई देते। ये जातिवाद का जीता जागता उदाहरण जो कहते है कि अब जातिवाद नही है।:-)

एक और भारतीय प्रतिक्रिया है, If someone tells that upsc is not selecting muslims intentionally, its like saying IITs are not selecting muslims due to their faith, which is complete nonsense you should check how many muslims appear for these exams and what percentage of them get selected. IITs and UPSC are two institutions which i respect because they do not compromise on quality and these are the toughest exams to crack in india with a success ration of less than 1%.I don't find anything wrong in that because you are choosing some of the brightest minds for some of the most important jobs in the country.Some indians (it should not always be a hindu muslim discussion) are lagging in competition and that is because they are not competent enough that's it, it would be much better if government comes up with a plan to overcome this by improving the level of education among all communities instead of solving every problem by reservation.

इसी मज़दूर बस्‍ती में आम आदमी पार्टी के कुछ कार्यकर्ताओं ने मांगपत्रक अभियान को बाधित करने की नाकाम कोशिश भी की। वे अभियान के साथियों से कहने लगे कि आप लोग केजरीवाल को समय नहीं दे रहे हैं। इस पर, साथियों ने उन्‍हें विनम्रतापूर्वक बताया कि केजरीवाल मज़दूरों से किए गए वायदों को पूरा नहीं कर रहे हैं, जबकि डेढ़ महीने बीत चुके हैं और केजरीवाल सरकार मज़दूरों से किए गए वायदों को पूरा करने की कोई निश्चित समयावधि भी नहीं बता रही हैं। इसीलिए, मज़दूरों का यह कर्तव्‍य बनता है कि वे 6 फरवरी को दिल्‍ली सचिवालय पहुंच कर सरकार को इन वायदों पर अमल करने की याद दिलाएं। अभियान के साथियों ने यह भी कहा कि आप पार्टी का तो मुख्‍य नारा ही भ्रष्‍टाचार से मुक्ति का है, लेकिन सबसे ज्‍यादा भ्रष्‍टाचार तो श्रम-विभाग में व्‍याप्‍त है, जिससे दिल्‍ली की लगभग 60 लाख मज़दूर आबादी प्रभावित है। इसको खत्‍म करने के लिए भी सरकार ने कोई ठोस आश्‍वासन नहीं दिया है। लिहाजा इन वायदों की याददिहानी के लिए लाखों मज़दूर 6 फरवरी को दिल्‍ली सचिवालय पर पहुंचेंगे, जैसाकि अरविन्‍द केजरीवाल ने भी यह कहा था कि आप हमें इन वायदों की याद दिलाते रहिए।

Delhi Chief Minister Arvind Kejriwal on Saturday increased the working hours of school teachers to 45 hours per week. According to the new order, school teachers working in government/government aided and un-aided recognised schools will have to devote 45 hours teaching per week.


The existing time for teachers in summers is 7:30 am to 1:30 pm or 8 am to 2 pm, but now the new timings are 7:15 am to 2:45 pm. Similarly, the existing time for teachers in winters is 7:30 am to 1:30 pm or 8 am to 2 pm and the new timings are 7:15 am to 2:45 pm.

17 वर्ष की कठोर जेल यातनाये भुगतने के बाद देश आजाद होने पर रानी गिडा इल्यू को आजाद किया गया. आजादी के बाद अपना सम्पुरण जीवन अपने समाज के जीवन स्तर को सुधारने में लगा दिया आजादी की 25 वी वर्ष गांठ 1972 में विशाल जन सभा में ५७ वर्ष की उम्र में उन्हें स्वतंत्रता सेनानी के सम्मान स्वरुप ताम्र पत्र दिया गया था.

गैरकानूनी कृत्यों में लिप्त प्रबन्धन तो ऐश कर रहा है और ढाई-तीन हजार मारुति के मज़दूर बेरोजगार भटक रहे हैं. सरकार और उसकी पुलिस-प्रशासन-श्रम विभाग सारे कानूनों को ताक पर रख कर निर्लज्ज रूप से जापानी मालिकों की सेवा कर रही है. वैधानिक तरीके से अपनी आवाज उठाने के हर रास्ते में वह अवरोध खडा कर रही है..


अन्याय के विरूद्ध मारुति-सुजुकी मानेसर के मज़दूरों ने 'जनजागरण यात्रा' निकाली है. जनजागरण यात्रा के 27 जनवरी को गुड़गाँव (हरियाणा) पहुँचने पर गुड़गाँव-मानेसर-धारूहेड़ा के मज़दूरों और यूनियनों ने उसका गर्मजोशी से स्वागत किया. इससे कडाके की ठण्ड में भी गर्माहट पैदा हो गयी. एआईयूटीयूसी के कॉमरेड राम कुमार ने टीम के रुकने का प्रबन्ध किया.

इस अवसर पर वक्ताओं ने कहा कि हालात ने हमें आजाद भारत की एक नंगी सच्चाई दिखा दी. जहाँ आजादी के 66 साल बाद भी हक की बात करना अपराध है. जहाँ मुनाफाखोर मालिकों के सब खून माफ हैं, लेकिन अपने खून पसीने से सब कुछ पैदा करने वाले मेहनतकशों को सारे जुल्म सहने के लिए अभिशप्त रहना पड़ता है. तभी तो हक की आवाज उठाने वाले बेगुनाह 148 मज़दूर 18 महीने से जेल में बन्द हैं. न्यायपालिका की भाषा भी मालिकों के ही हित में है.

हद तो यह है कि गैरकानूनी कृत्यों में लिप्त प्रबन्धन तो ऐश कर रहा है और ढाई-तीन हजार मारुति के मज़दूर बेरोजगार भटक रहे हैं. सरकार और उसकी पुलिस-प्रशासन-श्रम विभाग सारे कानूनों को ताक पर रख कर निर्लज्ज रूप से जापानी मालिकों की सेवा कर रही है. वैधानिक तरीके से अपनी आवाज उठाने के हर रास्ते में वह अवरोध खडा कर रही है.

उल्लेखनीय है कि अठारह माह से जेल में बन्द 148 मज़दूरों की रिहाई और लगभग ढाई हजार स्थाई-अस्थाई मज़दूरों की कार्य बहाली के लिए जारी संघर्ष के इस पड़ाव पर मारुति-सुजुकी, मानेसर के मज़दूर, उनके परिजन व समर्थक 15 जनवरी से पद ात्रा पर निकले हुए हैं. 'हमारे साथियों को रिहा करो' नारे के साथ कैंथल से दिल्ली तक की 16 दिनी यह पदयात्रा 27 जनवरी को गुड़गाँव पहुँची.

इस दौरान जत्था गुलियाना, किठाना, शमदो, नागुरा, कंडेला, जींद, बिषनपुरा, गतौली, जुलाना, जफरगढ़, लाखन माजरा, भगवतीपुर, टिटोली, रोहतक, दिघल (झज्जर), चमनपुर, गुड्डा, झज्जर, दादरी, फारूख नगर, गढ़ी आदि जगहों का भ्रमण करते हुए न्याय पाने का अपना संकल्प आम जन तक पहुँचाया. जहाँ स्थानीय जनता ने हर तरह का सहयोग प्रदान किया और समर्थन का भरोसा दिया.

दूसरी तरफ, अभियान के दौरान स्थानीय पुलिस और खुफिया तंत्र लगातर नजर रखे हुए थे और हर संभव इसे असफल करने, अवरोध खड़ा करने की जुगत भिड़ाते रहे. लेकिन तमाम बाधाएं भी जत्थे के मनोबल को तोड़ नहीं सके. मारुति सुजुकी वर्कर्स यूनियन के प्रतिनिधि राजपाल ने बताया कि 28 को गुडगाँव के कमला नेहरू पार्क से रैली निकलेगी जो शहर के विभिन्न हिस्सों में नुक्कड सभाओं के माध्यम से न्यायशील जनता के बीच अपना दुख साझा करेगी, न्याय के अपने संघर्ष का साझीदार बनाएगी.

उन्होंने बताया कि हमारा यह जत्था 29 को महिपालपुर होते हुए 30 को दिल्ली पहुँचेगा और 31 जनवरी को दिल्ली जन्तर मन्तर पर व्यापक कार्यक्रम के माध्यम से अपने अगले संघर्ष की रणनीति तैयार करेगा. इस अभियान में मारुति श्रमिकों के परिजनों, शुभचिन्तको के साथ कई जनसंगठनों, यूनियनों का समर्थन मिलने से अभियान के सदस्यों की हौसला अफजाई हुई.

इसके साथ ही एआईटीयूसी, सीआईटीयू, एचएमएस, एआईयूटीयूसी आदि महासंघों का साथ बना हुआ है. इंकलाबी मज़दूर केन्द्र, क्रान्तिकारी नौजवान सभा, श्रमिक संग्राम कमेटी, जनसंघर्ष मंच हरियाणा, आम आदमी पार्टी, सर्व कर्मचारी संघ, किसान सभा, खेत मज़दूर यूनियन, एस.सी.-एस.टी. हरियाणा पब्लिक सर्विस कमीशन, संभव, हरियाण इंसाफ, सोसाइटी, महावीर जन कल्याण ट्रस्ट, समतामूलक महिला संगठन, डी.वाई.एफ.आई सहित तमाम जन संगठन अभियान में शामिल हैं.

ऐसे तो नक्सलवाद नहीं मिटेगा जनाब!

परिवार के लोगों की आँखों के सामने उनकी 13 से 16 वर्ष की बेटी-बहिन का सामूहिक बलात्कार किया जाता है और स्थानीय पुलिस उनकी रिपोर्ट तक दर्ज नहीं करती! डॉक्टरी रिपोर्ट बनाकर देना तो दूर, सरकारी डॉक्टर पीड़िता का प्राथमिक उपचार तक नहीं करते. स्थानीय जन-प्रतिनिधि बलात्कारियों और अपराधियों को ही पनाह देते हैं! तहसीलदार से लेकर राष्ट्रपति तक गुहार करने के बाद भी पीड़िता की कोई सुनवाई नहीं होती. ऐसे में बलत्कृत बेटियों के पिता या बहनों के भाईयों को क्या सन्त बने रहना चाहिये...

पुरुषोत्तम मीणा 'निरंकुश'

भारत में बहुत सारी समस्याएँ लाइलाज बना दी गयी हैं. नक्सलवाद भी उनमें से एक है. अनेक प्रदेशों के राज्यपालों, मुख्यमंत्रियों, मंत्रियो के साथ-साथ देश के राष्ट्रपति और प्रधानमंत्री भी समय-समय पर अपने सम्बोधन में नक्सलवाद को देश की सबसे बड़ी और इसे आतंकवाद जैसी बड़ी समस्या बतला चुके हैं. यही नहीं अनेक कथित बड़े लेखक भी बड़े-बड़े शहरों के वातानुकूलित कक्षों में बैठकर इसी तर्ज पर नक्सलवाद के ऊपर खूब लिखते रहते हैं.सरकार के खजाने पर पलकर और राष्ट्रपति, प्रधानमन्त्री और अन्य बड़े-बडे़ राज नेताओं के बयान लिखने वाले कथित सरकारी विद्वानों में से अधिकतर ने नक्सल प्रभावित क्षेत्रों की जमीनी हकीकत और वस्तुस्थिति को जाकर देखना, समझना तथा हकीकत को जानना तो बहुत दूर, नक्सलवाद प्रभावित क्षेत्रों के जिला मुख्यालयों का दौरा तक कभी नहीं किया होता है. फिर भी ऐसे कथित और अपने आपको विद्वान कहने वाले और बड़े-बडे़ समाचार-पत्रों में बिकने वाले तथा इलेक्ट्रॉनिक चैनलों पर दिखने वाले अनेक कथित बुद्धिजीवी और वर्तमान तथा पूर्व नौकरशाह भी नक्सलवाद पर लिखते और बोलते समय नक्सलवाद को इस देश का कोढ बतलाने से नहीं चूकते हैं.

मगर सबसे दु:खद पहलु यह है कि अधिसंख्य लोग इस समस्या की असली और वास्तविक तस्वीर देश के समक्ष पेश करने की हिम्मत ही नहीं जुटा पा रहे हैं, बल्कि यह कहना अधिक उपयुक्त होगा कि नक्सलवाद असल में है क्या? इसके बारे में ऐसे लोगों को ज्ञान ही नहीं है. इन लेखकों में से अनेक तो नक्सलवाद की असली तस्वीर देशवासियों के सामने पेश करने की खतरनाक यात्रा के मार्ग पर चाहकर भी नहीं चलना चाहते हैं. ऐसे में सौद्देश्य कूटनीतिक सोच एवं लोगों को मूर्ख बनाने की कुनीति से लिखे जाने वाले आलेख, दिए जाने वाले व्याख्यान और राजनेताओं तथा जनप्रतिनिधियों व प्रशासकों के सम्भाषण इस समस्या को सुलझाने के बजाय लगातार और दिन-प्रतिदिन उलझाने का ही काम कर रहे हैं.

राजनीति करने वाले राजनेताओं एवं भ्रष्ट तथा पूर्वाग्रही नौकरशाहों की तो मजबूरी समझ में आती है, लेकिन तथाकथित स्वतन्त्र लेखकों और प्रबुद्ध वक्ताओं से ऐसी अपेक्षा नहीं की जा सकती कि वे नक्सलवाद के असल कारणों को दरकिनार करके, नक्सलवाद के बारे में सत्ता के गलियारे से निकलने वाली ध्वनि की तोतारटन्त नकल करते दिखाई दें.

जिन लेखकों की रोजी-रोटी बडे़ समाचार पत्रों और न्यूज चैनलों में झूठ को सच बनाकर बेचने से चलती है, उनकी विवशता तो एकबारगी समझ में आती भी है, लेकिन सिर्फ अपने अन्दर की आवाज को सुनकर लिखने और बोलने वालों को कलम उठाने या बोलने से पहले अपने आपसे पूछना चाहिये कि 'मैं व्यक्तिगत तौर पर नक्सलवाद के बारे में कितना जानता हूँ?' यदि उनकी अन्तर्रात्मा से उत्तर आता है कि 'कुछ नहीं', तो मेहरबानी करके ऐसे लोग देश को गुमराह करने का अक्षम्य अपराध नहीं करें.

नक्सलवाद पर थोड़ा सा विस्तार से लिखने से पूर्व मैं विनम्रतापूर्वक यह कहना चाहता हूँ कि 'मैं किसी भी सूरत में हिंसा का पक्षधर नहीं हूँ और नक्सलवाद से नकारत्मक रूप से प्रभावित निर्दोष लोगों के प्रति मेरी सम्पूर्ण सहानुभूति है.' इसलिये इस आलेख के माध्यम से मैं हर उस व्यक्ति को सम्बोधित करना चाहता हूँ, जिन्हें इंसाफ की संवैधानिक व्यवस्था को बनाये रखने में आस्था और विश्‍वास हो. जिन्हें भारतीय संविधान के अनुच्छेद 14 द्वारा प्रदत्त उस मूल अधिकार में विश्‍वास हो, जिसमें साफ तौर पर कहा गया है कि देश के प्रत्येक व्यक्ति को कानून के समक्ष समान समझा जायेगा और प्रत्येक व्यक्ति को कानून का समान संरक्षण प्रदान किया जायेगा. जिसकी व्याख्या करते हुए सुप्रीम कोर्ट का साफ शब्दों में कहना है कि 'समानता के मूल अधिकार को आंख बन्द करके लागू नहीं किया जा सकता. क्योंकि समानता के मूल अधिकार का मूल अभिप्राय है-समान लोगों के साथ समान व्यवहार, न कि असमान लोगों के साथ सामान व्यवहार.'

जिन लोगों को उक्त संवैधानिक व्यवस्था में सम्पूर्ण आस्था और विश्‍वास हो, वे ही इन बातों को समझ सकते हैं, लेकिन याद रहे आस्था और विश्‍वास केवल कागजी या दिखावटी नहीं, सच्ची होनी चाहिये. बल्कि जिन लोगों को समाज की सच्ची तस्वीर को देखने और जानने की समझ हो और जो देश की असल समस्याओं के व्यावहारिक पहलुओं का भी ज्ञान रखते हों, वे ही इन संवैधानिक बातों को बिना पूर्वाग्रह के सृजनात्मक तरीके से समझ सकते हैं. अन्यथा पूर्वाग्रह में जीने वाले तथा रुग्ण मानसिकता के शिकार लोगों के लिए इस आलेख को समझना आसान या सरल नहीं होगा?

यदि उक्त पंक्तियों को लिखने में कोई धृष्टता या गलती (Audacity or Mistake) नहीं की है, तो कृपया सबसे पहले बिना किसी पूर्वाग्रह के इस बात को समझने का प्रयास करें कि एक ओर तो कहा जाता है कि हमारे देश में लोकतन्त्र है और दूसरी ओर लोकतन्त्र के नाम पर 1947 से लगातार यहॉं के लोगों के समक्ष चुनावों का नाटक खेला जाता रहा है. यदि देश में वास्तव में ही लोकतन्त्र है, तो सरकार एवं प्रशासनिक व्यवस्था में देश के सभी वर्गों का समान रूप से प्रतिनिधित्व क्यों नहीं है? अर्थात् सरकार एवं प्रशासन में समानता का मूल अधिकार कहीं खो गया लगता है! सभी वर्गों के लोगों की प्रत्येक सरकारी क्षेत्र में समान रूप से हिस्सेदारी क्यों नहीं है? प्रत्येक सरकारी क्षेत्र में समान हिस्सेदारी नहीं होने से देश में लोकतन्त्र होने के कोई मायने ही नहीं रह जाते हैं!

फिर भी कुछ तथाकथित प्रबुद्ध लोग चिल्ला-चिल्लाकर दुहाई देते रहते हैं कि हम संसार के सबसे बड़े लोकतन्त्र में रहते हैं. ऐसे लोगों से सीधा सवाल है कि यदि देश में लोकतन्त्र है तो केवल दो फीसदी लोगों के यहॉं इस देश की राजनीतिक सत्ता और संसाधन गिरवी क्यों रखे हैं? लोकतन्त्र का प्रभाव आम लोगों में दिखाई क्यों नहीं देता है? लोकतन्त्र में लोगों के पास तो सत्ता की चाबी होनी चाहिये. लोकतन्त्र का मूल स्त्रोत आम इंसान" सरकार, सत्ता एवं संसाधनों पर काबिज दो फीसदी महाभ्रष्ट और नैतिक रूप से पतित लोगों को बेदखल क्यों नहीं कर पा रहा है?

इन और ऐसे ही अनेक सवालों के उत्तर ईमानदारी तथा निष्पक्षतापूर्वक तलाशने पर स्वत: पता चलेगा कि न तो इस देश में सच्चे अर्थों में लोकतन्त्र है और न ही इस देश की वास्तविक ताकत जनता में निहित है! इस परिप्रेक्ष में नक्सलवाद को समझने के लिये हमें इस देश के मूल निवासियों और आदिवासियों तथा दबे कुचले वर्गों के लोगों के बारे में कुछ मौलिक बातों को गहराई से समझना होगा, क्योंकि अधिसंख्य चालाक और कथित बुद्धिजीवियों द्वारा दुराशयपूर्वक यह झूठ फैलाया जाता रहा है कि केवल आदिवासी ही नक्सलवाद के संवाहक है!

यह एक कड़वा सच है कि वर्तमान में आदिवासियों की दशा इस देश में सबसे बुरी है. इस तथ्य को स्वयं भारत सरकार के आँकडे़ ही प्रमाणित करते हैं. सबकुछ जानते हुए भी सत्ता और प्रशासन पर काबिज बहुत कम लोग इस बात को स्वीकार करते हैं कि आजादी के बाद से आज तक आदिवासी वर्ग का केवल शोषण ही किया जाता रहा है.

आदिवासियों के उत्थान की कथित योजनाओं के क्रियान्वयन के लिये ऐसे लोगों को जिम्मेदारी दी जाती रही है, जो आदिवासियों की मौलिक पृष्ठभूमि, सामाजिक संरचना, संस्कृति और सामाजिक, सांस्कृतिक, शैक्षणिक एवं आर्थिक समस्याओं के बारे में तो कुछ भी नहीं जानते हैं, लेकिन वे इस बात को जरूर अच्छी तरह से जानते हैं कि आदिवासियों के हित में बिना कुछ किये, आदिवासियों के लिये सरकार द्वारा आवण्टित बजट को हजम कैसे किया जाता है! ऐसे ब्यूरोक्रेट्स को भ्रष्ट और स्वार्थी राजनैतिक नेतृत्व का पूर्ण समर्थन मिलता रहा है.

इसके साथ-साथ यहाँ पर यह स्पष्ट करना भी जरूरी है कि राजनीतिक नेतृत्व में सभी लोग आदिवासियों के विरोधी या दुश्मन नहीं हैं, बल्कि कुछेक को छोड़कर सभी राजनीतिक दलों में कुछ प्रतिनिधि आज भी आदिवासियों के प्रति संजीदा और संवेदनशील भी हैं. दूसरी ओर इस देश के केवल दो प्रतिशत लोग लच्छेदार अंग्रेजी में दिये जाने वाले तर्कों के जरिये इस देश को लूट रहे हैं और 98 प्रतिशत लोगों को मूर्ख बनाया जा रहा रहा है.

यह जानकर आश्‍चर्य हुआ कि देश के नीति-नियन्ता पदों पर विराजमान और इन लोगों के हर गलत-सही कार्य के समर्थक लोगों में एकाधिक लोगों की बेरहमी से हत्या जैसा जघन्यतम अपराध करने वाले हत्यारों की संख्या तुलनात्मक दृष्टि से कई गुनी है, लेकिन बावजूद इसके इन हत्यारों में से किसी बिरले को ही कभी फांसी की सजा दी गयी होगी? इसके पीछे भी कोई न कोई कुटिल समझ तो काम कर ही रही है. अन्यथा ऐसा कैसे सम्भव है कि अन्य 98 प्रतिशत लोगों को तुलनात्मक रूप से बहुत छोटे और कम घिनौने मामलों में भी फांसी का हार पहनाकर देश के कानून की रक्षा करने का फर्ज बखूबी निभाया जाता रहा है, जबकि सत्ता पर काबिज दो फीसदी लोगों को घृणित तथा जघन्य मामलों दोषी पाये जाने के उपरान्त भी यैनकेन प्रकारेण फांसी की सजा से बचा लिया जाता है.

यदि उपरोक्त साजिश पर तनिक भी सन्देश हो या किसी को विश्‍वास न हो तो सूचना अधिकार कानून के तहत पुलिस या कोर्ट से आंकडे प्राप्त करके कोई भी व्यक्ति जान सकता है कि किस-किस जाति के, कितने-कितने लोगों ने एक साथ एक से अधिक लोगों की हत्या की और उनमें से किस-किस जाति के, कितने-कितने लोगों को अंतिम रूप से फांसी की सजा दी गयी और किस विशेष जाति या वर्ग के लोगों को चार-पॉंच या अधिक लोगों की बेरहमी से हत्या करने के बाद भी और दोषी पाये जाने के बाद भी उन्हें केवल उम्रकैद की सजा सुनाई गयी या उनको सन्देह का लाभ देकर दोषमुक्त कर दिया गया?

छोटे-बडे़ सभी अपराधों में आदिवासियों को सुनाई गयी सजाओं तथा कैद के आंकडों की संख्या देखकर तो कोई भी संवेदनशील व्यक्ति सदमाग्रस्त हो सकता है! यही नहीं यदि इस विभेद को और गहराई से जानना चाहें, तो बलात्कार के आँकडे़ निकालकर पता कर सकते हैं कि किस जाति की महिलाओं के साथ सर्वाधिक बलात्कार होते हैं? कौन लोग सर्वाधिक बलात्कार करते हैं और किस जाति की महिलाओं के साथ बलात्कार होने पर किस जाति के दोषियों को कम या अधिक सजा दी जाती है एवं किन-किन जाति की महिलाओं के साथ बलात्कार होने पर मामला पुलिस के स्तर पर ही रफा-दफा कर दिया जाता है या अदालत में जाकर सांकेतिक सजा के बाद मामला समाप्त कर दिये जाते हैं?

जागरूक लोग चाहें तो यह भी पता कर सकते हैं कि इस देश के दो फीसदी महामानवों के अपराध सर्वप्रथम तो दबा दिए जाते हैं, कुछेक जो अदालतों तक पहुँचते हैं, उन मामलों में आश्‍चर्यजनक रूप से प्रत्येक स्तर पर द्रुत गति से न्याय मिलता है, जबकि इसके ठीक विपरीत इस देश के शेष 98 फीसदी निरीह लोगों के मामलों में वर्षों तक केवल और केवल तारीख और बस तारीख! यही नहीं मानव अधिकार आयोग द्वारा सुलटाये जाने वाले मामले उठाकर देखेंगे तो पता चल जायेगा कि इनमें किन-किन जातियों के कितने लोगों ने न्याय की गुहार लगाई और किस-किस जाति के कितने लोगों को न्याय या सच्ची मदद मिली? या किन लोगों के खिलाफ कार्यवाही की अनुशंसा की गयी?

यहॉं पर भी जाति विशेष एवं महामानव होने की पहचान निश्‍चित रूप से काम करती है. पेट्रोल पम्प एवं गैस ऐजेंसी किनको मिलती रही हैं? ऐसे अफसर जिनकी गोपनीय रिपोर्ट गलत या नकारात्मक लिखी जाती है, उनमें किस वर्ग के लोग अधिक होते हैं तथा नकारात्मक गोपनीय रिपोर्ट लिखने वाले कौन से वर्ग या जाति के अफसर होते हैं? कौनसी दैवीय प्रतिभा के चलते संघ लोक सेवा आयोग द्वारा केवल दो फीसदी लोगों को पचास फीसदी से अधिक पदों पर चयनित कर लिया जाता है? शोषित, दमित और अन्याय के शिकार लोगों के विरुद्ध जानबूझकर और दुराशयपूर्वक मनमानी एवं भेदभाव करने की यह फेहरिस्त बहुत लम्बी है!

ऐसी भयानक असंवेदनशील, असंवैधानिक, विभेदकारी, शोषक और मनमानी राजनीतिक तथा प्रशासनिक व्यवस्था में आश्‍चर्य इस बात का नहीं होना चाहिये कि नक्सलवाद क्यों पनप रहा है, बल्कि आश्‍चर्य तो इस बात का होना चाहिये कि इतना अधिक क्रूरतापूर्ण दुर्व्यवहार, मनमानी और खुला भेदभाव होने के बाद भी केवल नक्सलवाद ही क्यों पनप रहा है? इतना अन्याय सहकर भी लोग अभी भी जिन्दा कैसे हैं? अभी भी लोग शान्ति की बात करने का साहस कैसे जुटाते हैं? इतना अन्याय सहते हुए भी लोगों को लोकतन्त्र में विश्‍वास कैसे है?

यहॉं पर एक कल्पित झूठ की ओर भी ध्यान खींचना बहुत जरूरी तथा प्रासंगिक है, वह यह कि 'नक्सली केवल आदिवासी हैं!' जबकि सच्चाई यह है कि हर एक वर्ग और जाति के लोग जिनका शोषण हो रहा है, जो विभेद का शिकार हो रहे हैं. जिनकी इज्ज्त और मान मर्यादा का सरेआम मखौल उड़ाया जा रहा है, जिनकी आँखों के सामने उनकी माँ, बहन, बेटी और बहूओं की इज्जत लूटी जा रही है, जिनके घरों और खेत-खलियानों को जलाया जा रहा है-वही मजबूर लोग अन्याय का प्रतिकार करने के लिए नक्सलवादी बनने को विवश हो रहे हैं!

कल्पना करें परिवार के लोगों की आँखों के सामने उनकी 13 से 16 वर्ष की बेटी या बहिन का सामूहिक बलात्कार किया जाता है और स्थानीय पुलिस उनकी रिपोर्ट तक दर्ज नहीं करती! डॉक्टरी रिपोर्ट बनाकर देना तो दूर, सरकारी डॉक्टर पीड़िता का प्राथमिक उपचार तक नहीं करते. स्थानीय जन-प्रतिनिधि पीड़िता और आहत परिवार को संरक्षण तथा सुरक्षा देने के बजाय बलात्कारियों और अपराधियों को ही पनाह देते हैं! तहसीलदार से लेकर राष्ट्रपति तक गुहार करने के बाद भी पीड़िता की कोई सुनवाई नहीं होती. ऐसे हालात में पीड़िता के परिवार के लोग या बलत्कृतबेटियों के पिता या ऐसी बहनों के भाईयों को क्या सन्त बने रहना चाहिये? इस सवाल का जवाब इस देश के संवेदनशील और इंसाफ में आस्था एवं विश्‍वास रखने वालों से अपेक्षित है.

दूसरी तस्वीर देखिये, अपराध कोई अन्य (बलशाली जो-जनबल, धनबल या बाहुबल से सम्पन्न है) करता है और पुलिस द्वारा ऐसे अपराधी से धन लेकर या उसके आका राजनेता या उच्च अफसर के दबाव में छोड़ दिया जाता है या पकड़ा ही नहीं जाता है और उसके बजाय अन्य किसी निर्दोष और मासूम को ऐसे मामले में फंसा दिया जाता है. बेकसूर होते हुए भी ऐसा निरीह व्यक्ति न्याय की उम्मीद में कई वर्षों तक जेल में सड़ता रहता है. इस दौरान जेल गये व्यक्ति का परिवार, उसकी खेती-आजीविका, उसके जानवर आदि सब बर्बाद हो जाते हैं या बर्बाद कर दिये जाते हैं. उसकी युवा पत्नी और, या उसकी युवा बहन या बेटी को सरेआम अगवा कर लिया जाता है. उन्हें रखैल और बन्धुआ बनाकर रखा जाता है.

कई बार तो 15 से 20 वर्ष के युवाओं को झूठे मामलों में फंसा दिया जाता है और उनकी सारी जवानी जेल में ही समाप्त हो जाती है. जब कोई सबूत नहीं मिलता है तो थक-हारकर वर्षों बाद अदालत उन्हें रिहा कर देती हैं. रिहा होने पर ऐसे शोषण के शिकार लोगों का कोई ठोर-ठिकाना या घर-परिवार शेष नहीं बचता. ऐसे उत्पीड़ित लोगों से क्या हम संत या अनुशासित नागरिक बन रहने की आशा कर सकते हैं?

वहीं दूसरी ओर कानून, प्रशासन, न्यायपालिका और सरकार की दृष्टि में ऐसे उत्पीड़ित लोगों का न तो कोई मान सम्मान होता है और न ही उनके जीवन का कोई सामाजिक या राष्ट्रीय मूल्य होता है. इसलिये अकारण वर्षों तक जेल में सड़ते रहने के उपरान्त भी उनको सरकार की ओर से किसी प्रकार का मुआवजा या संरक्षण या समाज में पुनर्स्थापना के लिए सहयोग मिलना तो बहुत दूर, उन्हें अपने हाल पर छोड़ दिया जाता है. ऐसे व्यथित और शोषित के शिकार लोग स्वयं तो ये भी नहीं जानते कि 'मुआवजा है किस चिड़िया का नाम!'

कानून का ज्ञान रखने वाला प्रत्येक व्यक्ति जानता है कि एक आम इंसान के लिये प्रशासन और सरकार को उसकी गलतियों के लिए गलत ठहराकर किसी भी प्रकार का मुआवजा प्राप्त करना लगभग असम्भव होता है. इसीलिये सरकार से मुआवजा प्राप्त करने के लिये लगभग शतप्रतिशत मामलों में अदालत की शरण लेनी ही पड़ती है, जिसके लिये वकील नियुक्त करने के लिये जरूरी दौलत ऐसे शोषित लोगों के पास नहीं होती और इस देश की कानून एवं न्याय व्यवस्था बिना किसी वकील के ऐसे निर्दोष तथा शोषित लोगों को निर्दोष करार देकर भी मुआवजा देने के नाम पर स्वयं संज्ञान लेकर बिना वकील सुनना जरूरी नहीं समझती है.

इसके विपरीत अनेक ऐसे मामले भी इस देश में सामने आये हैं, आते रहते हैं, जिनमें अदालतें स्वयं संज्ञान लेकर पीड़ितों को मुआवजा प्रदान करने के आदेश प्रदान करती रही हैं, लेकिन किसी अपवाद को छोड़कर ऐसे आदेश केवल उक्त दो फीसदी लोगों या उनके कृपा पात्र लोगों के पक्ष में ही जारी किये जाते रहे हैं.

एक जनहित मामले में एक सामाजिक कार्यकर्ता ने अपने राज्य के हाईकोर्ट को अनेक बार पत्र लिखे, लेकिन उन पत्रों पर हाईकोर्ट ने कोई संज्ञान नहीं लिया, जबकि कुछ ही दिन बाद उन पत्रों में लिखा मामला एक दैनिक में प्रकाशित हुआ और उस पर हाईकोर्ट ने तत्काल स्वयं संज्ञान लेकर उस मामले को न मात्र जनहित याचिका मानकर स्वीकार कर लिया, बल्कि इसके साथ-साथ हाईकोर्ट के तीन वकीलों का पैनल उस मामले की पैरवी करने के लिये भी नियुक्त कर दिया. अगले दिन उस दैनिक में हाईकोर्ट के इस आदेश के बारे में मोटे-मोटे अक्षरों में समाचार प्रकाशित हुआ और हाईकोर्ट द्वारा संज्ञान लिये जाने के पक्ष में अखबार द्वारा खूब कसीदे पढे गये.

इन मनमाने हालातों में देश के कमजोर, दमित और दबे- कुचले वर्गों और विशेषकर आदिवासियों के विरुद्ध सरकार, प्रशासन, न्यायपालिका और राजनीतिक दलों द्वारा असमानता, गैर-बराबरी, अन्याय, भेदभाव, शोषण और क्रूरतापूर्ण दुर्व्यवहार के चलते केवल स्वाभाविक रूप से पनपने वाले ही नहीं, बल्कि हर एक स्तर पर जानबूझकर पनपाये जाने वाले रोष और असन्तोष रूपी नक्सलवाद को, जो लोग इस देश की सबसे बड़ी समस्या बतला रहे हैं, असल में ऐसे लोग स्वयं ही इस देश की सबसे बड़ी समस्या हैं!

जैसा कि सभी जानते हैं वर्तमान में अनेक राज्यों की राज्य सरकारों और केन्द्रीय सुरक्षा बलों द्वारा नक्सलवादियों के विरुद्ध निर्मम संहारक अभियान चलाया जा रहा है, उस अभियान के मार्फत नक्सलवादियों और आदिवासियों को येन-कैन प्रकारेण मारकर इस समस्या को समाप्त करने का आत्मघाती प्रयास किया जा रहा है, जबकि नक्सलवाद से इस प्रकार से कभी भी स्थायी रूप से नहीं निपटा जा सकता, क्योंकि बीमार को मारकर, बीमारी को समाप्त नहीं किया जा सकता!

यदि सरकार बीमारी के कारणों को ईमानदारी से पहचान कर उन कारणों का ईमानदारी से उपचार और समाधान करें तो नक्सलवाद क्या, किसी भी विकट से विकट समस्या का भी समाधान सम्भव है, लेकिन अंग्रेजों द्वारा कुटिल उद्देश्यों की पूर्ति के लिये स्थापित आईएएस एवं आईपीएस व्यवस्था के भरोसे देश को चलाने वाले भ्रष्ट राजनेताओं से यह आशा नहीं की जा सकती कि सकारात्मक तरीके से नक्सलवाद या किसी भी समस्या का स्थायी समाधान किया जा सके! केवल इतना ही नहीं, अब यदि सरकारों की यही नीति रही तो नक्सलवाद या ऐसे ही किसी दूसरे नाम से लोगों का असन्तोष और गुस्सा देश के अन्य हिस्सों में भी पैर-पसारते देर नहीं करने वाला. क्योंकि प्रशासन और सत्ताधीशों का भेदभाव और अन्याय लगातार दबे-कुचले वर्गों को ऐसा करने को विवश कर रहा है. ऐसे लोगों को कुछ राजनेता भी उकसा रहे हैं, इसलिये सरकार को इस बारे में तत्काल कदम उठाने होंगे.पुरुषोत्तम मीणा 'निरंकुश' राजस्थान में आदिवासी अधिकारों के लिए सक्रिय हैं.

जाति विहीन वर्ग विहीन व शोषण से मुक्त समाज का सपना महात्मा गांधी ने देखा था और उन्होनें सर्वोदय जैसा एक दर्शन उसके लिए विकसित किया। ऐसा ही एक प्रयास पश्चिम के समाज विज्ञानी कार्ल मार्क्स ने भी किया। मार्क्स ने समाज को शोषण से मुक्त करने के लिए एक क्रांति की प्रक्रिया का मत रखा। उन्होनें अपने इस मत को वैज्ञानिक समाजवाद का नाम दिया। हालांकि क्रांति की प्रक्रिया महात्मा गांधी ने भी दी लेकिन उन्होने स्वयं के संस्कारो के अनुरूप ही उसका स्वरूप प्रस्तुत किया। सत्य का अंश दोनों के ही दर्शन में है। समाज के लिए दोनों ही व्यवस्था को बदलना चाहते है, किंतु मार्क्स ने क्रांति के लिए शस्त्रों की राह चुनी जबकि गांधीजी ने क्रांति का स्वरूप अहिंसा व सत्याग्रह के अंतर्गत रखा। ... आजादी के बाद बनी भारतीय वननीति की समीक्षा सन 1988 में की गई थी। लेकिन परिस्थितियों के अनुसार उसमें हेर-फेर किए बिना फिर से उसे यथावत लागू कर दिया गया, जबकि वर्ष 1975 में नेपाल राष्ट्र द्वारा अपनाई गई वननीति का भारतीय वनों पर प्राकृतिक एवं मानवजनित कारणों का विपरीत प्रभाव पड़ा है। किंतु छत्तीस साल व्यतीत हो जाने पर भी भारतीय वनों पर पड़ रहे कुप्रभावों को निष्प्रभावी करने के लिये भारत सरकार द्वारा अभी तक कोई ठोस वननीति नहीं तैयार की गई है। जबकि भारत-नेपाल सीमावर्ती भारतीय वनों पर बढ़ रहे नेपालियों के दबाव को रोकने, वन संपदा व जैव-विविधता की सुरक्षा के लिये वर्तमान वननीति में बदलाव किया जाना अतिआवश्यक हो गया है। ... हमारे सार्वजनिक जीवन में डर अब स्थायी भाव बनता जा रहा है, एक राष्ट्र के रूप में भी हम डर के कारण ही काम कर रहे हैं. हमारी राजनीतिक बिरादरी तो मुख्य रूप से डर का सौदागर बनी हुई है, वह दहशतफरोश के रूप में राजनीतिक कार्य कर रही है. अभी हाल में जब अरविन्द केजरीवाल ने दिल्ली में संसद भवन परिसर के पास धरना दे दिया तो एकाएक व्यवस्था का डर दिखाकर अरविन्द केजरीवाल को अराजक घोषित कर दिया गया. राजनीतिक जमातों और बुद्धिजीवियों ने यह जताने की कोशिश की कि डरकर जीना गणतांत्रिक व्यवस्था है. देश की राजनीतिक जमातें और बुद्धिजीवी जिस तरह से आम आवाम में व्यवस्था का खौफ पैदा कर रहे हैं उसके बाद खतरा यह है कि कहीं देश की राजनीति का मतलब दहशतफरोशी ही न बन जाये. इस दहशतफरोशी को ही देश के भविष्य मान लेने की साज़िश में नेताओं के बाद अब बुद्धिजीवी भी शामिल हो गए हैं. ... जम्मू कश्मीर में इन दिनों एक अलग तरह का विरोध दिखाई दे रहा है। यह विरोध है अपनी भाषा की उपेक्षा का विरोध। बिल्कुल अंग्रेजियत अंदाज में जम्मू कश्मीर सरकार इन दिनों राशनकार्ड का फार्म भरवा रही है। फार्म स्थानीय कश्मीर की भाषाओं में न होकर अंग्रेजी में हैं। जिसे लेकर जम्मू कश्मीर राज्य के अलग अलग हिस्सों में मांग उठ रही है कि राशनकार्ड का फार्म उनकी भाषा में होना चाहिए। मसलन जम्मू संभाग में यह डोगरी में, लद्दाख में भोटी में, कारगिल में बल्ती में और कश्मीर संभाग में कश्मीरी भाषा में प्रकाशित किया जाना चाहिये। लेकिन हुर्रियत कान्फ्रेंस का वह धड़ा जिसकी अगुवाई सैयद अली शाह गिलानी करते हैं, शायद कश्मीरियों द्वारा कश्मीरी भाषा को लेकर दिखाये जा रहे इस भावनात्मक लगाव को बर्दाश्त नहीं कर पाये हैं और अपनी भाषा से मोहब्बत को नापाक करार दे दिया है। ...
